Abstract
This paper presents a quantitative analysis of the historic fossil fuel and cement production records of the 50 leading investor-owned, 31 state-owned, and 9 nation-state producers of oil, natural gas, coal, and cement from as early as 1854 to 2010. This analysis traces emissions totaling 914 GtCO2e—63 % of cumulative worldwide emissions of 315 GtCO2e have been traced to investor-owned entities, 288 GtCO2e to state-owned enterprises, and 312 GtCO2e to nation-states. Of these emissions, half has been emitted since 1986. The carbon major entities possess fossil fuel reserves that will, if produced and emitted, intensify anthropogenic climate change. The purpose of the analysis is to understand the historic emissions as a factual matter, and to invite consideration of their possible relevance to public policy. #climate

Excerpt: "Unknown until now, however, is the fact that Keeling’s earliest research into carbon dioxide across the western U.S. was funded in part by the fossil fuel industry via a private foundation — and that in 1954 this foundation was informed of the potential impact of manmade carbon dioxide emissions on both the climate and human civilization.
"Newly discovered documents affirm that the #automobile and #petroleum industries funded early climate science #Keeling conducted at the California Institute of Technology (Caltech) between 1954 and 1956. Records show that 'oil and auto companies' sponsored the scientist’s research via an organization called the Southern California Air Pollution Foundation, formed in 1953 to tackle Los Angeles’s infamous smog. American Motors, #Chrysler, #Ford, and #GeneralMotors were among 18 automotive companies that gave money to the foundation.
"A 1959 internal U.S. Public Health Service memo also identifies the #AmericanPetroleumInstitute ( #API ) and the #WesternOilAndGasAssociation — the oldest petroleum trade association in the U.S., which is now known as the #WesternStatesPetroleumAssociation — as 'major contributors to the funds of the Air Pollution Foundation.' Its Board of Trustees included top-level representatives from the Southern California Gas Company, the Southern California Edison Co., Chrysler, General Motors, and Union Oil (now #Chevron).

"Nearly half of U.S. oil comes from the Permian Basin in West #Texas and southeastern #NewMexico. The region generates more than $100 billion annually for the U.S. economy, and apparently, a whole lot of methane, too. A recent report from #MethaneSAT—a methane-sensing satellite that observed Earth from March 2024 to June 2025—found emissions from the Permian Basin to be nearly four times higher than the EPA’s official estimates."

The corporatisation of the #tertiarySector is paying its dividends in the most egregious way. The neoliberal thinking that education can be run like a business and that markets would somehow nurture and develop educational institutions (in the economic sense) is shown, well and truly, to be a delusion.The sector needs to be fully funded from the public purse and left to its previous collegiate form of governance. Funding could be made available from the ‘rapping of the land’ by #ExtractiveIndustries and a sensible PRRT increase （together with cuts in tax examption allowances for #FossilFuel Exporters）。
Gumption is all that is required from our govt。

"More than 200 wildfires are blazing across central and western Canada, half of which are out of control because they’re so hard for crews to access, forcing 27,000 people to evacuate. Even those nowhere near the wildfires are suffering as smoke swirls around Canada and wafts south, creating hazardous air quality all over the midwestern and eastern parts of the United States. The smoke is even reaching Europe.
"As the climate changes, the far north is drying and warming, which means wildfires are getting bigger and more intense. The area burned in Canada is now the second largest on record for this time of year, trailing behind the brutal wildfire season of 2023. That year, the amount of #carbon blazed into the atmosphere was about three times the country’s #FossilFuel emissions. And the more carbon that’s emitted from wildfires — in Canada and elsewhere — the faster the #PlanetaryWarming, and the worse the fires.
" 'There’s obviously the #ClimateFeedback concern,' said Mike Waddington, an environmental scientist at McMaster University in Ontario who studies Canada’s forests. 'But increasingly we’re also concerned about the smoke.'
"That’s because there’s much more to wildfire smoke than charred sticks and leaves, especially where these blazes are burning in Canada. The country’s #forests have long been #mined, operations that loaded #soils and #waterways with #ToxicMetals like #lead and #mercury, especially before clean-air standards kicked in 50 years ago. Now everyone downwind of these wildfires may have to contend with that legacy and those pollutants, in addition to all the other nasties inherent in #WildfireSmoke, which are known to exacerbate respiratory and cardiac problems.
" 'You have there the burning of these organic soils resulting in a lot of carbon and a lot of #ParticulateMatter,' said Waddington. 'Now you have this triple whammy, where you have the metals #remobilized in addition to that.'
"What exactly is lurking in the smoke from Canadian wildfires will require further testing by scientists. But an area of particular concern is around the mining city of #FlinFlon, in #ManitobaCanada, which is known to have elevated levels of toxic metals in the landscape, said Colin McCarter, an environmental scientist who studies pollutants at Ontario’s #NipissingUniversity. Flin Flon’s 5,000 residents have been evacuated as a wildfire approaches, though so far no structures have been destroyed.
"But a fire doesn’t need to directly burn mining operations to mobilize toxicants. For example, in #Yellowknife, in Canada’s #NorthwestTerritories, #GoldMining operations between 1934 and 2004 spread #arsenic as far as 18 miles away, adding to a landscape with an already high concentration of naturally occurring arsenic. In a paper published last year, Waddington and McCarter estimated that between 1972 and 2023, wildfires around Yellowknife fired up to 840,000 pounds of arsenic into the atmosphere. Arsenic is a known carcinogen associated with cardiovascular disease, diabetes, and developmental problems, according to the World Health Organization. (After the 2023 #LahainaFire in Maui, officials reported elevated levels of arsenic, lead, and other toxic substances in ash samples. California officials also found lots of lead in smoke from 2018’s #CampFire.)"

Ahead of next week’s Speech from the Throne, four national climate groups mounted a 95-metre fabric installation in Ottawa’s Major’s Hill Park on Wednesday, urging Prime Minister #MarkCarney to “pick a path” between new oil and gas #pipelines and climate action.
On the same day, Faith and Climate Action held a “pray-in” at #RoyalBank of #Canada headquarters in Toronto, protesting bank financing for new #fossilfuel infrastructure like the proposed #PrinceRupert Gas Transmission #PRGT project in #BritishColumbia which is expected to receive #BCgovernment approval within days.
The “mega-banner” in #Ottawa “took over 20 hours to construct, dozens of volunteers, sheer grit, and caffeine-fuelled delusion,” wrote Emily Lowan, fossil fuel supply campaigns lead at Climate Action Network-Canada (CAN-Rac), in an email to supporters. “It may even break records as the largest banner in Canadian #climate movement history!”

It’s evident everywhere, from the U.K. recently reporting its second worst #harvest on record to #Antarctica turning green to the U.S. spending $150 billion a year on climate change-related #ExtremeWeather events.
"But this isn’t some mysterious crisis. We know #FossilFuel companies are responsible for the emissions heating the globe. But instead of fixing it, these corporations have lied to the public, bribed politicians and sowed distrust in science. Meanwhile, governments are giving more money than ever to fossil fuel companies via subsidies, with a record $7 trillion cashed out to #BigOil in 2022.
"Some climate activist groups would like to bring your attention to this issue. But they are often arrested and get the book thrown at them when they demonstrate. Climate activist Roger Hallam knows this all too well, as he serves a five-year prison sentence for #BlockingTraffic — and, as he explained to Salon, his plight is a warning to Americans who vote for politicians that deny climate science.
"Hallam, who described himself as a #PoliticalPrisoner, was incarcerated for his role in leading and participating in an anti-climate change demonstration in November 2022. For four days, Hallam and more than three dozen other activists climbed a gantry and thereby blocked traffic in London’s critically important #M25 motorway."

'The sit-in and blockade came as the death toll from #HurricaneHelene, which left a path of destruction across several southeastern states, hit at least 137. Sunrise has responded to the Category 4 storm with renewed calls to hold #FossilFuel giants accountable.
"'In #NorthCarolina, I have watched buildings in my hometown be submerged in water, have seen entire towns washed away, trees and power lines covering the streets, people asking for help finding their loved ones, and friends reaching out for aid after losing their homes and livelihoods," #TaliaWilson of #Asheville said in a Sunrise statement. September 14, 2024London CNN — "As #RightWing rioters attacked communities with #racist violence across parts of the UK last month, 22-year-old #ClimateActivist #CressieGethin sat in a prison cell.
"Her crime? Organizing a disruptive protest against new government-granted licenses to drill for oil — a planet-heating #FossilFuel — in the #NorthSea.
"In late July, a London court found #Gethin and four other members of the #JustStopOil activist group guilty of 'conspiring intentionally to cause a #PublicNuisance,' after recruiting protesters to climb structures along the M25 — a major ring road around London — bringing traffic to a standstill in parts over four days in November 2022.
"Prosecutors alleged that the protests, organized over a #ZoomCall, disrupted more than 700,000 drivers, caused economic damage of over £760,000 ($980,000) and racked up £1 million ($1.3m) in policing costs.
"Now Gethin and three others — Louise Lancaster, #DanielShaw and #LuciaWhittakerDeAbreu, who planned the disruption on the call — are serving four-year jail terms, while Just Stop Oil co-founder #RogerHallam was given five years. All are appealing.
"The sentences are believed to be the longest in the UK’s history for #nonviolent protest and were delivered under two new controversial laws that supercharged #policing powers to crack down on disruptive protests, even when they are peaceful.
"They place the act of planning a 'public nuisance' event, which carries a maximum sentence of 10 years in prison, on a similar footing as #ViolentCrimes like robbery, for which punishments range from community service to 12 years’ jail, or rape, which is four to 19 years.
"The judge — who in court referred to the activists as '#extremists' — justified the long jail terms because all five activists had previously been convicted of one or more offenses in relation to direct action protest. Each were on bail for another set of proceedings when the Zoom call took place. He also noted people missed important doctor’s visits and funerals because of the protest.
"But activists like Gethin say their demonstrations are proportionate to the problem at hand — a rapidly warming world that threatens to transform life as we know it, through deadly #ExtremeWeather events and by pushing #ecosystems to their brinks. They are now battling the bolstered powers of the #police and courts to get their point across.
“'A very harsh sentence like this doesn’t make sense morally or legally — but it does make sense politically,' Gethin told CNN in a handwritten letter from HMP Bronzefield, a women’s prison just south of London’s Heathrow Airport.
"The laws have drawn criticism from the UN’s special rapporteur on #EnvironmentalDefenders, #MichaelForst, who said not only do they criminalize peaceful protest, but they are being enforced in 'punitive and repressive' ways."

"Days ago, voters in Ecuador approved a total ban on oil drilling in protected land in the #Amazon, a 2.5m-acre tract in the #Yasuní national park that might be the world’s most important #biodiversity hotspot. The area is a Unesco-designated biosphere reserve and home to two non-contacted #Indigenous groups. This could be a major step forward for the entire global climate justice movement in ways that are not yet apparent.
"This vote is important not only for Ecuador and for the Indigenous peoples in the Yasuní, who now have hope of living in peace in perpetuity. It is also a potential model for how we can use the democratic process around the world to help slow or even stop the expansion of fossil fuels to the benefit of billions of people.
"The Yasuní referendum proves that real democracy that respects the popular will can be a powerful tool for transitioning to a sustainable future. Ecuador’s state oil company, #Petroecuador, had been producing nearly 60,000 barrels a day in the Yasuní. It now must figure out how to dismantle its entire operation and go home. When in history has a popular vote ever forced an oil company to cease active drilling? Never.
"The Yasuní vote was not the result of a business decision made in a boardroom or government office. It was the product of two decades of #grassroots organizing by citizens and #activists like you and me. I know because I have been to Ecuador more than 250 times to work on a historic pollution case against #Chevron on behalf of the Indigenous people there. Many of the same Indigenous leaders and activists who helped fight Chevron organized the Yasuní vote.
"At the same time, the vote underscores how important it is to protect our increasingly fragile democracy. Without a robust democracy that allows citizens to place issues of critical importance on the ballot without the intermediation of elites, the Yasuní referendum never would have happened.
"The flipside is that powerful #OilAndGas companies understand the threat a real citizen-based democracy poses to their power. They fear a society where citizens can put referendums on the ballot without the approval of business leaders. Those of us in the climate movement often can’t even stop to focus on the connection between democracy and climate justice because we’re so focused on dealing with the immediate crises taking place before our eyes, such as the Maui fire.
"In the United States, it is not broadly known that the #FossilFuel industry quietly funds a national lobbying campaign that has introduced draconian #antiprotest bills in at least 18 states. These laws threaten anyone #protesting at an oil or gas facility with huge fines and serious prison sentences; some states even impose criminal liabilities on non-profit advocacy groups that support the protesters. These are really laws of intimidation designed to stop protest before it happens. And they are also manifesting in other countries including #Australia, the #UnitedKingdom and #Germany.
"As a result, many Americans who have committed #peaceful acts of non-violent #CivilDisobedience – central to the birth of our country and a cornerstone of our political tradition – now face decades in prison. In Atlanta, #Georgia, 42 people have been charged by prosecutors with 'domestic terrorism' for trying to save the city’s last green canopy in the #WeelauneeForest. Local police are trying to raze part of the forest to build a military-style police training academy, colloquially called “#CopCity”, that already resulted in the first police killing of a climate activist in US history. (The police have said that the activist, Manuel Paez #Terán, was used a weapon; activists dispute that claim.)
"The Atlanta cases represent a frightening escalation of attacks on #FreeSpeech and protest in the US. None of those charged – whom authorities accused mainly of vandalism and arson – committed a direct act of violence against another person. Nobody was injured other than the activist shot and killed by police while sitting in the forest.
"That this is happening in a city considered to be one of the cradles of the American civil rights movement shows just how entwined corporate and police power have become in their efforts to erode democratic rights.
"The prosecutions in Georgia are also occurring in a broader context where the right to vote has been seriously impaired. Voter suppression is now a regular feature in many US states, with ludicrous laws being passed to throw out votes. In this short century, two presidents have taken office in the US who did not win the popular vote. Votes are constantly thrown out for the thinnest of reasons, as journalists such as Greg Palast have meticulously documented.
On top of these threats to democracy at the state level, the US #supremecourt and its unelected, mostly #FarRight justices are weakening both our democracy and its ability to regulate the fossil fuel industry. The court has consistently approved measures like voter ID laws and felon disenfranchisement that make it more difficult for historically marginalized groups to vote. It has also, of late, decided its role is to strike down popular legislation, so who knows what they’d do to a popularly won ban on oil drilling.
"I am an #EnvironmentalJustice and #HumanRights lawyer, but one reason I spend significant time focused on issues of democracy is because I simply cannot do my work if our political system does not allow the political space to advocate freely. After I helped Indigenous peoples win a major pollution case in Ecuador, I was detained for almost three years in the US after being targeted with the nation’s first-ever corporate prosecution. My own case is a reminder that the normal rules of democracy can easily be suspended when entrenched economic interests face a serious enough threat to their bottom line.
"As I write this, a heat dome in the US sits over the entire midwest and is affecting 100 million people. Fires have destroyed millions of acres of land. A tropical storm just smacked southern California for the first time, and the historic town of Lahaina in Hawaii burned to the ground with hundreds of people still unaccounted for. In the meantime, the oil industry is reporting record profits, creating enormous incentives for a small group of powerful shareholders to maintain their power by shrinking our democratic space.
What the referendum in Ecuador teaches us is that democratic processes when coupled with strong grassroots organizing can produce startlingly effective results. Taking a cue from our friends in that brave country, the next major move for the climate justice movement could be to launch a national campaign to put the simple question presented in Ecuador before the American people in every state that allows citizens to place their own questions on the ballot. The question is whether we can vote to end the destruction of our planet by the burning of fossil fuels.
"It is clear we cannot trust either of the two major US political parties – both of which mostly support fossil fuel expansion – to adequately address this crisis. We simply cannot save the planet without first protecting and strengthening our democracy."

Supreme Court clears way for #MountainValleyPipeline construction to proceed

Updated 2:06 PM EDT, Thu July 27, 2023"The Supreme Court on Thursday cleared the way for construction of the controversial Mountain Valley Pipeline to proceed, granting an emergency request from backers of the project that has the support of Congress and the Biden administration.
"The justices agreed to lift lower court orders that froze construction of the project while legal challenges play out.
"The Supreme Court’s order is a victory for #WestVirginia Sen. #JoeManchin, a conservative Democrat who has championed the project and pushed for it during #DebtCeiling negotiations in June.
"In the brief order, the court offered no extensive reasoning and no dissents were noted.
"The order came as the White House announced new actions to combat #climate-fueled extreme heat, which has been baking cities in the Southwest for weeks before moving Northeast on Thursday.
"Despite #ClimateActivists urging the #Biden administration to stop approving #FossilFuel projects like the #MountainValley Pipeline, White House officials have been supportive of the pipeline since it was first introduced in Congress last year. More recently, administration officials including White House senior adviser #JohnPodesta and Energy Secretary #JenniferGranholm voiced support this year for the pipeline’s approval.
"The White House did not immediately return CNN’s request for comment on the Supreme Court allowing the pipeline to proceed."
