I heard the new Maine Turnpike Authority director on WMPG earlier today. It sounds like they are going to have MDOT push the connector through -- rather than build #LightRail or a #RapidTransitBusSystem or safer #BikeLanes! smh...

The bill follows the authority’s announcement in March that it enlisted the Maine Department of Transportation to consider alternative solutions to commuter traffic congestion west of Portland. Neither agency has said the connector proposal has been dropped entirely."

    "The Scarborough Land Trust is expanding its green footprint in Western Scarborough with the addition of a 130-acre parcel to the Silver Brook Preserve at 65 Hanson Road.

    "This is a sizable boost to the preserve that was previously made up of a 19-acre parcel purchased in 2001 and an 18-acre parcel purchased in 2024. And it expands the contiguous block of conserved land in the area to 943 acres, 600 of which are within the SLT’s stewardship.

    " 'It really rounds out 25 years of conservation efforts,' said Christine Labaree, president of the land trust’s board of directors.

    "The Silver Brook Preserve is home to a variety of wildlife including wild brook trout, spotted turtles, deer, bobcats, bats and maybe even a black bear or two.
    And the land directly abuts #BroadturnFarm, a 434-acre parcel under the SLT’s stewardship complete with a working farm and wooded trails — the spot where Andrew Mackie, executive director of the land trust, and Labaree met on a hot and sticky afternoon.

    "While walking along the #MapleSugarTrail by the edge of an open field full of tall grasses speckled with trees, Mackie said that the Silver Brook Preserve is across the tree line in the distance. Plunging deeper in the woods, past a still brook surrounded by a canopy of green, he pointed to a tree that bore a sign for the Stonewall Loop, a 1-mile trail in the Western corner of the property.

    "Mackie explained that the land trust plans to extend that loop into the Silver Lake Preserve property, adding about 2 miles of trails and parking onto the new parcel within the next two years.

    "Right now, the Silver Brook Preserve is open to the public for activities like hiking, skiing, snowshoeing, wildlife observation, hunting and fishing, and Mackie said that the land trust is still figuring out a lot of the policies for the preserve, like whether dogs will be required to be leashed.

    "Western Scarborough isn’t the only area in town where the land trust is working to 'seed and grow' its conserved areas. There are 500 acres of contiguous conserved land in Pleasant Hill, made up of the 187-acre #PleasantHillPreserve and 300-acre #RachelCarsonNationalWildlifeRefuge. And #WarrenWoods, which was originally 162 acres in 2012, is now 313 acres, with plans in the works to connect trails to The Downs.

    " 'The goal is that every neighborhood in Scarborough has opportunities to have access to open land,' Labaree said. The land trust is working with the town to achieve its goal of '30 by 30' — to preserve 30% of its land by 2030. According to Labaree, the town is currently at 23%.

    "And Mackie said that these larger land parcels are more attractive in the long term because they are more ecologically sustainable, provide varying habitats for #wildlife and are easier to maintain."

    "The primary purpose of an Agricultural Conservation Easement is to protect the agricultural soils, agricultural viability, and agricultural productivity of a property in perpetuity by limiting non-agricultural uses of the property.

    What is it?

    "It is a voluntary, legally recorded permanent deed restriction place on the property. The easement or 'development right' may be donated or sold (or a combination of the two) usually to a land trust which then holds (and manages) the easement. Land protected from development with an easement remains in private ownership.

    Agricultural easements help farmers balance goals of:

    - generating revenue for farming or retirement;
    - making their land more affordable to future farmers;
    - keeping their farmland in farming;
    - maintaining a treasured legacy of #SustainableFarm #stewardship.

    "Agricultural conservation easements are private transactions, entered into for perpetuity, and thus harder to undo compared to other land protection land use strategies.

    "The process can take some time to negotiate and carry out. The cost of buying easements on a significant scale can be prohibitive. It is also important that the 'holder' of the easements has the capacity to ensure that the agricultural land is managed as intended.

    "We’re excited to share that late last year, MFT closed on an easement on the Lindon Farm in Hollis, a 42-acre farm owned by Don and Linda Marean. The Mareans generously donated the full value of the easement towards the stewardship of the farm, which they have used as a horse farm since they purchased it 35 years ago. The fields have been used for pasture and to grow hay, and while currently set up as a horse farm, the farm’s infrastructure has great potential for livestock operations or other ventures down the line for future farmers of the property.

    "With very few commercial farms left in the town of Hollis, the preservation of this piece of farmland holds much potential for supporting the local economy and farming landscape in the surrounding area. As a former state rep and past chair of the Land for Maine’s Future board, Don has long been invested in the future of Maine agriculture, and we’re grateful to the Mareans for donating the easement to protect their farm for future generations.     "The U.S. Department of Agriculture is ending two national programs that help food banks and schools in Maine — and around the country — purchase produce from local farmers.

    "USDA told Maine officials and partners late last week that it has terminated the Local Food Purchase Assistance Program. It helped #GoodShepherd Food Bank buy produce from about 100 Maine farmers, which is then distributed to local food banks around the state.

    "'That program is incredibly important to the state of Maine, both in food today — food that we source and distribute today — and in food tomorrow, which is the economic viability for those 100 #farmers and for our partner agencies to experience fresh, nutritious produce," said Good Shepherd President Heather Paquette.

    "At the same time, Paquette said the food bank recently learned that USDA will stop delivering about 1 million pounds of food through the Emergency Food Assistance Program to Maine. Those deliveries are on hold for Good Shepherd — and food banks around the country — through at least June.

    "Paquette said the USDA delivery represented about 20% of food that Good Shepherd moves around the state.

    "The cuts — both to government food deliveries and to funds that Good Shepherd used to buy local produce — are concerning, Paquette said, because more Mainers are experiencing #FoodInsecurity.

    "Our need is up every year," she said. 'This year we distributed 10% more food cases than we distributed the year before that, and that year was 10% over the [prior] year. So we're experiencing double-digit need increase in the state of Maine.'

    "A spokesperson for the Maine Department of Agriculture, Conservation and Forestry said the state received about $1.3 million for the Local Food Purchase Assistance program.

    "USDA has also terminated the Local Food for Schools program, which provided more than $720,000 last year to Maine schools. Schools used those funds to buy food directly from local farmers to serve in their cafeterias.

    "The program provided a big boost to the state's farmers, because more than 100,000 students eat at Maine schools every day, said Anna Korsen of the food security non-profit Full Plates Full Potential.

    "'That has a huge impact on local economies, on #SmallFarms, and it's just better for kids," she said. 'The food's healthier, they're getting fresh, local foods in the school cafeteria.'

    "A spokesperson for Maine's Department of Education said the state was expected to receive nearly $2.8 million for the Local #FoodForSchools program over the next three years. The funding was supposed to be disbursed later this spring.

    "Maine still has a statewide local food purchasing program for schools. But Korsen said the federal program provided more purchasing power for Maine schools. In 2023 before Maine received federal #LFS funding, schools in the Pine Tree State spent just more than $168,000 on local food, Korsen said.

    "These USDA programmatic cuts are separate from those that the department is making at the University of Maine System [which were just reversed]. And unlike those impacting UMaine, the termination of USDA's local purchasing programs affects food banks and schools around the country."

    "The project would have built a new highway from South Portland to Gorham, with the goal of easing heavy road congestion.

    "The MTA paused the project last year after receiving backlash from local residents.

    "The project would have required the demolition of nearly a dozen homes and confiscation of #farmland."

    "'There was a lot of concern, and people wondered if it's the right-sized tool for the job, a lot of people have concerns that, building another highway, there's concerns that it will just fill up,' MTA Director of Communications Erin Courtney said.

    The 6-1 vote on the resolution follows increasing opposition among town residents to the controversial $331 million, 5-mile highway, which would affect 35 property owners in town.

    "The vote was not unexpected; a majority of councilors had voiced support for the resolution at a meeting last month.

    "Myles Smith, a member of the #MainersForSmarterTransportation group that organized a rally outside Town Hall Wednesday night, commended the council for taking up the resolution.

    "'We’ve heard a lot of people say, ‘There’s nothing we can do about this project,’ ‘It’s a done deal,’ or ‘It’s decided by the state,’ ' Smith said. 'But that’s not true. When people come together and stand up for what they believe in, and our elected leaders listen to their concerns, we can make changes that people want to see in their community.'

    "The resolution rescinds the council’s support for the connector, citing the failure of the #MaineTurnpikeAuthority to fulfill the terms of its agreement with Scarborough and three other communities, as well as town residents’ widespread opposition to the project.

    "The resolution is not binding on future councils and leaves open the possibility of collaborating with state and regional transportation groups to resolve traffic issues should such efforts garner significant public support.

    "The Maine Turnpike Authority, Scarborough, Gorham, South Portland and Westbrook signed an agreement in May 2022 pledging support for the project. While those other communities have not officially considered withdrawing their support, officials in the other municipalities have been watching the Scarborough council’s deliberations closely as public opposition to the project mounts.

    "The project, estimated to cost at least $331 million, was proposed by the turnpike authority to alleviate traffic congestion through the Gorham area and has been contentious from the outset.

    "The four-lane, 5-mile connector would stretch from Route 114 at the Gorham Bypass into Scarborough with interchanges at County and Running Hill roads before linking up with Interstate 95 at Exit 45 in South Portland. It’s designed to alleviate traffic in other parts of those communities, such as on Route 114 and Route 22, which provide connections to the highway.

    "According to a turnpike authority presentation to the Scarborough council in February, about 50 landowners would be impacted by the project via easements, 35 of them in Scarborough. The connector also would weave through #wetlands in the northern portion of town, sparking #environmental concerns.

    "A grassroots coalition, Mainers for Smarter Transportation, organized the meeting. It has more than 11,000 signatures on a petition to halt the connector, according to its website m4st.org.

    "#SmarterTransportation volunteer Myles Smith of Portland said the connector could cost upward of $400 to $500 million and quality of life suffers when new roads are constructed. '#Highways often lead to #sprawl, Smith said.

    "Two ways to solve transportation problems, Paul Drinan, who is a member of Westbrook Recreation and #Conservation Commission, said, are #RapidTransit and active transportation such as #bicycling and #ElectricScooters.

    The proposed 4.8-mile connector would link the Bernard Rines Bypass in Gorham to Turnpike Exit 45 in South Portland. It is aimed at easing bumper-to-bumper, rush-hour congestion in the routes 22 and 114 commuter corridor through #GorhamMaine, #ScarboroughMaine and #WestbrookMaine. The connector alignment would cut a 50-acre swath through historic #SmilingHillFarm.

    "Retired Gorham tax assessor Mike D’Arcangelo said Maine is a tourist mecca and the state’s beauty needs protection. 'Are we going to put in a forever, four-lane highway?' he said.

    "A coalition of #environmental, planning and #transportation groups is advocating for alternatives to the controversial Gorham Connector project.

    "The #MaineTurnpikeAuthority has proposed a toll road that would run from Exit 45 in South Portland through Westbrook and and Scarborough to the #GorhamBypass at Route 114. Turnpike authorities have said the 4.8-mile, four-lane highway would significantly reduce traffic congestion [by a whole 10 minutes, according to MTA's own study!!!].

    "But the coalition, known as #MainersForSmarterTransportation (#M4ST), is out with a report this week that details a long list of recommendations for reducing congestion in the region.

    "'Simply replacing some of the existing traffic lights with #roundabouts would reduce congestion and reduce #GreenhouseGas emissions,' said #PaulDrinan, active transportation director for the #BicycleCoalitionOfMaine, which is part of Mainers for Smarter Transportation. 'We could also convert some of the old traffic lights with what they call smart lights.'

    "Other recommendations include improving the shoulders along nearby roads and adding #BikeLanes. Drinan said the group is also urging the Turnpike Authority to delay the Connector project for at least two years, so that a #RapidBusTransit plan developed by the Greater Portland Council of Governments can take shape.

    "The group also believes outdated and flawed traffic data are being used make the case for the project."

    "On July 17 at 5:30 p.m. the Town Council held a workshop to discuss the potential referendum questions for this November’s ballot. One of these questions includes a request to replenish the land bond fund. The land bond fund is a town fund that was created in 2000 for the purpose of purchasing land for conservation. Unlike what a traditional bond referendum looks like, the land bond does not have an immediate impact on taxpayers, as it authorizes future bonding for land conservation.

    "Scarborough voters have overwhelmingly supported every land bond referendum that has come forward since the creation of the land bond fund. The town has contributed $7.5 million towards the acquisition of land for conservation in this 24-year span. Scarborough’s commitment to land conservation has helped successfully obtain grants from the federal and state government and attract donors and matching funds from organizations like the #ScarboroughLandTrust, #LandForMainesFuture and the #MaineFarmlandTrust. These partnerships have led to conservation and preservation of land throughout the town, including #PleasantHillPreserve, #WarrenWoods, #FullerFarm, #BroadturnFarm and #SilverBrookPreserve.

    "As of today, there is approximately $14,000 remaining in the town’s land bond fund. With a Town Council goal to conserve 30% of Scarborough land by 2030, more funds are needed. There are many public and economic benefits to land conservation that make this goal so important for Scarborough. The No. 1 concern expressed by our community in the recent survey was the rapid pace of growth and expansion. By conserving land, not only are we protecting our natural resources from development and preserving drinking water and water quality in our rivers, streams and marsh, we are also providing open space for our residents and visitors to enjoy.

    "Historically, conserving land is cost neutral to a town budget, while residential development adds more to a town’s cost of services and infrastructure beyond the tax revenues it receives. As one of the fastest growing communities in the state, it is even more important for us to act now to protect our natural resources and maintain the open space that has attracted residents to Scarborough.

    "The request before the Town Council is for a $6 million replenishment of the land bond, which accounts for the rising cost of land and the town’s 30×30 goal. This recommendation comes from the town’s Parks and Conservation Land Board, which is responsible for evaluating the applications the town receives for land bond funds. The board has developed a detailed acquisition evaluation process for properties, based on factors such as size, preservation of natural resources, location to habitat, public access and creating connectivity.

    "Most recently the board recommended, and Town Council approved, the use of $800,000 towards the preservation of an additional 130 acres at Silver Brook Preserve in western Scarborough. This recent Silver Brook Preserve expansion now connects 813 acres of continuous conserved land between Scarborough, #SacoMaine and #BuxtonMaine. With no further funds available in the land bond, the town may miss opportunities like Silver Brook Preserve in the future. The town is also currently in the process of developing an Open Space Conservation Plan. This plan will guide and prioritize land conservation efforts. With no funds in the land bond, we will be unable to act on the land conservation recommendations from this plan.

    "Scarborough is a leader in land conservation. No other town in Maine has spent as many local dollars on conserving their natural resources. I will try to continue our leadership in land conservation by encouraging my fellow councilors to support placing this $6 million land bond on the November ballot.     "'Obviously, this setting is not perfect for the farming system,' D.K. Lee, a professor of crop sciences at the University of Illinois Urbana-Champaign, said about the narrow space between solar panel arrays.

    "But this experimental station called #SolarFarm 2.0 could help UIUC scientists determine whether the marriage between Midwestern agriculture and solar power will be a happy one. Researchers are piloting how crops such as grains and #soybeans used primarily to feed livestock grow with solar panels obstructing their full view of the sun. The counterintuitive practice is called #agrivoltaics, a nascent industry that partners solar developers looking for large plots of land and farmers looking to make additional income.

    "That’s why two parallel experiments are underway here to find out what can grow and thrive under solar panels. To hit the ambitious clean energy targets set by state and federal officials, solar power will have to increase close to seven times over current capacity by 2035. That will mean millions of acres devoted to solar power — many of which could be in America’s #farmlands. But to make sure that agricultural communities aren’t left behind by the clean energy transition, scientists want to know what it will take for life to persist beneath solar panels — potentially a first step for farmers and solar power to co-exist.

    "'We can only farm about 70% of the land here,' said Bruce E. Branham, professor of horticulture at UIUC. 'So we’ve got 30% of the land that would be farmed in full sun that is just vacant.'

    "But in just two years and despite physical constraints, initial findings suggest that the #sorghum grain could be a promising crop to grow alongside solar panels. Branham said that so far it appears that combining sorghum with solar panels has resulted in a 59% increase in efficiency. And wildlife, including #birds and #bees, are flocking to the improved habitat. It’s a good start, but there’s still ways to go before solar farms like these are generating serious energy.

    "'This is a 54-acre site, and we’re getting 12 megawatts,' Banham said. 'A lot of power plants are much, much greater than that.'

Researchers are piloting how crops such as grains and #soybeans used primarily to feed livestock grow with solar panels obstructing their full view of the sun. The counterintuitive practice is called #agrivoltaics, a nascent industry that partners solar developers looking for large plots of land and farmers looking to make additional income.

    "That’s why two parallel experiments are underway here to find out what can grow and thrive under solar panels. To hit the ambitious clean energy targets set by state and federal officials, solar power will have to increase close to seven times over current capacity by 2035. That will mean millions of acres devoted to solar power — many of which could be in America’s #farmlands. But to make sure that agricultural communities aren’t left behind by the clean energy transition, scientists want to know what it will take for life to persist beneath solar panels — potentially a first step for farmers and solar power to co-exist.

    "'We can only farm about 70% of the land here,' said Bruce E. Branham, professor of horticulture at UIUC. 'So we’ve got 30% of the land that would be farmed in full sun that is just vacant.'

    "But in just two years and despite physical constraints, initial findings suggest that the #sorghum grain could be a promising crop to grow alongside solar panels. Branham said that so far it appears that combining sorghum with solar panels has resulted in a 59% increase in efficiency. And wildlife, including #birds and #bees, are flocking to the improved habitat. It’s a good start, but there’s still ways to go before solar farms like these are generating serious energy.

    "'This is a 54-acre site, and we’re getting 12 megawatts,' Banham said. 'A lot of power plants are much, much greater than that.'

    "In all, Solar Farm 2.0 produces close to 1% of the generating power of the #ClintonPowerStation, a #NuclearPowerPlant just a 45 minute drive east. But for Banham and others, this presents an opportunity to combine Midwestern row crops with solar power to generate enough energy to compete with #FossilFuels and other clean energy alternatives."

    "While proponents tout the toll-road Gorham Connector as promising to shorten commutes and relieve traffic pressure in #GreaterPortlandMaine, there has already been substantial pushback to the concept. Regardless of how much (or for how long) travel-based advantage the new roadway might bring, as proposed it will have pronounced, unambiguously negative effects to the area.

    "Maine is known for its sense of place. Many components contribute to what makes the state unique and desirable. Among these is the built environment, such as the 13th-generation Smiling Hill Farm in Westbrook, which the proposed route threatens to erode, if not entirely extinguish, as an economically viable vestige of Maine’s once robust agricultural heritage. Others have amply sounded the alarm about this issue.

    "But the route introduces other threats to the more naturalistic landscape. Starting at #SmilingHillFarm and running south-southeasterly to I-295 is a five-mile section of Red Brook that mostly nestles in #DenseForest. Between County Road and Running Hill Road, in particular, Red Brook occupies one of the few contiguous #undeveloped #Riverine stretches in #SouthernMaine. While unassuming in scale, Red Brook is nevertheless remarkable for supporting one of the last remaining native populations of #BrookTrout in this part of the state.

    "The proposed road will immediately abut the river, sitting nearly on its banks, for as much as a mile south of the County Road Interchange. This will degrade habitat, destroying the trees whose overhanging foliage provides shade and cooling effects for these temperature-sensitive fish and creates shelter from predators. It will make barren riparian shoreline that supports the aquatic and terrestrial insects that provide the primary trout food sources. The road itself will also contribute oil, salt and other #runoff to the river, #polluting the water. As a result of these factors, this connector will likely #exterminate this population of brook trout.

    "Why should we care about a small river and its brook trout? Although this is not the official state fish, the fishing community widely considers it the prize species to catch, with so-called wild populations assuming even more cherished status. Brook trout provide a link across generations and cultural traditions and belong to everyone. Human inhabitants of Maine – from the original #Wabanaki to European colonists to modern Americans – have been catching these 'native' fish for millennia. Other parts of Maine, especially further north and west, have healthy native brook trout fisheries, making Maine highly regarded nationally as a destination to catch them.

    "The fact that Red Brook, in the heart of #GreaterPortland, belongs to this orbit is no small feat. Most of the area’s waterways have already succumbed to habitat loss, development, predatory introduced species, warming temperatures and increased flooding due to #ClimateChange. Red Brook provides an opportunity for future #Mainers who might not have access to brook trout streams further afield to enjoy this natural amenity. Even if you do not care about fishing, this road promises to annihilate a population of one of our state’s heritage species, as well as its scenic habitat that also contributes to #Maine’s sense of place.

    "#PeterMills, the executive director of the #MaineTurnpikeAuthority, claims his organization has 'gone to great lengths to minimize impacts to Red Brook,' but clearly it hasn’t gone far enough under the current proposal. There are yet solutions.

    "Citizens can express concerns at a hearing planned for March or via the Maine Turnpike Authority’s online portal. If the connector is to be built, planners need to re-route to establish a buffer zone between the connector and river – even a few hundred feet would have a positive impact. While less ideal than a complete reworking of the route, this would at least retain the primary shoreline flora and fauna and allow for run-off infrastructure. And we could re-route the road to save Smiling Hill Farm at the same time. Or better yet, we could re-consider the whole project’s merit entirely."
