The composition of a Bitcoin network's payment record (blockchain) is ultimately determined by those who continually direct the most (otherwise pointless) computing power toward a new block of transactions seeking legitimacy. This is called "proof-of-work-based payment-validation consensus". A large #cabal of computer processing aggregation can, in theory, dishonestly manipulate the payment history of Bitcoin. Bitcoin enthusiasts argue that greed itself prevents such a cabal from hijacking the entire ecosystem, due to fear of completely destroying the Bitcoin price. The enthusiasts have so far been correct about this.

I don't like to admit it, but every summer there are hours where I run the A/C only because my neighbor is running the dryer and my body can't handle the perfume in the exhaust. (If not for that I'd be able to get enough cooling from windows and fans.)

Yes, for the worse!
Dont get me wrong: properties outside conservation areas are also very energy #inefficient. But, there has been some improvement.
The rate of improvement outside #ConservationAreas is faster than inside. And so, I document that the retrofit gap actually has *widened*.
Conservation area properties are falling behind.
Now, why does that happen?
Well, because the planning restrictions pose additional barriers.
