  8. HEATING OIL: Prices are back above the spring peak as winter starts, and suppliers are to be regulated for the first time

Homes that heat with oil, which means much of rural Carmarthenshire, Gower, the valleys and Pembrokeshire, are to get a regulator for the first time.

The UK Government said on Tuesday it will accept the Competition and Markets Authority’s call for rules covering heating oil suppliers, after a spring in which the price in Wales rose from 64p a litre in February to 106p in March.

That is a rise of two thirds in a month, by the CMA’s figures. Prices eased over the summer, but comparison sites put the UK average back above 120p a litre with VAT by mid-September, and it was around 121p on Tuesday.

Around 100,000 Welsh households, 7% of the total, rely on heating oil, according to Senedd researchers. Unlike gas and electricity it has no price cap, no regulator and no ombudsman.

Orders cancelled, then re-sold at the higher price

The spike followed the outbreak of conflict in the Middle East. Some suppliers cancelled orders already placed, then sold the oil again at the new price, the CMA found.

The CMA found around 1,700 customers caught that way, and estimated they paid £150 to £350 more for replacement oil than they had agreed.

Those suppliers have now agreed to pay up, the CMA said in August. Customers who bought replacement oil get the difference refunded, and those who did not get their original order at the original price.

Around 800 customers had been contacted by then, and the CMA says the rest will be. Nobody needs to apply, but anyone claiming for a replacement order should keep the receipt and delivery note.

Sarah Cardell, the CMA’s chief executive, said: “Heating oil isn’t a luxury, it’s a necessity that many people rely on to have hot water and warm homes.”

What the new rules would cover, and the 500-litre minimum

Across Britain a typical 500-litre order went from about £320 in February to about £520 in March, the CMA said.

The CMA’s market study in July found the market generally competitive, with the price rise driven mostly by wholesale costs, and no evidence suppliers made unusual profits from the crisis.

Its recommendation, now accepted, is for suppliers to register and meet minimum standards on quoting prices, handling cancellations and giving customers access to independent dispute resolution.

Ministers say they will work with the industry on the regime, and in the meantime the voluntary codes of conduct suppliers sign up to will be strengthened. No date has been given for the rules.

The practice of setting a minimum order of 500 litres, which forces some households to buy more than they need in one go, is to be reviewed.

Domestic tanks typically hold 1,000 to 2,000 litres, so a 500-litre minimum is a quarter to half a tank at a time.

Polly Billington, the Minister for Energy Consumers, said thousands of customers “felt they had nowhere to turn when they paid the price of rising oil and gas costs earlier this year”.

She added: “We won’t accept that. Energy is an essential good and people should not have to think twice about whether they’re protected in the market.”

No price cap, and prices still close to double last year’s

What the plan does not do is cap the price. The charity National Energy Action has called for the Ofgem price cap to be extended to heating oil, and there is no sign of the government proposing that.

Prices remain close to double what they were a year ago, and one customer told the BBC this week he had been quoted 111p a litre.

The latest climb is driven by the same thing as the spring one. Tankers are still barely getting through the Strait of Hormuz, global stocks are down by more than 500 million barrels since February according to the International Energy Agency, and refiners are prioritising diesel, fuel distributors say.

Tim Buckman, chief executive of the comparison site BoilerJuice, told the BBC that regulation on its own “is not going to reduce the price for customers”, and that taking VAT off heating oil would.

£53m of help, and the £9,000 to get off oil altogether

The government put £53m into emergency help for low-income heating oil customers during the spike, paid out through councils, which set their own rules on who qualifies. Wales’s share was announced in March as £3.8m, at a time when rural homes were also being warned about thieves draining tanks.

In Wales that became a £200 payment for households on the Council Tax Reduction Scheme who heat with oil or LPG, and a higher Discretionary Assistance Fund limit of £750 for others in hardship, according to a Senedd Research briefing in May. The Welsh Government‘s Nest service gives free energy advice.

Households on oil can also claim £9,000 off a heat pump under the Boiler Upgrade Scheme, a grant raised from £7,500 in July and available until March next year.

Applications hit a record 8,150 in July, up 81% on June, according to the Department for Energy Security and Net Zero. In August, 1,042 of the grants paid out were the £9,000 oil-to-heat-pump rate, a third of the month’s total.

One of them went to Anne, who replaced the oil boiler in her off-grid Victorian cottage in Wales. “When the price of oil suddenly doubled, I thought, ‘Well, this is just bonkers,'” she said.

The CMA also recommended a register of vulnerable households so suppliers know who to prioritise when deliveries are short.

  9. Ukraine Brief — 2026-10-13

Russia's strike campaign faces no ceasefire constraint heading into winter; Moscow is unlikely to publicly accept an energy-infrastructure ceasefire by October 27, and Russia will very likely strike energy infrastructure again between October 13 and 16. High confidence reflects no Russian acceptance, continued strikes after two Trump announcements, and consistent reporting. Kyiv lost ballistic-missile launch warning on October 12 when partner detection missed S-400 firings, compounding a Patriot shortage no ally has resolved with confirmed deliveries. A US official is unlikely to confirm any intelligence-sharing restriction by October 27; a second unwarned strike would force the question.

Europe is tightening enforcement independently of Washington. French authorities will likely announce judicial proceedings against the sanctioned tanker DF Peak by October 27, and the EU will very likely open negotiating clusters 2 and 3 with Ukraine by October 20, a shift now that Hungary's education-law veto pretext is spent.

Ukrainian drones are likely to strike at least one more Yandex data center by October 27. High confidence reflects three strikes in four days. Zelensky's claim that the strikes cut social-media bot activity is unsupported; the measured drop was in search crawling, not bot accounts. Air defense hardening around Yandex sites would alter this judgment.

  11. Ukraine Brief — 2026-10-12

Moscow's refusal to meet ceasefire preconditions leaves Ukraine entering winter without diplomatic cover against intensifying strikes. Russia is very unlikely to confirm an energy ceasefire by October 26; strikes hit Ukrainian power plants hours after Trump's claim. Russia is very unlikely to accept Zelensky's 60-day ceasefire-for-elections proposal by October 31. High confidence reflects Moscow's interest in preserving its legitimacy narrative. There is almost no chance Ukraine joins the EU by January 2027, as Brussels pivots to negotiating clusters ahead of 2027 member-state elections. A Kremlin acceptance of either ceasefire would alter these judgments.

Russia's strike campaign has widened beyond the power grid to warehouses, stores, and farms, killing at least 98 civilians from October 7 to 10; NATO reports over 50,000 Russian casualties in September, a rate that will force a mobilization decision within months. Russia is likely to launch a combined overnight strike exceeding 400 aerial weapons before the end of October. Ukraine's Yandex data center campaign is likely to hit another facility by October 26. High confidence reflects three strikes in four days. Air defense hardening around remaining Yandex sites would alter that judgment.

  14. This isn't the only upgrade I'm doing this autumn. I'm having the boat detailed and ceramic coated, which will protect the paint and finish and prevent fading. It'll also increase the marketability of the boat when it's time to sell. The ceramic coating should last at least five years, especially if I continue to stow the boat in my garage every winter.

The cost of this entire upgrade should be covered by charter revenues for the end of September and October. (3/3)

  15. A brief look at what's happening. The "Pot-O-Carrots" doing well. We've had about 20% of what's growing, so far. Pot will be moved in to greenhouse soon. Garden put to bed before it freezes and if you look carefully you will see four lines of mulch across the slope to prevent washouts in the spring thaw. Bottom of garden is compost/raspberries/milkweed/rhubarb and will be left as-is for winter. Almost time to start the apple tree pruning.

  16. TODAY! #Meadows: Diversity in the Open Landscape – #Webinar via Zoom

    October 13, 2026

Free program, donations encouraged [for some reason, they want payment information]

"Bursting with #wildflowers, #grasses, #pollinators, and #birds, meadows are among #Maine’s most vibrant and #wildlife-rich habitats. Join #MaineAudubon ’s #NativePlants Program for a closer look at the meadow communities that provide food, shelter, and breeding habitat for an extraordinary diversity of species.

This webinar will explore the ecology of Maine meadows and grasslands, from naturally occurring openings to landscapes shaped by human activity. Participants will learn about the native plants that define these communities, the pollinators and birds that depend upon them, and the ecological processes that maintain open habitat over time. We’ll also discuss the challenges facing meadow ecosystems and practical strategies for creating and managing meadow-inspired landscapes at home.

As autumn arrives and many meadow plants transition into seed production, we’ll examine how these habitats continue to support wildlife well beyond peak bloom. Through photographs, seasonal observations, and examples from around Maine, participants will gain a deeper understanding of the beauty and ecological value of the state’s open landscapes.

    About the Natural Communities Series

Every landscape tells a story. Join Maine Audubon’s Native Plants Program for an exploration of Maine’s diverse natural communities and the seasonal changes that shape them throughout the year. Through engaging online presentations, participants will discover how native plants, wildlife, soils, and environmental conditions interact to create the habitats that define Maine’s landscapes.

In September, we’ll explore the ecology of Maine salt marshes, examining how these productive coastal ecosystems support wildlife, protect shorelines, and adapt to changing tides. October’s program focuses on meadows and grasslands, highlighting the plants, pollinators, and birds that depend upon these increasingly rare open habitats. In November, we’ll step back to examine how different natural communities transition into the colder months, exploring the oaks and other keystone species that provide beauty and ecological value throughout fall and winter.

Whether you’re a gardener, naturalist, land steward, or simply curious about Maine’s ecosystems, this series will deepen your understanding of the natural patterns that shape our landscapes and inspire new ways to observe the world around you.

Maine Audubon strives to provide inclusive and accessible programs for all members of the community. If you require accommodations to participate in this program, please email [email protected]. Maine Audubon can best meet the needs of requests submitted at least seven days before the event start date.

This program will be recorded and made available to registrants."

  17. A tale of many :

I have an that I bought because of my 100-mile (round trip) commute, three days a week. Its range is enough for two trips, but that’s fine; I can charge at home overnight.

Except trees fell on our house so I’m not home at night to charge. Ok, I work from home two days a week, so I just work from there, and it’s fine.

But this week I have to be in the office four days in a row. No way I can make that work without public charging.

Which would be fine! But I had a better idea! I haven’t been on my in months, and the weather tomorrow will be perfect for riding, so I’ll leave the car at the house and use the motorcycle for a day!

But I got all geared up and started the bike… and the battery was dead. 😩 The last time I rode was months ago, right after installing the new LED headlights.

So I figured I’d hook the battery tender up for a bit, even though I was worried it would take too long. But I couldn’t find it! (I put it somewhere safe after last winter, so I’d be sure to find it this winter!)

But I found an older battery tender that hooks directly to the battery! Ok, take the seat off and use that.

Wait. Wait. Darkness approaching. I haven’t had dinner yet. Wait.

Take the tender off. Try to start the bike. Better, but no go.

Put it back on. Wait. No dinner. Darkness.

    Try again. No go.

The. I remember I have one of those jump batteries in my car! I dig it out, and hook it up - and the bike starts!

Then I think about how, if I stall the bike, it won’t start again. But I decide to risk it.

Then I notice that my gas tank isn’t full. And it’s too low to get me through the 100-mile commute. And if I have to stop for gas, it might not start up again.

But I have gas in a can in my garage! So I turn off the bike, unlock the gas cap, take off my helmet and gloves, get the gas can, and fill up the tank!

Then hook up the jump battery, start the bike, reassemble the seat, pack every throng away, put the gear back on, and ride to the Airbnb (without stalling!).

I don’t have a way to use the battery tender here, so I’ll probably have to jump it in the morning. But then it should charge during the commute. And I’ll keep the jump battery with me.

    Yaks shaved!
