    Brazil’s push to expand biofuels is central to its strategy to “drive the decarbonisation agenda” and build a robust “bioeconomy,” setting the stage for this to become a major focus at the upcoming UN Climate Change Conference (COP 30) in Brazil in November 2025.

    Brazil’s biofuel ‘revolution’

    During a ceremony at the Brasilia Air Base in October, president Luiz Inácio Lula da Silva declared:

    Brazil will lead the world’s energy revolution

    This statement came as he signed the Fuel of the Future Law, a set of initiatives aimed at advancing the country’s bioenergy sector. Lula added:

    Brazil will get a head start because you, the entrepreneurs, who have the capacity to produce, to research. Enacting this law demonstrates that none of us have the right to continue disbelieving that this country can be a large economy,” added Lula.

    Lula announced a rise in ethanol blending with gasoline from 22% to 27%, with a target of 35% by 2030. Biodiesel blending, currently at 14%, will increase by one percentage point annually, aiming to reach 20% by March 2030.

    Biofuel mandates have generated a relentless demand for crops, including sugarcane, corn, soybean, and palm oil.

    Ethanol and biodiesel production in Brazil reached nearly 43bn litres in 2023, according to the 2024 Brazilian Statistical Yearbook on Oil, Natural Gas, and Biofuels, published by Brazil’s National Agency for Petroleum, Natural Gas, and Biofuels (ANP).

    Biofuels for energy independence

    In Brazil, biofuels make up 25% of transportation fuels – a remarkably high share compared to other nations – and this proportion is still increasing. Bioethanol leads the biofuel sector, representing an average of 49% in terms of energy of the total gasoline and ethanol consumption.

    Jorge Ernesto Rodriguez Morales, lecturer and researcher in environmental policy and climate change governance at the Department of Economic History and International Relations at Stockholm University, spoke to the Canary. He mentioned:

    Historically, Brazilian energy policy has achieved significant success, largely due to the development of the oil industry alongside biofuels and other energy sources. This diversification has enabled Brazil to rely less on energy imports from the global market, fostering a degree of energy independence and security critical for economic stability.

    He added that:

    By reducing dependence on external energy sources, Brazil’s economy is less vulnerable to external shocks, such as fluctuations in oil and gas prices. Sugarcane ethanol, in particular, has been pivotal in these developments, positioning bioenergy – a renewable energy form derived from recently living organic materials known as biomass – at the forefront of national strategies to combat climate change.

    Green sheen

    Although bioenergy has been promoted as a climate strategy, there is ongoing debate within the scientific community regarding the actual sustainability of biofuel production.

    Some scientists argue that the production of biofuels is an energy-negative process that may lead to various socio-environmental consequences. These include rising food prices that threaten food security and the conversion of forestlands for biofuel cultivation. Some state that presenting bioenergy as a climate strategy has served as a justification for the industry’s expansion in Brazil and globally.

    Morales explained that:

    Despite its success, the biofuels industry in Brazil developed within broader developmental and territorial security goals, often placing significant pressure on ecosystems and communities in an institutional environment that generally overlooked socio-environmental concerns. This unsustainable co-evolution of development pathways and bioenergy – marked by deforestation, land colonization, and agricultural expansion – has limited the adaptation space in agriculture. As a result, current climate policy is largely oriented toward path-dependent and potentially maladaptive strategies, such as relying on sugarcane ethanol for transportation.

    A report by the Royal Society raises concerns about expanding biofuel production, highlighted issues such as the impact on food prices, the potential rise in greenhouse gas emissions due to direct and indirect land use changes (LUC) associated with biofuel feedstock production, and the risks of land, forest, water resource, and ecosystem degradation.

    The Royal Society report recommends comprehensive auditing of biofuel supply chains as essential, along with enhancing transparency, data availability, and sharing. These elements are crucial for ensuring that the life cycle assessment (LCA) of biofuels is reliable and beneficial for policymaking.

    Demand driving deforestation

    The use of feedstocks like sugarcane, palm oil, corn, and soybean – predominant in Brazil – has sparked significant controversy, primarily due to competition with food production and concerns about converting agricultural land into fuel production. Rising demand for agricultural products poses a risk of increased deforestation and the use of land with high biodiversity value to satisfy this demand, along with related freshwater consumption.

    The EU Deforestation-Free Regulation (EUDR) identifies soybean as one of the world’s leading drivers of deforestation. Trade interests appear to be the main barrier to removing soy biofuels from the Renewable Energy Directive, as Europe imports nearly 90% of its soy for biodiesel production from Brazil, Argentina, and the United States.

    Dr David Pimentel, a professor of ecology and agricultural sciences at Cornell University, asserted that there is insufficient land, water, and energy available for biofuel production. He also highlighted environmental issues associated with converting crops into biofuels, such as water pollution from fertilisers and pesticides, air pollution, soil erosion, and contributions to global warming.

    Pimentel conducted calculations that accounted for all the inputs needed to produce ethanol, including machinery, seeds, labour, water, electricity, fertilisers, insecticides, herbicides, fuel, drying, and transportation. He found that producing one litre of fuel-grade ethanol (5,130 kcal) requires an energy input of 6,600 kcal, indicating that biofuel production is an energy-negative process.

    ‘Serious socio-economic impacts’

    A report published in the Biofuel journal states that measuring greenhouse gas emissions linked to ethanol fuel should account for emissions at every stage, including production, processing, distribution, and vehicle use. This comprehensive assessment is known as the core well-to-wheels LCA emissions, along with any additional emissions resulting from LUC.

    Morales discussed some of the impacts of implementing a climate policy that relies on biomass fuels. He told the Canary:

    Current climate policy positions biomass-based fuels as a replacement for fossil fuels in the transport sector, with sugarcane ethanol as a flagship solution for greenhouse gas reduction in international climate negotiations. However, scaling up bioenergy production can have serious socio-environmental impacts.

    He added that:

    Like food production, ethanol requires land, water, and nutrients, meaning that a large-scale expansion could intensify the negative side effects of agricultural growth. These include significant socio-environmental challenges related to sustainable development goals, such as deforestation (SDG 15), CO2 emissions from land-use change (SDG 13), nitrogen losses (SDGs 13, 14, 15), unsustainable water withdrawals (SDG 14), and food security risks (SDG 2), among others.

    Brazil biofuel policies

    During Brazil’s colonial period (1500-1822), sugarcane plantations established the basis for political power through land monopoly and slavery. Policies were implemented to promote the economic interests of the agribusiness sector.

    In response to the energy and sugar crisis of the 70s, Brazil launched a national ethanol program called “Pró-Álcool” in 1975. This initiative included tax breaks, subsidies, and lower financing costs to benefit the sugarcane industry, including producers, planters, distillers, and the automotive sector.

    The “Pró-Álcool” policy led to significant repercussions, such as the exploitation of workers (bóias-frias) and environmental degradation, which the Brazilian government neglected out of concern that environmental regulations might hinder economic growth and development.

    From 1992 to 2004, while Brazil’s total greenhouse gas emissions rose by 80%, the government defended its support for ethanol on environmental grounds, positioning bioenergy as a “sustainable energy source.” This approach framed bioenergy as part of a climate strategy, leading to its promotion at international levels to combat climate change.

    Overlooking indirect land use changes

    However, the socio-environmental impacts of bioenergy production were largely overlooked, including direct and indirect LUC, water and biodiversity loss, deforestation, fertiliser pollution, and soil erosion.

    In 2017, the “Renovabio” initiative was launched as a new government program aimed at promoting the growth of the bioenergy sector, with an emphasis on various types of biofuels, such as biodiesel, biomethane, bioethanol, and biokerosene.

    A report published in the Biofuels journal indicates that Brazil’s RenovaBio programme does not account for direct or indirect LUC in its emissions calculator, potentially leading to an overestimation of decarbonisation levels and encouraging biofuel production with greater environmental impacts. To ensure the program is environmentally effective and delivers appropriate signals to decision-makers, it is crucial to incorporate LUC parameters into the calculator.

    Morales mentioned that:

    Brazil’s ethanol diplomacy aims to portray the nation as climate-conscious, using biofuel as leverage in climate negotiations. Many countries have followed Brazil’s ‘successful’ example by integrating bioenergy into their climate policies, even though its social and environmental costs are widely acknowledged.

    Biofuel Expansion

    Raízen, formed from the merger of Cosan and Shell, along with BP Bunge, Atvos, São Martinho, Tereos, Lincoln Junqueira, Cofco, Coruipe, Adecoagro, Katzen, Millenium, Brasil BioFuels (BBF), and Agropalma, represent some of the leading bioenergy companies in Brazil.

    In October, Katzen International, a prominent bioethanol company, announced the successful completion and launch of the INPASA Agroindustrial S/A bioethanol plant expansion project in Sinop, Mato Grosso. This expansion boosted the plant’s production capacity to 2.1bn litres per year, establishing it as the largest grain-based dry mill bioethanol facility in the world.

    Corn ethanol production in Brazil is projected to reach 7.7 billion litres in 2024/25, representing a 20% increase compared to previous years.

    The biofuel industry is making significant investments in the state of Pará. Governor Helder Barbalho has announced plans for a biofuel refinery to be established in the municipality of Redenção, located in the southeastern part of the state. A collaboration between the Mafra Group and Companhia Mineira de Açúcar e Álcool (CMAA), which together comprise Grão Pará Bioenergia, will contribute over $350 million to this project.

    Barbalho said that:

    These are the agendas that will be challenging for us: the forest agenda, the energy production agenda. These are different agendas in which each one of them can present their solutions.

    Alongside the refinery, a fattening service for cattle will be provided to partner ranchers, allowing them to use the refinery’s facilities for confining their animals. The primary feedstock for cattle confinement will be Dried Distillers Grain (DDG), a by-product of corn ethanol production.

    Fueling conflicts

    A report by NGO Imazon revealed that Pará accounted for 57% of the degraded forest areas in the Amazon. Forest degradation surged from 196 km² in September 2023 to 11,558 km² in the same month this year – nearly a 60-fold increase.

    The state of Pará, which will host COP30, is marked by conflicts, including those related to the palm oil industry. Palm plantations in Pará cover an area that was once rainforest, approximately 226,834 hectares, nearly equivalent to the size of Luxembourg.

    An investigation by the NGO Global Witness revealed that two major Brazilian palm oil companies, Agropalma and Brasil Biofuels (BBF)were implicated in conflicts with local communities in the state of Pará. BBF faced allegations of environmental crimes and violent efforts to suppress indigenous and traditional communities. Meanwhile, Agropalma was associated with community evictions and land grabbing.

    A study by scientists Lucas Ferrante and Philip Fearnside revealed that biofuel companies, such as Millenium Bioenergia, are establishing a production chain for biofuels and food products derived from monocultures on Amazonian Indigenous lands and within other traditional communities.

    Millenium announced plans to “partner” with Indigenous and traditional communities, proposing unpaid labour to produce corn, fish, chickens, pigs, and confined cattle. This approach not only infringes on human rights but also poses a risk of triggering new pandemics due to zoonotic leaps linked to environmental degradation.

    Biofuels an exercise in greenwashing Brazil’s climate policy

    Brazil must expand biofuel production to meet growing demand, which will increase logistical pressures nationwide. Critical to this expansion are infrastructure projects, such as the construction of highways like the Amazon’s BR-319, connecting Manaus to Porto Velho, and the Ferrogrão railway project, linking Sinop in Mato Grosso to the port of Miritituba, situated across the Tapajós River from Itaituba in Pará. These developments are likely to cause irreversible environmental degradation and adversely affect numerous indigenous and traditional communities in these areas.

    Morales highlighted the Brazilian government’s position and priorities concerning the expansion of biofuel production:

    In foreign environmental policy, the Brazilian government has historically been reluctant to prioritise environmental protection over economic growth, often attributing major environmental issues to developed countries. Although various administrations have made efforts to address environmental challenges such as biodiversity loss and climate change, these issues remain secondary concerns, frequently viewed as obstacles to short-term political and economic goals.

    He added:

    Positioning bioenergy as a climate strategy has effectively justified broader policies supporting the biofuel industry and contributed to the greenwashing of Brazil’s climate policy on the international stage. Several countries have mirrored Brazil’s approach, adopting bioenergy into their climate agendas in response.

    Appearance & Behaviour

    Tucuxis are often mistaken for their oceanic dolphin cousins due to their streamlined bodies, short beaks, and smooth, pale-to-dark grey skin. But these freshwater dolphins are wholly unique—adapted to life in winding river systems where water levels rise and fall dramatically with the seasons.

    What sets them apart is their remarkable intelligence and tightly knit social groups. Tucuxis are playful and curious by nature. They leap from the water in graceful arcs, sometimes spinning mid-air.

    The Tucuxi, sometimes called the ‘grey dolphin’ due to their uniform colouring, resembles a smaller oceanic dolphin, with a streamlined body and slender beak. Their colour varies from pale grey on the belly to darker grey or bluish-grey along the back.

    They travel in small groups of two to six, displaying coordinated swimming patterns. In rare cases, they may form groups up to 26 individuals, particularly at river confluences. Known for their agility, they leap and spin in the water with a grace that belies their size. Tucuxis are particularly drawn to dynamic habitats like river junctions, where waters mix and fish gather.

    Threats

    • Widespread deforestation from palm oil plantations Palm oil plantations are rapidly expanding across the Amazon, clearing vast tracts of forest that stabilise riverbanks and filter water. This deforestation leads to increased sedimentation in rivers, altering flow patterns and reducing water clarity—conditions that directly disrupt the Tucuxi’s feeding and movement. Run-off from fertilisers and pesticides used in palm oil monocultures also poisons aquatic ecosystems, harming Tucuxis other Amazonian dolphin species and the fish they rely on.
    • Toxic mercury pollution from gold mining Artisanal and illegal gold mining in the Amazon releases massive quantities of mercury into the water, contaminating fish and other aquatic organisms. Tucuxis, as top predators, ingest this mercury through their prey, which accumulates in their tissues and causes neurological damage, weakened immunity, and reproductive failure. Mercury exposure is one of the most insidious threats, as it persists in ecosystems long after mining has ceased.
    • Incidental drowning in fishing nets Tucuxis are frequently caught and killed in gillnets and other fishing gear as bycatch. Tucuxis and other Amazonian dolphins often inhabit the same confluence zones and productive fishing grounds targeted by local communities, making entanglement almost inevitable. Many carcasses are never recovered, having either been discarded by fishers or lost to river currents, meaning actual mortality rates are likely far higher than reported.
    • Deliberate hunting for use as fish bait Though illegal, Tucuxis continue to be targeted and killed in parts of Brazil, especially near the Mamirauá and Amana Reserves, where they are used as bait in the piracatinga (catfish) fishery. This brutal practice involves harpooning or netting dolphins and using their flesh to lure fish, often alongside the killing of Botos. Despite a national ban, weak enforcement and ongoing demand mean this threat persists in remote and lawless regions.
    • Illegal fishing with explosives and toxins In certain areas, particularly in Brazil and Peru, fishers use home-made explosives and poisoned bait to stun or kill fish en masse. These destructive methods harm or kill Tucuxis who are attracted by the sudden appearance of dead or stunned prey. The concussive force of explosions and the ingestion of poisoned prey result in slow, agonising deaths for affected dolphins.
    • Construction of hydroelectric dams Dams fragment Tucuxi populations by blocking their movement along river corridors, reducing access to feeding and breeding grounds. These projects alter seasonal water flow, raise water temperatures, and flood critical habitats—conditions that significantly disrupt dolphin ecology. Brazil alone has 74 operational dams in the Amazon basin, with over 400 more planned, posing a long-term existential threat to freshwater cetaceans.
    • Run-off and contamination from palm oil, soy and meat agriculture In addition to habitat loss, palm oil and soy plantations along with cattle ranching generates enormous volumes of chemical-laden waste, which enters waterways and poisons aquatic life. This pollution affects Tucuxis both directly and indirectly—exposing them to harmful substances and killing off sensitive fish species. As plantations replace biodiverse forests, the ecosystem becomes less resilient, accelerating the decline of species like the Tucuxi.
    • Bioaccumulation of heavy metals and industrial pollutants Tucuxis, like many river dolphins, suffer from exposure to persistent organic pollutants such as PCBs, DDT, and flame retardants, as well as heavy metals like lead and cadmium. These toxins accumulate in dolphin tissues over time, weakening their immune systems, interfering with reproduction, and making them more vulnerable to disease. Contaminants originate from industrial waste, agriculture, and mining, and are now widespread across the Amazon basin.
    • Habitat fragmentation from infrastructure and oil development Roads, oil pipelines, and shipping corridors criss-cross many parts of the Tucuxi’s range, slicing through their habitat and increasing the risk of collisions with boats. These developments also bring noise pollution, which can interfere with echolocation and communication. Fragmentation leads to isolated subpopulations, reducing genetic diversity and making recovery more difficult.

    Geographic Range

    The Tucuxi inhabits the Amazon River basin, spanning: Brazil, Peru, Colombia, Ecuador These river dolphins occur as far west as southern Peru and eastern Ecuador, and as far north as southeastern Colombia. They are notably absent from Bolivia’s Beni/Mamoré system, the Orinoco basin, and upper reaches above major waterfalls or rapids.

    Their range includes wide, deep rivers and lakes, avoiding turbulent rapids and shallow areas. Despite overlapping with the Amazon River Dolphin (Inia geoffrensis), Tucuxis do not enter flooded forest habitats and stay closer to main river channels.

    Diet

    Tucuxis feed on more than 28 species of small, schooling freshwater fish, including members of the characid, sciaenid, and siluriform families. During the dry season, fish are concentrated in shrinking waterways, making them easier to catch. In contrast, flooding season disperses prey into forested areas, beyond the Tucuxi’s reach. They prefer to feed at river junctions and along confluences, where nutrient-rich waters concentrate fish populations.

    Mating and Reproduction

    Little is known about their mating behaviours. However, individuals appear to remain within familiar ranges for many years, and females likely give birth to a single calf after a long gestation. Calves are dependent for an extended period, learning complex navigation and foraging skills in rapidly changing river systems. The estimated generation length is 15.6 years.

    FAQs

    How many Tucuxis are left in the wild?

    There is no comprehensive global population estimate. However, surveys from 1994–2017 in Brazil’s Mamirauá Reserve show a 7.4% annual decline—amounting to a 97% drop over three generations (da Silva et al., 2020). If this trend reflects the wider Amazon basin, the species could be on the brink of collapse.

    How long do Tucuxis live?

    Exact lifespans are unknown, but based on reproductive data and life history modelling, their generation length is around 15.6 years (Taylor et al., 2007), suggesting natural lifespans of 30–40 years.

    How are palm oil and gold mining affecting Tucuxis?

    Out-of-control palm oil expansion results in massive deforestation and run-off, clogging rivers with sediment and toxic agrochemicals. Gold mining adds mercury into aquatic ecosystems, where it bioaccumulates in fish—Tucuxis’ main food source. These pollutants cause reproductive harm, neurological damage, and immune system failure in dolphins.

    Do Tucuxis make good pets and should they be kept in zoos?

    Absolutely not. Tucuxis are intelligent, wild animals. Keeping them in captivity is deeply cruel and has no conservation benefit. Wild capture destroys families and can devastate local populations. If you care about these dolphins, say no to the exotic pet trade and the cruel zoo trade.

    What habitats do they prefer?

    Research in Peru’s Pacaya-Samiria Reserve shows that Tucuxis prefer river confluences and wide channels, particularly during the dry season when fish density is higher (Belanger et al., 2022). Feeding activity is especially concentrated in areas where whitewater rivers meet blackwater tributaries, creating nutrient-rich hotspots.

    Illegal mining for critical minerals needed for the global renewable energy transition is increasingly driving deforestation in Indigenous lands in the Amazon.

    In recent years, these illegal miners, who are often self-employed, mobile and working covertly, have expanded their gold mining operations to include cassiterite or “black gold”, a critical mineral essential for the renewable energy transition. Cassiterite is used to make coatings for solar panels, wind turbines and other electronic devices. Brazil, one of the world’s largest exporters of this mineral, is now scrambling to manage this new threat to its Amazon forests.

    The need for developing countries such as Brazil to conserve their forests for the collective global good conflicts with the increasing demand for their resources from international markets. To complicate matters further, both the renewable energy transition and the conservation of the Amazon are urgent priorities in the global effort to arrest climate change.

    But escalating deforestation puts these forests at risk of moving from a carbon sink – with trees absorbing more carbon dioxide from the atmosphere than they release – to a carbon source, whereby trees release more carbon dioxide than they absorb as they degrade or are burnt.

    Indigenous and other forest-dwelling communities are central to forest conservation. In 2014, I spent a year living in Guyana and Suriname, two of the nine countries that share the Amazon basin. I studied the effectiveness of international policies that aim to pay these countries to avoid deforestation.

    I met with members of communities who were bearing the brunt of the negative effects of small-scale gold mining, such as mercury poisoning and loss of hunting grounds. For decades, mining for gold, which threatens communities’ food supply and traditional ways of life, has been the main driver of deforestation in both countries.

    Small-scale mining operations can damage both communities and the natural world. Gold mining, which generates gold for export used for jewellery and electronics, usually begins with the removal of trees and vegetation from the topsoil, facilitated by mechanical equipment such as excavators. Next, the miners dig up sediment, which gets washed with water to extract any loose flecks of gold.

    Miners usually then add mercury, a substance that’s known to be toxic and incredibly damaging to human health, to washing pans to bind the gold together and separate it from the sediment. They then burn the mercury away, using lighters and welding gear. During this process, mercury is inhaled by miners and washed into nearby waterways, where it can enter the food chain and poison fish and other species, including humans.

    My new book, Forests of Refuge: Decolonizing Environmental Governance in the Amazonian Guiana Shield, highlights the colonial histories through which these countries were created. These histories continue to inform the land-use practices of people and forest users there. Having seen the dynamics firsthand, I argue that these unaddressed histories limit the effectiveness of international policies aimed at reducing deforestation.

    Some of the policies’ limitations are rooted in their inattentiveness to the roughly five centuries of colonialism through which these countries were formed. These histories had seen forests act as places of refuge and resistance for Indigenous and Afro-descendant communities. I believe that power structures created by these histories need to be tackled through processes of decolonisation, which includes removing markets from their central place in processes of valuing nature, and taking seriously the worldviews of Indigenous and other forest-dependent communities.

    But since 2014, small-scale mining-led deforestation in the Amazon has persisted, and even increased. The increase in mining worldwide, driven partly by the renewable energy transition, indicates that these power structures might be harder to shift than ever before.

    Added pressure

    When crackdowns on illegal gold mining took place in Brazil in the 1970s and ’80s, miners moved en masse to nearby Guyana and Suriname, taking their environmentally destructive technologies with them. Illegal miners of cassiterite are now following a similar pattern, showing that the global effort to reduce deforestation cannot simply focus on a single commodity as a driver of deforestation on the ground.

    My work shows that the challenge of mining-led deforestation in the Amazon is rooted in historically informed, global power structures that position the Amazon and its resources as available for extraction by industries and governments in wealthier countries. These groups of people are now seeking to reduce their disproportionately high emissions through technological solutions and not through behavioural change.

    These tensions also have roots in the readiness of governments and forest users in postcolonial countries, like Brazil and Guyana, to respond positively and unquestioningly to international demand for these resources.

    In the Amazon, outcomes are affected by whether different groups of people have access to livelihoods that do not drive deforestation, such as those based on non-timber forest products. The situation is further shaped by the extent to which governments can work together to ensure that crackdowns in one part of the Amazon, such as Brazil, do not just drive deforestation elsewhere to Suriname, for example.

    Until the power structure that disadvantages Indigenous and other historically marginalised groups changes, the negative effects of developing technologies to “save” the planet will continue to disproportionately burden these groups, even as their current way of life remains critical to supporting sustainable development outcomes.

    Illegal mining for critical minerals needed for the global renewable energy transition is increasingly driving deforestation in Indigenous lands in the Amazon.

    In recent years, these illegal miners, who are often self-employed, mobile and working covertly, have expanded their gold mining operations to include cassiterite or “black gold”, a critical mineral essential for the renewable energy transition. Cassiterite is used to make coatings for solar panels, wind turbines and other electronic devices. Brazil, one of the world’s largest exporters of this mineral, is now scrambling to manage this new threat to its Amazon forests.

    The need for developing countries such as Brazil to conserve their forests for the collective global good conflicts with the increasing demand for their resources from international markets. To complicate matters further, both the renewable energy transition and the conservation of the Amazon are urgent priorities in the global effort to arrest climate change.

    But escalating deforestation puts these forests at risk of moving from a carbon sink – with trees absorbing more carbon dioxide from the atmosphere than they release – to a carbon source, whereby trees release more carbon dioxide than they absorb as they degrade or are burnt.

    Indigenous and other forest-dwelling communities are central to forest conservation. In 2014, I spent a year living in Guyana and Suriname, two of the nine countries that share the Amazon basin. I studied the effectiveness of international policies that aim to pay these countries to avoid deforestation.

    I met with members of communities who were bearing the brunt of the negative effects of small-scale gold mining, such as mercury poisoning and loss of hunting grounds. For decades, mining for gold, which threatens communities’ food supply and traditional ways of life, has been the main driver of deforestation in both countries.

    Small-scale mining operations can damage both communities and the natural world. Gold mining, which generates gold for export used for jewellery and electronics, usually begins with the removal of trees and vegetation from the topsoil, facilitated by mechanical equipment such as excavators. Next, the miners dig up sediment, which gets washed with water to extract any loose flecks of gold.

    Miners usually then add mercury, a substance that’s known to be toxic and incredibly damaging to human health, to washing pans to bind the gold together and separate it from the sediment. They then burn the mercury away, using lighters and welding gear. During this process, mercury is inhaled by miners and washed into nearby waterways, where it can enter the food chain and poison fish and other species, including humans.

    My new book, Forests of Refuge: Decolonizing Environmental Governance in the Amazonian Guiana Shield, highlights the colonial histories through which these countries were created. These histories continue to inform the land-use practices of people and forest users there. Having seen the dynamics firsthand, I argue that these unaddressed histories limit the effectiveness of international policies aimed at reducing deforestation.

    Some of the policies’ limitations are rooted in their inattentiveness to the roughly five centuries of colonialism through which these countries were formed. These histories had seen forests act as places of refuge and resistance for Indigenous and Afro-descendant communities. I believe that power structures created by these histories need to be tackled through processes of decolonisation, which includes removing markets from their central place in processes of valuing nature, and taking seriously the worldviews of Indigenous and other forest-dependent communities.

    But since 2014, small-scale mining-led deforestation in the Amazon has persisted, and even increased. The increase in mining worldwide, driven partly by the renewable energy transition, indicates that these power structures might be harder to shift than ever before.

    Added pressure

    When crackdowns on illegal gold mining took place in Brazil in the 1970s and ’80s, miners moved en masse to nearby Guyana and Suriname, taking their environmentally destructive technologies with them. Illegal miners of cassiterite are now following a similar pattern, showing that the global effort to reduce deforestation cannot simply focus on a single commodity as a driver of deforestation on the ground.

    My work shows that the challenge of mining-led deforestation in the Amazon is rooted in historically informed, global power structures that position the Amazon and its resources as available for extraction by industries and governments in wealthier countries. These groups of people are now seeking to reduce their disproportionately high emissions through technological solutions and not through behavioural change.

    These tensions also have roots in the readiness of governments and forest users in postcolonial countries, like Brazil and Guyana, to respond positively and unquestioningly to international demand for these resources.

    In the Amazon, outcomes are affected by whether different groups of people have access to livelihoods that do not drive deforestation, such as those based on non-timber forest products. The situation is further shaped by the extent to which governments can work together to ensure that crackdowns in one part of the Amazon, such as Brazil, do not just drive deforestation elsewhere to Suriname, for example.

    Until the power structure that disadvantages Indigenous and other historically marginalised groups changes, the negative effects of developing technologies to “save” the planet will continue to disproportionately burden these groups, even as their current way of life remains critical to supporting sustainable development outcomes.

    Until the power structure that disadvantages Indigenous and other historically marginalised groups changes, the negative effects of developing technologies to “save” the planet will continue to disproportionately burden these groups, even as their current way of life remains critical to supporting sustainable development outcomes.

    Illegal mining for critical minerals needed for the global renewable energy transition is increasingly driving deforestation in Indigenous lands in the Amazon.

    In recent years, these illegal miners, who are often self-employed, mobile and working covertly, have expanded their gold mining operations to include cassiterite or “black gold”, a critical mineral essential for the renewable energy transition. Cassiterite is used to make coatings for solar panels, wind turbines and other electronic devices. Brazil, one of the world’s largest exporters of this mineral, is now scrambling to manage this new threat to its Amazon forests.

    The need for developing countries such as Brazil to conserve their forests for the collective global good conflicts with the increasing demand for their resources from international markets. To complicate matters further, both the renewable energy transition and the conservation of the Amazon are urgent priorities in the global effort to arrest climate change.

    But escalating deforestation puts these forests at risk of moving from a carbon sink – with trees absorbing more carbon dioxide from the atmosphere than they release – to a carbon source, whereby trees release more carbon dioxide than they absorb as they degrade or are burnt.

    Indigenous and other forest-dwelling communities are central to forest conservation. In 2014, I spent a year living in Guyana and Suriname, two of the nine countries that share the Amazon basin. I studied the effectiveness of international policies that aim to pay these countries to avoid deforestation.

    I met with members of communities who were bearing the brunt of the negative effects of small-scale gold mining, such as mercury poisoning and loss of hunting grounds. For decades, mining for gold, which threatens communities’ food supply and traditional ways of life, has been the main driver of deforestation in both countries.

    Small-scale mining operations can damage both communities and the natural world. Gold mining, which generates gold for export used for jewellery and electronics, usually begins with the removal of trees and vegetation from the topsoil, facilitated by mechanical equipment such as excavators. Next, the miners dig up sediment, which gets washed with water to extract any loose flecks of gold.

    Miners usually then add mercury, a substance that’s known to be toxic and incredibly damaging to human health, to washing pans to bind the gold together and separate it from the sediment. They then burn the mercury away, using lighters and welding gear. During this process, mercury is inhaled by miners and washed into nearby waterways, where it can enter the food chain and poison fish and other species, including humans.

    My new book, Forests of Refuge: Decolonizing Environmental Governance in the Amazonian Guiana Shield, highlights the colonial histories through which these countries were created. These histories continue to inform the land-use practices of people and forest users there. Having seen the dynamics firsthand, I argue that these unaddressed histories limit the effectiveness of international policies aimed at reducing deforestation.

    Some of the policies’ limitations are rooted in their inattentiveness to the roughly five centuries of colonialism through which these countries were formed. These histories had seen forests act as places of refuge and resistance for Indigenous and Afro-descendant communities. I believe that power structures created by these histories need to be tackled through processes of decolonisation, which includes removing markets from their central place in processes of valuing nature, and taking seriously the worldviews of Indigenous and other forest-dependent communities.

    But since 2014, small-scale mining-led deforestation in the Amazon has persisted, and even increased. The increase in mining worldwide, driven partly by the renewable energy transition, indicates that these power structures might be harder to shift than ever before.

    Added pressure

    When crackdowns on illegal gold mining took place in Brazil in the 1970s and ’80s, miners moved en masse to nearby Guyana and Suriname, taking their environmentally destructive technologies with them. Illegal miners of cassiterite are now following a similar pattern, showing that the global effort to reduce deforestation cannot simply focus on a single commodity as a driver of deforestation on the ground.

    My work shows that the challenge of mining-led deforestation in the Amazon is rooted in historically informed, global power structures that position the Amazon and its resources as available for extraction by industries and governments in wealthier countries. These groups of people are now seeking to reduce their disproportionately high emissions through technological solutions and not through behavioural change.

    These tensions also have roots in the readiness of governments and forest users in postcolonial countries, like Brazil and Guyana, to respond positively and unquestioningly to international demand for these resources.

    In the Amazon, outcomes are affected by whether different groups of people have access to livelihoods that do not drive deforestation, such as those based on non-timber forest products. The situation is further shaped by the extent to which governments can work together to ensure that crackdowns in one part of the Amazon, such as Brazil, do not just drive deforestation elsewhere to Suriname, for example.

    Until the power structure that disadvantages Indigenous and other historically marginalised groups changes, the negative effects of developing technologies to “save” the planet will continue to disproportionately burden these groups, even as their current way of life remains critical to supporting sustainable development outcomes.

That’s an area three times larger than Greater London. By combining satellite imagery for the entire Amazon region with data from the Brazilian national census, our new study found that deforestation in areas protected by #Indigenous communities was up to 83% lower compared to unprotected areas.

    Results demonstrate that returning lands to Indigenous communities can be extremely effective at reducing deforestation and boosting #biodiversity to help address #climatechange. Yet, forest conservation should not come at an economic cost to people living in Indigenous-managed lands.

    Indigenous people are among the most disadvantaged groups of people in the world. Although Indigenous communities in Brazil have strengthened their political representation in recent years, 33% of people living below the poverty line are Indigenous.

    Improving the economic wellbeing of Indigenous people is not only the socially just thing to do but can also be environmentally effective. Research in Nepal showed that communities with higher levels of socioeconomic development are less likely to trade off development with deforestation. Providing communities with the ability to protect and conserve their local forests and develop economically can be a win-win for both people and the environment.

    In 2022, governments across the world agreed to protect 30% of the planet’s surface by 2030. To meet the commitments of this 30×30 agenda, many countries need to drastically increase their conservation efforts to reverse deforestation in the Amazon and beyond.

    Governments and philanthropic organisations pledged unprecedented political and financial support for forests and Indigenous peoples and local communities at the 2021 COP26 climate summit in Glasgow. These pledges have helped raise the voices of Indigenous peoples and ushered in a new era of commitments to return ancestral lands.

    Yet, forests and their resources across the world remain coveted by many different interest groups, including mining and large agribusiness. The Supreme Court in Brazil is currently debating the constitutional validity of the controversial “Marco Temporal” or time limit framework which could substantially limit the ability of Indigenous peoples across the country to make claims for lands. This legal theory states that Indigenous peoples are only entitled to make claims for lands if they can prove that they were in possession of them on or before October 5 1988 when the Brazilian constitution came into effect.

    Perhaps surprisingly, our results show that agricultural business development of the Brazilian Amazon is unlikely to provide greater socioeconomic benefits for local, non-indigenous communities than protection-focused alternatives that preserve forest cover but allow sustainable resource use by rural communities. But the agribusiness lobby in Brazil, who are often in direct conflict with Indigenous people, often argues that agricultural expansion will provide economic development for the region.

    Our results demonstrate that returning lands to Indigenous communities can be extremely effective at reducing deforestation and boosting biodiversity to help address climate change. Yet, forest conservation should not come at an economic cost to people living in Indigenous-managed lands.

    Access to land and opportunity

    Indigenous communities need to regain access to their ancestral lands while also gaining access to development opportunities. Indigenous people in Brazil are eligible to receive support from social welfare programmes, such as the family allowance scheme (or bolsa familia in Portuguese), which is credited with lifting millions of Brazilians out of poverty and reducing inequality.

    However, many rural and isolated communities face substantial difficulties accessing support. For example, fuel costs to take long boat trips from remote communities to urban centres to collect payments are high and many communities lack access to technology to even apply for such schemes.

    President Lula Da Silva’s government is considering developing an Indigenous family allowance programme to address access problems faced by Indigenous communities in Brazil. As efforts to return rights to land ramp up in the wake of the 30×30 agenda, more governments and nongovernmental organisations should support the many other rights that Indigenous peoples have and reduce the structural barriers that prevent rural communities from claiming them.

That’s an area three times larger than Greater London.     Despite this win for indigenous-led conservation, our results also show that Indigenous communities had the lowest levels of socioeconomic development. Incomes in Indigenous territories were up to 36% lower compared to other land uses.

    Indigenous people are among the most disadvantaged groups of people in the world. Although Indigenous communities in Brazil have strengthened their political representation in recent years, 33% of people living below the poverty line are Indigenous.

    Improving the economic wellbeing of Indigenous people is not only the socially just thing to do but can also be environmentally effective. Research in Nepal showed that communities with higher levels of socioeconomic development are less likely to trade off development with deforestation. Providing communities with the ability to protect and conserve their local forests and develop economically can be a win-win for both people and the environment.

    In 2022, governments across the world agreed to protect 30% of the planet’s surface by 2030. To meet the commitments of this 30×30 agenda, many countries need to drastically increase their conservation efforts to reverse deforestation in the Amazon and beyond.

    Governments and philanthropic organisations pledged unprecedented political and financial support for forests and Indigenous peoples and local communities at the 2021 COP26 climate summit in Glasgow. These pledges have helped raise the voices of Indigenous peoples and ushered in a new era of commitments to return ancestral lands.

    Yet, forests and their resources across the world remain coveted by many different interest groups, including mining and large agribusiness. The Supreme Court in Brazil is currently debating the constitutional validity of the controversial “Marco Temporal” or time limit framework which could substantially limit the ability of Indigenous peoples across the country to make claims for lands. This legal theory states that Indigenous peoples are only entitled to make claims for lands if they can prove that they were in possession of them on or before October 5 1988 when the Brazilian constitution came into effect.

Providing communities with the ability to protect and conserve their local forests and develop economically can be a win-win for both people and the environment.

    In 2022, governments across the world agreed to protect 30% of the planet’s surface by 2030. To meet the commitments of this 30×30 agenda, many countries need to drastically increase their conservation efforts to reverse deforestation in the Amazon and beyond.

    Governments and philanthropic organisations pledged unprecedented political and financial support for forests and Indigenous peoples and local communities at the 2021 COP26 climate summit in Glasgow. These pledges have helped raise the voices of Indigenous peoples and ushered in a new era of commitments to return ancestral lands.

    Yet, forests and their resources across the world remain coveted by many different interest groups, including mining and large agribusiness. The Supreme Court in Brazil is currently debating the constitutional validity of the controversial “Marco Temporal” or time limit framework which could substantially limit the ability of Indigenous peoples across the country to make claims for lands. This legal theory states that Indigenous peoples are only entitled to make claims for lands if they can prove that they were in possession of them on or before October 5 1988 when the Brazilian constitution came into effect.

    Perhaps surprisingly, our results show that agricultural business development of the Brazilian Amazon is unlikely to provide greater socioeconomic benefits for local, non-indigenous communities than protection-focused alternatives that preserve forest cover but allow sustainable resource use by rural communities. But the agribusiness lobby in Brazil, who are often in direct conflict with Indigenous people, often argues that agricultural expansion will provide economic development for the region.

    Our results demonstrate that returning lands to Indigenous communities can be extremely effective at reducing deforestation and boosting biodiversity to help address climate change. Yet, forest conservation should not come at an economic cost to people living in Indigenous-managed lands.

    Access to land and opportunity

    Indigenous communities need to regain access to their ancestral lands while also gaining access to development opportunities. Indigenous people in Brazil are eligible to receive support from social welfare programmes, such as the family allowance scheme (or bolsa familia in Portuguese), which is credited with lifting millions of Brazilians out of poverty and reducing inequality.

    However, many rural and isolated communities face substantial difficulties accessing support. For example, fuel costs to take long boat trips from remote communities to urban centres to collect payments are high and many communities lack access to technology to even apply for such schemes.

    President Lula Da Silva’s government is considering developing an Indigenous family allowance programme to address access problems faced by Indigenous communities in Brazil. As efforts to return rights to land ramp up in the wake of the 30×30 agenda, more governments and nongovernmental organisations should support the many other rights that Indigenous peoples have and reduce the structural barriers that prevent rural communities from claiming them.
