Карл фон КлаузевицДефицит федерального бюджета РФ на фоне высоких процентных ставок естественным образом увеличивает расходы на обслуживание госдолга. Минфин пытается снизить эти расходы тактическими мерами. Но это если и даст эффект, то только тактического характера.
Стратегически же - необходимо добиться первичного структурного профицита. В идеале - сократить расходы бюджета, ибо наращивать фискальное давление уже опасно (можно получить сокращение бизнеса). Но сделать это будет очень и очень трудно...
P.S. Главный риск - фискальное доминирование ( Монетарные власти вынуждены подстраиваться под потребности Минфина (например, финансировать дефицит бюджета через эмиссию денег или удерживать ставки искусственно низкими). Переход к такому фискальному доминированию быстро нарушит устойчивость финансовой системы и вынудит вводит разного рода мобилизационные меры. В пределе - напоминающие таковые в Иране.

Hatte schon etwas böse Ironie in sich: Ein Urgesteine der deutschsprachigen Web-Community muss vom Netz, weil der Unterbau aufgrund von Zeit- und Ressourcenmangel nicht mehr gepflegt werden kann.
