The F-16 flying unit I was assigned to had to deploy to enforce the no-fly zone over Iraq:

In preparation, the flying squadrons had various informational briefings, exercises, and briefings to commanders to show that they were prepared for the mission.
One of the key questions would be this sort of scenario: You have a radar contact many miles off your nose. It's currently unidentified...we call that a bogey.

You can't shoot a bogey. It has to be positively ID'd as a bandit.
Everybody was expected to know the rules of engagement and ID processes and sources of information.
Getting that wrong in a briefing to the wing commander...was not career ending, but it was not good.
Compare that to the situation today. :-(

The confrontation broke out in front of the Metropolitan Detention Center in #LA, as a group of demonstrators SHOUTED INSULTS at the guard lined shoulder to shoulder behind riot shields.
