Judge orders release of #PortlandME teen from #ICE facility after 6 months

PORTLAND (WGME) – "A Portland teen who has been held in a Texas ICE facility for more than six months is reportedly set to be released by Friday.

That's according to Maine Congresswoman Chellie Pingree, who traveled to the facility this week to demand that ICE release 19-year-old #OliviaAndre .

"She is originally from the Democratic Republic of the Congo and was a first-year nursing student in Portland when she was taken into custody.

"#DHS previously said Andre is in the United States illegally but didn’t explain why the rest of her family was released and she wasn't.

"Pingree called the conditions at the facility inhumane, and Andre's lawyer says her physical and mental wellbeing deteriorated from not having access to clean drinking water, palatable food and appropriate medical care.

"A controversial multimillion-dollar deal between New York City’s public hospital system and military contractor Palantir, first reported by The Intercept, is coming to an end, according to recent testimony before the city council.

"The Intercept reported in February that the New York City Health and Hospitals Corporation, which operates a network of public health care facilities across the city, had paid Palantir almost $4 million since 2023 for data analysis services. #NYCHH says it used Palantir’s software to boost its efficiency in billing Medicaid and other public benefits, which included the automated scanning of patient health notes.

"The contract prompted #protests from #activists and local organizers who objected to the hospital system’s use of software from a company whose technology has facilitated lethal airstrike targeting, wide-reaching surveillance of American citizens, and deportation raids by Immigration and Customs Enforcement agents."

"Officers who appeared to be affiliated with U.S. Customs and Border Protection boarded a van and detained the workers at about 6 a.m., Iver Lofving, an advocate and translator, said.

"The van, Lofving said, was carrying workers from a former motel in Skowhegan to Backyard Farms in Madison and was stopped by federal agents about 10 minutes from Backyard Farms. The van also picked up several people from elsewhere in Skowhegan, who were detained as part of the operation, he said.

"Federal and local officials have yet to confirm the details of the operation, including how many workers were detained, where they are from, why they were detained and where they are being held. CBP and Skowhegan police did not respond to requests for comment.

"The raid marked the second time this month that immigration officers have detained workers en route from the former Skowhegan motel at 137 West Front St. to Backyard Farms. "

The Department of Homeland Security will not move forward with its plan to convert a warehouse in Merrimack, New Hampshire, into a 500-bed U.S. Immigration and Customs Enforcement facility, Gov. Kelly Ayotte announced Tuesday.

The proposal had drawn pushback from local and state officials in New Hampshire, while its proximity to Maine also generated rumors that it would be used to hold people detained here."

"Construction of a new U.S. Immigration and Customs Enforcement holding facility located at 40 Manson Libby Road in Scarborough is set to be completed in spring 2021. It will share the building with a #VeteransAdministration group that provides therapy and support to veterans.

"The news of the facility first broke in February 2020 when Bangor Daily News reported on an email they obtained, under the Freedom of Information Act, from Alisa Wofford, a leasing specialist with the U.S. General Services Administration, an agency that manages federal building contracts. '[T]his space will be low key and not brightly advertised as an ICE location,' Wofford wrote to other government officials. 'The GSA property manager does not speculate that protests will be a problem for the vet center.' According to the email, ICE will process, fingerprint, and detain people suspected of immigration violations, keeping them in onsite holding rooms before transporting them in unmarked vans to an overnight detention facility elsewhere, if necessary.

"At present, people apprehended by the agency and waiting for immigration court proceedings are generally held at the Cumberland County Jail before being moved out of state. According to ICE’s website, the nearest Enforcement and Removal Operations field office, whose area of responsibility includes Maine, is in Boston. However, in October 2019, the agency announced the opening of an administrative office in downtown Portland at One City Center, which also has one holding cell. The news of the two facilities came as the number of people arrested by ICE spiked across the country. In 2019, ICE apprehended over 1.1 million people, a rise of nearly 70% from the previous fiscal year. In 2020, the agency convicted nearly 400,000 people and deported over 185,000 noncitizens from the U.S.

"Scarborough town officials were not aware of the plans for the facility before the Bangor Daily News broke the story. #JoshSoley, the owner of the industrial building at 40 Manson Libby Road, signed a 15-year-lease with the GSA in April 2019. 'This was a private transaction between a property owner and the federal government that complied with all the zoning requirements and the council doesn’t have any authority to approve or disapprove leases between the parties,' said Scarborough Town Council Chief Paul Johnson. 'We’ve since changed our zoning laws so that overnight and detention facilities will no longer be allowed. The new zoning would also prevent this facility from expanding.' "

PORTLAND, Maine —"Activists lit up parts of Portland with a message Friday, asking Immigrations and Customs Enforcement to leave the city.

"Light projections shared messages on One City Center, the location of ICE's office, asking the management company to cancel the lease.

"A second projection and a small cage were set up in #CongressSquarePark.
DIRIGO Management Company, which manages One City Center, issued a statement Monday morning on Friday's protest.

"President Bob Keegan said that while the company oversees facility management, it does not own One City Center and does not make leasing decisions.

"Keegan said all leasing decisions are made by the building's owner One City Center Associates LLC."

Excerpt: "As of January, ICE’s expansion is heavily concentrated in a few key states. #Texas has at least 9 leasing projects underway. In #Harlingen, located near the US border with Mexico, a lease has been awarded at 222 East Van Buren, in the same building as the city’s Department of Labor–aligned outpost. (ICE has already detained dozens of Harlingen-area residents.) In the #Woodlands, a district near #Houston, ICE appears poised to move into an office building at 1780 Hughes Landing Boulevard, blocks away from a Primrose preschool. In #ElPaso, ICE is moving into the Epicenter Office Community, a large campus of buildings right off Interstate 10 near many local health providers and other businesses. In #SanAntonio, ICE is considering a move into a building located at 15727 Anthem Parkway, near apartment buildings, dozens of restaurants, and the Methodist Hospital Landmark. In #EaglePass, ICE appears to be looking at a move into a building at 3381 US Highway 277, where at least one government office—the Drug Enforcement Administration—is already located.

"A Trump administration official recently told WIRED that #California and #NewYork are 'next' for the type of fraud investigation that culminated in 3,000 ICE agents in Minneapolis. At least seven leasing projects are underway in California. In #Sacramento, ICE has installed security features at the John E. Moss building ahead of further expansion. The location is already the site of a Justice Department immigration court. In Irvine, a city in Orange County located an hour’s drive from #LosAngeles, ICE is moving into offices on 2020 Main Street, located right next to the airport and a childcare agency. In #VanNuys, a neighborhood of Los Angeles, ICE is expanding its offices at the James C. Corman federal building that also has offices for the IRS and Health and Human Services. Further expansion of ICE offices is also underway throughout the state, in federal buildings in Los Angeles, at San Diego’s Edward J. Schwartz Courthouse and federal building, and in Santa Ana’s federal building. The #SantaAna federal building is located within blocks of a church, the stadium for one of the nation's top high school football programs, and many government services.

"In New York and #NewJersey, ICE is expanding its physical footprint rapidly. In #RoselandNJ, less than an hour’s drive from New York City, ICE is moving into a building at 5 Becker Farm Road. The building is located near the Roseland Child Development Center. In #WoodburyNY, a hamlet in #LongIsland, ICE is moving into offices located at 88 Froehlich Farm Boulevard, near an expedited passport center. In #NewWindsor, New York, a town within driving distance of New York City along the Hudson River known for the Storm King Art Center, ICE is moving into offices at 843 Union Avenue. All three of these locations are within an hour and a half from a warehouse in #ChesterNY, that DHS is pursuing as an immigrant detention center.

"The same pattern plays out in dozens of other cities across the US. ICE’s expansion includes not just its own preexisting space—or sharing an office with other government agencies—but also situates its agents near sensitive civilian locations.

"That often includes places of worship. In #Hyattsville, Maryland, ICE is expanding its offices at the Metro 1 building on 6505 Belcrest Road, which sits a few blocks from a Lutheran church. In #Tennessee, OPLA is planning to move into the #Nashville House office building, a business center in the city near multiple churches. The #OneCityCenter building in #PortlandME, where ICE plans to expand its offices, is within walking distance to at least six churches, a mosque, one synagogue, and a Salvation Army adult rehab center. "Several planned ICE office spaces are located near schools and early-childhood care centers. ICE is poised to move into a building on 1000 Westlakes Drive in the #Philadelphia, Pennsylvania, suburb of #Berwyn; the Hillside Elementary School is about a mile away. In the #ColumbusOH, suburb of #Westerville, OPLA appears ready to move into a small office building at 774 Park Meadow, near the Oakstone Academy High School. In #MeridianID ICE is moving into the Portico at Meridian Center, which is located near the Spalding STEM Academy high school. And in #OakbrookIL, a suburb of #Chicago, ICE is moving into the Oakbrook Gateway, an office building located near both a Bright Horizons daycare center and a hospice center.

"Many other planned locations are near hospitals and medical offices. In #YorkPA, ICE’s OPLA division has leased space at Yorktowne Medical, a facility with multiple medical offices. In #ColumbiaSC, ICE is poised to move into offices at 1441 Main Street, which sits blocks away from the Prisma Health Baptist Hospital. In #NaplesFL, ICE is poised to move into offices at 75 Vineyards Boulevard, close to Physicians Regional Pine Ridge campus hospital.

"Other locations appear to be strategically situated near buildings that ICE either currently uses or could use to detain immigrants. The #Hyattsville location is about an hour and a half from a warehouse DHS recently purchased that ICE has said will be used to detain immigrants, as is a second office marked for OPLA use in #CockeysvilleMD.

"Among the many ICE leasing projects underway in Florida is Research Commons, a building located in #Orlando at 12249 Science Drive that’s less than 25 minutes away from another warehouse identified by the Post as a potential large-scale detention center. The York, #Pennsylvania, location is also an hour and 20 minutes away from a warehouse recently purchased by ICE for nearly $90 million that a Republican congressman said will be used as a processing and immigrant detention facility.

"In Alexandria, Louisiana, ICE is moving into a building on 1201 3rd Street, located right in the city’s historic downtown center and a 16-minute drive from the Alexandria Staging Facility, where immigrants have been detained, transferred, and then deported.

"#AlexandriaLA has emerged as a key location for ICE’s activities in the state and around the country, and an investigation from The Guardian alleged a pattern of abuse and alleged due process violations at the Alexandria facility that’s operated as a deportation 'hub.'

"This is just a sampling of the dozens and dozens of lease locations in the process of being awarded to ICE in every single GSA leasing region, which spans the entire country and US territories. ICE agents and officers will share buildings with doctors, restaurants, and businesses. They’ll expand existing offices and move in with unrelated government agencies—at 801 Arch Street in Philadelphia, Pennsylvania, for example, they’ll share space with the DMV."

Attorney General #PamBondi labeled the defendants terrorists, and FBI Director #KashPatel bragged that it was the first time alleged antifa activists had been hit with terror charges.

"Months later, the Trump administration recycled the label to smear Renee Good and Alex Pretti, Minneapolis residents who were shot and killed by federal immigration agents. They were supposedly dangerous left-wing agitators, in Pretti’s case legally carrying what the government said was a 'dangerous gun.' The videos of Good and Pretti’s killings disproved the administration’s lies.

"Unlike the Minneapolis shootings, the full events at Prairieland were not caught on video. "After the past three weeks of brutality in Minneapolis, it should no longer be possible to say that the Trump administration seeks merely to govern this nation. It seeks to reduce us all to a state of constant fear — a fear of violence from which some people may at a given moment be spared, but from which no one will ever be truly safe. That is our new national reality. State terror has arrived.

"Please look at this list with me. Since early January, when Immigration and Customs Enforcement expanded its operation in Minneapolis and St. Paul, Minn., federal officers have: killed Renee Good, a white middle-class mother; menaced a pregnant immigration lawyer in her firm’s parking lot; detained numerous U.S. citizens, including one who was dragged out of his house in his underwear; smashed in the windows of cars and detained their occupants, including a U.S. citizen who was on her way to a medical appointment at a traumatic brain injury center; set off crowd-control grenades and a tear gas container next to a car that contained six children, including a 6-month-old; swept an airport, demanding to see people’s papers and arresting more than a dozen people who were working there; detained a 5-year-old. And now they have killed another U.S. citizen, Alex Jeffrey Pretti, an I.C.U. nurse with no criminal record. It seems he was white. The agents had him down on the ground, subdued, before they apparently fired at least 10 shots at point-blank range.

"Confronted with a list like this — a deluge like this — we look for details that might explain why these people were subjected to this treatment, details that might reassure us that we, by contrast, are not in danger. Good was in a relationship with a woman, and her partner, who is butch, spoke impertinently to an ICE officer, so there, Good wasn’t your average white mother after all. ChongLy Thao, the man who was dragged out of his house in his underwear, is an immigrant from Laos; he is not white, and presumably he speaks with an accent. The woman on her way to the medical appointment and the family with six kids drove through areas where anti-ICE protests were taking place. The 5-year-old child’s family doesn’t have permanent status. Little is known about Pretti at this writing, but his father said he did participate in protests and he might have been carrying a gun (legally).

"We don’t focus on these details in order to justify the federal agents’ actions, which are plainly brutal and unjustifiable; we do it to force the world to make sense, and to calm our nerves. If we don’t talk back, if we alter our routes to avoid protests, if we are lucky enough to be white, straight, natural-born Americans — or, if we are not, but we lie low, stay quiet — we will be safe. Conversely, we can choose to speak up, to go to protests, to take a risk. Either way, we tell ourselves, if we can predict the consequences, we have agency.

"But that’s not how state terror works.
In the 1990s, when I talked to people in the former Soviet Union about their families’ experiences of Stalinist terror, I was repeatedly struck by how much people seemed to know about their circumstances. Time and time again, people would tell me exactly what had led to their family members’ arrests or executions. Jealous neighbors had reported them to the authorities, or colleagues who had been arrested named them under duress. These stories had been passed on from generation to generation. How could they come to know so much, I wondered. They couldn’t. People crafted narratives out of suspicions, rumors and hints, to fill a desperate need for an explanation."

"The charter airlines are making it harder to track them, but here's what we found: #GlobalX, #Eastern and #Omni based in #TulsaOK, have operated most of these, with Sun Country also operating some of the flights.

"These secretive flights take those arrested to deportation hubs in isolated areas, where they are sent to prison, deported to other countries, or constantly shifted on flights. These secretive hubs are in #DadeCollier in the Florida Everglades; Alexandria in central Louisiana; and Harlingen on the Texas border.

"Those arrested are boarded shackled in chains from their wrists to their feet, and often denied water and food, and abused. While these secretive flights disappear people, their families desperately search for them.

"The flights out of #MesaAZ in the #Phoenix area are deporting hundreds on each flight to #Venezuela. A recent flight out of Mesa deported those arrested to #Russia and #Iran. The past flights show the men were immediately given #Draft notices for military service when they arrived in Russia. Protesters and political #AsylumSeekers face worse.

"As for the chartered airlines, the main contract is held by #CSI in #AlbuquerqueNM, who contracts out the other airlines.

"Yesterday, a Ghost Flight landed in #Guantanamo and then #Haiti. These are #moms, #workers, asylum seekers, #LegalResidents, and most are whisked away and denied due process. More than 2,000 have been deported from #Minneapolis.

"Other major hubs for deportation flights are #ElPaso, #Miami, #SanAntonio, and #TacomaWA. The deportation flights are arriving in every region of the world, the Americas, Asia, and Africa." 😱

"The #WashingtonPost reports that a retired #Philadelphia man, Jon, 67, found himself in the government’s crosshairs after he emailed a lead prosecutor at the Department of Homeland Security, #JosephDernbach, who was handling the deportation case of an #AfghanRefugee, identified as H, asking him to consider that the man’s life was in danger from the #Taliban.

" 'Mr. Dernbach, don’t play Russian roulette with H’s life,' Jon wrote from his #GMail account. 'Err on the side of caution. There’s a reason the US government along with many other governments don’t recognise the Taliban. Apply principles of common sense and decency.'

"Later that day, Jon received an email from #Google notifying him that an administrative subpoena had been sent to them from the Department of Homeland Security 'compelling the release of information related to your Google Account.' Federal agencies can issue such subpoenas without an order from a judge or grand jury, and Google gave Jon, who withheld his last name to protect his family from the government, one week to challenge it.

"Laws are supposed to restrict the use of administrative subpoenas, but DHS has used the tool against dissent protected under the #FirstAmendment to the #Constitution. Jon could not find who in the agency issued the #subpoena, let alone a record of it to show an attorney.

"Days later, DHS agents showed up at Jon’s door. A naturalized U.S. citizen originally from the #UK, Jon was worried about potential violence. The agents showed him a copy of the email and asked to see his side of the story. They didn’t know about the administrative subpoena but said they received orders to interview Jon by #DHS headquarters in Washington, D.C.

"Eventually, the agents agreed that Jon had committed no crimes after he told them he found Dernbach’s email address through a simple Google search. 'That’s why these kinds of subpoenas and other actions—the visits—are so pernicious. You don’t have to lock somebody up to make them reticent to make their voice heard. It really doesn’t take much, because the power of the federal government is so overwhelming.'

"Both #Google and #Meta received a record number of subpoenas in the United States during the first half of 2025 as Trump’s second term began, with Google receiving 28,622, a 15 percent increase over the previous six months. #Activists in #Minneapolis are arrested while trailing #immigration agents

MINNEAPOLIS (AP) — "Immigration officers with guns drawn arrested activists who were trailing their vehicles on Tuesday in Minneapolis, while education leaders described anxiety and fear in Minnesota #schools from the ongoing federal sweeps.

"Both are signs that tension remains in the Minneapolis area after the departure of high-profile commander #GregBovino of U.S. #BoarderPatrol and the arrival of #Trump administration border czar #TomHoman, which followed the fatal shooting of protester #AlexPretti.

"'There’s less smoke on the ground,' Gov. #TimWalz said, referring to #TearGas and other #irritants used by officers against #protesters, 'but I think it’s more chilling than it was last week because of the shift to the schools, the shift to the children.'

"At least one person who had an anti-ICE message on clothing was handcuffed while face-down on the ground. An Associated Press photographer witnessed the arrests.

ICE agents are changing their tactics

"Federal agents in the Twin Cities lately have been conducting more targeted immigration arrests at homes and neighborhoods, rather than staging in parking lots. The convoys have been harder to find and less aggressive. Alerts in activist group chats have been more about sightings than immigration-related detainments.

"Several cars followed officers through south Minneapolis after there were reports of them knocking at homes. Officers stopped their vehicles and ordered activists to come out of a car at gunpoint. Agents told reporters at the scene to stay back and threatened to use pepper spray."
