"President Star Comes Out points out in the Proclamation today that the U.S. Border Patrol is working with ICE in its 'unlawful conduct against Native people in #Minneapolis' -- which is within the Aboriginal Territory of the Great Sioux Nation.

Updated 8:30 PM EST, January 13, 2026"The president of Oglala Sioux Tribe in South Dakota on Tuesday called for the immediate release of tribal members who were detained at a homeless encampment by Immigration and Customs Enforcement agents in Minnesota last week.
"Three of the four Oglala Sioux Tribe members who were arrested in Minneapolis on Friday have been transferred to an ICE facility at #FortSnelling, President #FrankStarComesOut said in a statement released with a memorandum sent to federal immigration authorities.
" 'The Oglala Sioux Tribe’s memorandum makes clear that ‘tribal citizens are not aliens’ and are ‘categorically outside immigration jurisdiction,' Star Comes Out said. 'Enrolled tribal members are citizens of the United States by statute and citizens of the Oglala Sioux Nation by treaty.'
"Details about the circumstances that led to their detention were unclear.
"In the memorandum sent to Department of Homeland Security Secretary Kristi Noem, Star Comes Out said the when tribal nation reached out to the agency it was provided with only the first names of the men. Homeland Security refused to release more information, unless the tribe 'entered into an immigration agreement with ICE.' "

"The bulk of the at-risk funding is dispersed through programs such as the Department of Health and Human Services [#DHHS], the Bureau of Indian Affairs [#BIA] and the Bureau of Indian Education under the Department of the Interior, the Department of Commerce and the #EnvironmentalProtectionAgency.
"If the funding freeze clears legal hurdles, critical projects across the country will be at risk, the Brookings report said. These projects include a $35 million grant to the #OglalaSioux Tribe for #broadband development, a $3 million grant to urban #NativeHealth board for community health worker training, and a $200,000 grant to the #Chickahominy Indian Tribe for preliminary #engineering and #environmental work towards a #childcare center.

FORT YATES, N.D. – "The Black Hills are not for sale and never will be was the central uniting message discussed during a meeting at the Prairie Knights Casino in Fort Yates, N.D. on the Standing Rock Reservation.
Representatives from the Standing Rock Sioux Tribe, Oglala Sioux Tribe, Rosebud Sioux Tribe, Cheyenne River Sioux Tribe, a group of Mandan Hidatsa Arikara Nation elders and various treaty councils gathered on Nov. 13 to formulate a plan for regaining land in the Black Hills.
"The group met to discuss the He Sapa Restoration Act, which includes a formal declaration from the #Oyate (nation) and the tribal governments to demand that the United States return federal land in the Black Hills to the #OcetiSakowin people. The group hopes to introduce the bill in 2025.
"The bill would not affect the titles of private lands. Though those lands would be cataloged as part of the land identification process, they would remain in possession of the title holders.
"'Today we’ve gathered to discuss the Black Hills,' Standing Rock Vice-Chairman Frank Jameson said. 'This fight has been ongoing for many decades before us and it will continue after us."

But several counter-protesters — all of them non-Native — repeatedly tried to disrupt the gathering that was held on the second anniversary of the overturning of the Roe v. Wade decision by the U.S. Supreme Court.

Kristi Noem from the #PineRidgeReservation after she spoke this week about wanting to send #RazorWire and security personnel to #Texas to help deter immigration at the U.S.-Mexico border and also said cartels are infiltrating the state’s reservations.
“'Due to the safety of the #Oyate, effective immediately, you are hereby Banished from the homelands of the #OglalaSioux Tribe!” Tribe President #FrankStarComesOut said in a Friday statement addressed to Noem. “Oyate” is a word for people or nation.
"#StarComesOut accused Noem of trying to use the border issue to help get former U.S. President Donald Trump re-elected and boost her chances of becoming his running mate.
"Many of those arriving at the U.S.-Mexico border are #IndigenousPeople from places like #ElSalvador, #Guatemala and #Mexico who come 'in search of jobs and a better life,' the tribal leader added.
"'They don’t need to be put in cages, separated from their children like during the Trump Administration, or be cut up by razor wire furnished by, of all places, South Dakota,' he said.
"Star Comes Out also addressed #Noem’s remarks in the speech to lawmakers Wednesday in which she said a gang calling itself the Ghost Dancers is murdering people on the Pine Ridge Reservation and is affiliated with border-crossing cartels that use South Dakota reservations to spread drugs throughout the Midwest.
"Star Comes Out said he took deep offense at her reference, saying the #GhostDance is one of the Oglala Sioux’s “most sacred ceremonies,' 'was used with blatant disrespect and is insulting to our Oyate.'"

WASHINGTON — "Dozens of #Lakota and other #NativeAmericanAllies are about to converge on #Bridger, South Dakota, for a pilgrimage they've made every December for the last 32 years: a 300-kilometer journey on horseback, retracing the historic journey, of a Lakota chief and 350 of his followers, that ended in a massacre.
"#AlexWhitePlume, a former president of the #OglalaSioux on the #PineRidge Reservation, is a founding member of the ride, which he organized in 1986 on the advice of his uncle, a spiritual interpreter.
"'My uncle said that we had to do some grieving over the historic #genocide of our people," said White Plume. 'As Lakota, our whole purpose is to be pure from trauma, ill feelings, guilt. But the historic genocide weighed so heavily on us that we couldn't think past it.'
"His uncle told him they had to bring back the grieving ritual, which Lakota no longer practiced. And to do that, White Plume needed to go back to the place where the Lakota's collective grief began.
Massacre at Wounded Knee
"In mid-December 1890, acting on government orders, tribal police arrested and killed Hunkpapa Lakota leader #SittingBull outside of his cabin on the #StandingRock reservation. His death came at a time when the government was on edge, worrying that #PlainsTribes were plotting rebellion against the abysmal conditions on reservations.
"Fearing for his people's safety, Sitting Bull's ally, #Minneconjou Lakota leader Spotted Elk (dubbed "Big Foot" by the cavalry for the size of his shoes), fled south to the Pine Ridge Reservation with about 350 Lakota, most of them women and children.
"The Army intercepted the travelers, who submitted peacefully and made camp along Wounded Knee Creek in Pine Ridge. On the morning of December 29, the Army began a search for weapons. A shot rang out — who fired and why is still not clear.
"The #USArmy opened a barrage of rifle, pistol and revolving cannon fire.
"Spotted Elk was among the first to fall, and 30 minutes later, as many as 300 Lakota lay dead — adults, children, and even infants. It wasn't until three days later that Army contractors gathered the dead and buried them in a #MassGrave at the rate of $2 per body.
"The massacre marked the end of the #IndianWars, ushering in an era of subjugation, forced assimilation and broken treaties..."
