Belgische kernwaakhond waarschuwt: uitstel locatiekeuze kernafval is onverantwoord

De Belgische nucleaire toezichthouder FANC heeft een ondubbelzinnige boodschap afgegeven: wie de keuze voor een definitieve bergingslocatie voor hoogradioactief kernafval blijft uitstellen, schuift een gevaarlijke en kostbare last door naar toekomstige generaties. Het advies gaat formeel over België – maar de conclusies raken Nederland direct, op een moment dat het kernafvaldossier hier opnieuw politiek actueel wordt.

Het Nederlandse kabinet buigt zich dit najaar over de vaststelling van het Nationaal Programma Radioactief Afval (NPRA), maar concrete keuzes blijven vooralsnog uit. Sterker nog: de overheid houdt nadrukkelijk meerdere beleidsopties open, waaronder de mogelijkheid om kernafval naar het buitenland te exporteren ('duale optie'). Een keuze voor een eigen eindbergingslocatie is daarmee nog lang niet gemaakt.

Tegelijkertijd laat het COVRA-jaarverslag van afgelopen week zien hoe groot de interne spanning in het beleid al is. Waar het ontwerp-NPRA inzet op besluitvorming richting 2050, hanteert COVRA in haar financiële en technische plannen nog steeds een tijdshorizon van eindberging rond 2130. Dat verschil van tachtig jaar is geen detail – het weerspiegelt een fundamentele onzekerheid over wanneer Nederland nu eigenlijk knopen wil doorhakken.

Het FANC is helder over de technische kant van de zaak: diepe geologische berging blijft op dit moment de veiligste en meest verantwoorde langetermijnoplossing voor hoogradioactief afval. De toezichthouder waarschuwt dat langdurige bovengrondse opslag – het model waarop Nederland al decennialang vaart bij COVRA – serieuze nadelen heeft: toenemende risico's, oplopende kosten en een veiligheid die over eeuwen afhankelijk blijft van maatschappelijke en politieke stabiliteit. Kortom: hoe langer gewacht wordt, hoe kwetsbaarder de situatie.

Geologische berging is in Nederland echter politiek uiterst gevoelig. Concrete locaties worden in beleidsstukken angstvallig vermeden, en eerdere discussies over mogelijke regio's stuitten al snel op weerstand. Toch is de logica onverbiddelijk: zonder een tijdig en serieus locatieproces is uitvoering van welk eindbergingsbeleid dan ook simpelweg niet mogelijk.

Zowel het FANC als het Nederlandse ontwerp-NPRA benadrukken dat breed maatschappelijk draagvlak en actieve participatie van burgers en lokale overheden onmisbaar zijn voor een succesvolle aanpak. Op papier is dat een sterk principe. De praktische uitwerking – wie beslist mee, hoe worden regio's betrokken, welke rol spelen milieuorganisaties – moet in Nederland echter nog worden ingevuld. Zonder geloofwaardig participatieproces is draagvlak voor een locatiekeuze bij voorbaat een illusie. Het Overlegorgaan Fysieke Leefomgeving (OFL) is hier in maart mee gestart.

Met de geplande vaststelling van het NPRA, een routekaart eindberging en een participatieplan later dit jaar nadert een beslissende fase in het Nederlandse kernafvaldossier. De vraag is of het Nederlandse kabinet ook daadwerkelijk de stap zet van langetermijnvisie naar concrete keuzes over locatie, tijdpad en uitvoering – of dat het een document blijft vol open einden en uitgestelde beslissingen.

De boodschap uit Brussel is in elk geval helder: uitstel van eindberging is geen neutrale keuze. Elke vertraging vergroot de risico's, drijft de kosten op en verzwaart de rekening voor wie na ons komt. Hoe Nederland die waarschuwing vertaalt naar eigen beleid, zal de komende maanden duidelijk worden.

Just noticed that @mc_wiki's Garamontio font [https://codeberg.org/m-casanova/Garamontio] — which I already considered excellent — has ligatures for "f" followed by an accented "i". The attached image (1) shows the usual "f" and "i" with an acute accent (with the usual contextual substitution disabled), (2) the default Garamontio contextual substitution of the "f" glyph with a narrower one, and (3) the ligature provided by character variant cv51 (examples are magnified 10pt text).

Ligatures (or even contextual substitutions) for this situation are absent from a lot of commercial fonts — I had to create ligatures of my own for Minion 3. And Garamontio is free under the OFL — thank you @mc_wiki!

I have been perusing some beautifully typeset notes for three lectures on logic that @consequently shared recently: https://consequently.org/handouts/whl-l.pdf (sample pages attached)

The document has a very elegant combination of fonts (all freely available under the Open Font Licence):

• Alegraya ht for the body text [https://huertatipografica.com/en/fonts/alegreya-ht-pro];

• Alegraya Sans ht for the sidenotes and headings [https://huertatipografica.com/en/fonts/alegreya-sans-ht];

• AMS Euler for mathematics [exists in various versions, e.g. https://ctan.org/pkg/euler-math].

The layout is compact without being overly dense and the sidenotes are cleanly separated from the main text by colour and font.

I *think* the "ebproof" package [https://ctan.org/pkg/ebproof] was used for the proof trees. (Please correct me if I am wrong, @consequently)

I understand that my own package "marginalia" [https://ctan.org/pkg/marginalia] was used to create the sidenotes — and seeing it contribute in a small way to beautiful results like this is part of what makes package creation worthwhile. :-)

Announcement! A #Java library to control #DMX512 fixtures, optionally using #OpenFormatLibrary (#OFL) JSON files.

After numerous experiments, spending too much money on fancy LED fixtures, and building a test #JavaFX UI, here it is. It didn't take this long because it's extremely complex, but rather because it's a pet project alongside other work and pet projects. 😉

Me fait penser à mes sentiments multipliment partagés en entendant cet ex-étudiante, graphiste, m'expliquer comment elle a décidé de ne pas utiliser la police #Belgika pour une série importante de travaux à cause du problème bien connu de l'apostrophe sexuée non présente. Désir de corriger ça immédiatement sans attendre le reste des modifications, désir de"let it go", désir de d'abord trouver des financements, bleu à l'âme et compréhension en même temps qu'elle ne l'ai pas corrigé elle-même, souvenir de combien ce travail mal expliqué n'a été repris par personne alors que c'est son but sans doute plus encore que d'autres polices, trouble de savoir combien c'est ma chose ou pas, ou celle de #VincentMeessen, co-auteur sans l'avoir touché. Et d'autres ressentis contradictoires encore. Toutes choses où la licence #OFL n'a pas aidé. Et en contraste avec combien la licence libre a été un soulagement pour moi pour solutionner le problème de la publication des fontes #Crickx.
