Teodor Toeplitz na łamach „Głosu Zagłębia – organie Polskiej Partii Socjalistycznej w Zagłębiu Dąbrowskim”, nr 13/1925, 29 marca 1925 pisał:
"Sposób mieszkania, ulica, przy której się mieszka, sposób zbudowania domu – zależne są nie tylko od ustaw budowlanych, ale od sposobu ich stosowania i współdziałania władz miejskich. Właściwie rozplanowanie miasta, zieleńce i ogrody, jedyne miejsce odpoczynku robotnika, bruki, oświetlenie zapewniające bezpieczeństwo, kanalizacja, niezbędny przy gęstym zabudowaniu warunek zdrowia.
