Duro intervento antisovietico di Taviani a dicembre 1948
Proprio nel corso di questi mesi avviene il primo rilevante intervento pubblico di Taviani, in cui lo si vede impegnato nell’affrontare i temi della politica estera. Si tratta del discorso da lui pronunciato alla camera il 1° dicembre 1948, in occasione della discussione delle mozioni sulla politica estera del governo. Taviani in questa data è già vicesegretario della Dc e il suo discorso quindi non esprime solamente la sua visione personale, ma anche la posizione ufficiale del governo e della maggior parte dei parlamentari della Dc <121. Il discorso di Taviani è molto diverso a quello apparso qualche anno prima nelle “Idee sulla Democrazia Cristiana”, esso è ampio e ben strutturato, e dimostra il lungo cammino percorso dal giovane democristiano, nel corso dei quattro anni che intercorrono tra questi due documenti, per ampliare e completare la propria formazione sui temi internazionali. L’intervento parlamentare di Taviani risponde alle critiche mosse dai socialisti e dai comunisti sulla politica del governo, secondo i quali il governo guidato da De Gasperi portando avanti una politica estera bellicista e succube degli interessi americani in Europa, sacrificherebbe con questo le risorse, la libertà e l’autonomia italiane che troverebbero invece miglior modo di esprimersi in un atteggiamento neutrale del nostro paese di fronte alle tensioni internazionali e allo scontro tra i due blocchi. Taviani apre il proprio intervento chiarendo da subito che la sua politica, così come quella della democrazia cristiana, è tesa unicamente a garantire la pace e a fare il possibile per evitare qualsiasi possibilità di un nuovo conflitto mondiale, reinserendo l’Italia nello scenario internazionale e rinunciando proprio per questi motivi a qualsiasi pretesa nazionalistica di grande potenza per l’Italia che come la recente storia ha più volte dimostrato sarebbe del tutto irrealistica e utopistica. Il suo intervento entra nel vivo quando proclama la morte dei nazionalismi: “Di qui è logico dedurre, onorevoli colleghi, che nel mio ragionamento non troverete nessuna ombra di nazionalismo. Stia certo l’onorevole Nenni, il quale ieri ricordava la contesa dei micròmani con i macròmani, che non troverà nei miei ragionamenti un ragionamento da macròmane. La mia generazione è stata avvelenata dall’educazione nazionalista, e forse in qualche momento è stata anche sviata; ma ne abbiamo visto le conseguenze. Molti di noi le portano sulle loro carni o su quelle dei loro familiari… Nessuna ombra di nazionalismo; nessuna illusione che il mondo continui ad essere quello che si credeva che fosse – o era – all’inizio del secolo. Grazie a Dio, il mondo non cambia solo in peggio”.

A questo aggiunge la convinzione che la nuova concezione federalista degli stati che si sta diffondendo sia l’unica che meriti di essere perseguita e sostenuta e che essa abbia le sue origini proprio nel cattolicesimo: “Il superamento del nazionalismo non è oggi soltanto un idea socialista, dei veri socialisti democratici.(Commenti all’estrema sinistra) D’altra parte l’universalismo cattolico ha permeato molte delle più elevate menti politiche contemporanee. Al di sopra dei nazionalismi e degli esasperati razzismi, oggi si diffonde la concezione di un’Europa, di un mondo che sappia comprendere in un armonia di piani economici, di rapporti morali e giuridici, di progresso sociale, la varietà di cultura nazionale e di razza espresse nella differenziazione politica di singoli Stati, che pur restano membri di un unico corpo, l’Umanità.” <122
Dopo aver così espresso la sua linea e quella del governo nel campo della politica estera, Taviani analizza in maniera lucida e chiara i fatti degli ultimi 3 anni, insieme a quella che è la nuova situazione internazionale, dopo la caduta del nazismo, il colpo di stato di Praga e lo scisma di Tito, a dimostrazione di come i pericoli di una nuova guerra e di una nuova opprimente dittatura provengano dall’Unione Sovietica e non dagli Stati Uniti verso cui i deputati comunisti scagliano continuamente le loro accuse. Secondo Taviani è stata infatti l’Urss ad avviare una nuova corsa agli armamenti rifiutandosi di smobilitare il proprio esercito dopo la sconfitta nazista, e di aderire ai nuovi progetti di ricostruzione internazionale come il Piano Marshall e gli accordi di Bretton Woods, utilizzando il proprio diritto di veto per paralizzare il lavoro dell’Onu ogni qualvolta doveva prendere decisioni contrarie ai propri interessi ed infine intervenendo militarmente a Praga in aprile per rovesciare un governo democraticamente eletto e imporre anche a questo paese l’allineamento alla politica staliniana, in palese violazione con gli accordi presi Yalta che prevedevano le libere elezioni in tutti i paesi liberati dal nazismo. Per difendersi dalle accuse di falsità e di propaganda che gli giungono dalle grida dei deputati comunisti, cita le numerose testimonianze dei profughi cecoslovacchi che sono riusciti a giungere in occidente e che denunciano un sistema più opprimente di quello che era stato qualche anno prima sotto l’occupazione nazista.
Per dimostrare la fondatezza della propria accusa, Taviani non si limita a citare gli eventi più recenti, ma analizza la politica estera sovietica dal punto di vista geopolitico mettendo in evidenza i parallelismi e la continuità della politica sovietica con quella degli imperi precedenti le due guerre mondiali e mostrando come la sua politica estera rispondendo a ragioni più ideologiche che geopolitiche, sia apertamente contraria alla realizzazione dell’unità europea:
“Giunti a questo punto, noi ci potremmo chiedere se nella politica estera di Stalin e di Molotov vi sia alcunché di nazionalismo o più ancora di panslavismo. Non sono infatti pochi coloro che ravvisano nella politica estera sovietica le stesse linee della politica estera zarista. Sin dai tempi della rottura fra Stalin e Trotzky … Una voce all’estrema sinistra. Dove le legge queste notizie? Sull’Osservatore Romano? (Proteste al centro). TAVIANI. No, onorevole collega; comunque quello è un giornale di solito bene informato, e probabilmente ella stessa si informava da quel giornale cinque o sei anni or sono. Sin dai tempi della rottura fra Stalin e Trotzky nel 1927, la politica estera russa non appare di facile interpretazione. La politica di Stalin del socialismo in un solo Paese, portando al presunto abbandono della rivoluzione mondiale, ha favorito l’interpretazione della politica sovietica come una semplice continuazione dell’imperialismo zarista. La insistenza sulla rivoluzione mondiale come reale obiettivo e l’assunto che la dottrina del socialismo in un solo paese significhi il fallimento della rivoluzione mondiale, sembrano, infatti, aver costituito una delle basi dell’errore di Trotzky. D’altronde le energiche dichiarazioni di Stalin a Yalta, sui nuovi confini fra Polonia e U.R.S.S., sono state da molti considerate come una espressione di vecchio nazionalismo. Ma dal tono della relazione del Cominform che sconfessa Tito, a noi ignari e non iniziati ai misteri e ai presupposti dogmatici della dottrina sovietica – è sembrato che Stalin nel 1948 abbia parlato con il linguaggio di Trotzky del 1926 e 1927. Mentre Tito sembra proprio accusato di ciò che Stalin contro Trotzky sosteneva nel 1926. Certo, una ragione di tutto ciò sussiste. Comunque, a noi interessa vedere se la politica estera russa sia solamente una politica estera a carattere nazionalistico, perché in sostanza ci si potrebbe anche prospettare l’ipotesi che l’Italia al centro del Mediterraneo possa rientrare in una sfera che direttamente non interessi la Russia. Ma, purtroppo, non sembra che si possa accettare questa interpretazione. Ieri l’onorevole Giacchero notava che la Russia oggi non ha interesse a che l’Unione europea si realizzi, così come duecento anni fa l’Inghilterra non aveva interesse alla realizzazione della unità nord-americana.
Fin dal 1915 Lenin condannò il principio degli Stati uniti d’Europa come realizzabile e reazionario in pari tempo. Questo atteggiamento venne riconfermato nel 1930, quando il movimento degli Stati uniti d’Europa acquistò un ritmo intenso. Nel 1930 anche Stalin accusa i fautori dell’unione europea come borghesi, e nel 1931 quando l’Unione Sovietica accettò di partecipare alla commissione cercata dalla Società delle Nazioni per lo studio dei problemi dell’unione europea, la Pravda spiegò che l’Unione Sovietica aveva accettato al solo fine di fare abortire il progetto.”
Risponde quindi a chi nelle scorse settimane ha accusato il suo partito di organizzare delle crociate contro il comunismo, citando le parole di Lenin e dello stesso Stalin, e mostrando come sia l’Unione Sovietica con le sue aspirazioni mondiali sulla diffusione del comunismo e con la sua insistenza sull’impossibilità di convivenza tra il sistema capitalistico e quello comunista ad avanzare pretese imperialiste e ad organizzare “crociate”. A chi dall’opposizione lo interrompe indignato, accusandolo di dire falsità e di non essere mai stato in Unione Sovietica a vedere come vivono i lavoratori, il democristiano Semeraro <123 interviene in sua difesa rispondendo con un pizzico di ironia e chiedendo loro perché se la Russia è il paradiso che tutti i deputati comunisti affermano essere nessuno vi voglia emigrare e al contrario molti vadano negli Stati Uniti, mentre Taviani riprende il discorso, girando l’invito ai deputati di sinistra, e invitandoli a rivolgere la loro domanda ai sindacalisti e all’On. Di Vittorio <124 che hanno visitato entrambi i paesi. A chi ancora sostiene che l’Urss sia solamente un problema dei paesi dell’Europa Orientale, ricorda come i leader sovietici si siano schierati più volte apertamente contro i progetti di integrazione europea e come attraverso le direttive impartite ai partiti comunisti dei paesi occidentali sulle azioni da intraprendere all’interno dei parlamenti e dell’opinione pubblica dei paesi occidentali per sabotare tali progetti, ingeriscano pesantemente nella politica interna dei paesi occidentali e dell’Italia. A quei deputati comunisti che in parlamento difendono la neutralità italiana, Taviani risponde leggendo le loro parole pronunciate nel corso dei comizi pubblici, quando incitavano i loro elettori alla resistenza armata contro un possibile dispiegamento dei soldati americani nelle basi militari italiane, e li invitavano al contrario ad aiutare i sovietici nel caso di un eventuale invasione sovietica del loro paese, dovuta ad un eventuale conflitto tra le due superpotenze, unico paese da loro riconosciuto come rappresentante del mondo dei lavoratori.
Prosegue chiedendo loro come sarebbero stati trattati nei paesi comunisti se avessero pronunciassero dei discorsi simili a favore di una potenza straniera. Smontando, dati alla mano, i loro esempi di neutralità fatti citando il caso della Svizzera e della Svezia, mostra come questi due paesi pur essendo neutrali, proprio a causa della mancanza di aiuti esterni, debbano spendere per la loro sicurezza somme di gran lunga superiori a quelle dell’Italia <125, che ha una popolazione nettamente superiore e di come l’Italia a causa della propria posizione geografica, centrale in caso di un eventuale conflitto tra i due blocchi, non possa in alcun modo sperare di non venirne coinvolta come questi due paesi e di come pertanto debba essere pronta a difendersi. In caso contrario dovrebbe subire l’occupazione sovietica e di conseguenza ritrovarsi schierata tra i paesi del blocco comunista, subendo la stessa sorte di quella che è toccata al Belgio durante l’occupazione tedesca nel corso delle due guerre mondiali.
Prima di concludere il proprio discorso guarda al nuovo scenario europeo, augurandosi che esso risolva i propri problemi attraverso un nuovo assetto federale dell’Europa, all’interno dell’alleanza con gli Stati Uniti ed esprimendo quelle che avrebbero dovuto essere le basi su cui costruirla, evitando di esasperarne le differenze nazionali: “Noi non ci illudiamo che l’Italia oggi possa esercitare un peso determinante su quelli che saranno gli sviluppi della politica internazionale; ma questo non significa che essa non possa portare un suo contributo a un’attiva politica europea di pace, condotta in armonia con la politica di difesa della pace, della democrazia, della libertà che gli Stati Uniti del Nord-America han dimostrato con i fatti di perseguire. Ha ieri accennato l’onorevole Nenni al problema tedesco, che sta indubbiamente al centro della situazione europea. Certo, vana illusione sarebbe credere di poter risolvere i problemi dell’Europa lasciandone divisa la parte centrale e nevralgica in zone di occupazione, senza alcun ordinamento definitivo, o, anche se non definitivo, almeno temporaneamente stabile. Ebbene, v’è da una parte il popolo francese, che sembra abbia cominciato a rendersi conto – almeno per la sua parte più democratica – che i suoi rapporti con i tedeschi non si pongono più oggi come si ponevano nel tempo in cui l’Europa era il centro del mondo, nel tempo in cui tutti i problemi internazionali si impostavano, si risolvevano e si esaurivano in Europa; e v’è dall’altra parte il popolo tedesco, quello almeno della Vestfalia, della Baviera, del Baden, che, pur fra le strettezze e le conseguenze immani di una sconfitta – resa, dalla pazzia di Hitler, di proporzioni non mai viste nella storia – può esprimere ancora una sua opinione, e mostrare segni non dubbi di aver compreso quanto assurda sia stata l’illusione di unificare l’Europa approfondendone le differenze fra i popoli in odi razziali, mistici e fanatici. Ebbene, affinché la cooperazione si realizzi fra questi due popoli e con essa la cooperazione europea diventi sempre più concreta e operante, l’Italia può dire la sua parola e forse può portare un suo contributo. Dobbiamo però anche far sentire energicamente, virilmente, alle Nazioni vincitrici che non esiste soltanto in Europa un problema tedesco, ma che, per il riassestamento e per la pace dell’Europa e del mondo, esiste anche un problema italiano, meno grave, se Dio vuole, di quello tedesco, ma pure importante e fondamentale. In particolar modo v’è il problema del lavoro italiano, che non può essere contenuto negli angusti confini della Patria. E’ impossibile una duratura politica di pace in Europa se non si risolvono i problemi economici dell’Europa stessa; questo pare sia stato compreso. Ma prima ancora dei problemi economici vi sono i problemi demografici. E’ contraddittorio tendere a consolidare la pace in Europa e chiudere le frontiere al lavoro italiano, che cerca affannosamente possibilità di vita là dove esse copiosamente sussistono.”
E Taviani conclude infine il proprio intervento sottolineando le differenze tra le due differenti visioni di politica estera tra la coalizione di governo e quella dell’opposizione formata dai socialisti e dai comunisti: “Voi dite di volere la pace, colleghi dell’opposizione. Ebbene, se questo vostro proposito fosse sincero, noi potremmo dirci d’accordo almeno su di un punto: su quello fondamentale. Ma in realtà la vostra pace è l’annichilimento del popolo italiano nell’agognata unità bolscevica (Rumori all’estrema sinistra – Applausi al centro). E’ l’uso del popolo italiano come di uno strumento per la realizzazione di tale unità. La nostra pace è l’esistenza del popolo italiano in un mondo che abbia fatto dell’armonia e dell’interdipendenza la sua legge, della libertà e della democrazia le essenziali condizioni di vita. (Interruzioni dall’estrema sinistra – Proteste al centro). PAJETTA GIAN CARLO. Mistica fascista! Voi insegnate queste cose! (Rumori al centro). TAVIANI. A scuola di mistica fascista non ci sono mai andato, né come insegnante, né come allievo. Ecco perché noi siamo certi di mantenere anche su questo terreno della politica estera, direi soprattutto su questo terreno, gli impegni assunti dinanzi al popolo il 18 aprile, di interpretare la scelta che il 18 aprile liberamente ha fatto il popolo italiano (Vivi – applausi a sinistra, al centro e a destra – Molte congratulazioni).”
Si tratta a questo punto di un uomo molto diverso da quello che quattro anni prima aveva scritto il programma di “Idee sulla democrazia cristiana”. Taviani grazie agli anni trascorsi al servizio del partito e del governo e soprattutto al lavoro a fianco di grandi personalità come De Gasperi, Sforza, Fanfani e Dosetti, solo per citarne alcuni, ha acquisito una profonda conoscenza dei temi internazionali, ampliando la propria concezione federalista e avvicinandosi alle posizioni europeiste e atlantiste di De Gasperi e di Sforza. E’ interessante anche notare come all’interno del suo pensiero politico la visione dell’Unione Sovietica come minaccia per l’indipendenza dell’Europa occidentale a causa dell’enorme potere economico e militare, e della vicinanza fisica, rappresenti un’altra costante del suo pensiero e rimanga inalterata, anche quando mezzo secolo più tardi, oramai dissolto il pericolo sovietico, tornerà a parlare in un intervista della politica estera italiana degli anni ’50. <126 La stessa importanza da lui data già alla fine del 1948 al pieno reinserimento della Germania federale nella comunità occidentale, per stabilizzare il centro nevralgico dell’Europa e quale premessa indispensabile per il mantenimento della pace rimarrà una convinzione che non abbandonerà mai e un obiettivo che cercherà sempre di perseguire e che sarà tra le principali motivazioni del suo sostegno ai progetti di integrazione europea.
Nelle settimane seguenti al suo intervento, all’interno della Dc, di fronte al sempre più probabile ingresso dell’Italia in un alleanza militare con i paesi occidentali, si susseguono i contatti e le riunioni tra i deputati democristiani e le diverse correnti del partito, in particolare tra quella di Dossetti contrario ad uno schieramento dell’Italia che ne possa influenzare la politica governativa e di De Gasperi che invece vede in essa uno strumento per ricucire i rapporti tra i paesi europei e rafforzare la posizione italiana, e che alla fine riuscirà a prevalere senza produrre pericolose scissioni interne.

Dopo aver così espresso la sua linea e quella del governo nel campo della politica estera, Taviani analizza in maniera lucida e chiara i fatti degli ultimi 3 anni, insieme a quella che è la nuova situazione internazionale, dopo la caduta del nazismo, il colpo di stato di Praga e lo scisma di Tito, a dimostrazione di come i pericoli di una nuova guerra e di una nuova opprimente dittatura provengano dall’Unione Sovietica e non dagli Stati Uniti verso cui i deputati comunisti scagliano continuamente le loro accuse. Secondo Taviani è stata infatti l’Urss ad avviare una nuova corsa agli armamenti rifiutandosi di smobilitare il proprio esercito dopo la sconfitta nazista, e di aderire ai nuovi progetti di ricostruzione internazionale come il Piano Marshall e gli accordi di Bretton Woods, utilizzando il proprio diritto di veto per paralizzare il lavoro dell’Onu ogni qualvolta doveva prendere decisioni contrarie ai propri interessi ed infine intervenendo militarmente a Praga in aprile per rovesciare un governo democraticamente eletto e imporre anche a questo paese l’allineamento alla politica staliniana, in palese violazione con gli accordi presi Yalta che prevedevano le libere elezioni in tutti i paesi liberati dal nazismo. Per difendersi dalle accuse di falsità e di propaganda che gli giungono dalle grida dei deputati comunisti, cita le numerose testimonianze dei profughi cecoslovacchi che sono riusciti a giungere in occidente e che denunciano un sistema più opprimente di quello che era stato qualche anno prima sotto l’occupazione nazista.
Per dimostrare la fondatezza della propria accusa, Taviani non si limita a citare gli eventi più recenti, ma analizza la politica estera sovietica dal punto di vista geopolitico mettendo in evidenza i parallelismi e la continuità della politica sovietica con quella degli imperi precedenti le due guerre mondiali e mostrando come la sua politica estera rispondendo a ragioni più ideologiche che geopolitiche, sia apertamente contraria alla realizzazione dell’unità europea:
“Giunti a questo punto, noi ci potremmo chiedere se nella politica estera di Stalin e di Molotov vi sia alcunché di nazionalismo o più ancora di panslavismo. Non sono infatti pochi coloro che ravvisano nella politica estera sovietica le stesse linee della politica estera zarista. Sin dai tempi della rottura fra Stalin e Trotzky … Una voce all’estrema sinistra. Dove le legge queste notizie? Sull’Osservatore Romano? (Proteste al centro). TAVIANI. No, onorevole collega; comunque quello è un giornale di solito bene informato, e probabilmente ella stessa si informava da quel giornale cinque o sei anni or sono. Sin dai tempi della rottura fra Stalin e Trotzky nel 1927, la politica estera russa non appare di facile interpretazione. La politica di Stalin del socialismo in un solo Paese, portando al presunto abbandono della rivoluzione mondiale, ha favorito l’interpretazione della politica sovietica come una semplice continuazione dell’imperialismo zarista. La insistenza sulla rivoluzione mondiale come reale obiettivo e l’assunto che la dottrina del socialismo in un solo paese significhi il fallimento della rivoluzione mondiale, sembrano, infatti, aver costituito una delle basi dell’errore di Trotzky. D’altronde le energiche dichiarazioni di Stalin a Yalta, sui nuovi confini fra Polonia e U.R.S.S., sono state da molti considerate come una espressione di vecchio nazionalismo. Ma dal tono della relazione del Cominform che sconfessa Tito, a noi ignari e non iniziati ai misteri e ai presupposti dogmatici della dottrina sovietica – è sembrato che Stalin nel 1948 abbia parlato con il linguaggio di Trotzky del 1926 e 1927. Mentre Tito sembra proprio accusato di ciò che Stalin contro Trotzky sosteneva nel 1926. Certo, una ragione di tutto ciò sussiste. Comunque, a noi interessa vedere se la politica estera russa sia solamente una politica estera a carattere nazionalistico, perché in sostanza ci si potrebbe anche prospettare l’ipotesi che l’Italia al centro del Mediterraneo possa rientrare in una sfera che direttamente non interessi la Russia. Ma, purtroppo, non sembra che si possa accettare questa interpretazione. Ieri l’onorevole Giacchero notava che la Russia oggi non ha interesse a che l’Unione europea si realizzi, così come duecento anni fa l’Inghilterra non aveva interesse alla realizzazione della unità nord-americana.
Fin dal 1915 Lenin condannò il principio degli Stati uniti d’Europa come realizzabile e reazionario in pari tempo. Questo atteggiamento venne riconfermato nel 1930, quando il movimento degli Stati uniti d’Europa acquistò un ritmo intenso. Nel 1930 anche Stalin accusa i fautori dell’unione europea come borghesi, e nel 1931 quando l’Unione Sovietica accettò di partecipare alla commissione cercata dalla Società delle Nazioni per lo studio dei problemi dell’unione europea, la Pravda spiegò che l’Unione Sovietica aveva accettato al solo fine di fare abortire il progetto.”
Risponde quindi a chi nelle scorse settimane ha accusato il suo partito di organizzare delle crociate contro il comunismo, citando le parole di Lenin e dello stesso Stalin, e mostrando come sia l’Unione Sovietica con le sue aspirazioni mondiali sulla diffusione del comunismo e con la sua insistenza sull’impossibilità di convivenza tra il sistema capitalistico e quello comunista ad avanzare pretese imperialiste e ad organizzare “crociate”. A chi dall’opposizione lo interrompe indignato, accusandolo di dire falsità e di non essere mai stato in Unione Sovietica a vedere come vivono i lavoratori, il democristiano Semeraro <123 interviene in sua difesa rispondendo con un pizzico di ironia e chiedendo loro perché se la Russia è il paradiso che tutti i deputati comunisti affermano essere nessuno vi voglia emigrare e al contrario molti vadano negli Stati Uniti, mentre Taviani riprende il discorso, girando l’invito ai deputati di sinistra, e invitandoli a rivolgere la loro domanda ai sindacalisti e all’On. Di Vittorio <124 che hanno visitato entrambi i paesi. A chi ancora sostiene che l’Urss sia solamente un problema dei paesi dell’Europa Orientale, ricorda come i leader sovietici si siano schierati più volte apertamente contro i progetti di integrazione europea e come attraverso le direttive impartite ai partiti comunisti dei paesi occidentali sulle azioni da intraprendere all’interno dei parlamenti e dell’opinione pubblica dei paesi occidentali per sabotare tali progetti, ingeriscano pesantemente nella politica interna dei paesi occidentali e dell’Italia. A quei deputati comunisti che in parlamento difendono la neutralità italiana, Taviani risponde leggendo le loro parole pronunciate nel corso dei comizi pubblici, quando incitavano i loro elettori alla resistenza armata contro un possibile dispiegamento dei soldati americani nelle basi militari italiane, e li invitavano al contrario ad aiutare i sovietici nel caso di un eventuale invasione sovietica del loro paese, dovuta ad un eventuale conflitto tra le due superpotenze, unico paese da loro riconosciuto come rappresentante del mondo dei lavoratori.
Prosegue chiedendo loro come sarebbero stati trattati nei paesi comunisti se avessero pronunciassero dei discorsi simili a favore di una potenza straniera. Smontando, dati alla mano, i loro esempi di neutralità fatti citando il caso della Svizzera e della Svezia, mostra come questi due paesi pur essendo neutrali, proprio a causa della mancanza di aiuti esterni, debbano spendere per la loro sicurezza somme di gran lunga superiori a quelle dell’Italia <125, che ha una popolazione nettamente superiore e di come l’Italia a causa della propria posizione geografica, centrale in caso di un eventuale conflitto tra i due blocchi, non possa in alcun modo sperare di non venirne coinvolta come questi due paesi e di come pertanto debba essere pronta a difendersi. In caso contrario dovrebbe subire l’occupazione sovietica e di conseguenza ritrovarsi schierata tra i paesi del blocco comunista, subendo la stessa sorte di quella che è toccata al Belgio durante l’occupazione tedesca nel corso delle due guerre mondiali.
Prima di concludere il proprio discorso guarda al nuovo scenario europeo, augurandosi che esso risolva i propri problemi attraverso un nuovo assetto federale dell’Europa, all’interno dell’alleanza con gli Stati Uniti ed esprimendo quelle che avrebbero dovuto essere le basi su cui costruirla, evitando di esasperarne le differenze nazionali: “Noi non ci illudiamo che l’Italia oggi possa esercitare un peso determinante su quelli che saranno gli sviluppi della politica internazionale; ma questo non significa che essa non possa portare un suo contributo a un’attiva politica europea di pace, condotta in armonia con la politica di difesa della pace, della democrazia, della libertà che gli Stati Uniti del Nord-America han dimostrato con i fatti di perseguire. Ha ieri accennato l’onorevole Nenni al problema tedesco, che sta indubbiamente al centro della situazione europea. Certo, vana illusione sarebbe credere di poter risolvere i problemi dell’Europa lasciandone divisa la parte centrale e nevralgica in zone di occupazione, senza alcun ordinamento definitivo, o, anche se non definitivo, almeno temporaneamente stabile. Ebbene, v’è da una parte il popolo francese, che sembra abbia cominciato a rendersi conto – almeno per la sua parte più democratica – che i suoi rapporti con i tedeschi non si pongono più oggi come si ponevano nel tempo in cui l’Europa era il centro del mondo, nel tempo in cui tutti i problemi internazionali si impostavano, si risolvevano e si esaurivano in Europa; e v’è dall’altra parte il popolo tedesco, quello almeno della Vestfalia, della Baviera, del Baden, che, pur fra le strettezze e le conseguenze immani di una sconfitta – resa, dalla pazzia di Hitler, di proporzioni non mai viste nella storia – può esprimere ancora una sua opinione, e mostrare segni non dubbi di aver compreso quanto assurda sia stata l’illusione di unificare l’Europa approfondendone le differenze fra i popoli in odi razziali, mistici e fanatici. Ebbene, affinché la cooperazione si realizzi fra questi due popoli e con essa la cooperazione europea diventi sempre più concreta e operante, l’Italia può dire la sua parola e forse può portare un suo contributo. Dobbiamo però anche far sentire energicamente, virilmente, alle Nazioni vincitrici che non esiste soltanto in Europa un problema tedesco, ma che, per il riassestamento e per la pace dell’Europa e del mondo, esiste anche un problema italiano, meno grave, se Dio vuole, di quello tedesco, ma pure importante e fondamentale. In particolar modo v’è il problema del lavoro italiano, che non può essere contenuto negli angusti confini della Patria. E’ impossibile una duratura politica di pace in Europa se non si risolvono i problemi economici dell’Europa stessa; questo pare sia stato compreso. Ma prima ancora dei problemi economici vi sono i problemi demografici. E’ contraddittorio tendere a consolidare la pace in Europa e chiudere le frontiere al lavoro italiano, che cerca affannosamente possibilità di vita là dove esse copiosamente sussistono.”
E Taviani conclude infine il proprio intervento sottolineando le differenze tra le due differenti visioni di politica estera tra la coalizione di governo e quella dell’opposizione formata dai socialisti e dai comunisti: “Voi dite di volere la pace, colleghi dell’opposizione. Ebbene, se questo vostro proposito fosse sincero, noi potremmo dirci d’accordo almeno su di un punto: su quello fondamentale. Ma in realtà la vostra pace è l’annichilimento del popolo italiano nell’agognata unità bolscevica (Rumori all’estrema sinistra – Applausi al centro). E’ l’uso del popolo italiano come di uno strumento per la realizzazione di tale unità. La nostra pace è l’esistenza del popolo italiano in un mondo che abbia fatto dell’armonia e dell’interdipendenza la sua legge, della libertà e della democrazia le essenziali condizioni di vita. (Interruzioni dall’estrema sinistra – Proteste al centro). PAJETTA GIAN CARLO. Mistica fascista! Voi insegnate queste cose! (Rumori al centro). TAVIANI. A scuola di mistica fascista non ci sono mai andato, né come insegnante, né come allievo. Ecco perché noi siamo certi di mantenere anche su questo terreno della politica estera, direi soprattutto su questo terreno, gli impegni assunti dinanzi al popolo il 18 aprile, di interpretare la scelta che il 18 aprile liberamente ha fatto il popolo italiano (Vivi – applausi a sinistra, al centro e a destra – Molte congratulazioni).”
Si tratta a questo punto di un uomo molto diverso da quello che quattro anni prima aveva scritto il programma di “Idee sulla democrazia cristiana”. Taviani grazie agli anni trascorsi al servizio del partito e del governo e soprattutto al lavoro a fianco di grandi personalità come De Gasperi, Sforza, Fanfani e Dosetti, solo per citarne alcuni, ha acquisito una profonda conoscenza dei temi internazionali, ampliando la propria concezione federalista e avvicinandosi alle posizioni europeiste e atlantiste di De Gasperi e di Sforza. E’ interessante anche notare come all’interno del suo pensiero politico la visione dell’Unione Sovietica come minaccia per l’indipendenza dell’Europa occidentale a causa dell’enorme potere economico e militare, e della vicinanza fisica, rappresenti un’altra costante del suo pensiero e rimanga inalterata, anche quando mezzo secolo più tardi, oramai dissolto il pericolo sovietico, tornerà a parlare in un intervista della politica estera italiana degli anni ’50. <126 La stessa importanza da lui data già alla fine del 1948 al pieno reinserimento della Germania federale nella comunità occidentale, per stabilizzare il centro nevralgico dell’Europa e quale premessa indispensabile per il mantenimento della pace rimarrà una convinzione che non abbandonerà mai e un obiettivo che cercherà sempre di perseguire e che sarà tra le principali motivazioni del suo sostegno ai progetti di integrazione europea.
Nelle settimane seguenti al suo intervento, all’interno della Dc, di fronte al sempre più probabile ingresso dell’Italia in un alleanza militare con i paesi occidentali, si susseguono i contatti e le riunioni tra i deputati democristiani e le diverse correnti del partito, in particolare tra quella di Dossetti contrario ad uno schieramento dell’Italia che ne possa influenzare la politica governativa e di De Gasperi che invece vede in essa uno strumento per ricucire i rapporti tra i paesi europei e rafforzare la posizione italiana, e che alla fine riuscirà a prevalere senza produrre pericolose scissioni interne.
