A Major Court Win for IMLS, Libraries
Trump and his administration are barred from dismantling the Institute of Museum and Library Services, thanks to a judge’s ruling.

U.S. District Court Chief Judge John J. McConnell ruled in favor of 21 state attorneys general suing Donald Trump over the dismantling of the Institute of Museum and Library Services (IMLS) and several other small federal agencies. This permanent injunction means that the Trump administration cannot do further harm to the IMLS.
McConnell wrote in the first paragraph of his decision:
By now, the question presented in this case is a familiar one: may the Executive Branch undertake such actions in circumvention of the will of the Legislative Branch? In recent months, this Court—along with other courts across the country—has concluded that it may not. That answer remains the same here.
On March 14, the Trump administration announced via an Executive Order that the only federal agency dedicated to public libraries and museums, the Institute of Museum and Library Services (IMLS) would be dismantled. Since that time, employees have been laid off and federal funding has been revoked and reinstated nationwide. The Trump-appointed acting director of the agency, Keith Sonderling, made clear that the purpose of the agency going forward would be state propaganda.
The ripples of these federal decisions have made their way to the state level, with state libraries laying off employees and cuts to public library services at the local level impacted. Two lawsuits (Rhode Island v. Trump and The American Library Association v. Sonderling) were filed against the cuts, both of which remain in the federal courts. A full timeline and look at the impact of the IMLS dismantling can be viewed here.
In making his decision, the judge pointed to the lack of standing the administration made related to the Tucker Act, as well as failure of the administration to act reasonably when terminating grants and IMLS staff. The judge also emphasized that the administration’s decision to dismantle the IMLS was unconstitutional, violating both the “Take Care” and “Separation of Powers” clauses.
McConnell’s decision also pointed to the evidence submitted by the 21 states as proof that the dismantling of the IMLS wasn’t immaterial or imagined:
The Court finds Defendants’ argument unavailing, as the record paints a markedly different picture. For instance, consider the public libraries in New Mexico, New Jersey, Maine, and Oregon that would have to close branches, implement hiring freezes, and/or cease providing services that aim to foster literacy and support learning among its patrons were IMLS to be dismantled. ECF No. 75 at 43-46; ECF No. 92 at 25-26. Or consider the State universities in Hawai‘i, Maryland, and Arizona that would be forced to eliminate their student programming, default on their contracts, and/or terminate their employees absent continued funding from MBDA.22 ECF No. 92 at 24-25. Next, consider the State entities in Rhode Island, Illinois, and Minnesota that face the very real prospect of work stoppage and negotiation impasses should their labor disputes go unresolved without the critical support of FMCS mediators. ECF No. 92 at 26-27. And finally, consider the loss that Michigan, New York, and Wisconsin would suffer without the research-based and community-specific expert assistance that each State’s agencies have continuously relied on in their efforts to support unhoused individuals.ECF No. 75 at 53-55. All this to say: the injuries alleged are to the States themselves and are far more than merely economic or speculative.
We have already seen that services like Interlibrary Loan (ILL) have been directly affected by the loss of IMLS funds. South Dakota shut down ILL services early on the IMLS dismantling, while Iowa saw their courier service slashed from twice a week ro once. Florida lost ILL services statewide on October 1.
The decision in this case applies to grants in all states in the US, not just those whose states brought the case to court. That means the grants available via the IMLS will continue and they will be available to all 50 states. Funding cannot be arbitrarily halted. We saw this happen as three states had their grants canceled–California, Connecticut, and Washington–over the inclusion of the word “equity” in their application.
The administration is also barred from taking further action in dismantling the agency.
“Today’s ruling is a victory for the rule of law and a clear rejection of executive overreach. Congress created the Institute of Museum and Library Services to serve the American people, and no president can erase that mandate by fiat. We are grateful to the 21 plaintiff states who stood up in this case and defended the statutory rights of libraries, museums, and their communities,” said John Chratska, Executive Director of EveryLibrary. “Their courage has not only protected IMLS but also the entire federal framework for access to information, learning, and culture. As Congress resumes work on the FY2026 appropriations bills, we urge lawmakers to fully fund IMLS, especially the Grants to States program, and reaffirm the agency’s role as an essential partner to every library in the nation.”

La complicité de l’ #Allemagne avec #Israël dans le #génocide des #Palestiniens ne se limite pas à des expressions de solidarité avec le gouvernement de droite de #Netanyahou. Le gouvernement allemand joue un rôle central dans l’armement et l’équipement de la machine de #guerre israélienne, qui a détruit de grandes parties de la bande de #Gaza au cours des quatre dernières semaines et tué plus de 10.000 personnes, dont des milliers de femmes et d’enfants. Aujourd’hui, l’armée israélienne intensifie le massacre et reçoit en retour de plus en plus d’armes allemandes.
Selon un reportage de l’Agence de presse allemande (dpa) publié mercredi, qui se réfère à des informations du ministère de l’Économie, le gouvernement allemand a massivement étendu ses licences d’exportation d’armes vers Israël. Le 2 novembre, il avait approuvé des exportations d’un montant de près de 303 millions d’euros, soit près de 10 fois le montant de l’année 2022, qui s’élevait à environ 32 millions d’euros.
La majorité, 185 des 218 licences individuelles délivrées jusqu’à présent cette année, a été délivrée et finalisée depuis le début du massacre israélien à Gaza. Dpa cite un représentant du ministère dirigé par Robert Habeck (Verts) qui a déclaré: «En raison de la situation actuelle», le gouvernement allemand «donne la priorité aux demandes d’exportation d’équipements militaires vers Israël».
Les livraisons spécifiques sont secrètes, mais ce que l’on sait montre clairement qu’il s’agit d’équipements de guerre létaux. Le 12 octobre, le ministère de la Défense a annoncé que le gouvernement avait approuvé une «demande de soutien» israélienne pour des drones de combat. Il s’agit de drones Heron TP de fabrication israélienne, que l’Allemagne avait loués à Israël pour développer son propre programme de drones de combat. Selon le ministre de la Défense Boris Pistorius (Parti social-démocrate-#SPD ), Israël a également demandé des munitions pour les navires de guerre, des gilets de protection, des composants pour la défense aérienne et des équipements de communication, entre autres.
L’Institut international de recherche sur la paix de Stockholm ( #SIPRI ) rapporte également que l’Allemagne a fourni plus de 1.000 moteurs de chars à Israël ces dernières années. Les moteurs ont probablement été installés dans le char de combat principal israélien Merkava-4 et dans les véhicules blindés de transport de troupes Namer. Des moteurs diesel ont également été fournis pour le véhicule blindé de transport de troupes israélien Eitan.
En outre, des sous-marins à capacité nucléaire de la classe Dolphin et des corvettes de la classe Sa’ar ont été livrés à la marine israélienne. S’adressant à la chaîne de télévision européenne Euronews, Zain Hussain, chercheur au SIPRI, a suggéré que l’équipement de guerre allemand joue un rôle central dans le massacre actuel à Gaza. «Selon nos estimations, certains de ces moteurs sont probablement prêts à être utilisés à Gaza», a déclaré Hussain. «Certains navires allemands ont également été mis en service et sont probablement utilisés pour tirer sur des cibles dans la bande de Gaza.
Il ne fait aucun doute que le gouvernement allemand participe directement au génocide avec les livraisons d’armes et qu’il est complice des crimes de guerre les plus graves.
Dans sa lettre de démission du 28 octobre, Craig Mokhiber, chef du bureau de New York du Haut-Commissariat des Nations unies aux droits de l’homme, a qualifié les événements horribles survenus dans la bande de Gaza de «génocide classique». En tant que défenseur des droits de l’homme ayant plus de trente ans d’expérience, il est bien conscient que le terme «génocide» a souvent été utilisé à mauvais escient sur le plan politique. Il a déclaré:
Mais le massacre actuel du peuple palestinien, ancré dans une idéologie coloniale ethno-nationaliste, dans la continuité de décennies de persécution et d’épuration systématiques, entièrement fondées sur leur statut d’Arabes, et associé à des déclarations d’intention explicites de la part des dirigeants du gouvernement et de l’armée israéliens, ne laisse aucune place au doute ou au débat.
Dans la bande de Gaza, «les maisons civiles, les écoles, les églises, les mosquées et les institutions médicales sont attaquées sans raison et des milliers de civils sont massacrés», poursuit Mokhiber. En Cisjordanie, y compris à Jérusalem occupée, des maisons sont «saisies et réaffectées en fonction de la race, et de violents pogroms de colons (sont) accompagnés par des unités militaires israéliennes». L’apartheid règne dans tout le pays, écrit-il.
Mokhiber n’a pas mâché ses mots en ce qui concerne la complicité des puissances impérialistes dans la «destruction accélérée des derniers vestiges de la vie palestinienne indigène en Palestine». Les gouvernements «des États-Unis, du Royaume-Uni et d’une grande partie de l’Europe» sont «totalement complices de cet horrible assaut», a-t-il ajouté.
Ils ont refusé d’honorer leurs obligations conventionnelles, comme le respect de la Convention de Genève. Mais cela va encore plus loin:En fait, ils arment activement l’assaut, fournissent un soutien économique et des renseignements, et donnent une couverture politique et diplomatique aux atrocités commises par Israël. De concert, les médias occidentaux, de plus en plus captifs et proches de l’État, violent ouvertement l’article 20 du Pacte international relatif aux droits civils et politiques, déshumanisant continuellement les Palestiniens pour faciliter le génocide et diffusant de la propagande en faveur de la guerre et des appels à la haine nationale, raciale ou religieuse qui constituent une incitation à la discrimination, à l’hostilité et à la violence.
Cette campagne de diffamation est particulièrement agressive en Allemagne. Huit décennies après le règne de la terreur nazie et les pires crimes de l’histoire de l’humanité, les politiciens de l’establishment et les médias alimentent à nouveau une atmosphère de pogrom afin d’augmenter les armements, de justifier la violence génocidaire et de réprimer la résistance croissante à cette violence. Le comble de la criminalité est que cette politique essentiellement fasciste est poursuivie au nom de la lutte contre l’antisémitisme.
En fait, la classe dirigeante – qui construit une fois de plus un parti fasciste sous la forme de l’Alternative pour l’Allemagne (AfD) – ne se préoccupe pas de protéger la vie des Juifs. Au Moyen-Orient, Berlin poursuit des intérêts géostratégiques et économiques en soutenant Israël en tant que tête de pont impérialiste dans la région. Et en Allemagne même, l’accusation d’antisémitisme sert à établir un régime autoritaire. Tous ceux qui s’opposent au génocide israélien contre les Palestiniens sont qualifiés d’«antisémites» et de «terroristes», même s’ils sont eux-mêmes juifs.
Il est significatif que le gouvernement d’extrême droite de Netanyahou, pour sa part, soutienne le retour du militarisme allemand, qui a mené une guerre d’extermination pendant la Seconde Guerre mondiale et a commis l’Holocauste contre 6 millions de Juifs. Peu avant le massacre israélien de Gaza, Pistorius et son collègue israélien Gallant ont signé un accord pour vendre à l’Allemagne le système israélien de défense antimissile «Arrow 3». D’une valeur de plus de 4 milliards d’euros, il s’agit du plus gros contrat de défense de l’histoire d’Israël.
Pour l’impérialisme allemand, «Arrow 3» est un élément central pour faire de l’Allemagne la plus grande puissance militaire d’Europe, la rendre à nouveau «apte à la guerre» (Pistorius) et la préparer à une guerre à grande échelle de l’OTAN contre la puissance nucléaire qu’est la Russie. Lorsque les forces armées israéliennes ont déployé avec succès Arrow 3 pour la première fois au cours du génocide à Gaza, les médias allemands ont cyniquement célébré cela comme une «bonne nouvelle» et un «test d’endurance» réussi.
La coalition de guerre génocidaire entre Berlin, Tel-Aviv et les autres grandes puissances de l’OTAN doit être stoppée et ses principaux protagonistes – y compris Biden, Netanyahou, Gallant, Pistorius et Scholz – doivent être traduits en justice avant qu’ils ne commettent des crimes encore plus graves et ne plongent le monde dans l’abîme. Cela nécessite l’intensification des manifestations de masse mondiales contre le génocide, le blocage des livraisons d’armes et la lutte pour une grève générale politique de la classe ouvrière internationale sur la base d’un programme socialiste.
