  7. MORRISTON: Plans submitted to demolish former Tan Y Lan school for 24 affordable flats — with Victorian building set to be lost

    Plans have been submitted to demolish the former Ysgol Gymraeg Tan Y Lan school in Morriston and replace it with 24 affordable apartments.

    The proposals – submitted by Dyfed Developments SPV2 Ltd through planning agent Asbri Planning – would see the existing buildings on the Tan Y Lan Terrace site cleared to make way for a new C-shaped block of flats.

    The site has stood vacant since the new £9.9 million Tan Y Lan School opened nearby in 2022, drawing pupils away from the original site.

    Under the new proposals, the development would deliver 18 one-bedroom apartments and six two-bedroom apartments – all of which would be classified as affordable housing.

    The developer says the apartments would be energy-efficient with an EPC A rating, and the scheme includes 24 parking spaces – one per apartment.

    The proposal was reduced from 27 flats to 24 during pre-application discussions with Swansea Council.

    The revised C-shaped block has been designed to step down the slope towards Vicarage Road – reducing the visual impact and meaning the building would appear as just two storeys when viewed from the streetscene.

    However, the proposals would result in the loss of the site’s Victorian stone school building – a structure the developer’s own Design and Access Statement acknowledges is “considered to be of heritage value as a result of their materials, architectural form and their location within the historic built and natural fabric.”

    The site sits 250 metres west of the Morriston Conservation Area, although the Victorian building itself is not formally listed.

    Two single-storey demountable classroom buildings – which were used by the school in its later years on the site – would also be demolished as part of the works.

    The development would also require the loss of a number of trees, although the developer has committed to retaining a silver birch tree at the centre of the site and incorporating it into new communal gardens.

    The Design and Access Statement acknowledges that approximately half of the site lies within Natural Resources Wales’ flood zones two and three for surface water and small watercourse flooding.

    Sustainable urban drainage systems including rain gardens and bio-retention features would be incorporated into the scheme to manage surface water on the site.

    The proposed apartments would be a mix of one-bedroom and two-bedroom units arranged across three floors.

    According to the planning documents, the proposed external materials would include facing brick in various colours, fibre cement roof slates, and grey-finished windows and French doors.

    The developer says the site is well-located for sustainable transport, lying within walking distance of Morriston Park, a supermarket, pharmacy and church, and being served by the number 24, 45 and 142 bus services that operate between Morriston Hospital and the city centre.

    The site lies less than four miles north of Swansea city centre and is within easy reach of Llansamlet and junction 45 of the M4.

    The Tan Y Lan school site has a long history in the local community, having served as Ysgol Gymraeg Tan Y Lan – one of the area’s Welsh-medium primary schools – until pupils moved to the new site in 2022.

    Pupils at the school created a lasting legacy ahead of the move, with various keepsake projects undertaken to mark the end of an era at the original site.

    A formal pre-application consultation on the proposed scheme is now under way, giving members of the public an opportunity to comment on the plans before a full planning application is submitted to Swansea Council.

    Members of the public have until 1 June 2026 to make representations on the proposed development.

    Following the conclusion of the consultation, a full planning application will be submitted to Swansea Council for determination – with all responses to the consultation forming part of the supporting documents.

    We’ve seen them come and go… what’s changed? Nada. I see real estate pricing fluctuation as market manipulation and insider trading… all of it is speculative and reserved for the rich.

    Remember that house ownership is a financialised asset that underwrites the banking system in Australia. Those assets cannot be allowed to lose value lest the system collapses. Fluctuations in value on the other hand allows for profit taking and buying on the down side if it is ‘managed’ within strict boundaries. Think of it as a sinewave along an ever increasing asset value. It’s fully rigged IMO.

    The answer: real social housing built and funded by public funds on a not for profit basis — sorry to say it will never happen kiddos.

    If the federal Govt is inept at solving the #HousingCrisis problem in the #Riverina electorate, then let’s elect a representative who will push an inept #NSW #Labor govt to step into the breach. And while we’re at it, let’s make sure the local #Councillors we elect to the #WaggaWaggaCouncil also have #Housing front and centre on their mind.

    We can be better than this folks. We don’t have to put up with the crap we’re given by those love-sick on power at any cost. Think about our community, the whole of our community when you vote next time in #Federal or #State #elections. This is not about you or me, it’s about all of us in the Riverina. Safe housing, free healthcare, and social services delivery must be foremost on our minds. The other things that are making our lives miserable we can overcome once we’re all safely housed and in better shape to do somthing about them. Because of course we must, all of us, do something about them too.

    Non-profit coop housing has been working for decades in Europe. It is no different from good govt social housing , also working well in Europe for decades (I spent my early years there in social housing in the late 50s early 60s). Long term agreements in some schems are also decades long and a few are no different from home ownership passed on to kids.

    It’s all doable, cost effective, socially responsible and a godsend to low wage workers and those who can least afford housing (there is still the issue of waiting lists because there’s never enough …)

    Current housing issues in Australia, just like poverty in Australia IS A POLITICAL DECISION. The sooner the electorate understands this, the sooner we can fix it at the ballot box.

If you recall reading the article, the conclusion drawn was that if you wish to deal effectively with the #HousingCrisis in Australia the only sure way to do it is to take it out of private hands. Social Housing should and ought to be a public run thing (at a loss if needs be) because housing is a human right IMO.

    And any politician who retorts that govts shouldn’t be in the housing business tells all you need to know about the individual and his opinions.

  15. TOWNHILL: Social housing developer plans 27 affordable homes on derelict nursery site

    A derelict plot in Townhill — one of Wales’s oldest council-built communities — could be about to get a new lease of life, with plans lodged for 27 affordable apartments on land that has sat empty since the demolition of a nursery school more than a decade ago.

    The proposal, submitted by Swansea planning agents Asbri Planning, would see the former Bryn Nursery School site at the junction of Townhill Road and Tower Gardens transformed into a 100% affordable housing development — every home ring-fenced for people who cannot afford to buy or rent on the open market.

    Behind the scheme is Castell Group, a Swansea Vale-based developer that specialises in affordable and social housing across south Wales, working with registered social landlords including Caredig and Hafod.

    The site has a long and frustrated planning history. Bryn Nursery School closed in 2005 and was demolished around 2011, leaving a vacant brownfield plot on one of Townhill’s main roads. Earlier proposals for a 58-bed care home were approved but never built. In 2021, budget supermarket chain Heron Foods — owned by B&M — twice applied to build a small express-format store on the site, only for both applications to be refused by Swansea Council on retail and highway grounds. The land has remained empty ever since.

    The development would sit in a neighbourhood with a particular place in Welsh housing history. Townhill — built on the hillside above the city from the 1920s onwards — was one of the first purpose-built council communities in Wales, planned to provide decent homes for Swansea’s working-class population at a time when much of the city’s housing was overcrowded and inadequate. A century on, the demand for affordable homes here hasn’t gone away.

    The proposed development would comprise 17 one-bedroom and 10 two-bedroom apartments across several two and three storey brick-built blocks with pitched roofs, in keeping with the surrounding streets. The site — currently overgrown scrubland that has regenerated since the old nursery came down — is just 150 metres from Townhill’s local centre, within walking distance of shops, a pharmacy, a library and a primary school, and close to bus services into Swansea city centre and Morriston Hospital.

    The scheme has already been through informal discussions with Swansea Council, which confirmed that the principle of residential development here was acceptable. The original proposal was for 33 units, but this was reduced to 27 following council feedback about the site’s proximity to Tower Court — a supported independent living scheme for older residents next door. A flat roof design was also rejected by planners who noted that the surrounding area is entirely pitched-roof in character.

    The plans include 22 parking spaces, secure cycle storage, extensive landscaping and tree planting, sustainable urban drainage, solar panels and electric vehicle charging points.

    The public consultation runs until 24 April 2026.

  16. SWANSEA: 186 homes planned for Penplas – including derelict supermarket site

    Plans have been unveiled to build 186 new homes on land in Penplas that has stood derelict for nearly three decades.

    The proposals focus on three sites off Milford Way — including the former Leo’s superstore, which has remained vacant since it was demolished in the mid-1990s.

    Developers say the scheme could finally bring the long-neglected land back into use, delivering new housing for local families and first-time buyers.

    The plans have been submitted to Swansea Council for pre-application consideration by housing association Codi (previously known as Pobl), working in partnership with building firm Morganstone and the local authority.

    If approved, the development would form a key part of wider efforts to regenerate the Penderi area, which covers Blaenymaes, Portmead, Penplas and Cadle.

    The move comes amid growing demand for housing in Swansea, particularly in established communities where younger generations are struggling to stay close to family.

    Local resident Dylan Jones said the plans could help keep communities together.

    He said: “New houses are very much needed in this area. People who grow up here naturally want to live near to their parents and friends when they start their own families.”

    He added: “We are a proud community, who always look out for each other, and these proposals look like they will also enable those who may want to downsize from family homes as they get older.”

    The new homes are expected to be modern and energy efficient, with developers promising lower energy bills and environmentally friendly design.

    Plans also include improved green spaces and better links between different parts of the neighbourhood, reflecting feedback from local residents.

    The development builds on wider regeneration work already underway in Penderi, including the launch of a major masterplan aimed at transforming the area, as previously reported when a long-term vision for the community was unveiled.

    It also follows significant investment in existing homes, including a groundbreaking energy retrofit scheme that has seen hundreds of properties fitted with solar panels to cut costs and carbon emissions — part of what we reported as the UK’s largest project of its kind.

    Codi says the latest proposals are another step in a long-term commitment to the area, where it has been a landlord for more than 30 years.

    Development director Claire Tristham said the plans are about more than just housing.

    She said: “These proposals add another step in delivering high-quality, energy-efficient homes providing comfortable, affordable homes.”

    She added: “Regeneration here isn’t short term — it’s a long-term commitment to people, place and opportunity.”

    The scheme is still at an early stage, with further consultation expected before any formal planning application is submitted.

    But for many in Penplas, the prospect of finally seeing the long-empty supermarket site brought back to life could mark a turning point for the area.

  18. Council fraud team saves £1.1m by clamping down on system abuse and benefits cheats

    Swansea Council says the impressive figure highlights its efforts against those who misuse public funds, with the fraud team uncovering significant overpayments and fraudulent claims.

    Almost £470,000 was identified in social housing overpayments, alongside a similar sum in housing and welfare benefits, according to the council’s latest report.

    Cllr Rob Stewart, Leader of Swansea Council, stressed the vital importance of ensuring that the millions of pounds of public money spent on services every year reaches those who truly need it.

    He issued a clear warning that the council would take firm action against fraud wherever it is found.

    “Among local authorities in Wales our fraud team has helped lead the way in seeking out, detecting and acting in cases of fraud,” Cllr Stewart stated.

    He believes the counter-fraud team’s proactive approach has established a strong deterrent effect on would-be fraudsters.

    The council’s ongoing work to tackle fraud is detailed in the counter-fraud team’s half-yearly report, which is being presented to the Governance and Audit committee this week.

    The report also noted a low number of internal fraud claims within the council itself.

    Only nine cases of internal fraud were reported among a workforce exceeding 11,000 employees.

    Four of these cases have already been concluded, with five remaining under active investigation.

    Cllr Stewart acknowledged that fraud is a widespread issue in society, and councils, like other organisations, are targets.

    He noted that both individuals and more organised criminal elements attempt to defraud public services.

    “This half-year report shows Swansea Council is not a soft touch and we will challenge fraud wherever we find it, aiming to bring to justice those engaged in such practices,” Cllr Stewart declared.

    The council’s robust efforts aim to ensure that every penny of the millions spent on services annually is protected for legitimate use.

    Residents are encouraged to report any suspected fraudulent activity to the council.

  20. MS warns against ‘fear and lies’ over Stebonheath housing plan

    The Labour MS said the claim, being shared by the “far‑right group” Voice of Wales, is “not true” and is not supported by any of the documents submitted to Carmarthenshire County Council.

    In a Facebook post, Mr Waters said a respected housing association is working with a local developer “to turn the empty old Stebonheath School in Llanelli into small flats for local people to have a home – especially single parents currently living in B&Bs”.

    He accused Voice of Wales of “trying to stir up trouble” and “spreading lies that the plan is for asylum seekers”, adding in capital letters: “THIS IS NOT TRUE.”

    He said he understood that some residents would prefer the old school not to be developed, but insisted the application “should be decided by facts and by planning law, not by fear, division and lies”.

    What the plans actually say

    The application, reference PL/10217, seeks permission to convert the former Stebonheath Primary School building into 21 affordable homes. Planning documents state that 20 flats would be created in the main building and one in an attached cottage.

    The Design and Access Statement, submitted by Caredig housing association and Swansea‑based Castell Group, says the scheme would provide 11 one‑bedroom flats and 10 two‑bedroom flats. It describes the development as “100% affordable housing” to be managed by a Registered Social Landlord and notes that the building has been vacant since mid‑2024 after efforts to find new commercial tenants failed.

    The document sets the proposal firmly in the context of local housing need and Welsh Government policy for the Swansea Bay and Llanelli growth area. It refers to national planning guidance that encourages new homes in accessible locations close to jobs, schools and services. Nowhere in the application or supporting papers is there any reference to asylum accommodation.

    Mr Waters said that across Wales “3,000 children [are] living in bed and breakfasts today… because they are on the waiting list for a home”, and highlighted a particular shortage of one‑ and two‑bedroom flats for councils to use. He argued that converting the long‑empty building into small flats for local people is one way of easing that pressure.

    Voice of Wales’ record in the area

    Voice of Wales has been active around contentious issues in south‑west Wales for several years. Swansea Bay News has previously reported that group co‑founder Dan Morgan received a suspended jail sentence for an insurance scam, and that the group urged parents to boycott a Llanelli school’s mosque visit in Swansea, prompting widespread criticism.

    The Stebonheath application sits within a wider Welsh Government strategy that identifies Swansea Bay and Llanelli as a national growth area where new homes and investment are encouraged. The planning statement argues the site is well placed for walking, cycling and public transport, with schools, shops and employment within easy reach.

    Mr Waters has encouraged residents to look at the plans themselves on Carmarthenshire County Council’s online planning portal by searching for application PL/10217, rather than relying on social media claims.

    He said the future of the former school should be decided “by facts and by planning law”, not by those seeking to “stir up trouble” over what the development is for.
