    As this post in The Point Live today makes clear, **we just don’t know** because we do not have **access** to the information. This is what all #AUKUS discussions, reporting, and editorials **MUST** concentrate on: Our Government’s *Secrecy* bent covering just about everything #Defence including #TierOne and #TierTwo. The only time we have access to information, limited thought it always is, is when #Marles or another #Minister announces some #Industrial news related to Defence or when a boat docks in #Fremantle. The Public has valid questions to ask and is deserving of answers from its representatives in Parliament. Let’s pressure Govt secrecy before we criticise the pros and cons of #AUKUS which we know *bugger all* about it. FFS.

    As the fallout from that excellent Guardian Australia piece on the US military footprint in Australia continues, the National Indigenous Times has an important story about the impacts of that – and its promised expansion – on Indigenous peoples. As the NIT reports, the Australian Nuclear Free Alliance recently held its annual gathering in Nukunu Country in the Flinders Ranges. The Alliance:

    united communities concerned about impact from the proposed AUKUS nuclear-powered submarine agreement [and] noted that many places in Australia are threatened by plans for submarine construction, new ports and radioactive waste sites as part of this flawed agreement.

    Delegates representing Osborne at Port Augusta in South Australia, Stirling at Meandip (Garden Island) in Western Australia and Port Kembla in New South Wales shared concerns about “the lack of information and meaningful consent, the impacts of a military build-up in those communities, and the risks of nuclear waste”.

    Members expressed concern the AUKUS proposal increases pressure from the federal government to find a radioactive waste storage site and for the first time there are now private companies seeking to play a role in nuclear waste management at sites in the Northern Territory and Western Australia.

    It’s an important reminder, along with very serious questions about Australian sovereignty, of just what is at stake with the Aukus deal. Australia **must develop** a #NuclearWaste repository regardless of AUKUS in order to relocate the drums of radioactive waste temporarily stored at Australia’s #ANSTO only nuclear reactor site.     "Clean air and drinking water and healthy food are the very foundation of a just and livable world. They are already more precious than ever due to the climate crisis.

    #NuclearPower and #NuclearWeapons are poisoning our water, air, and lands with vast amounts of #RadioactiveWaste. Much of the harm is inflicted on #Black, #Indigenous, #PeopleOfColor and #LowIncome white communities, due to #StructuralRacism and #injustice.

    Radioactive waste poses a global #EnvironmentalCrisis, in tandem with #ClimateChange. The sheer amount of nuclear waste is enough to threaten clean drinking water and healthy food for the whole world.

    We are on the frontlines of this problem.

    - Nearly one-third of the worldwide total of radioactive waste is in the United States.
    - Some communities in the US are already losing their drinking water sources to radioactive contamination.
    - Just one part of the radioactive waste in the US – irradiated nuclear fuel – contains enough radioactivity to make every drop of drinking water on Earth unsafe to consume.

    We must solve the twin global crises of climate change and nuclear waste. Global warming amplifies the dangers of nuclear energy. Increasingly #SevereStorms, #flooding, #SeaLevelRise, #wildfires and other extreme events increase the risks of nuclear disasters and #RadioactiveLeaks and spills. And, in turn, the impacts of nuclear energy magnify the dangers of climate change:

    - Poisoning drinking water and agricultural land on top of more frequent and severe droughts and crop failures.
    - Compounding hurricane and flooding evacuations with #RadiologicalDisasters.
    - And causing people to lose their homes and communities permanently due to radiation.

    It’s clear: we can’t afford the dangers of climate change or nuclear waste. And we certainly can’t afford them together.

    The solutions to both are at hand. We must act now.

    1. To start, we must stop the problems from worsening: no more greenhouse gas emissions, and no more nuclear waste.
    2. We need to protect people and the water, air, and food we rely on from the dangers that are upon us. The climate is changing, and we need to protect people for extreme weather, drought, sea-level rise, and food supply disruptions. And we must safeguard our water, air, and land by securing and storing nuclear waste and toxic materials as safely as possible.
    3. And, we need to repair the damage and make our world healthy and vibrant again: restoring communities that have been dislocated or polluted, and cleaning up the air, land, and water so we can all thrive, for generations to come."

    "In the summertime, the picturesque village of #WiscassetME is infamous for its long lines of people hungry to try a lobster roll at Red’s Eats and cars that crawl through town on the often-clogged #USRouteOne.

    "But just a few miles south of downtown is a different kind of roadblock: 550 metric tons of nuclear waste stored on a coastal peninsula at the now-decommissioned #MaineYankee atomic energy plant that have nowhere to go.

    "The change in presidential administrations means another chance for the federal government to make good on its promise to remove the waste, so the site can be closed for good. The Biden administration’s Department of Energy seems to be picking up where the Obama administration left off, creating a process for communities to volunteer to host the waste.

    " 'What worries me is that there really isn’t any national leadership right now on this stuff. There isn’t an agency that has a mission and has developed a strategy, that has goals and is willing to act on it,' Don Hudson, the chairman of the Maine Yankee Community Advisory Panel, said. 'We’re currently in this limbo.'

    "That’s a problem because the waste — 1,400 spent nuclear fuel rods housed in 60 cement and steel canisters, plus four canisters of irradiated steel removed from the nuclear reactor when it was taken down — is safe for now, but can’t stay in Wiscasset forever.

    "The situation in Wiscasset underscores a thorny issue facing more than 100 communities across the U.S.: close to a hundred thousand tons of nuclear waste that has no place to go.

    "Securing these remnants of nuclear energy generation is an ongoing task that requires armed guards around the clock and costs Maine Yankee’s owners some $10 million per year, which is being paid for with money from the government.

    "After the government failed to remove the spent fuel, Maine Yankee and the other two decommissioned nuclear power plants in New England — Connecticut Yankee in East Hampton, Connecticut, and Yankee Atomic in Rowe, Massachusetts — took it to court. So far, they have been awarded a total of $575.5 million in damages during four rounds of litigation, money that has been paid out of the U.S. Judgment fund. A fifth round is happening now, and the lawsuits are likely to continue until the fuel is removed.

    "All told, the country’s many abandoned nuclear facilities — including Maine Yankee — have cost the federal government billions of dollars, a sum that increases by about $2 million each day, according to Eric Howes, the spokesperson for Maine Yankee and two other decommissioned plants in New England.

    " 'All the #taxpayers in the United States are paying for the government’s failure to meet its obligations,' he said.

    "But as the years pass, it seems that fewer and fewer people even realize that there are tons of nuclear waste on the secured site behind a chain-link fence on Bailey Point. Hudson and others worry that for many, it’s too easy not to think about it, diminishing the drive to find a better solution.

    " 'Nobody ever travels by it. Nobody ever sees it,' Hudson said. 'It’s the classic out of sight, out of mind.' "

    "The Trump administration is seeking to shorten the yearslong NRC process of approving new licenses for nuclear power plants and reactors to within 18 months.

    "White House Office of Science and Technology Director Michael Kratsios said Friday that 'over the last 30 years, we stopped building nuclear reactors in America—that ends now.'

    "#NuclearPower is now being touted as being 'Green.' It is not. Big money corporations are lobbying legislators to convince them and the public that it is. They are also lobbying to convince the public that they should foot the bill in the form of taxes and rate hikes, for a process that pollutes from the day it starts. Water is life. As soon as #uranium is mined from the earth it begins to contaminate the water in surrounding aquifers.

    "When the uranium is processed sufficiently, it is used as fuel for reactors where it generates heat while delivering electricity, not just for essential needs, but also for many things once considered luxuries. This fission generated heat is then dumped into nearby waters where it kills thousands, if not millions of small beings that form the basis of life itself.

    "After this radioactive fuel is depleted, it is stored in various containers where it will stay radioactive for eons. Indigenous #Grandmothers have labelled it 'Forever Dangerous.'

This radioactive transport from the #GrandCanyon means even more deadly waste for another Native community -- the #WhiteMesaUte community in #Utah.

    "Now, with little or no information along the haul route, the Navajo government expects the Dine' Chapters on the route to each have an emergency preparedness plan. Leona asked if the Dine' communities are aware of this and whether the Navajo Chapters are certified to deal with radioactive emergencies.

    "'Who are their First Responders?' Ultimately, Dine' will have to confront the Navajo President and the Navajo Department of Justice, she said.
    'We were not included in that agreement,' Leona said of the agreement between the Navajo Nation and #Energy Fuels.

    "'There was no free, prior and informed consent,' Leona said, quoting the United Nations Declaration on the Rights of Indigenous Peoples [#UNDRIP]. 'The people in the communities were not consulted.'

    "'How can they start transporting on February 12th, when there aren't even any checkpoints? We don't even have an #AirMonitoring system,' Leona said of the lack of preparation for radioactive
    transport on the Navajo Nation.
    Energy Fuels plans to pass through Navajo communities with six to ten trucks of radioactive waste,

    "Verna Polson steps out of the boat and onto the sand bar of Pointe aux Baptêmes. She walks a few feet before turning back towards the water, where the August morning light shimmers off the waves.

    "There she makes a tobacco offering to the Ottawa River. Except for her, this waterway that divides modern-day Quebec and Ontario is known by its original Algonquin name: Kichi-Sìbì.

    "The Great River.

    "'Kichi-Sìbì is a place where our ancestors used to travel. That was their highway,' explains Polson. 'This is how they kept the land, protected from many different nations.

    "Polson grew up near the Kichi-Sìbì in #TemiskamingFirstNation, about 300 kilometers north of here. On this day, she finds herself downstream to take in not only the beach of #PointeAuxBaptêmes but also the industrial smokestacks of the #ChalkRiverLaboratories. It sits less than a kilometre upstream from where Polson offered her tobacco- the site sticks out in contrast to the rolling hills and blue waters of the Kichi-Sìbì.

    "This place is known as the cradle of the Canadian #nuclear industry.

    "'I think about the water, I think about the animals and think about future generations and what they’re going to be left with,' says Polson. 'And that’s something I don’t want to leave my granddaughter and my great-grandchildren as something to deal with this nuclear waste.'

    "Established in 1944 about 200 kilometres northwest of Ottawa, Chalk River Laboratories is famous for research that led to the development of the #CANDU (CANada Deuterium #Uranium) reactor, one of the most efficient and safe nuclear reactors ever created, according to officials in the industry.

    "Researchers at Chalk River have gone on to win Nobel prizes, and for decades, it was a world leader in the creation of radioisotopes for fighting cancer.

    "However, Chalk River also has a darker legacy which includes supplying fuel for American #NuclearWarheads and in 1952, being home to the world’s first #NuclearMeltdown.

    "But much has changed since then. Chalk River Laboratories has been absorbed into #AtomicEnergyCanada, a #CrownCorporation that contracts out to a company called Canadian Nuclear Laboratories (#CNL) to operate it.

    "CNL is currently in the midst of a government funded $1.2-billion facelift. But before it can be transformed into a state-of-the-art nuclear campus, nearly 80 years of #radioactive legacy waste must be addressed.

    "In a statement, CNL says 'While this waste was stored according to the best practices and regulations at the time, standards have changed.'

    "So the solution CNL is trying to get off the ground is called the Near Surface Disposal Facility (#NSDF).

    "Others might call it a dump.

    "'This facility will not bring great things to the water or the land,' says Polson, 'every one knows across #TurtleIsland, #WaterIsLife.'"

And with #ClimateChange trashing coastlines, it's probably NOT a good idea to keep storing used #NuclearFuel next to the plants (which are usually situated near water sources). However, we should only use #NuclearPower to get us through until #renewables and #BatteryStorage becomes efficient and non-toxic -- and NOT poison the future for garbled recipes or greedy CEOs (any more than we already have)!

    Do small modular reactors carry extra risks?

    "In some cases, small modular reactors 'could actually push nuclear power in a more dangerous direction', says #EdwinLyman. 'Advanced isn’t always better.'

    "In particular, Lyman points out that the pebble-bed designs drawn up by #XEnergy and #Kairos would rely on high-assay low-enriched #uranium (#HALEU), which comprises 10–20% uranium-235 — compared with the 5% enrichment level required by most existing reactors (and by #NuScale’s reactor). HALEU is still classified as low-enrichment fuel (as opposed to the highly enriched uranium used to make nuclear bombs), but that distinction is misleading, Lyman says. In June, he and his collaborators — including physicist Richard Garwin, who led the design of the first hydrogen bomb — warned in a Science article that a bomb could be built with a few hundred kilograms of HALEU, with no need for further enrichment.

    "Smaller reactors are also likely to produce more nuclear waste and to use fuel less efficiently, according to work reported in 2022 by Macfarlane and her collaborators. In a full-size reactor, most of the neutrons produced by the splitting of uranium travel through a large volume of fuel, meaning that they have a high probability of hitting another nucleus, rather than colliding with the walls of the reactor vessel or escaping into the surrounding building. 'When you shrink the reactor, there’s less material in there, so you will have more neutron leakage,' Macfarlane says. These rogue neutrons can be absorbed by other atomic nuclei — which would then themselves become radioactive."

    "In late June, the U.S. Department of Energy reported that radioactive contamination beneath a building at the #HanfordNuclearSite is worse than originally thought.

    "The Hanford 324 Building is located on the south end of Hanford – in what’s known as the 300 Area – just 1,000 feet from the #ColumbiaRiver. The US DOE has known about one spill under the building for over a decade, and has been working on a plan for cleanup of the area while also making progress in other areas of Hanford since production turned to cleanup at the site in the 1980s.

    "The agency knew the contamination in the soil was serious, but sampling this spring found unexpected contamination deeper in the soil and outside the previously known spill area. So what does that mean? Oregon Department of Energy Assistant Director for Nuclear Safety and Emergency Preparedness Maxwell Woods and Hanford Hydrogeologist Tom Sicilia weigh in.

    "Q: Is the #groundwater or the Columbia River at risk of exposure to the contaminated soil?

    "A: Based on data from monitoring wells, the US DOE reports that the spill has not migrated to groundwater, so at this time the groundwater that flows to the river poses a minimal risk. But it will be important moving forward that the area remain covered and protected and for monitoring to continue while a cleanup plan is identified.

    "We hear US DOE may also be considering adding additional groundwater monitoring in the area to capture more data, which we support.

    "A: If US DOE decides to construct the big metal shell, a next question will be whether work should continue with robots or remotely operated equipment to resume the digging, or if the agency should wait a few more decades to allow the #radioactive materials in the soil to decay further.

    "Depending on how “hot” the soil really is – it could be hundreds of years before it would be safe enough for humans to manually excavate it. Remotely operated equipment is used across the Hanford site for safe cleanup activities.

    "While the risk to groundwater and the river are low, there is a balance between the inevitable migration of #contaminants over time and the ability to safely complete the cleanup. In the near-term, US DOE seems to be doing the right thing, and is 'measuring twice' to avoid having to go back out and re-dig this complicated and dangerous soil. This pause will allow a more efficient and protective remedy to be developed for review by stakeholders, Tribal nations, the public, and site regulators."

The plant has been the main U.S. site for assembling and disassembling #AtomicBombs since 1975. It produced its last new bomb in 1991, and has dismantled thousands of weapons retired from #military stockpiles. Pantex says on its website that it places 'the resulting plutonium pits in interim storage,' but it does not explain what that means. The company did not respond to questions about nuclear storage at the site."

    PASADENA—"Recent geodetic measurements using Global Positioning System (GPS) satellites show that the Yucca Mountain area in southern Nevada is straining roughly 10 to 100 times faster than expected on the basis of the geologic history of the area. And for the moment at least, geologists are at a loss to explain the anomaly.

    "In the March 28 issue of the journal Science, Brian Wernicke of the California Institute of Technology (Caltech) and his colleagues at the [Smithsonian Astrophysical Observatory] in Cambridge, Massachusetts, report on Global Positioning System surveys they conducted from 1991 to 1997. Those surveys show that the Yucca Mountain area is stretching apart at about one millimeter per year east-southeastward.

    "'The question is, why are the predicted geological rates of stretching so much lower than what we are measuring?' asks Wernicke. 'That's something we need to think through and understand."

    "The answer is likely to be of interest to quite a few people, because Yucca Mountain has been proposed as a site for the permanent disposal of high-level #radioactive waste. Experts believe that the waste-disposal site can accommodate a certain amount of seismic activity, but they nonetheless would like for any site to have a certain amount of stability over the next 10,000 to 100,000 years.

    "Yucca Mountain was already known to have both seismic and #volcanic activity, Wernicke says. An example of the former is the 5.4-magnitude '#LittleSkullMountain' earthquake that occurred in 1992. And an example of the latter is the 80,000-year-old volcano to the south of the mountain. The volcano is inactive, but still must be studied according to Department of Energy regulations.

    "The problem the new study poses is that the strain is building up in the crust at a rate about one-fourth that of the most rapidly straining areas of the earth's crust, such as near the San Andreas fault, Wernicke says. But there could be other factors at work."

  36. So, I found this article that talks about other possible #NuclearWaste repositories (Pantex in Texas, and Hanford in Washington state). There have been problems with #Pantex and #Hanford because of #ClimateChange, and #YuccaMountain is more seismically active than previously thought! Where to bury the waste is a HUGE problem that I brought up when touring the #SeabrookNuclearPlant before it was operational. Back then I was told, "Oh, we'll figure out that problem when we get to it. Don't worry about it!" Ummmm...

The federal government had selected the mountain to become the nation’s primary dumping ground for deadly, high-level #NuclearWaste, but the long-contested project is at last on its way to being closed. Meanwhile, the #WesternShoshone fight off federal efforts to sell their land in order to give multinational #corporations access to its #mineral resources. But the Western Shoshone stand firm. Raymond Yowell, Chief of the Western Shoshone National Council, said, 'Western Shoshone title is still intact… We’ve never accepted their money and never will — our land, the earth mother is not for sale and we will protect her and continue our responsibilities as caretakers under the Creator’s law.'

    The Land and Its People

    "Yucca Mountain is located within the Western Shoshone Nation and has long been a place of powerful spiritual energy for the Shoshone and the Paiute. To the Western Shoshone it is #SnakeMountain, a place with rock rings that transmit prayers to the Great Spirit and messages back to the people. The late Shoshone spiritual leader Corbin Harney told a traditional story that Snake Mountain will one day be awakened and split open, spewing out poison. This prophecy may predict the potential disaster of #volcanic activity and nuclear waste leakage. Shoshone ancestors are buried in the mountain and the water in the area is sacred, as it is with many desert peoples.

    "The 60 million acres of Western Shoshone territory in Nevada, Idaho, Utah and California, which includes Yucca Mountain, was never deeded to the U.S. government. According to the 1863 #RubyValleyTreaty that the Shoshone signed with the government, most of the area now used by the U.S. military for #NuclearWeapons testing and the proposed waste storage site was explicitly recognized as Shoshone land. However, the U.S. government now claims 80 to 90 percent of it, meaning that the Shoshone are unable to control what happens on their ancestral land. Legislators continue to try to persuade the Shoshone to accept financial compensation for this land, which most view as a way to extinguish aboriginal title and preclude future land claims, easing the way for renewed nuclear weapons testing and waste storage, as well as resource #extraction.

    "In the late 1970s government scientists began to study Yucca Mountain as a possible repository for nuclear waste, and since 1987 it has been the only site considered for 77,000 metric tons of spent nuclear fuel and radioactive waste. While the Yucca Mountain Project has been debated, the amount of nuclear waste needing burial has already surpassed what the repository was designed to hold. In the meantime, nuclear waste continues to sit in steel-lined pools or casks near power plants throughout the country that produce 2,000 tons of high-level waste per year. The waste is lethal for 10,000 years and dangerous for 250,000 years."

    "The Yucca Mountain Project calls for the highly radioactive nuclear waste to be encased in steel containers and buried deep in the mountain. Since the canisters will last for 1,000 years at most, the dryness of the mountain will have to guarantee against leakage and migration — an assumption that environmentalists and many scientists say is flawed and dangerous. Surface water percolating into the mountain will carry radioactive particles into the water table and render it toxic. This water table currently supplies water to local communities and farming regions that produce food products for the entire country.

    "In 2005, Energy Secretary Samuel Bodman confirmed that internal department e-mails allude to the #falsification of data on how quickly water flows through Yucca Mountain. This revelation caused a federal investigation, and condemnation from Congress triggered the Department of Energy to completely reorganize the project and lay off 500 employees. Robert Hager, attorney for the Western Shoshone, said that the Yucca site would have been disqualified years ago if the true nature of the subterranean water flow was known.

    "With several local #FaultLines and a #volcano nearby, earthquakes make it likely that the mountain will fracture the repository and send even more water to the waste. There are also grave concerns about the safety of transporting nuclear waste over long distances through several U.S. states, particularly in an era of terrorist threats. During the later Bush years, as environmental concerns mounted and citizens from other states grew more leery, the project began to look more and more unlikely."

They also could experience safety problems that are not an issue for light-water reactors.

    "Sodium coolant, for example, can burn when exposed to air or water, and a sodium-cooled fast reactor could experience uncontrollable power increases that result in rapid core melting.

    "The scientists concluded the risk of a worst-case scenario — radiation released somehow into the air or getting into #groundwater — was on the order of a million-to-one. That's the figure in the licensing application now before the U.S. Nuclear Regulatory Commission.

    "Such an event likely would take thousands of years to occur, said licensed nuclear engineer Charlotta Sanders. She is an associate research professor at the University of Nevada, Las Vegas, and formerly an engineering specialist and group supervisor on the project.

    "But this latest paper calls that early research on risk into question. The author, geologist Scott Tyler of the University of Nevada, Reno, said water movement models used to calculate those risks are out of date. Measurements taken since then show water is moving much faster than earlier estimates had calculated. The public deserves to feel confident the project would work as designed, he added.

    "'Yucca Mountain could easily show some contamination in a very short period of time,' added Tyler, perhaps within 100 years.

    "Tyler reviewed research by dozens of scientists published over the past 25 years. He found that many surprises have popped up regarding water movement within Yucca Mountain. His conclusions were published in January in the journal Geosciences.

    "'There are so many loose threads,' Tyler said of research at the site. 'You pull any one and it stops the repository because there are enough uncertainties and questions.'"

    The Nuclear Waste Informed Consent Act is based on recommendations from DOE’s 2012 Blue Ribbon Commission on America’s Nuclear Future and DOE’s 2017 consent-based siting report. Accordingly, this bill would require that the Secretary of Energy secure written consent from the following entities before moving forward with a nuclear waste repository:

    - Governor of the host state;
    - Affected units of local government;
    - Each contiguous unit of local government primarily affected by the repository; and
    - Affected Indian tribes.

    The U.S. #nuclear establishment in industry and government has, since 1987, focused on geologically unsuitable Western Shoshone Indian land in Nevada for opening the world’s first permanent burial dump for highly radioactive nuclear waste. Yucca’s rock, fractured by earthquake activity – not to mention nuclear weapons blasts at the nearby Nevada Test Site – would allow radioactivity to massively leak out into the underground drinking water supply over time. Only by undermining public health and safety protections and weakening scientific guidelines and environmental regulations, again and again, has the nuclear establishment managed to keep the proposed Yucca dump from being disqualified from any further consideration.
