    PORTLAND, Ore. (AP) — "The mayor of Portland, Oregon, demanded U.S. Immigration and Customs Enforcement leave his city after federal agents launched #TearGas at a crowd of demonstrators — including young children — outside an #ICE facility during a weekend protest that he characterized as peaceful.

    "Witnesses said agents deployed tear gas, #PepperBalls and #RubberBullets as thousands of marchers arrived at the South Waterfront facility on Saturday. Erin Hoover Barnett, a former #OregonLive reporter who joined the protest, said she was about 100 yards (90 meters) from the building when 'what looked like two guys with rocket launchers' started dousing the crowd with gas.

    " 'To be among parents frantically trying to tend to little children in strollers, people using motorized carts trying to navigate as the rest of us staggered in retreat, unsure of how to get to safety, was terrifying,' Barnett wrote in an email to OregonLive."

    Police conspired to violently attacks anti-genocide protesters at the University of California, Los Angeles last year, according to a suit filed last week in Los Angeles Superior Court.
    At the height of the school’s encampment against Israel’s war on Gaza last spring, one of hundreds across the country, a mob of pro-Israel protesters attacked pro-Palestine protesters for more than four hours. On the night of April 30, 2024, police stood by and watched as counter-protesters aimed and shot fireworks, sprayed chemical agents, harassed, and sexually assaulted pro-Palestine protesters, students and faculty alleged last month in a separate, ongoing lawsuit.

    The day after the melee, Los Angeles Mayor Karen Bass, UCLA administrators, and seven different law enforcement agencies laid plans to dismantle the school’s encampment for good.
    UCLA invited multiple outside police forces to campus to clear the encampments on May 1. More than 700 police officers from the Los Angeles County Sheriff’s Department, the Los Angeles Police Department, California Highway Patrol, the University of California Police Department, and private security were on campus the night of the raid.

    Protesters are now suing the state of California, which oversees California Highway Patrol, and the city of Los Angeles, which oversees the LAPD, for violence against the demonstrations. The police fired more than 50 rounds of rubber bullets at protesters, striking several people in the head; some of the injuries sent demonstrators to the hospital.

    Police fire a wide range of blunt force projectiles from a variety of weapons. Manufacturers and police departments sometimes call these 'Blunt Impact Projectiles' (#BIPs) or 'Kinetic Impact Projectiles' (#KIPs). #RubberBullets are only one of many variants. They vary in size, force, composition, delivery methods, and lethality.

    "The sales pitches that manufacturers make to law enforcement agencies emphasize the ability to obtain compliance from subjects via projected force with minimal risk of injury or death. All of the academic studies—not to mention our lived experience—show that neither of these claims is correct: impact munitions regularly #maim and kill #protestors and they rarely succeed at breaking up demonstrations. They’re even less effective at stopping social movements. Often, when one of us loses an eye or suffers a fractured skull, more people come out to the streets.

    "Some of the more common impact munitions include baton rounds, large plastic, foam, gel, or even wooden #projectiles that are fired from a multi-launcher or occasionally a shotgun; rubber bullets, #MetalProjectiles coated in rubber or PVC; #BeanBagRounds, woven bags filled with either silica or lead, usually fired from shotguns; #Pepperballs, which are essentially paintballs filled with pepper spray; #FN303 rounds, a combination of pepper-balls and regular impact munitions; rubber balls, which are rubber or plastic or foam pellets packed into grenades to explode like shrapnel or shotgun shot; and, of course, the venerable #GasCanister (bearing chemical agents or smoke), which is not designed to be fired directly at protestors—but regularly is.

    "Contrary to popular supposition, most modern impact munitions are designed for 'direct fire' rather than 'skip fire.' Direct fire munitions are for shooting directly at individuals, while skip fire projectiles are designed to be skipped off the ground into the crowd. Tear gas canisters are generally intended for skip firing at close range or firing at a 25-30 degree arc into the air for maximum range; they are not rated for direct fire. Some styles of baton rounds that split into multiple projectiles are designed for skip fire to distribute the projectiles more widely, while others are designed to be fired over the heads of protesters in order to rain chemicals down. Full-size wooden baton rounds and some rubber bullets seem to be designed for skip fire as well, but in general, skip fire is less accurate and less common.

    "Baton rounds, stinger grenades, and beanbags hurt. They injure people. Occasionally, they maim or—even more rarely—kill people. Yet of all the tools used by the police, they are some of the least effective at stopping demonstrations. Unlike a cop within mêlée range, a baton round cannot arrest you. Unlike a cloud of gas, it can’t force you to disperse. Ranged impact weapons rely primarily on pain compliance. While this may work on individuals, pain alone usually cannot force a resolute crowd to comply. Standing around getting shot at isn’t always the right move. But the effects of impact munitions can be mitigated by protective equipment including shields, armor, helmets, goggles, barricades, and even umbrellas. Impact weapons rely on fear above all—and through mental preparation and mutual support, we can defend ourselves from fear. We can choose not to comply with fear."

    "It’s not just hobbyists who are exploiting the near-endless potential of unmanned aerial vehicles ( #UAVs or #drones ). Law enforcement from all over the country—most especially federal agencies—are using, or making plans to use, drones to conduct #surveillance and #subdue suspects.

    "Americans first became widely aware of drone use by the government in the form of #PredatorUAVs deployed for intelligence and offensive purposes, almost exclusively in the #MiddleEast against 'terrorists.'

    "But drone technology has come a long way in the last two decades, with drones getting smaller and being able to carry more added weight than before.

    "These advances have allowed them to become the perfect platform upon which law enforcement builds its surveillance programs. Drones can carry sensors for GPS, radar, lidar, range-finding, magnetic fields, chemical and biological sniffers, and, of course, increasingly high-resolution cameras. Federal agencies often attach cell-site simulators to drones—calling them 'dirtboxes' in this use case—to collect digital and cellular data from all unsuspecting citizens in a particular area, not just suspects.

    "Further electronics and software innovations have made these sensors more efficient and capable than ever. #PredatorDrones operated by Customs and Border Protection ( #CBP ) are known to use a system called Vehicle and Dismount Exploitation Radar ( #VADER ). VADER implements synthetic aperture radar, a tech trick that uses an aircraft’s motion to minimize the size of the antenna needed to create a high-res map of an area. By comparing these maps moment-by-moment, it creates a 'real-time ground moving target indicator' through 'detecting Doppler shift that moving objects produce in radar return signals.' Like the apex predator in Jurassic Park, these Predators rely on movement to 'see.'

    "A company called #PersistentSurveillanceSystems has been operating a similar program, under contract by the #Baltimore Police Department ('BPD'), that uses software to construct a real-time image from photos captured by aircraft-mounted cameras. BPD can then track the (outdoor) movement of every pedestrian or vehicle in a 32-square-mile area. This is ostensibly to track fleeing criminals or generate leads after a crime has occurred.

    "While only sensors have been attached to domestic drones so far, the addition of weapons systems appears to be coming. In 2015, #NorthDakota passed a law allowing police to equip drones with #TearGas and #RubberBullets. Also, documents uncovered by the #ElectronicFrontierFoundation show the CBP has suggested adding 'non-lethal weapons designed to immobilize' people to their drones.

    "Laws have always lagged behind the constant march of technology, but the rapid development of drones and drone-mounted surveillance systems is set to pilot America into an omnipresent surveillance state where any and all outdoor activity—and maybe indoor ones if we get wall or roof penetrating sensors—is persistently monitored by police."

    Flash bangs are explosives that are intended to stun and disorient people. "All you are trying to do is make a loud noise and a bright light," says Mesloh, who compares the explosion to that of an M-80 firecracker. Flash bangs are designed to temporarily blind or deafen people. But in rare circumstances, they can cause serious injuries (like blowing off fingers or hands) or even death. That may happen when the police officers make an error throwing the devices, and injure themselves. You are also at risk if a flash-grenade explodes near glass or gravel, creating a dangerous spray of tiny sharp fragments. Also, flash bangs can start fires."
