It turns out Enviolo/NuVinci hubs can drift over time and you will not be able to set high enough gear ratio. I could only reach ~17km/h with normal cadence. Bike shop mechanics were not aware this was a thing and recommended buying a bigger front gear.

Fortunately there is a reset procedure to fix this issue and it is fairly straightforward: https://www.youtube.com/watch?v=8E7RUrWG4-w I can now easily reach 25km/h and not look like a hamster pedaling.
