It's very simple. Instead of letting #kids use the internet, set up a #national intranet that allow indirect identification on a network level. Then create services that just filters out what kids shouldn't have access to.
Trying to put any form of identification online is a risk, and nothing says the power behind identification can't be abused. It's a big fat promise with no real assurance.
