Aktuell stecken in Stuttgart Grüne und CDU in Koalitionsverhandlungen. In einem Brief an Cem Özdemir von den Grünen und Manuel Hagel von der CDU sowie deren Verhandlungsteams weist die Organisation „Internationale Ärzt*innen für die Verhütung des Atomkrieges“, kurz IPPNW, auf die drohenden Atomgefahren aus der Schweiz für Baden-Württemberg hin.
Die IPPNW fordert, auch anlässlich des 40. Jahrestages der Atomkatastrophe von Tschernobyl, von der künftigen Landesregierung, sich gegenüber der Schweiz und der Bundesregierung für ein baldiges Ende der Schweizer Atomanlagen einzusetzen.
Über den Brief der IPPNW an die (künftige) @RegierungBW in Stuttgart, die atomaren Risiken und was diese mit politischer Verantwortung zu tun haben, sprach ich heute für @RDL mit Dr. Jörg Schmid von den IPPNW.

"Cesium-laden microparticles from Fukushima have been found in air filters across Japan. As one drives the highways in Fukushima, some of the large green road signs that would usually indicate towns and turnoffs have been replaced by panels displaying radiation levels, given in microsieverts per hour. (A microsievert measures the biological effect of ionizing radiation on human tissue.) These readings can spike to dangerous levels depending on which way the wind is blowing. The radioactive material blown out of the destroyed reactors made Fukushima’s forests, which cover three-quarters of the nuclear exclusion zone, unsafe to enter. The wild boars that used to be hunted here, as well as the plants and mushrooms that used to be foraged for food, are too radioactive to eat."

"A town in Fukushima, such as Iitate, might be considered decontaminated when as little as 15 percent of the radioactive soil is removed. This creates a kind of lily pad effect; people can safely hop from one clean spot to another or walk along narrow paths between radioactive hot spots. A law passed in November 2011 mandates that all of Fukushima’s radioactive soil, roughly 15 million cubic meters, will be removed from the prefecture by 2045. With no place having volunteered to take any of the soil, the government has decided to spread it across Japan.
"Most of Fukushima’s bagged soil has been re-deposited into a dump built on the cliff behind the destroyed reactors. This facility separates the most radioactive elements from the soil and sequesters them in concrete bunkers. Soil containing less than 8,000 becquerels per kilo of radioactivity, which the Ministry of the Environment calls “Happy Soil,” is readied for shipment across the country, to be used in landfills and construction. (A becquerel is a unit of radioactivity, corresponding to one nuclear disintegration per second.) A load of Happy Soil, described as “revitalized and strong,” was recently dumped into the flower beds in front of the Prime Minister’s office in Tokyo."

Frau von der Leyen erzählt Märchen
Es sei ein strategischer Fehler gewesen, aus sicherer, sauberer und günstiger Atomenergie ausgestiegen zu sein. Sie will deshalb, dass die EU-Kommission wieder in Atomenergie einsteigt, Unternehmen subventioniert, die wieder in die Atomenergie investieren und sogar Investitionen in diesem Wirtschaftsbereich absichern. Drei Märchen auf einmal, um die Wahrheit zu verschleiern: Es geht um Europas Atombewaffnung!
Technisch sicher ist die Atomenergie ganz bestimmt nicht: Three Miles Island (USA) 1979, Tschernobyl (Ukraine) 1986 und Fukishima (Japan) 2011, drei Atomkatasstrophen, die Frau von der Leyen und viele andere gerne verdrängen – auch neue und kleinere Atomkraftwerke werden nicht sicherer sein können. Zumal sie nach dem Willen ihrer Konstrukteure oder besser Gedankenspieler auf die umfassenden Armierungen und Schutzhüllen konventioneller AKW verzichten sollen. Kein einziges dieser ausschließlich in Computern virtuell entworfener Projekte wurde bisher auch nur ansatzweise realisiert. Weil hierfür Millionensubventionen notwandig wären.
Politisch sicher ist die Atomkraft schon gar nicht, weil mit ihrem Brennstoff Uran wieder Russland als Lieferant von Uran und Produzent von Brennstäben mit angereichertem Uran ins Spiel kommt. Es ist geradezu skandalös, dass angesichts des Ukrainekrieges eine europäische Initiative ins Leben gerufen wird, die anstatt die Resilienz Europas zu stärken, eine Energieform fördern will, die die Abhängigkeit der EU sowohl von Russland wie auch von den USA verstärkt.
Auch sauber ist Atomenergie nicht, die ständig sorgfältig auf Strahlungslecks kontrolliert werden muss, zumal es immer noch kein sicheres Endlager für Atommüll gibt, der noch hunderttausende von Jahren strahlen wird, wenn es möglicherweise gar keine Menschen mehr gibt. Aber auch mit der angeblichen CO2-Neutralität ist es nicht weit her: Für Atomkraftwerke werden hunderttausende Tonnen Zement und Beton im Bau, im Betrieb und vor allem während der sicheren Entsorgung der verstrahlten Teile verbaut, die immense CO2 Fingerabdrücke hinterlassen.
Günstig war Atomstrom noch nie. Er ist die mit riesigem Abstand teuerste Energieart, die ohne Milliardensubventionen nicht auskommt und wie die Ölindustrie nur von zentralistisch und als Oligopol organisierten großindustrieellen Konzernen erbaut und betrieben werden kann. Die Energieerzeuger, die sie bauen, sind entweder Staatsbetriebe oder üben ihrerseits indirekte Kontrolle als Lobbyisten über die Politik aus. Das beste Beispiel ist das französische
AKW Flamanville. Block drei des 1979 erbauten AKW an der französischen Atlantikküste ist der letzte ergänzte Block. Baubeginn war Dezember 2007, der Betreiber EDF prognostizierte die Fertigstellung für 2012 die Baukosten auf 3,3 Milliarden Euro. 2012 gab EDF bekannt, die Baukosten seien auf 8,5 Milliarden Euro gestiegen. Im November 2014 gab man bekannt, der EPR werde voraussichtlich 2017 in Betrieb gehen. Im Juni 2019 gab EDF dann bekannt, Schweißnaht-Reparaturen verlängerten die Bauarbeiten bis Ende 2022. Die Baukostenschätzung lag nun bei 12,4 Mrd. Euro. Die Inbetriebnahme wurde nun für 2023 erwartet. Damit wäre das Kraftwerk 11 Jahre später in Betrieb gegangen als geplant – zu Kosten nahe dem Vierfachen der anfänglichen Planung. Im Juli 2020 wurde ein Bericht publik, wonach sich die bis dato bekannten Gesamtkosten des Projektes von den bisher kommunizierten 12,4 Mrd. Euro um weitere 6,7 Mrd. auf ca. 19,1 Mrd. Euro erhöhen sollen.
Beispiellose Sicherheitsprobleme, massive Kostenexplosion
Mitte Juli 2022 wurde öffentlich, dass ein Teil der installierten Reaktorsteuerung nicht funktioniert. EDF wusste seit 2019 von dem Problem. Im Dezember 2022 wurde bekannt, dass die Mehrkosten auf 10 Milliarden und die Gesamtkosten damit auf voraussichtlich 13,2 Milliarden ohne Finanzierungskosten von rund 5 Milliarden € steigen. Diese 13,2 Milliarden entsprechen einem Preis pro installiertem kW Nettoleistung von 8.250 €. Die Befüllung mit Brennstäben war damals für das erste Quartal 2024 geplant. Laut dem französischen Rechnungshof betrugen die Gesamtkosten inklusive 0,4 Milliarden Euro Rücklagen für Rückbau und Lagerung des Atommülls 23,7 Milliarden Euro zu Preisen von 2024.[] Die Baukosten lagen bei mehr als 13 Mrd. Euro, etwa das Vierfache der ursprünglich geplanten Kosten von 3,3 Mrd. Euro.
Naiv oder vor der Lobby eingeknickt?
Warum erzählt Ursula Von der Leyen offensichtlich solchen Blödsinn? Und warum plappern die Medien diese offensichtlichen Unwahrhrheiten einfach nach? Dass EU-Kommissionspräsidentin Ursula von der Leyen nun sogenannte, angeblich “kleine AKW” subventionieren will, ist entweder dumm und naiv oder böswillig und lobbyhörig. Dass diese Technik derzeit ausschließlich in Russland und China entwickelt wurde, in Ländern, die sich in Sachen AKW-Sicherheit nicht mit Ruhm bekleckert haben, scheint bei den Verantwortlichen der EU-Kommission ebenso wenig Eindruck hinterlassen, wie die Fähigkeit, durch Denken und Schlüsseziehen die Kosten, Risiken und Verluste von Atomenergie mit dem Nutzen, der Sicherheit und den Kosten von erneuerbaren Energien zu vergleichen.
Die von Emmanuel Macron erneut erhobene Forderung, dreckige, kostenintensive Risikotechnologie mit kostengünstigen, sauberen Erneuerbaren auf eine Stufe zu stellen, lässt an Dreistigkeit nichts zu wünschen übrig. Der dominante Atomstrom-Anteil von 67% französischer Atomreaktoren an französischer Energie, die im Grundlastbereich dominiert, verhindert im übrigen, dass Deutschland und andere EU-Länder billigen Sonnen- und Windstrom aus Spanien und Portugal nutzen können.
Macron geht es allein um die Atomwaffen
Macron geht es ausschließlich um eins: er braucht AKW und die EDF, um weiter Atomwaffen bauen und unterhalten zu können. Nicht ohne Grund hat er in der vergangenen Woche sein Atom-U-Boot-Theater in der Normandie veranstaltet. Dabei ist es durchaus legitim, im Zeichen der europäischen Eigenständigkeit und Unabhängigkeit von den USA über die Notwendigkeit nachzudenken, wie mit minimalem Kostenaufwand das nötige spaltbare Material erzeugt werden kann, um die Force de Frappe in Europa existenzfähig und autonom funktionsfähig zu halten. Aber dann müssten Macron und von der Leyen sich ehrlich machen und offen benennen, worum es eigentlich geht, nämlich die atomare Bewaffnung zu sichern. Dafür bedarf es aber nicht eines Milliardenprogramms völlig überteuerter, in Bau und Abriss Unmengen CO2 – produzierender, dreckiger und risikoreicher Atomreaktoren. Die zudem eine zentralistische und verwundbare Energieversorgungsstruktur darstellen. Der Ukrainekrieg beweist die Anfälligkeit zentraler Energiestrukturen täglich. Europa wird so nicht resilienter, sondern verwundbarer und anfälliger. So, wie Macron und von der Leyen eine atomare Zukunft beschworen haben, erinnert dies alles an die berühmte Abschiedsrede von Präsident Dwight D. Eisenhower von 1961, der die Politik vor der Machtfülle des Militärisch-Industriellen Komplexes warnte.

"The United Nations (UN) human rights experts have written to the Japanese government to express their concerns about the release of more than one million metric tonnes of treated nuclear wastewater into the #PacificOcean.
"In August 2023, Japan began discharging wastewaster from about 1000 storage tanks of contaminated water collected after the earthquake and tsunami in 2011 that caused the meltdown of its Fukushima nuclear plant.
"In the formal communication, available publicly, UN Human Rights Council special rappoteurs addressed the the management of Advanced Liquid Processing System (ALPS)-treated wastewater from the Fukushima Daiichi Nuclear Power Station (NPS) by the Japan government and TEPCO (Tokio Electric Power), and the ongoing discharge of such waters into the Pacific Ocean.
"They said 'we are alarmed that the implementation of contaminated water release operations of into the ocean may pose major environmental and human rights risks, exposing people, especially children, to threats of further contamination in Japan and beyond.'
" 'We wish to raise our concern about the allegations of the failure to assess the consequences on health of the release of wastewater against the best available scientific evidence,' the special rappoteurs write.
" 'Against this backdrop, we would like to highlight that the threats to the enjoyment of the right to adequate food do not concern only local people within the borders of Japan.
" 'Given the migratory nature of fish, their contamination represents a risk also for people living beyond the Japanese borders, including Indigenous Peoples across the Pacific Ocean which, according to their culture and traditions, mainly rely on seafood as their primary livelihood.'
"The letter follows a complaint submitted by Ocean Vision Legal in August 2023 on behalf of the Pacific Network on Globalisation (#PANG) and endorsed by over 50 civil society groups in the Pacific and beyond.
"In a statement on Tuesday, PANG hailed it as "a landmark move for #OceanJustice and #HumanRights'.
"The organisation said that the destructive legacy of nuclear #contamination through #NuclearTesting is still strongly felt across the region.
"It said this legacy is marked by severe health impacts across generations and the ongoing failure to properly clean up test sites, which continue to contaminate the islands and waterways that Pacific peoples depend on.
" 'As Pacific groups, we remain disappointed in the Japanese Government and TEPCO's shameless disregard of the calls by numerous Pacific leaders and civil society groups to hold off on any further release,' PANG's coordinator Joey Tau said.
" 'Their ignorance constitutes a brazen threat to Pacific peoples' livelihoods, safety, health and well-being, and the sovereignty of Pacific nations,' he added.
"Japan has consistently maintained that the release is safe.
"The UN human rights experts have asked for further information from Japan, including on the allegations raised, and on how the Radiological Environmental Impact Assessment has been conducted according to the best available scientific evidence.
"This communication sends a clear message: Ocean issues must be understood as human rights issues, requiring precautionary and informed action aligned with international environmental law to safeguard both people and the marine environment.
"#OceanVisionLegal founder and CEO Anna von Rebay said while the communication is not legally binding, it is a crucial milestone.
" 'It informs the interpretation of human rights and environmental law in response to contemporary threats, contributing to the development of customary international law and strengthens accountability for any actor harming the Ocean,' she said.

So, whenever I think about #Stuxnet, I recall how a journalist in Japan, #YoichiShimatsu, wrote about possible #Israeli Stuxnet sabotage at #Fukushima -- which caused some critical systems to fail. Many derided Shimatsu's theories as "Conspiracy Theories," but there may be a grain of truth in them -- especially given what happened with the recent #Malware attack on pagers in #Lebanon...

"A leading Japanese journalist recently made two incredible claims about the Fukushima power plant that suffered a nuclear meltdown in March 2011, sending shockwaves around the world. First, the former editor of a national newspaper in Japan says the U.S. and Israel knew Fukushima had #weaponsgrade #uranium and #plutonium that were exposed to the atmosphere after a massive tsunami wave hit the reactor. Second, he contends that Israeli intelligence sabotaged the reactor in retaliation for Japan’s support of an independent #Palestinian state.
"According to Yoichi Shimatsu, a former editor of Japan Times Weekly, these nuclear materials were shipped to the plant in 2007 on the orders of Dick #Cheney and #GeorgeWBush, with the connivance of Israeli Prime Minister #EhudOlmert. The shipment was in the form of warhead cores secretly removed from the U.S. nuclear warheads facility BWXT #Plantex near Amarillo, Texas. While acting as the middleman, Israel transported warheads from the port of Houston, and in the process kept the best ones while giving the Japanese older warhead cores that had to be further enriched at Fukushima.
"Shimatsu credits retired #CIA agent and mercenary Roland #VincentCarnaby with learning the warheads were being transported from Houston. In a strange twist, Carnaby was mysteriously shot dead less than a year later by Houston police at a traffic stop. He was shot once in the back and once in the chest. He did not have a weapon in his hands.
"Intelligence sources said he had been tracking a #Mossad unit that was smuggling U.S. plutonium out of Houston docks for an Israeli nuclear reactor.
"In an even more explosive charge, the journalist says that 20 minutes before the Fukushima plant’s nuclear meltdown, Israel was so upset with Japanese support for a Palestinian declaration of statehood that it double-crossed Japan by unleashing the Stuxnet virus on the plant’s computers. The virus hampered the shutdown, leading to fallout from a section of the plant housing uranium and plutonium retrieved from the warheads supplied in 2007.
"While it is impossible to verify some of Shimatsu’s claims, there was a massive cover-up at the time of the Fukushima disaster in March [TRUE!!!]. Explosions at the site were immediately downplayed. While it was subsequently reported that three reactors suffered meltdowns, Japanese authorities tried to rate the disaster as a Level 4 on the International Nuclear and Radiological Event Scale, although outside experts declared it a 7, which is the highest level.
"Something worth noting is how in 2009, two years after Shimatsu says the warheads were secretly moved to Japan, the International Atomic Energy Agency (#IAEA) issued a veiled warning to Japan not to abandon its #AntiNuclear weapons policy.
"The IAEA had to know, however, that Japan has long retained the potential to build #NuclearWeapons. That was made clear as far back as 1996 when a leaked Ministry of Foreign Affairs document exposed how Japan had been promoting a dual strategy in respect to nuclear weapons since the mid-1960s. It would often publicly profess a non-nuclear policy while maintaining the ability to build a nuclear arsenal. The Liberal Democratic Party, which has dominated Japanese politics, has always said there is no constitutional impediment to nukes.
"A factor that undoubtedly would have encouraged the Bush-Cheney White House to provide Japan with the means to secretly build nukes was the growing power of China. Cheney and Bush sought to arm Japan and India with nuclear weapons as a means of curbing China."
