Trump no improvisa

«Para preservar la paz, debemos ser capaces de ganar la guerra en los términos en los que el adversario decida librarla.» (Elbridge Colby)
Esta frase, fría y calculadora, no es de Donald Trump. Pertenece a Elbridge Colby, un estratega de gabinete cuyo nombre resuena en los pasillos del Pentágono actual con la reverencia que se tenía a Kissinger en los 70. Encapsula con precisión quirúrgica el alma de la presidencia de Trump. Una operación milimétrica disfrazada de espectáculo caótico. La percepción pública ve un péndulo de bravuconadas, decisiones aparentemente espontáneas y una política exterior que navega sin brújula. Suponer esta idea es un error de perspectiva monumental.
Lo que se observa no es improvisación, sino la ejecución, rústica y efectista para las cámaras, de un manual de geopolítica escrito mucho antes de su regreso a la Oficina Oval. Un libro llamado “La estrategia de la denegación (The Strategy of Denial)”, operativizado en los documentos “Estrategia de Seguridad Nacional 2025” y “Estrategia de Defensa Nacional 2026”, e ideado en el think tanks de la derecha, Heritage Foundation «Project 2025». Trump no es el autor; es el contratista estrella, y está siguiendo los planos al pie de la letra.
La piedra angular de todo este edificio es Colby y su tesis central. Estados Unidos tiene un solo interés vital existencial, evitar a toda costa que China logre la hegemonía sobre Asia y, por extensión, sobre Eurasia. No se trata de exportar democracia, de ganar corazones y mentes, o de un orden liberal. Es pura y cruda geopolítica de tablero de ajedrez. Si China domina la región económica más dinámica del mundo, tendrá la llave para excluir a EE.UU. de los mercados globales.
Para evitarlo, Colby prescribe la “estrategia de denegación”. Imaginemos que China decide invadir Taiwán. La estrategia tradicional de “castigo” implicaría represalias masivas después de que la invasión ocurra. La “denegación” es diferente: consiste en tener desplegadas de antemano tantas y tan letales capacidades militares —submarinos, misiles, redes de drones— que el mero cálculo militar chino concluya que la invasión es imposible de completar. Se disuade haciendo la victoria inalcanzable, no la represalia temible.
Pero aquí viene el verdadero objetivo, el que revela el cinismo maquiavélico del plan: la defensa de Taiwán no es por Taiwán. Es por Japón, por Filipinas, por Australia. Colby argumenta que, si Taiwán cae, la credibilidad de las garantías de seguridad estadounidenses se evaporará. Los aliados, pragmáticos, se subirán al carro del ganador, China. La coalición antihegemónica en el Pacífico se desintegraría como un terrón de azúcar. Por tanto, todo se subordina a este teatro. Y como los recursos son finitos, surge el mandato cardinal: Asia es la prioridad absoluta. Europa debe defenderse sola de Rusia. Medio Oriente es una distracción que hay que “gestionar” o neutralizar. EE.UU. no puede pelear en dos frentes contra grandes potencias. Esta es la primera gran directriz que Trump ha traducido a hechos.
¿Y cómo se logra esta “denegación” de manera sostenible? Aquí entra el segundo pilar: la “estabilidad estratégica”, un concepto que suena a jerga de la Guerra Fría y lo es. En el lenguaje de la Estrategia de Defensa Nacional 2026”, significa crear una situación donde nadie tenga incentivos para lanzar un primer golpe nuclear, pero donde la amenaza de una respuesta abrumadora sea tan creíble que disuada cualquier agresión menor. Es “paz a través de la fuerza”, pero no como un eslogan vacío, sino como una ecuación matemática de disuasión. Esta lógica bebe directamente del “equilibrio de poder” de Henry Kissinger y de la fría “razón de Estado” de Richelieu. No hay lugar para el idealismo. Se trata de intereses, de poder, de cálculos racionales.
Ahora, desplegar esta fuerza requiere una base material colosal. He aquí donde la política económica deja de ser economía y se convierte en logística de guerra. La NSS 2025 y la NDS 2026 no separan la seguridad nacional de la vitalidad económica; son la misma cosa. Los aranceles masivos, el “America First”, la obsesión por la reindustrialización y la independencia energética no son meras consignas para ganar votos en el Rust Belt. Son los cimientos de la estrategia de denegación. Colby lo dice claro. No puedes defender Taiwán si dependes de China para los microchips, las baterías o los minerales críticos. No puedes sostener una guerra de alta intensidad en el Pacífico si tu industria naval está oxidada y tu cadena de suministro de municiones pasa por Asia. La economía es, en palabras de los documentos, “el anclaje definitivo” del poder militar.
Con este manual en la mano —Colby para la teoría, Heritage para el plan de acción detallado y los documentos NSS/NDS para la ejecución oficial—, cada movimiento de Trump o de su entorno, adquiere una coherencia feroz. Lo que parece un capricho o un tuit iracundo es, con frecuencia, la aplicación de un artículo específico del guion.
Tomemos el “abandono” de Europa. Las exigencias de que la OTAN eleve su gasto al 5% del PIB, la retórica beligerante hacia Alemania, la sugerencia de que Ucrania negocie, no son broma. Son la aplicación literal del mandato de Colby: “Europa debe ser el primer interviniente en su propia defensa”. Liberar recursos —tropas, buques, aviones, atención— para desplazarlos al Indo-Pacífico. El “Orden Internacional Basado en Reglas”, piedra angular del liberalismo de posguerra, es desechado en la Estrategia de Seguridad Nacional 2025 por ser una “abstracción”. En su lugar, se impone acuerdos bilaterales transaccionales. Tú me das algo concreto (bases, dinero, recursos), yo te doy protección. Un realismo despiadado y puro.
Observemos el hemisferio occidental. La retórica incendiaria sobre inmigración y narcotráfico, el despliegue masivo de tropas en la frontera sur, las acciones contra carteles en México y la reafirmación de una Doctrina Monroe actualizada —el “Corolario Trump”— no son solo para la galería doméstica. La Estrategia de Defensa Nacional 2026” declara que ésta comienza en el propio territorio y en su “patrio trasero”. Un hemisferio inestable, penetrado por potencias extra continentales (léase China), es una vulnerabilidad inadmisible cuando tu atención está puesta en el Mar de China Meridional. Hay que asegurar el patio, militar y políticamente, para proyectar poder sin distracciones hacia Asia. Cada deportación, cada muro, cada presión a gobiernos latinoamericanos se inscribe en esta lógica de fortificación del bastión continental.
Miremos la obsesión con Irán y el intento de “neutralizar” su programa nuclear. No es un nuevo Iraq. Es la aplicación de la regla de “reducir distracciones estratégicas”. Medio Oriente ha sido un pantano que ha consumido sangre y tesoro estadounidense por décadas. Para Colby y los estrategas de la NDS 2026, es un teatro secundario que debe ser, como mínimo, silenciado. Un Irán sin bomba es un problema menos, pero con misiles hipersónicos, no es una variable controlada que permite desviar portaviones y satélites espías hacia el estrecho de Taiwán.
Y en el ámbito doméstico, el rompecabezas termina de encajar. La purga burocrática impulsada por el Project 2025, el desmantelamiento de regulaciones ambientales, la orden de “desatar” la producción de petróleo y gas, la inversión de un billón de dólares en la base industrial de defensa (Groenlandia) no son política partidista tradicional. Son la creación de la máquina de guerra que la estrategia de denegación requiere. Una economía hiperprotegida, autosuficiente en energía y capaz de producir misiles y submarinos a escala de guerra mundial. La “seguridad económica” de la que habla la Estrategia de Seguridad Nacional 2025 es, en realidad, la movilización industrial para una confrontación prolongada.
Por tanto, cuando se ve la totalidad del cuadro, la ilusión del caos se disipa. El aumento del gasto de la OTAN al 5% del PIB, la salida de acuerdos climáticos y de salud global, el acoso comercial a China, la militarización de la frontera, el giro transaccional con los aliados, el silenciamiento forzado de Medio Oriente… cada una es una pieza de un engranaje diseñado para un solo fin: negarle a China la hegemonía asiática, cueste lo que cueste en términos de alianzas tradicionales, orden global o estabilidad en otros teatros.
Trump no improvisa. Es el ejecutor, voluble y camorrista, de una visión estratégica profundamente reaccionaria, realista y fría. Una visión que, renunciando al liderazgo global basado en valores, aspira a conservar la primacía mediante la fuerza concentrada y el cálculo despiadado. Este “método” puede crear una paz dura, fría e inestable, pero también un mundo más fracturado, armado y peligroso, donde la diplomacia es rehén de la lógica de la guerra y donde el margen para el error estratégico se reduce a la tenue luz de un misil hipersónico. La denegación, en su búsqueda de evitar una gran guerra, podría estar encendiendo la mecha de mil conflictos menores. Y en ese juego, como bien sabe Colby, siempre existe el riesgo de que alguien, en algún momento, decida librar la guerra en sus propios términos.

Greta Thunberg braucht keinen Nobelpreis, sie macht das aus, was der Preis vergessen hat
In einer Welt, in der der Friedensnobelpreis an Leute geht, die Washingtons geopolitische Agenda unterstützen, ist es vielleicht an der Zeit, dass wir aufhören, ihn als den Gipfel der Gerechtigkeit zu sehen. Hört auf, Greta #Thunberg für einen Preis vorzuschlagen, der moralische Legitimität mit liberalem Applaus verwechselt. Greta und alle intersektionalen Feministinnen, die sich weigern, sich der Macht zu beugen, verdienen viel Besseres als diese koloniale Trophäe.
Das #Nobelkomitee hat schon lange nichts mehr mit Frieden zu tun, es ist zu einer Bühne geworden, auf der der Westen sich selbst für die Gewalt gratuliert, die er als Tugend tarnt. Vom #Drohnenkriegskönig Barack #Obama über Aung San Suu Kyi, deren Hände mit dem Blut der #Rohingya befleckt sind, bis hin zu Maria Corina Machado – der Preis dient immer als vergoldetes Siegel der moralischen Überlegenheit des Westens.
Machado ist keine Heldin der Demokratie.
Sie ist eine Funktionärin des US-Imperialismus, nimmt über das Súmate-Projekt amerikanisches Geld an, plant Staatsstreiche und fordert ausländische Interventionen, um ihre Regierung zu stürzen. Ausländische Hilfe sollte niemals mit imperialen Bedingungen verbunden sein; die globale Hilfsindustrie wird seit langem als Fortsetzung der „zivilisatorischen Mission” des #Kolonialismus kritisiert. Bei der Entgegennahme des Preises dankte sie Donald Trump und der #MAGA-Bewegung für ihre Unterstützung und zeigte damit deutlich, wo ihre Loyalitäten liegen. Die Anerkennung legitimen Widerstands ist etwas ganz anderes als die Würdigung einer ungefährlichen #Opposition, die sich an die imperialistischen Regeln hält.
In diesem imperialistischen Moraltheater erinnert uns Gretas Widerstand daran, dass #Frieden nicht von denen herbeigeführt werden kann, die vom #Krieg profitieren, sondern von denen, die es wagen, seine Akteure zu entlarven. Ihre Macht misst sich nicht in Medaillen oder Applaus, sondern in dem Beben, das sie durch eine Welt schickt, die auf Verleugnung aufgebaut ist.
In dem Moment, als sie den Zusammenhang zwischen ökologischem Kollaps und imperialistischer Ausbeutung herstellte, wurde sie für die westlichen Medien plötzlich zu unbequem. Dieselben Medien, die sie einst als „globale Ikone” und Gewissen einer Generation feierten, diffamieren sie jetzt als spaltend und sogar gefährlich. Forbes beklagte, dass ihr „Stand With Gaza” die „Neutralität” gefährde und „ein Problem für die Klimabewegung” darstelle.
Aber Greta hat verstanden, was sie am meisten fürchten: dass alle #Unterdrückungen miteinander verbunden sind und man den Planeten nicht retten kann, ohne sich dem Imperium zu stellen. Ihre Weigerung, planetarische Gerechtigkeit von menschlicher Gerechtigkeit zu trennen, macht ihren Feminismus ganzheitlich und kraftvoll.
Der Friedensnobelpreis als koloniale Trophäe
Der #Friedensnobelpreis, der aus einer eurozentrischen, kolonialen Weltanschauung entstanden ist, war nie für die Befreiung gedacht. Er belohnt diejenigen, die Dissens für das Imperium verdaulich machen, nicht diejenigen, die es abschaffen. Barack #Obama bekam ihn, während er den Drohnenkrieg in Westasien und Nordafrika ausweitete. Die Europäische Union wurde inmitten ihrer militarisierten Grenzen und der Todesfälle von Flüchtlingen auf See gefeiert. Henry #Kissinger wurde für seine „diplomatischen“ Bemühungen gelobt, von der Unterstützung von Staatsstreichen in #Chile und #Argentinien über die Führung von Kriegen in #Kambodscha, #Vietnam und #Bangladesch bis hin zum Schutz der israelischen Besatzung in #Palästina. Und sollen wir wirklich denselben Preis würdigen, für den auch Präsident #Trump und Daniella #Weiss, eine Siedlerführerin, die die Apartheidgewalt in Palästina schürt, nominiert waren?
Dann kommt Malala #Yousafzai, die Friedensnobelpreisträgerin von 2014. Wer hätte gedacht, dass das junge Mädchen, das wegen seines Wunsches nach Bildung brutal misshandelt wurde, schließlich in die Choreografie der Tugend des Imperiums umgeschrieben werden würde? Hinter dem Image der US-#Entwicklungshilfe als Wohltäter verbirgt sich ein ausbeuterisches System, das Ausbeutung mit Mitgefühl maskiert und die Brutalität des Imperiums mildert, ohne es jemals in Frage zu stellen. Hilfe und Imperium sind schließlich symbiotisch – jedes erhält die Illusion der Wohltätigkeit des anderen aufrecht. Als also moralischer Mut gefragt war, als #Gaza brannte, als die imperiale Maschine sich gegen andere braune Körper richtete, sagte Malala kein einziges Wort; erst als sie schließlich sah, dass sich das Blatt wendete, während sie weiterhin die Hand des Imperiums küsste.
Wie Chandra #Mohanty (in Feminism without Borders) und María #Lugones (in Coloniality of Gender) uns erinnern, verallgemeinert der westliche Feminismus allzu oft die Weiblichkeit und blendet dabei die kolonialen Hierarchien aus, die unser Leben prägen. Er fordert Fortschritt ohne #Dekolonialisierung. Homi #Bhabha nennt dieses Verhalten „koloniale Mimikry“; dass die Untergebenen Schmerz und Widerstand zeigen dürfen, aber nur so weit, wie es den westlichen Fantasien von Befreiung schmeichelt. Nach dieser Logik wird die „befreite“ Frau zu einem Symbol für die Zivilisiertheit des Imperiums; ein Beweis dafür, dass das System funktioniert, wenn man sich an seine Regeln hält.
In ihrer Kritik der „postkolonialen Performance” erklärt Judith #Butler, wie das Imperium „akzeptable” Frauen aus besetzten Nationen des Globalen Südens hochjubelt und sie zu Aushängeschildern des Fortschritts macht. Von Malala in Pakistan bis Maria Corina #Machado in #Venezuela werden diese Figuren kuratiert und nicht ausgewählt, weil sie die Macht herausfordern, sondern weil sie sie wohlwollend erscheinen lassen.
