Noch 2026 soll das erste #AKW der #Türkei in Betrieb gehen. Die Testphase des AKW #Akkuyu hat bereits begonnen. Vier Reaktoren sollen nahe Akkuyu an der Mittelmeerküste 4.800 Megawatt Strom liefern.

Doch das Risiko ist hoch, denn das AKW liegt in der Nähe einer geologischen Bruchzone. Die Region gilt als erdbebengefährdet. Bei einem Erdbeben im Jahr 2023 gab es mehr als 140 Tote. Erinnerungen an die Katastrophe von #Fukushima werden wach.

Ein weiteres Risiko birgt die Zusammenarbeit mit dem russischen Atomkonzern #Rosatom. Das AKW Akkuyu gehört nicht der Türkei selbst: Auch nach der Fertigstellung bleibt Rosatom Eigentümer und Betreiber der Anlage. #Russland kontrolliert also eine strategisch wichtige Energieanlage in einem anderen Land – ein sicherheitspolitisches Risiko. Die Türkei plant bereits acht weitere AKW im Land.

Aktuell stecken in Stuttgart Grüne und CDU in Koalitionsverhandlungen. In einem Brief an Cem Özdemir von den Grünen und Manuel Hagel von der CDU sowie deren Verhandlungsteams weist die Organisation „Internationale Ärzt*innen für die Verhütung des Atomkrieges“, kurz IPPNW, auf die drohenden Atomgefahren aus der Schweiz für Baden-Württemberg hin.

Die IPPNW fordert, auch anlässlich des 40. Jahrestages der Atomkatastrophe von Tschernobyl, von der künftigen Landesregierung, sich gegenüber der Schweiz und der Bundesregierung für ein baldiges Ende der Schweizer Atomanlagen einzusetzen.

Über den Brief der IPPNW an die (künftige) @RegierungBW in Stuttgart, die atomaren Risiken und was diese mit politischer Verantwortung zu tun haben, sprach ich heute für @RDL mit Dr. Jörg Schmid von den IPPNW.

"Cesium-laden microparticles from Fukushima have been found in air filters across Japan. As one drives the highways in Fukushima, some of the large green road signs that would usually indicate towns and turnoffs have been replaced by panels displaying radiation levels, given in microsieverts per hour. (A microsievert measures the biological effect of ionizing radiation on human tissue.) These readings can spike to dangerous levels depending on which way the wind is blowing. The radioactive material blown out of the destroyed reactors made Fukushima’s forests, which cover three-quarters of the nuclear exclusion zone, unsafe to enter. The wild boars that used to be hunted here, as well as the plants and mushrooms that used to be foraged for food, are too radioactive to eat."

"A town in Fukushima, such as Iitate, might be considered decontaminated when as little as 15 percent of the radioactive soil is removed. This creates a kind of lily pad effect; people can safely hop from one clean spot to another or walk along narrow paths between radioactive hot spots. A law passed in November 2011 mandates that all of Fukushima’s radioactive soil, roughly 15 million cubic meters, will be removed from the prefecture by 2045. With no place having volunteered to take any of the soil, the government has decided to spread it across Japan.

"Most of Fukushima’s bagged soil has been re-deposited into a dump built on the cliff behind the destroyed reactors. This facility separates the most radioactive elements from the soil and sequesters them in concrete bunkers. Soil containing less than 8,000 becquerels per kilo of radioactivity, which the Ministry of the Environment calls “Happy Soil,” is readied for shipment across the country, to be used in landfills and construction. (A becquerel is a unit of radioactivity, corresponding to one nuclear disintegration per second.) A load of Happy Soil, described as “revitalized and strong,” was recently dumped into the flower beds in front of the Prime Minister’s office in Tokyo."

"The United Nations (UN) human rights experts have written to the Japanese government to express their concerns about the release of more than one million metric tonnes of treated nuclear wastewater into the #PacificOcean.

"In August 2023, Japan began discharging wastewaster from about 1000 storage tanks of contaminated water collected after the earthquake and tsunami in 2011 that caused the meltdown of its Fukushima nuclear plant.

"In the formal communication, available publicly, UN Human Rights Council special rappoteurs addressed the the management of Advanced Liquid Processing System (ALPS)-treated wastewater from the Fukushima Daiichi Nuclear Power Station (NPS) by the Japan government and TEPCO (Tokio Electric Power), and the ongoing discharge of such waters into the Pacific Ocean.

"They said 'we are alarmed that the implementation of contaminated water release operations of into the ocean may pose major environmental and human rights risks, exposing people, especially children, to threats of further contamination in Japan and beyond.'

" 'We wish to raise our concern about the allegations of the failure to assess the consequences on health of the release of wastewater against the best available scientific evidence,' the special rappoteurs write.

" 'Against this backdrop, we would like to highlight that the threats to the enjoyment of the right to adequate food do not concern only local people within the borders of Japan.

" 'Given the migratory nature of fish, their contamination represents a risk also for people living beyond the Japanese borders, including Indigenous Peoples across the Pacific Ocean which, according to their culture and traditions, mainly rely on seafood as their primary livelihood.'

"The letter follows a complaint submitted by Ocean Vision Legal in August 2023 on behalf of the Pacific Network on Globalisation (#PANG) and endorsed by over 50 civil society groups in the Pacific and beyond.

"In a statement on Tuesday, PANG hailed it as "a landmark move for #OceanJustice and #HumanRights'.

"The organisation said that the destructive legacy of nuclear #contamination through #NuclearTesting is still strongly felt across the region.

"It said this legacy is marked by severe health impacts across generations and the ongoing failure to properly clean up test sites, which continue to contaminate the islands and waterways that Pacific peoples depend on.

" 'As Pacific groups, we remain disappointed in the Japanese Government and TEPCO's shameless disregard of the calls by numerous Pacific leaders and civil society groups to hold off on any further release,' PANG's coordinator Joey Tau said.

" 'Their ignorance constitutes a brazen threat to Pacific peoples' livelihoods, safety, health and well-being, and the sovereignty of Pacific nations,' he added.

"Japan has consistently maintained that the release is safe.

"The UN human rights experts have asked for further information from Japan, including on the allegations raised, and on how the Radiological Environmental Impact Assessment has been conducted according to the best available scientific evidence.

"This communication sends a clear message: Ocean issues must be understood as human rights issues, requiring precautionary and informed action aligned with international environmental law to safeguard both people and the marine environment.

"#OceanVisionLegal founder and CEO Anna von Rebay said while the communication is not legally binding, it is a crucial milestone.

" 'It informs the interpretation of human rights and environmental law in response to contemporary threats, contributing to the development of customary international law and strengthens accountability for any actor harming the Ocean,' she said.

" 'Ultimately, it paves the way towards a future where the Ocean's health is fully recognised as fundamental to human dignity, justice, and intergenerational equity.' "

"Japanese utilities restarted two additional nuclear reactors in 2024 that had been suspended from operations in response to the 2011 #FukushimaDaiichi accident, taking the total number of restarted reactors to 14 since the accident.

"In November, #TohokuElectricPowerCo. restarted its 796-megawatt (MW) #Onagawa Unit 2 reactor, and in December #ChugokuElectricPowerCo. restarted its #Shimane Unit 2 (789 MW). Onagawa is the nuclear power plant located closest to the epicenter of the March 2011 #earthquake and tsunami.

"Most of the restarted reactors have been pressurized water reactors (PWR) located in western Japan. Onagawa Unit 2 and Shimane Unit 2, by contrast, are the first boiling water reactors (BWR) to be restarted. Onagawa Unit 2 is also the first reactor in the eastern part of the country to be restarted. Japan’s nuclear regulator prioritized the restart of PWRs due to public safety concerns regarding BWR technology, which is the design of the Fukushima Daiichi units.

"Japan suspended its nuclear fleet from 2013 to 2015 for mandatory safety checks and upgrades following the 2011 Fukushima Daiichi accident. Before the accident, 54 commercial nuclear reactors were operating in Japan, and nuclear power accounted for approximately 30% of the country’s electricity generation. Nuclear restarts have proceeded slowly since the first two units (#Sendai Units 1 and 2) were restarted in 2015. Restarts have been slow due to a significantly more stringent safety inspection and authorization process established after the accident and local court injunctions emerging from ongoing public safety concerns in some regions. Public support for restarts has been growing in Japan recently, however.

"Under the current restart process, once regulatory approvals have been granted, the local municipality and prefectural governments are consulted prior to restart. In addition to the 14 reactors already restarted, three more units (namely, the #KashiwazakiKariwa Unit 6 and Unit 7 and the #TokaiDaini unit) have received regulatory approval to restart but have yet to do so. Tohoku Electric Power announced in 2018 that Onagawa Unit 1 would be decommissioned rather than upgraded, but the utility plans to seek approval to restart Onagawa Unit 3. Restarting another 10 units is under regulatory review.

"The suspension of Japan's nuclear fleet after the Fukushima accident significantly increased dependence on natural gas, oil, and coal imports to make up for lost domestic nuclear generation. It also significantly increased the installed capacity of solar photovoltaic generation in the country, according to data from Japan’s Ministry of Economy, Trade and Industry. Japan has limited domestic fossil fuel resources and imports virtually all the fossil fuels it uses. Consequently, Japan is the world's second-largest importer of liquefied natural gas (LNG) after China and the third-largest importer of coal.

"As part of Japan’s sixth long-term energy plan, last updated in October 2021, the central government called for the nuclear share of the country’s electricity generation to reach 20%–22% by 2030. Nuclear power accounted for about 6% of Japan’s electricity generation in 2023. A draft of Japan’s seventh long-term energy plan was released on December 17, 2024, and says nuclear power should account for 20% of Japan’s energy supply in 2040.

"Japan’s current policy intends to maximize the use of existing reactors by restarting as many units as possible and extending the #LicensedOperatingLife beyond the current 60-year limit."

"The recovery of #FukushimaPrefecture cannot be considered complete until the disposal of soil generated from #radiation #decontamination work after the 2011 #FukushimaDaiichi #NuclearPlant triple-meltdown is resolved.

"The nuclear accident released vast amounts of #radioactive material over a wide area. The decontamination efforts in residential and agricultural areas across Fukushima Prefecture resulted in the collection of approximately 14 million cubic meters of contaminated soil. This soil has been transported to interim storage facilities built in the towns of #Futaba and #Okuma, where the power plant is located.

"Local communities only agreed to the construction of these facilities on the condition that the soil would eventually be disposed of outside the prefecture. By law, final disposal must be completed by March 2045, 30 years after storage began. To meet this deadline, the Japanese government held a meeting involving all Cabinet members late last year. The goal is to draft a concrete timeline for disposal by this summer.

"The government has also proposed reusing soil with radiation levels below a certain threshold. The plan envisions using the soil for public projects across the country, including road embankments and #farmland development.

"In Fukushima Prefecture, pilot projects are underway to confirm that reusing the soil is safe. In September 2024, the International Atomic Energy Agency (#IAEA) concluded that the government's plan complies with its safety standards. However, scientific assurances on safety alone have not been enough to advance the plan. Concerns about potential health risks and local reputational damage remain unresolved.

"In 2022, the Ministry of the Environment attempted to reuse the soil at three facilities it manages, including Shinjuku Gyoen National Garden in Tokyo, but the plan was derailed by strong opposition from residents. To this day, there is no clear timeline for implementation.

"Additionally, about a quarter of the removed soil is still too highly contaminated to be reused. This portion will require final disposal outside Fukushima Prefecture, but no schedule or location has been determined.

"Public understanding of the issue remains insufficient. A December 2023 survey conducted by the Ministry of the Environment revealed that over 70% of people outside Fukushima Prefecture were unaware of the plans for reusing or disposing of the soil.

"The electricity generated by the Fukushima Daiichi plant was primarily consumed in metropolitan areas, especially the Tokyo region. Dealing with the waste soil is a responsibility that must be acknowledged by those who benefited from that power.

"Meanwhile, the decommissioning of the plant is behind schedule, and those displaced from their hometowns around it are growing increasingly anxious. It is the government's responsibility to urgently present a clear path forward to address the aftermath of the nuclear disaster."

The Lies Have It: #XcelEnergy Wins Operating Extension for Nation’s 5th Oldest Nuclear Reactor

"I.F. Stone famously said, 'All governments are run by liars and nothing they say should be believed.' The aphorism applies well to #NuclearReactor operators, including Minneapolis-based Xcel Energy.

"The U.S. Nuclear Regulatory Commission (#NRC) has granted Xcel a second license extension for operating its 54-year-old #MonticelloReactor on the #MississippiRiver in #Minnesota. The decision will permit this GE jalopy, a #Fukushima clone, to run until it’s 80 years old — a dangerous feat never been done in the history of nuclear power. The NRC received over 3,000 public comments mostly critical of the extension, but the the commission has rubber stamped 87 of 92 similar requests, so call the NRC Never Really Concerned.

"The NRC nod is based partly on the commission’s Final Environmental Impact Statement (#EIS) for the re-licensing, even though the document confirms that Xcel repeatedly made false statements about its massive 2022-‘23 leak of #radioactive cooling water. According to a March 16, 2023 Associated Press (AP) story, Xcel’s first public response to the major leak was, 'There’s no danger to the public.' Xcel then proceeded to understate by more than half the leak’s actual volume, only estimating it was 400,000 gallons.

"Xcel eventually acknowledged that volume of the leak, from an old corroded underground pipe, was 829,000 gallons, and that the #groundwater plume of reactor cooling water — some of which would later reach the Mississippi River — had a radioactive footprint of some fourteen curies of #tritium — a very large amount. (For a reference, the 1979 partial reactor meltdown at Three Mile Island released an estimated 15 curies of gaseous radioactive iodine-131 to the Pennsylvania atmosphere. Other radioactive materials went into the Susquehanna River.)

"The #NuclearRegulationAuthority (NRA) announced Wednesday that #JapanAtomicPower Co. had failed to adequately address potential #SeismicRisks from active fault lines near the reactor, located in #FukuiPrefecture.

"The decision is a setback for Japan's energy policy, which aims to expand nuclear power to bolster energy stability and meet carbon neutral goals.

"'We reached our conclusion based on a very strict examination,' said NRA Chairperson Shinsuke Yamanaka. He called the eight-year review process 'abnormal' due to frequent disruptions from data inaccuracies and errors by Japan Atomic Power Co."

"Despite opposition from residents and #environmental organizations, California legislators passed #SenateBill846 in 2022 to extend the life of the dangerous, aging Diablo Canyon #nuclear facility.

"Located on the Central Coast surrounded by several #fault lines, one has to question why a nuclear facility was placed in an #earthquake zone to begin with, much less allowing it to continue to operate well past its retirement date. The world witnessed what can happen to a coastal nuclear facility in an earthquake zone when the 2011 #Fukushima disaster triggered a meltdown that displaced nearly half a million residents, with vast amounts of #RadioactiveWater still being released into the ocean today.

"As long as Diablo Canyon remains open, Californians live with the constant risk of suffering the same type of disaster.

"From its inception, Diablo Canyon had little public support. Protests occurred regularly during its construction, and thousands were arrested for #CivilDisobedience actions in 1981.

"In the 1970s and 1980s, California’s three largest utilities spent billions of dollars building dangerous and costly nuclear plants like Diablo Canyon, which resulted in skyrocketing rates for customers. Big industry fought back against these increased energy costs, which resulted in deregulation bills consisting of multi-billion dollar #bailouts to the state’s utility companies to cover their costly investments in nuclear.

"Today, the last remaining nuclear plant operating in the state is still draining billions in funds that could be used for safe, #renewable energy development. To keep Diablo Canyon running 5 years past its retirement date is expected to cost $8 billion to $12 billion. A federal aid package of $1.1 billion will contribute to some of those costs – meaning federal #taxpayers’ money – while the remaining billions will be passed on to #California #ratepayers.

"Despite being run by PG&E and only generating power for its territory, customers of #SouthernCaliforniaEdison and #SanDiegoGasAndElectric will help cover the remaining costs of the Diablo extension. Edison bills will increase by around $1.25 a month and SDG&E by 87 cents a month, while PG&E customers are expected to chip in $2.07 a month – and that’s just for the first year. Critics warn that costs are likely to increase in coming years to keep the plant running, and that’s on top of already skyrocketing PG&E rates that have doubled over the last decade. And if PG&E collects more funds than are needed for Diablo’s operations, they get to keep it!

"In 2022, when legislators pushed this through #SB846, the excuse of energy shortages was used due to pandemic-related supply chain issues and massive #wildfires. But today, there is plenty of energy being produced with increased #solar and #battery storage capacity that has kept the lights on even during this summer’s unprecedented heat waves driving up demand. The California Public Utility Commission’s own reporting shows that an additional 18,500 megawatts of new resources were added to the grid between 2020 and 2024, which is enough to power around 14 million homes. Another 11,000 megawatts will be added by 2028.

"Nuclear has the third highest lifecycle emissions of all energy sources after scrubbed #coal fired plants and natural gas – meaning it is far from being zero-emission. It also creates the unresolved issue of the #RadioactiveWaste which remains dangerous for tens of thousands to millions of years.

"Keeping the Diablo facility running will only hold back further development of safe and truly low-carbon, low cost renewable sources like solar and #wind energy.

"So why isn’t Diablo Canyon being decommissioned? The short answer is that #capitalism must ensure continued profits for the #InvestorClass.

"SB 846 authorized Diablo’s extension through 2030, and gave PG&E a $1.4 billion loan for the for-profit utility to facilitate the plant’s extension. #GovernorNewsom facilitated another transfer of taxpayer dollars to PG&E through an additional $400 million loan from the state’s general fund, included in the recent budget deal. Critics warn that these 'loans' will never be repaid, meaning residents will be fully subsidizing the Diablo extension – from federal and state tax dollars to our utility fees.

"But there is a way out. SB 846 allows the #CPUC to retire the plant earlier than 2030 if sufficient levels of new renewable zero-carbon energy resources exist, are interconnected, and meet demand, which is the case.

"CPUC has a long track record of serving PG&E’s interests, so intervention by the commission is unlikely. One example of many that demonstrates their close relationship: CPUC is not requiring PG&E to show how much of our utility bill actually goes to the Diablo extension, but instead lumps the cost in with 'public purpose programs,' making it impossible to determine.

"While communities are demanding an early shutdown of Diablo, PG&E is currently applying for a 20-year license renewal from the Nuclear Regulatory Commission [#NRC] for the facility, which is expected to be approved. This would mean customers will foot the bill to keep this dangerous nuclear facility running through 2045, far beyond the original expiration dates of 2024 and 2025.

"CPUC has proven their unwavering support time and again for PG&E’s monopoly control over the state’s energy system at the expense of residents’ safety and affordable rates. The Diablo Canyon nuclear plant is just another mechanism to squeeze ratepayers and line the pockets of shareholders who live far away from the dangers posed by this aging facility. Only a public takeover of this #corrupt utility can win clean, safe and affordable energy for all."

The party said Woo has been on a hunger strike for the past 14 days to protest the Japanese discharge plans.

"Further details from the meeting weren’t immediately available after reporters were asked to leave following opening statements. Closely watched by parliamentary security staff, dozens of protesters shouted near the lobby of the National Assembly’s main hall where the meeting was taking place, holding signs denouncing the IAEA and #Japan."

A review of corruption incidents in the global nuclear industry during 2012-2013 reveals that the Japanese experience is not isolated. Gross corruption is evident in #nuclear technology exporting countries such as #Russia, #China, and the #UnitedStates, and in a number of nuclear technology importing countries. The survey results make clear that national nuclear regulatory regimes are inadequate and that the global regime is virtually completely ineffective. Widespread corruption of the nuclear industry has profound social and political consequences resulting from the corrosion of public trust in companies, governments, and energy systems themselves."

"Nuclear regulators said Wednesday they will again halt a safety assessment of an offline central Japan reactor after its operator repeatedly submitted documents containing errors, further prolonging a process toward resumption that has already taken years.

"Japan Atomic Power Co. has been seeking approval to reboot the No.2 unit at the #Tsuruga plant in #Fukui Prefecture under stricter regulations imposed following the 2011 #Fukushima #NuclearPowerPlant disaster, but its application has been fraught with mistakes and #DataTampering.

"The Nuclear Regulation Authority considered forcing the operator to withdraw its safety review application, but it ended up deciding on another suspension, citing how restarting the process all over the again would only burden the regulator.

"While public concern over the safety of nuclear facilities lingers following the Fukushima disaster, triggered by a massive quake and tsunami, the government is pushing the use of nuclear power as part of efforts to secure a stable electricity supply amid the war in Ukraine.

"Among the more than 30 existing nuclear reactors in Japan, 10 have resumed operations after clearing the post-Fukushima disaster safety hurdles, while 10 are still under examination by the nuclear watchdog, according to government data.

"The Tsuruga nuclear power plant is a two-unit complex, with the No. 1 reactor set to be scrapped. Japan Atomic Power submitted the safety review application for the No. 2 unit in 2015.

"In 2019, the nuclear regulators found over 1,000 inaccuracies in the documents submitted for measures against #earthquakes and #tsunamis, followed by revelations in February 2020 that the operator had rewritten data analyzing a drilling survey conducted on an area below the Tsuruga complex premises without approval.

"After a two-year suspension of the safety review, assessments restarted but they have remained at a virtual standstill as the regulators discovered errors in the locations given for geological features over the past months.

"In quake-prone #Japan, building #NuclearPlants or other important facilities directly above active faults is prohibited.

"Geological experts for the Nuclear Regulation Authority previously stated that a fault running underneath the No. 2 reactor was active, although #JapanAtomicPower has rejected the claims."

"Although the International Atomic Energy Agency approved the 30-year water release plan, scientists and civilians in nations bordering the Pacific Ocean have questioned the safety of the plan, especially as it relates to seafood.

"In a press release approving of the plan, the IAEA stated, 'the discharges of the treated water would have a negligible radiological impact to people and the environment.'

"#PaulDorfman, member of the Irish Government Environmental Protection Agency Radiation Protection Advisory Committee and chair of Nuclear Consulting Group, explained that some scientists have questioned IAEA’s approval of the water release.

"'I and others are concerned by IAEA’s attitude,' Dorfman said. 'Normally even low levels of radioactive pollution will find its way into local seafood, one way or another.'

"In 2020, #Japan exported 332,926 kilograms of frozen scallops to the U.S. Japan exports many fish products to the U.S.

"Samantha Valeriano, a psychology student from Hawaii, said she eats seafood about once a week. She does not often think about where her food comes from but wants to be more cautious following the nuclear water release.

"'I think I would be a little more cautious of what I ate, checking labels a little bit more,' Valeriano said. 'I would be conscious of what I ate and where it came from.'

"As the People’s Republic of #China has imposed bans of Japanese fish exports, the #USA has supported the Japanese market by increasing fish purchases.

"In a press release, the #UnitedStates Embassy and Consulate in Japan explained that military bases in Japan will carry Japanese seafood as a way to buoy up seafood markets and undermine the PRC’s ban.

"'United States elected representatives and senior government officials have stood in solidarity with Japan during this baseless ban,' the statement said. 'Another step to help provide additional sales to counter the ban was to start selling Japanese seafood at the U.S. military facilities in Japan, both through the commissaries and mess halls.'

"According to the statement, government officials like former speaker #KevinMcCarthy ate seafood from Japan as a testament to Japan’s safety standards.
However, other U.S. agencies, like the National Association of #MarineLaboratories question whether accurate research was conducted by the IAEA and Japanese Government to determine safety of seafood products.

"They explain that the lack of data on potential health impacts is a cause for serious concern.

"'Many of the #radionuclides contained in the #accumulated waste cooling water have half-lives ranging from #decades to #centuries, and their deleterious effects range from #DNADamage and #cellular stress to elevated #cancer risks in people who eat affected marine organisms, such as #clams, #oysters, #crabs, #lobster, #shrimp and fish,' the statement reads. [Not to mention all the critters that feed off them! Bioaccumulation works up the food chain!]

"Eve Nagareda, medical laboratory science major from Hawaii, shared she wants to avoid seafood from dumping grounds even if levels are considered safe.

"'I think I would try to go as far as possible from it,' Nagareda said.

"Kylee Wasano, pre-communications disorders student from Oahu, agreed. She explained she feels that she might already be consuming contaminated seafood.

"'I feel like I already am eating that, and I just don’t know,' Wasano said. 'Anything that could expose you to (radiation) you should be considerate about.'

"As organizations weigh safety concerns, scientists turn to the water release process to determine potential effects."

"The press have repeated a statement initially peddled by #TEPCO, that this contaminated water only includes #tritium. This is untrue, and tritium is not without its own risks. The water being discussed has been through the various filtration systems on site used to remove #radioactive #isotopes. Each system removes some of the radioactive elements in the water. ALPS is the last of these systems. It can remove much of the remaining contamination but not all of it, some radioactive contamination remains in this water.
