The release states that TfL does not issue Fixed Penalty Notices for fare evasion but instead records Penalty Fare Notices. During 2025/26, 69,001 penalty fares were issued across #buses, DLR, Elizabeth line, London Overground, London #Underground and trams. TfL said it has increased enforcement activity through more than 500 authorised officers and aims to halve fare evasion by 2030. TfL does not hold a complete record of unpaid journeys, but publishes estimated fare evasion rates. The highest 2025/26 average rate was on trams at 7.3%, followed by London Underground at 5.0%. Staff guidance focuses on encouraging correct payment while prioritising safety when dealing with incidents.
