“ABSTRACT: Among European countries, Italy ranks as one of the most susceptible to flood risk. While this figure is already substantial, climate change and rapid urbanization in flood-prone areas have been identified as the two main drivers expected to elevate the number of individuals at risk. This study offers a comprehensive assessment of these two drivers of flood risk in Italy over 230 years, from 1870 to 2100, focusing on how they interact to increase risk. Using the large-scale flood risk model RESCUE-FR, [the authors] analyze[d] the population at risk under the 200-year return period scenario to provide a targeted assessment of population risk, how it has evolved in the past, and its projection in the future. [Their] findings indicate that while historical flood risk in Italy has primarily been influenced by population growth and migration into at-risk areas, future projections suggest that climate change will become the dominant driver of flood risk.
PLAIN LANGUAGE SUMMARY: Italy is one of the European countries most at risk of flooding. This study examines the impact of two risk factors on flood risk in Italy over the long term, from 1870 to 2100: climate change and the evolution of population in areas prone to flooding. Waste-to-Energy Program in the Philippines To Push Ahead
Following his inspection in Las Piñas City, Philippine President Ferdinand “Bongbong” Marcos, Jr., announced that the government will push ahead with its waste-to-energy program, according to a news article by the Philippine News Agency (PNA). Metro Manila was recently hit hard by heavy rain during the weekend of August 8-9 and flooding happened in many parts of the metropolis as garbage clogged waterways.

President Ferdinand R. Marcos Jr. said Tuesday the government will push ahead with its waste-to-energy program as part of efforts to address garbage buildup in waterways and help mitigate flooding.
Marcos raised the issue after inspecting a high-vacuum self-priming drainage trailer pump in Barangay Zapote, Las Piñas City, amid heavy rains brought by two back-to-back tropical cyclones and the enhanced southwest monsoon or “habagat” in parts of Luzon.
The President said garbage had accumulated in waterways in nearby Parañaque City after floodwaters opened drainage channels, with high tide causing the waste to be trapped.
“Nakita niyo ‘yung mga picture, punong-puno ng basura ‘yung mga kanal na hindi naman galing sa Parañaque, galing sa ibang lugar ‘yun (You saw the pictures – the canals were full of garbage that did not come from Parañaque. It came from other places),” Marcos said.
He urged local government units (LGUs) and the public to dispose of waste properly, warning that garbage dumped indiscriminately could worsen flooding and cause significant damage.
Marcos said the government will continue its waste-to-energy program, which involves processing garbage to generate electricity.
“Kami naman sa pamahalaan, itutuloy na namin ‘yung sa waste-to-energy program. ‘Yun ‘yung kinukuha ‘yung basura at ito ay pino-process at ginagawang kuryente (For the government’s part, we will continue with the waste-to-energy program. It takes garbage, processes it, and turns it into electricity),” he said.
“Napakalaking bagay niyan kapag nagawa natin (That would be a very significant thing once we accomplish it).”
Marcos said waste-to-energy technology is already established, indicating that the government sees the program as a viable long-term measure for addressing the country’s waste problem.

“Nepal lies within an active seismic zone and is influenced by most dynamic climatic systems in the world. It faces compounding floods and landslide threats. Impacts are worst where multi-hazard interactions create spatially linked corridors. Despite frequent co-occurrence, national-scale assessments remain limited. This study presents machine learning and GIS-based approach to map nationwide susceptibility to floods, landslides, and identify their potential interaction zones, and delineate critical multi-hazard flow zones through spatial adjacency analysis. Using Google Earth Engine, the Random Forest model integrates topographic, climatic, environmental, and hydrological datasets to overcome subjective expert-driven methods. The model achieved strong predictive accuracy (AUC: 0.84 for floods, 0.85 for landslides). The results showed 19% of Nepal’s lowlands are medium to very highly susceptible to inundation, threatening approximately 900,000 people and over 3.4 million buildings; whilst in the hilly terrains, 40% is susceptible to slope-failure endangering 200,000 people and about 0.6 million buildings. K-means clustering followed by spatial adjacency analysis identified four spatial zonation: 81% of national area as low-hazard zone, 9% as flood-only zone, 5% as landslide-only zone, and 5% as interaction zones. Critical multi-hazard flow zone covering 7,588 km² represents spatially connected corridors linking interaction zones to downstream flood-prone populated areas, affecting 88 km² built-up land and 1,722 km² cropland. These zones represent susceptibility-based spatial connectivity rather than physically simulated cascading processes. These findings support recommendations for risk-informed land-use planning, resilient infrastructure development and climate adaptation aligned to sustainable development and investment risk screening…”

“Flooding is one of the most significant natural hazards in Iran, primarily due to the country’s arid and semi-arid climate, irregular rainfall patterns, and substantial changes in watershed conditions. These factors combine to make floods a frequent cause of disasters. In this case study, flood susceptibility patterns in the Marand Plain, located in the East Azerbaijan Province in northwest Iran, were analyzed using five machine learning (ML) algorithms: M5P model tree, Random SubSpace (RSS), Random Forest (RF), Bagging, and Locally Weighted Linear (LWL). The modeling process incorporated twelve meteorological, hydrological, and geographical factors affecting floods at 485 identified flood-prone points. The data were analyzed using a geographic information system, with the dataset divided into 70% for training and 30% for testing to build and validate the models. An information gain ratio and multicollinearity analysis were employed to assess the influence of various factors on flood occurrence, and flood-related variables were classified using quantile classification. The frequency ratio method was used to evaluate the significance of each factor. Model performance was evaluated using statistical measures, including the Receiver Operating Characteristic (ROC) curve. All models demonstrated robust performance, with an area under the ROC curve (AUROC) exceeding 0.90. Among the models, the LWL algorithm delivered the most accurate predictions, followed by RF, M5P, Bagging, and RSS. The LWL-generated flood susceptibility map classified 9.79% of the study area as highly susceptible to flooding, 20.73% as high, 38.51% as moderate, 29.23% as low, and 1.74% as very low. The findings of this research provide valuable insights for government agencies, local authorities, and policymakers in designing strategies to mitigate flood-related risks. Here's just a brain fart, that I've had for many a year, with regards to national disasters, like flooding and wildfires.
Why aren't the military called in much sooner?
They might not know how to handle a hose. But they know how to move big heavy equipment over difficult terrain fast. And they know teamwork, clear communication under stress and have learned how to adapt fast.
I'm sure if the fire brigade tell the soldiers that they need a 200m hose up a moorland, this would happen without much fuss and training. Or they need 20.000 gallons with a generator and pump delivered to a trick point in the half an hour, this would be provided double fast. And then the fire brigade is free to fight the fire. Same goes for flooding, sand bags (soldiers knows sandbags), digging and rescue of civilians or just simply delivery of food and drinks to the fire brigade.
Why aren't they called in right away, not when the fire brigade are on their knees, peoples lives are at risk. Sometimes I hear that the fire brigade have lost personnel and a emergency declaration is called, before extra resources are called in, why wait?
If the country ain't at war, there would be soldiers at hand ready to deploy, even the Territorial Army/Army Reserve in the UK. I have seen China and Japan having this support/deployment happen double fast.
At the very least the military would get a "free" train session out if it. 10-15 soldiers and a lorry or a 4x4 vehicle wouldn't cost much but would help the emergency responses so much.

“Flood maps are usually built from a single design storm. For King and Pierce Counties in the Pacific Northwest (USA), [the authors] tried the opposite - simulate 82 years of actual coastal and river conditions (plus 18 synthetic years) with SFINCS and let the statistics fall out cell by cell. That took about 5,400 yearly simulations and 194,000 CPU hours on USGS's Hovenweep HPC. Worth it!
The design-event shortcut turns out to hide a real hazard. A deterministic 10-year event underestimated flood depths by up to half a meter compared to the continuous runs.
The bigger surprise [to the authors] was how one-sided the climate signal is. One metre of sea level rise takes King County's expected annual flooded area from 161 --> 787 hectares, almost a factor of five. Changes in storminess over the same horizon barely register. And somewhere between 100 and 150 cm of SLR, land that never floods today starts flooding fast. If you plan adaptation in Puget Sound, that threshold matters more than any single return-period map.

“For seven years, planners struggled to complete a $1.2 million wetland restoration project in the Brdy region of the Czech Republic. The goal was to build a dam that would improve water management and bring back valuable wetland habitat, but the project remained trapped in a maze of permits and approvals.
Then a family of eight Eurasian beavers did what engineers had planned… without permits, machinery, or a budget.
The beavers built a network of dams in almost the exact area chosen for the proposed project, naturally restoring the wetland system officials had spent years trying to create. After seeing the results, authorities decided there was little point continuing with the original human-built dam.
Although some reports suggested the beavers completed the work overnight, experts say their construction likely took several weeks. The reason it seemed sudden is that the animals quietly worked away until their finished dams became impossible to miss.
Beavers are known as “ecosystem engineers” because their behaviour can reshape entire environments. By cutting trees and blocking streams, they create ponds and wetlands that support countless species, including fish, amphibians, insects, birds, and mammals.
Their wetlands also act as natural water reservoirs, helping during droughts, reducing flood risks, filtering water, storing carbon, and keeping landscapes wetter during wildfires…
Once heavily hunted across Europe, beaver populations have been recovering thanks to conservation efforts, proving that sometimes nature can solve problems humans spend years trying to fix…"

“Extreme precipitation in the Eastern Himalaya is increasingly associated with coupled hillslope-floodplain hazards. This study examines the 17th-18th September 2020 rainfall event in Arunachal Pradesh initiating landslides and its downstream impacts in Assam, India, using multi-sensor satellite data and long-term rainfall records. Sentinel-2 imagery was used to map landslides and debris flows, Sentinel-1 SAR data to delineate flood extent, and IMD gridded rainfall (1996–2020) to analyse rainfall spell characteristics. The event triggered widespread slope failures, localized landslide damming, and a subsequent breach, generating sediment-laden flows that inundated ~ 100 km² of the Dhemaji floodplain. A backscatter-derived Relative Flood Volume Index (RFVI) indicates spatial variability in inundation intensity, although it does not represent absolute flood volume. Rainfall analysis suggests that antecedent wetness from preceding spells preconditioned slopes, while peak daily rainfall (> 170 mm day−1) initiated landsliding. Power-law scaling shows negligible dependence of intensity on duration (R2 ≈ 0.0004), whereas cumulative rainfall exhibits a stronger relationship with duration (R2 ≈ 0.54). These results indicate distinct roles of rainfall intensity and accumulation in controlling landslide initiation and downstream flooding, respectively, highlighting the importance of compound rainfall forcing in rapid hydrogeomorphic cascades…”

“The increasing frequency of floods and the severity of their consequences for public safety, infrastructure, and the economy demand improved methods for flood hazard identification. Flood studies that include flood hazard mapping are critical tools for informing emergency response and flood recovery, as well as for land use and mitigation planning. The methodology for such flood studies has evolved, and access to more powerful computational resources and high-resolution base data has contributed to the increased use of two-dimensional hydraulic modelling, where one-dimensional modelling previously was the default. However, local-scale flood studies face real-world constraints, including sparse data, challenging hydrologic conditions, and budget limitations, which can hinder the application of advanced techniques. This study addresses these challenges through innovative, practice-driven solutions in two case studies in Alberta, Canada: a small, partly channelised prairie stream network (Wolf Creek, Lacombe) and a laterally dynamic river on a distributary delta (Swan River, Kinuso). Three core components of flood hazard studies are described: field survey data collection, regional hydrology assessment, and hydraulic modelling. Key findings include demonstrating that LiDAR-derived terrain models alone cannot capture channel conveyance, the importance of low-flow calibration in the absence of high-water marks, the selection of a modelling methodology based on bathymetric and topographic features within a study area, and the development of inflow hydrographs for unsteady-state simulation in flat floodplains…”
