#Trump Moves to Kill #RoadlessRule in Biggest Assault on #ForestProtections in U.S. History
For Immediate Release, August 18, 2026
WASHINGTON — The Trump administration today proposed scrapping the country’s most significant tool for protecting national forests, a move that would open nearly 45 million acres of wild, unfragmented forest across 37 states to road construction, logging and other development.
“Trump is pushing for the largest evisceration of public lands protection in American history and against what Americans want,” said Randi Spivak, public lands policy director at the Center for Biological Diversity. “These are some of the last truly wild forests left in the country, places that shelter endangered wildlife and protect our drinking water. Once you start bulldozing roads for commercial logging and industrial development, there’s no getting them back. Americans love their public lands and want them protected. We’re going to fight like hell to safeguard these wild places for future generations.”
Today’s announcement from the U.S. Agriculture Department will be followed by Wednesday’s release of the draft environmental analysis, giving the public until Sept. 21 to comment on the proposed Roadless Rule recission.
Here are statements from the Center’s regional experts on risks to roadless forests and wildlife across the country:
Northern #Rockies
“Roadless forests are lifelines for grizzly bears and Canada lynx across the northern Rockies,” said Kristine Akland, Northern Rockies director. “Grizzlies need these areas to den and raise cubs and lynx populations are already declining as mature forest habitat disappears. Building roads and allowing logging in these wild areas would make an already difficult situation for these species even worse. People across the region know how vital these intact forests are for wildlife, clean water and recreation, and they overwhelmingly oppose dismantling the Roadless Rule.”
“We’ll fight Trump’s monstrous proposal to gut the Roadless Rule, which would be disastrous for the Tongass,” said Cooper Freeman, Alaska program director. “Punching roads through 9 million acres of intact temperate rainforest would destroy world-class salmon streams. It would open the door for corporations to clearcut irreplaceable, centuries-old Sitka spruce for export overseas. Alaska’s wild places deserve better.”
Southwest
“Roadless forests are where wildlife live,” said Taylor McKinnon, Southwest director. “They’re home to jaguars, Mexican spotted owls, and ocelots, some of the most iconic animals on the continent. Plowing roads into their habitat will bring human-caused wildfires and disturbances that they don’t need and can’t afford. We’ve fought for years to protect the forests and animals of the Southwest and there’s no way we’re giving up now.”
"Roadless areas protect the most beloved and endangered species in the Southeast,” said Will Harlan, Southeast program director. “The South Mills River harbors the country’s strongest hellbender population. Snowbird and Tusquitee Bald shelter endangered Carolina northern flying squirrels, gray bats and longsolid mussel. These forests sustain local economies, protect iconic recreation spots like the Appalachian Trail and safeguard drinking water for millions of people in Charlotte, Atlanta and beyond. Handing them over to loggers and construction crews isn’t sound policy, it’s a tragedy."
Why we need the Roadless Rule:
- Forests free of roads and logging provide crucial and connected habitat for animals and plants, protecting them from noise, pollution and other human-caused harms.
- The forests at risk — from Oregon to North Carolina — are home to scores of threatened and endangered species, including American wolverines, Canada lynx, grizzly bears and northern spotted owls. Rescinding the Roadless Rule would not only push these species closer to extinction but threaten countless others, including Alexander Archipelago wolves and Queen Charlotte goshawks.
- More than 370,000 miles of roads already fragment U.S. national forests, with a maintenance backlog in the billions of dollars. Most wildfires are human caused and occur near roads, with a decades-long, nationwide study finding human-caused wildfires are four times more likely in areas with roads than in roadless forests.
- National forests are the headwaters of many of the country’s major rivers and the largest source of municipal water supplies, serving more than 60 million people in 33 states. The Roadless Rule protects rivers and streams from roads, a major source of water pollution because of erosion and sediment.

But these lands, some of the richest on Earth, had already been settled and stewarded for thousands of years by #IndigenousPeoples. Though their numbers had already dwindled due to new diseases and conflict with settlers, in 1776 approximately 250,000 #IndigenousPeople still lived within the territory delimited by the current borders of the U.S. The young nation, however, was intent on expansion—and set its sights on Indigenous land. Over the years, tribal interests and sovereignty would be trampled time and time again. Although land loss is the most visible consequence of dispossession, Indigenous customs, culture, and language (all firmly rooted in the land) were also under attack."

"Since the start of Trump’s second term, his administration has fired thousands of federal workers across multiple public lands agencies, including the National Park Service, the Forest Service, the Bureau of Land Management, and the U.S. Fish and Wildlife Service. The effects of this are vast: It’s going to have a profoundly negative impact on the environment and the way millions of Americans enjoy public lands, cause immeasurable harm to America’s wildest places, and devastate the economies built around them.
"After serving 12 years as a backcountry wilderness ranger for the U.S. Forest Service, I'm convinced there is an alternative: the U.S. needs to return its public lands to Native Americans. In fact, I believe that might be the only way to save our parks and forests from corporate privatization and destruction, as well as preserve public access to them. If the U.S. won’t properly care for its public lands, why not return them to their original caretakers?
"This isn’t a new idea. #NativeAmericans argued that treaty law required
'abandoned' federal land to be returned to tribes during the occupation of #Alcatraz Island by the #AmericanIndianMovement in the 1960s. In more recent years, the #LandbackMovement has given rise to increased calls for the return of territorial land to #IndigenousNations, and the return of land management based in #TraditionalEcologicalKnowledge—expertise gathered from thousands of years of having deep relationships with specific environments. There’s a strong legal argument that land return is constitutionally required as damages due for hundreds of treaty violations. However, there’s also a lot of data showing Indigenous land management is more ecologically sound than government or industrially managed land. For instance, #ProjectDrawdown, a global leader in science-based #ClimateChange solutions, estimates that returning 1,000 million hectares of land to Indigenous tenureship by 2050 would sequester over 12 gigatons of carbon dioxide."Read more:

The PA signed a 25-year contract for gas exploration with the#BritishGas Group in 1999, and a large gas field, #GazaMarine, was discovered at 17 to 21 nautical miles off the coast of Gaza the same year. However, despite initial discussions between the Israeli government, the PA and British Gas on the sale of gas from this field and the provision of much-needed revenue to the occupied Palestinian territories, the Palestinians have not realised any benefits.
"Since the blockade of Gaza in 2007, the Israeli government has established de facto control over Gaza’s offshore natural gas reserves. The contractor, British Gas, has since been dealing with the Israeli government, effectively bypassing the Palestinian government regarding exploration and development rights.
"Israel has also taken control of the #Meged oil and natural gas field, located inside the occupied #WestBank. Israel states that the field lies west of the armistice line of 1948, yet most of the reservoir is situated beneath the #PalestinianTerritory occupied since 1967.
"More recently, Israel has begun to develop new oil and gas finds in the Eastern Mediterranean, solely for its own benefit.
"In commandeering and exploiting Palestinian oil and gas resources, Israel is acting in violation of the letter and the spirit of #TheHague Regulations, the Fourth #GenevaConvention and a body of international #humanitarian and #HumanRights law that addresses the exploitation of common resources by an occupying power, without regard for the interest, rights and shares of the #occupied population."

Behind #Israel’s ‘#EndGame’ for #Gaza: Theft of #OffshoreGas reserves

November 14, 2023"In 1999, #BritishGas (BG) discovered the existence of natural gas in the Gaza Marine fields, 20 nautical miles off the coast of Gaza, at a depth of 610 meters below the surface. Further exploration by BG through two successful wells — Gaza Marine 1 and Gaza Marine 2 — determined the field could contain up to 1 trillion cubic feet of natural gas. "The Palestinian Authority was 'granted' the right to exercise sovereignty over its own maritime territory by the Oslo Accords in 1995. Four years later, following the findings of the offshore natural gas, the PA gave the international consortium BG a 25-year, 90% stake in a license to explore, develop any discovered fields, and install the required infrastructure. Since that time Israel has consistently blocked this development.
"In 2002, the PA approved BG’s proposals to construct a pipeline to a processing facility in Gaza. However, the Israeli state delayed this development, arguing that the pipeline should run to an Israeli-controlled port, and that Palestinians would have to supply Gaza Marine surplus fuel to Israel at far below market price.
"When Hamas won the Palestinian legislative elections in Gaza in 2007, Israel established a militarized naval blockade, prohibiting further offshore development. Around the same time, #YamThetis, an Israeli gas consortium, challenged the awarding of the contract to BG, further delaying the process.
"In December 2008, in total contravention of international laws, Israel declared sovereignty over the Gaza Marine area, and BG closed its offices in Tel Aviv.
"#RoyalDutchShell bought out BG’s interests in the #GazaMarineFields for $52 million in 2016. By March 2018, Royal Dutch Shell backed out of their investment, leaving the PA to search for a replacement company to develop the field. (EgyptOil-Gas.com, April 5, 2018)."

Forcibly removed from their homeland in the Bitterroot Valley, despite not having waged war against the white settlers or army, their own '#TrailOfTears' brought them to the Flathead Valley to live within the boundaries of the vastly reduced lands they retained in the #HellgateTreatyOf1855.
"Although the #HellgateTreaty is widely regarded as one of the best treaties signed by any of the nation’s #IndigenousPeople, even land supposedly reserved for the exclusive habitation of the #SalishKootenai was opened to purchase by non-tribal #settlers by the #DawesAct of 1887.
"The act’s intentions were to allocate reservation lands the tribes already owned to individual families as private property and, as part of the 'civilization' of #NativeAmericans, it required tribal members to register with the federal government to receive their 'allotment.'
"The entire debacle was part of the #AllotmentAndAssimilationEra from 1887 to 1934. Simply put, the federal government’s plan was to force Native Americans to be 'assimilated' into #EuropeanAmerican culture.
"Importantly, any reservation lands not allocated to tribal members was deemed
'surplus' land and opened to purchase by non-tribal settlers. This excursion into #ReservationLands was further exacerbated by the ability of tribal members to sell their allotment parcels to non-tribal members."The fracturing of the Salish-Kootenai’s tribal lands through sales to non-tribal members continues to cause serious problems today, including the long and on-going battle to retain their #water, #hunting and #fishing #TreatyRights.
"Article III of the Hellgate Treaty could not be more clear regarding the Tribe’s fishing rights: 'The exclusive right of taking fish in all the streams running through or bordering said reservation is further secured to said Indians; as also the right of taking fish at all usual and accustomed places…'
"Yet, just last month the Confederated Salish-Kootenai Tribal Nation issued a very serious warning to tribal members regarding the fish they have treaty rights to catch because they are poisoned.

"The Confederated Salish and Kootenai Tribes issued a fish consumption advisory on June 24, 2025, warning tribal citizens not to eat fish due to the presence of Polychlorinated biphenyls (#PCBs), #dioxins and #furans at levels deemed unsafe for humans: Source: Confederated Salish and Kootenai Tribes
"The #FishConsumptionAdvisory urges 'all tribal members to avoid consuming all species and sizes of fish harvested from the lower Clark Fork River from the Bitterroot River near Missoula to the Flathead River near Paradise. Recent testing has confirmed the presence of polychlorinated biphenyls, dioxins and furans in fish at levels that are unsafe for consumption by Tribal peoples. It is also advisable to avoid consuming rainbow trout and northern pike harvested from the Bitterroot River and the upper Clark Fork River above the Bitterroot River to Rock Creek, and, to avoid consuming rainbow trout from the Blackfoot River.
"As the Advisory explains: 'These contaminants pose a health risk to all fish consumers, and an even greater health risk to the most sensitive members of the Tribal population including women of child bearing age, pregnant nursing women, and young children. These contaminants have been linked to negative health effects in the immune, and nervous systems and may be associated with birth defects…PCBs and dioxins are classified as probable and definite #HumanCarcinogens, respectively.'
"So what good are treaty fishing rights if you can’t eat the fish because they’re poisoned? Are they really 'rights' — or is this just another in our nation’s long and shameful history of abrogating its treaties with Native Americans?
"Moreover, #Montana’s poison fish affect us all. Just as our government has failed the Salish-Kootenai, they have likewise failed to uphold our rights to the 'swimmable/fishable waters' guaranteed by the #CleanWaterAct — because no one, tribal or non-tribal, is immune to poisoned fish."
