"Ecological amnesia" is an interesting concept: ecological degradation may take several generations, so people who have been living only in a degraded environment perceive its degraded state as normal, perhaps in contrast to their grand-parents who have seen a less degraded environment in their youth. This collective loss of experience of a less degraded environment may contribute to inaction (if it's normal, why change it?).
I am not sure how strong that effect is, but it seems to be there. Interestingly, while slow environmental changes are normalized, sudden changes, say, massive wildfires, are more difficult to normalize and could be more likely to spur action.
