"The government is refusing to release all of its documents on its surveillance of those watching the Whipple building. The Whipple building is on the site of a former concentration camp, where Dakota and Ho Chunk were imprisoned, suffered and died.
" 'The government admits withholding at least five #ProjectWhippleShield #ROIs (Reports of Investigation) from the initial disclosures,' the court filing states.
"In the current case, the court document for discovery filed yesterday describes how the U.S. government spied on and tracked peaceful protesters during the #resistance to #OperationMetroSurge.
"Not only were peaceful protesters spied on, #stalked and #doxxed, but the #surveillance was carried out to #ManufactureCrimes when none existed, states the court document filed by a defense attorney for one of the government's targets."

Documents show federal surveillance operation in #Minnesota targeted #progressive groups, #unions

Updated 11:02 PM EDT, August 13, 2026MINNEAPOLIS (AP) — "Federal agents launched a sweeping undercover surveillance operation earlier this year targeting progressive organizations, labor unions and other groups protesting the immigration crackdown then raging through Minneapolis, according to court documents filed Thursday.
"The program, dubbed #OperationPuppetMaster, was aimed at what officials called a network of conspirators helping 'violent opportunists and agitators.' The documents were filed in a case involving 15 people charged by federal prosecutors in June with impeding the crackdown, accusing them of conspiring against the federal government through a range of actions, from throwing ice chunks to setting up blockades.
"The government documents were released Thursday in connection with a motion from a defense lawyer in the case, #KevinRiach, who requested that officials disclose more material collected during the investigations.
"The reality, according to government documents revealed in court motions, was Department of Homeland Security officers infiltrating meetings in churches, schools and parks that were often simply discussions of constitutionally protected protests.
"A statement from the department said Homeland Security Investigations doesn’t comment on the existence or status of on-going investigations or investigative methods. The statement referred questions to the U.S. attorney’s office in Minnesota, which didn’t immediately respond to an after-hours email from The Associated Press."

August 12, 2026"The battering ram took down the door first. A column of steel bolted to the front of a tactical vehicle slammed through Autumn Hill’s front entryway. Then the windows shattered. FBI agents threw flash-bang grenades through the glass, their concussions rattling the house’s front rooms. Hill was in the shared office space, in a thin red dress, puttering around on her computer. She heard screams from the other rooms. Then, the buzzing of a drone, as the police flew a quadcopter in through the splintered doorframe. A voice from the drone shrieked out, telling the residents of the house to come out with their hands up. Hill was terrified. She edged out of the door and immediately stared down a wall of gun barrels, masked agents screaming orders, the drone screaming in the air behind her.
" 'I remember thinking, ‘If I don’t do exactly what I’m told for the next minute of my life I’m going to die right now,' Hill says.
Through its loudspeaker, the #drone called repeatedly for one name: '#BenjaminSong.' Song wasn’t in the house, and no one inside knew them by that name. To Hill and her chosen family — an eclectic mix of personalities who lived together in what they called the '#BigGayHouse' — Song was 'Champagne,' a #genderfluid, politically #radical #activist who had, the night before, led a group to a demonstration outside of an Immigration and Customs Enforcement detention facility near #PrairielandTX. The protest, on July 4, 2025, was loosely organized in a collection of local activism group chats, and attracted a few dozen attendees, all of whom had their own idea of what they wanted to accomplish. Many, like Hill, planned a '#NoiseDemo,' or a loud protest involving fireworks and loud chants, aimed at disrupting the guards’ routine and letting the detainees inside know that they had supporters outside the fence."

She protested #ICERaids. Then agents showed up at her door

"Early one morning this June, #TreasureThoreson was drinking coffee on her couch in #Minneapolis when she heard a knock at the front door.
" 'I go and I see a woman standing there in office clothes, but with a Homeland Security vest over the top. And I see six more agents standing in my front yard,' Thoreson told NPR. "She said, 'We have a warrant for your arrest, for conspiracy.' "
"Thoreson, a special education teacher, was still in her pajamas. The agent let her change clothes and hug her partner goodbye before taking her into custody.
"The government charged Thoreson and 14 others with engaging in a conspiracy to impede federal agents — a conspiracy it says culminated in the use of blockades outside the Whipple Federal Building, which served as ICE's headquarters during the immigration enforcement surge in Minnesota this past winter.
"The government cited meetings and conversations on the encrypted messaging app #Signal as evidence. At the advice of her lawyer, Thoreson declined to comment on the specifics of the indictment.
An increasing trend
"The charges against Thoreson are part of an escalating trend. NPR reviewed court records from the last five years to examine how the federal government is wielding one specific charge: conspiracy to impede or injure an officer, which can carry a sentence of up to six years in federal prison.
"The statute, which dates back to the Civil War, has historically been used infrequently. But since President #Trump took office last year, the Justice Department has charged more than three dozen people in at least 10 cases. All of them involve people protesting federal immigration enforcement.
The government has also indicted nearly 50 people on #conspiracy charges in #Michigan, #Texas and #Minnesota using different legal statutes."

"In early 2025, Atlanta resident #SamuelTunick was on his way home following a trip abroad. After landing in the US, customs agents demanded access to his Pixel phone, which was running an alternative version of Android called #GrapheneOS. Rather than hand over his data, Tunick used a clever feature of the software to delete everything. Now, he’s facing federal charges.
"The first hearing in this case happened last week, according to The Guardian, during which government attorneys and agents claimed that Tunick was subjected to a standard secondary interrogation at an international airport. During that encounter, agents were 'looking for anything that’s prohibited.' However, Tunick’s legal team alleges he was targeted for his #activism.
"Tunick was involved with a group called #DefendTheAtlanta Forest, which opposed the construction of an enormous law enforcement training facility in the area often known as #CopCity. What Tunick didn’t know, according to his lawyers, was that he’d been placed on a watch list for his actions and that Customs and Border Protection had discussed over email plans to detain him upon his arrival back in the US for 'suspected terrorism activities.'
"During the interrogation, #CBP agents told Tunick they wanted to search his phone for evidence of child sexual abuse, and if he didn’t unlock the device, it would be confiscated. The government has long asserted broad authority to examine and seize electronic devices at the border for virtually any reason. Tunick claims he was never read his rights and requested legal counsel several times, but the requests were denied."

That number is down significantly in the past decade, which most experts credit to a straightforward combination of robust funding and a philosophy focused on offering housing without prerequisites, called housing first.
"While the Trump administration has promised new housing for vets, President Trump also signed an executive order last year titled 'Ending Crime and Disorder on America's Streets,' which leans heavily toward institutionalizing #HomelessPeople against their will. This winter, NPR obtained slides describing a proposed #VeteransAdministration plan called '#SafeHarbor,' which would include veterans in that shift to involuntary treatment. "The arrest of #JasonWatson occurred after he spoke at a news conference organized by #RemovalCoalition, the grassroots activist group said. During the news conference, Watson identified himself as an active-duty service member and wore a military uniform. Democratic Rep. Al Green of Texas also attended the event.
"US Capitol Police, which confirmed the arrest, said members of the public may not demonstrate on the steps of the House unless they are accompanied by a member of Congress.
"Watson was 'escorted' to the steps by a member of Congress, who 'left the area,' before police gave Watson 'lawful orders to stop the illegal demonstration or he would be arrested,' the police said in a statement.
" 'The man refused our lawful orders and was then arrested for 22-1307 Crowding, Obstructing, and Incommoding,' US Capitol Police added, noting that there are other spots on the Capitol grounds where demonstrating is allowed."

"This new effort follows President Donald Trump’s National Security Presidential Memo 7, which instructs the Department of Justice to target anyone holding '#AntiAmerican,' '#AntiChristian,' and '#AntiCapitalism' beliefs. Earlier this month, #Trump’s counterterrorism czar, #SebastianGorka, released a public counterterrorism strategy claiming that left-wing extremists are one of the three top counterterrorism priorities facing the United States.

- The Central Intelligence Agency has been granted increased access to domestic law enforcement databases, further blurring the line between foreign intelligence and domestic policing.
- The so-called Department of Government Efficiency got direct access to Treasury Department payment systems, including Social Security numbers, names, and birthdays, according to a whistleblower.
- Immigration and Customs Enforcement got access to Medicaid recipients’ data and banking information.
- The Transportation Security Administration is now sharing biometric passenger info with immigration enforcement, turning every airport check-in into a potential trap."But these incursions are only the tip of the iceberg.
"Reports indicate the administration’s goal for dismantling privacy protections is to build a centralized national database, which would allow the administration to create detailed reports on every American, potentially for political purposes, including retaliation, harassment, and imprisonment.
"At the same time this database is becoming a reality, the Department of Homeland Security is rapidly expanding its surveillance capabilities, and the administration is unleashing AI across federal systems to analyze the data points they are harvesting from our private lives.

"Both Human Rights Watch and the cross-party law reform organisation Justice say recent legislative changes have created a chilling effect on lawful protest and should be repealed. Their reports, simultaneously published on Thursday, also say that proposals for more curbs should be halted.
"They highlight the arrest of Republic #AntiMonarchy protesters during King Charles’s coronation, charges and arrests of #ProPalestinian demonstrators and long sentences for #ClimateProtesters as examples of the crackdown on the right to peaceful dissent.
"Fiona Rutherford, chief executive of Justice, said: 'Year by year, we see police powers grow, as our fundamental right to protest is treated more like a privilege. The law in this area has become dangerously unbalanced, empowering the state to silence voices it should be safeguarding. Reversing this trend is essential to restoring trust, protecting rights and preserving a healthy democracy.'
"Lydia Gall, a senior Europe and Central Asia researcher at Human Rights Watch, said: 'The UK is now adopting protest-control tactics imposed in countries where democratic safeguards are collapsing. The UK should oppose such measures, not replicate and endorse them.'
"Both reports say that the Police, Crime, Sentencing and Courts Act 2022 and the #PublicOrderAct 2023 were watershed moments, criminalising large amounts of previously lawful protest activity and placing a greater emphasis on preemptive containment of protest through criminal law.
The 2022 law granted police authority to impose conditions on public assemblies on grounds such as causing 'serious unease' or being 'too noisy', described by Human Rights Watch as 'vague and subjective'.
"Members of the public can be arrested for carrying items – described as innocuous by Justice – including cable ties, bike locks or glue, on suspicion that they may be used for 'locking‑on'."

April 10, 2025"The right to peaceful protest is essential to our democracies, allowing people to come together with a unified voice to support or oppose key issues. It serves as a powerful mechanism for individuals to hold their governments to account and is often the last resort when prior messages go unheard. However, politicians often perceive this right as a threat, especially when force of numbers demonstrates support for an issue.
"In our recently published Rule of Law report, Liberties’ members reported an increase in restrictions on the right to peaceful protest in all countries - from bans on individual protests to the disproportionate use of force by the police and legislative changes. A widespread trend emerged of restricted #ProPalestine protests and #EnvironmentalDefenders receiving particularly harsh penalties.
Bans on Protests
"Restrictions on various protest movements justified on public safety grounds were documented in many member states. In #Germany, the Berlin Assembly Authorities implemented a temporary blanket ban targeting pro-Palestine demonstrations. Initially, the ban targeted celebrations of the mass murder and pro-Hamas demonstrations but later extended to all pro-Palestinian protests. Similarly, in #Latvia, an unregistered #FreePalestine movement protest was banned after an assessment by the state security service that the event would, among other risks, harm the country’s international interests.

"A little over a year later, the Coalition government followed through with the premier’s promise when it passed a series of harsh #AntiProtestLaws, under the Inclosed Lands, Crimes and Law Enforcement Legislation Amendment (Interference) Bill 2016.
"The legislation created the new offence of aggravated unlawful entry on inclosed lands. Section 4B of the #InclosedLand Protection Act 1901 provides that interfering, or attempts to interfere, with the conduct of a business on enclosed land can land a #protester with a fine of up to $5,500.

"Just as the J20 prosecutions, as the inauguration cases were known, fell apart, so too did cases accusing dozens of participants in the Atlanta-based #StopCopCity movement of #DomesticTerrorism, #racketeering, and conspiracy.
"It became a pattern of sorts. Prosecutors on both the federal and state level throwing extreme and overreaching charges at leftists, based on infirm theories of collective liability, aiming to paint #antifascist, #AntiRacist movements as criminal terrorist networks. The government latched onto these circumstances to build its strategy of criminalizing dissent through guilt by association."Even in conservative Texas, I didn’t think a jury would buy the government’s case that these defendants were 'North Texas Antifa Cell operatives' — an organization fabricated whole cloth by the Trump administration — who had orchestrated an elaborate ambush of the ICE facility.
" 'Most people looking at this case are still stuck on the shooting aspect, but the jury decided the shooting was beside the point,' a member of a support group for the defendants told me. 'The verdict is that a normal #NoiseDemo deserves to be called terrorism and people should spend potentially the rest of their lives in prison. The implications of this are obvious, and people should know that the DOJ is going to try this again.' "

How new protest laws are impacting political demonstrations
More than a dozen states have passed laws regulating protests in recent years, raising concerns among free-speech advocates.

In Congress, the Republican representative has introduced a similar bill — what he calls the '#ThumpThumpAct' — for drivers who may encounter protesters in other parts of the country.
" 'When the consequences for inappropriate behavior are severe enough, people will stop doing it,' Fine said. 'Blocking roads is a form of political terrorism. They should get run over.'
"Florida is one of more than a dozen states that have cracked down on protests in recent years, passing laws that often equate political demonstrations with riots in ways that #FirstAmendment experts say could be illegal.
"Since 2017, 23 states have passed at least 55 laws to address how and when people can protest, according to the International Center for Not-for-Profit Law, which tracks such statutes. The laws do such things as mandate at least 30 days in jail for rioting — often loosely defined as a group involved in tumultuous or potentially violent behavior — restrict protests on college campuses, and imprison and fine people who block sidewalks, streets and highways.
"Some lawmakers like Fine want federal legislation that mirrors those efforts. Among the 16 pending federal bills are proposals to tighten restrictions on protesting near federal judges, jurors or court staff; strip #nonprofits of their tax status for certain #protest-related activities; and block people convicted of rioting from small business aid.
"First Amendment advocates warn that the patchwork of state laws, pending federal bills and court battles risk rewriting the rules of public demonstrations. There are already laws to prosecute violent behavior, making these new efforts unnecessary, they say.
There have been few arrests or prosecutions under the recently passed protest laws, but free-speech advocates say the measures can be used to control or dissuade would-be demonstrators." 'What we have consistently seen is lawmakers responding to protest movements by introducing new laws that restrict the #RightToProtest,' said Elly Page, senior legal adviser for U.S. programs at the International Center for Not-for-Profit Law."

#SB743: Steep penalties for #protests near places of worship
Creates sweeping, vaguely-defined new crimes that can cover peaceful protesters near any place where people are engaged in religious worship, or along routes to such places. The new law increases penalties and expands the scope of a preexisting offense for “willfully disturb[ing], interrupt[ing], or disquiet[ing]” an “assemblage of people met for religious worship.” Under the new law it is a serious misdemeanor to knowingly approach someone and engage in certain expressive activity, including chanting or holding signs, within 100 feet of a place where people are meeting for religious worship. The bill explicitly includes such conduct occurring on public sidewalks. As written, the offense could seemingly cover demonstrators who happen to be marching past a church or synagogue and encounter worshippers on the sidewalk outside, even fleetingly. The law also creates a serious misdemeanor for “obstructing in any manner” traffic along any highway within a mile of a place where people are meeting for religious worship. The offense does not require that an individual know or intend to impede access to such a place; as written, it would seemingly cover protest activity that slows highway traffic anywhere within a mile of any house of worship—or any other location where there is an “assemblage of people met for religious worship,” such as a prayer circle in a public park. The offenses are punishable by up to one year in jail and $500 for a first offense; subsequent offenses are a felony subject to up to two years in prison and $1,000. Lawmakers advanced the bill in 2025, but adopted it in emergency sessions in 2026 citing recent protests including one inside a church in St. Paul, MN.

The law makes it a Class A misdemeanor, punishable by up to one year in jail and $3,000, to wear a mask “with the intent to conceal the identity” of the wearer while “congregating in a public place with other individuals wearing a mask, hood, or other device that covers, hides, or conceals any portion of the individual’s face.” The bill exempts public gatherings to celebrate “Halloween, a masquerade, or other similar celebration,” but does not include exemptions for masks worn during protests, or worn for health, religious, or other reasons. As written, the law can cover a protester wearing a mask to avoid retaliation for their political speech, if there are other individuals in the crowd also wearing a mask—for instance, a medical mask to avoid spreading or contracting a contagious disease.

"Spencer Reynolds, a former intelligence and counterintelligence lawyer at the Department of Homeland Security who’s now with the #BrennanCenter for Justice, a think tank, said Congress gave the Federal Protective Service the ability to work and carry out arrests off of federal property as necessary. But he’s concerned that the new regulations codifying these powers will be used as a way to target #protesters.
" 'I see this as being guidance to go after peaceful protests where they are happening in the vicinity or even not in the vicinity of federal property,' he said.
"In a report last year issued by the Brennan Center, Reynolds said the FPS expanded dramatically after Sept. 11 and that’s led to 'overreach under political pressure.' "

"A tense, day-long standoff outside a South Burlington, Vermont house ended Wednesday night with federal immigration agents removing three people inside and a series of violent clashes between police and hundreds of #activists who tried to impede the apprehension.
"It marked the first major confrontation between protesters and federal immigration authorities in Vermont. Federal law enforcement deployed #TearGas and #flashbangs on a normally busy street in the state’s second largest city to disperse the activists who had surrounded their vehicles. Roughly 60 local and state law enforcement officers were also on scene, though the departments sought to distance themselves from ICE’s conduct.
"The incident began when a man fled Immigration and Customs Enforcement agents who had been surveilling a Dorset Street residence where he was staying.
"According to an ICE affidavit, the subject of the warrant was Deyvi Daniel Corona-Sanchez, a Mexico native who was removed from the United States in 2022, and later illegally reentered the country. In January, Corona-Sanchez was arrested by Middlebury police and charged with drunk driving, the affidavit says.
"Following a multi-vehicle crash, Corona-Sanchez escaped to a house on Dorset Street, authorities said.
"A growing number of protesters and police assembled outside throughout the day as immigration authorities waited for a criminal warrant to enter and arrest him.
"A neighbor, Richard Landsman, said an Ecuadoran family with two children had lived in the house for roughly a year. At one point in the afternoon, people helped a child leave the house; they were driven away.
"When the warrant came through after roughly nine hours, federal agents approached the front door with #TacticalGear and weapons drawn. They were supported by #VermontStatePolice troopers.
"Police wrenched away protesters blocking the front entrance and ICE agents broke down the door. Federal agents removed three people from inside, forcing them into an unmarked car. They attempted to drive off, but protesters linked arms and blocked the street. Confrontations ensued, and the agents eventually managed to drive off by running over a median and exiting via a driveway."

"As he followed their vehicles, they led him down a rural road that grew increasingly familiar during the 20-minute drive. Soon, Little told #TheIntercept, he realized where the federal agents were headed: his house.
"When he approached his driveway, two SUVs were already waiting, Little said. Agents moved to block his car, claiming he had impeded their investigation and that local law enforcement would be called. No other officers came to his house, and Little was not cited or charged.
" 'The intent was clearly to intimidate us. It’s stressful. It’s a little bit scary. But at the same time,' Little said, 'I just think it’s really important to be out there and monitoring what they’re doing.'
"Interviews, sworn declarations, and video reviewed by The Intercept indicate that Little is not the only person subjected to this kind of #intimidation. Across the #TwinCities, immigration agents have identified legal observers by name and address, and, in some cases, led them back to their homes after they engaged in lawful monitoring of immigration activity. Legal observers say this pattern of behavior sends a clear and chilling message: The federal government knows who they are and where they live.
"These encounters are unfolding amid a rapid expansion of federal #surveillance capabilities.
"Immigration authorities have significantly expanded their use of mobile #biometric and surveillance tools in recent years. Officers with Immigration and Customs Enforcement as well as Customs and Border Protection, for example, can use the smartphone app #MobileFortify to photograph a person’s face or capture fingerprints in the field and compare them against federal biometric databases, according to a Department of Homeland Security inventory of artificial intelligence technologies."
