(On Madeira we have something similar. After the meter the city water pipe splits. One pipe directly feeds the kitchen, the other a 1000L IBC-tank outside. The returning pipe feeds the 150l water boiler and the bathroom.
The city water replaced the formerly used levada - open irrigation channel coming down from the hills - as water source.)
