  1. SBMA Anticipates Rising Shipments of Electric Vehicles

With the increased demand for electric vehicles (EVs) here in the Philippines, the Subic Bay Metropolitan Authority (SBMA) announced that it is anticipating the increase of shipments of the said vehicles at its port.

To put things in perspective, posted below is an excerpt from the official announcement. Some parts in boldface…

The Subic Bay Metropolitan Authority (SBMA) anticipates a rise in electric vehicle (EV) shipments as Subic Bay solidifies its role in the country’s evolving automotive logistics and supply chain sector.

“With its strategic location, well-established port infrastructure, and Freeport designation, Subic Bay provides significant opportunities for businesses involved in importing, exporting, distributing, and handling electric vehicles and related components,” said SBMA Senior Deputy Administrator for Operations and Logistics, Ronnie Yambao.

Recently, the Port of Subic received a shipment comprising 80 brand-new hybrid vehicles and 20 fully electric vehicles (FEVs), marking the first delivery of a renowned EV brand to the area.

These vehicles will be distributed to the consignee’s accredited car dealers within the coming weeks. The consignee aims to increase shipments to over 500 units per week, exceeding 2,000 per month, with projected revenue of PHP 6.8 million monthly.

Strategically located in Central Luzon, Subic Bay provides access to major commercial centers, industrial zones, and transportation networks across the Philippines. Its port facilities and surrounding logistics infrastructure position it as a key gateway for international vehicle shipments, including electric passenger cars, commercial electric vehicles, electric motorcycles, and EV components.

For importers and distributors, the port offers comprehensive cargo-handling capabilities, warehousing, freight forwarding, and customs brokerage services to support the seamless movement of vehicles from overseas manufacturers to Philippine markets. The increasing interest in sustainable transportation is creating new opportunities throughout the EV supply chain. Subic Bay is well-positioned to support various business activities, including the importation of fully assembled electric vehicles from international manufacturing centers.

This growth will also bolster the distribution and warehousing sectors by providing facilities for storage, inspection, inventory management, and distribution services. Additionally, it supports commercial fleet development by facilitating the supply of electric vans, utility vehicles, buses, and other fleet applications.

Subic Freeport can further assist the EV components and battery industry by streamlining the movement of charging equipment, replacement parts, and battery-related products, subject to applicable transport and safety regulations.

“Another significant opportunity lies in re-export and regional logistics, by exploring avenues to consolidate and transfer eligible vehicle shipments to other markets, in compliance with customs and trade regulations,” Yambao added.

The EV industry in the Philippines is experiencing rapid growth. The year 2026 is being heralded as the year of EVs, driven by elevated fuel costs resulting from geopolitical conflicts in the Middle East, and strongly supported by the national government’s thrust to transition from traditional fuel-powered engines to electric vehicles.

EV sales accounted for nearly one in every four vehicles sold nationwide (24.7%) between January and August 2026, a significant increase from 12% in 2025 and just 4% in 2024.

According to the Department of Energy (DOE), 66,685 EVs were sold during the first eight months of 2026 alone. This fleet is predominantly composed of Plug-in Hybrid Electric Vehicles (PHEVs) with 29,649 units, Hybrid Electric Vehicles (HEVs) with 20,716 units, and Battery Electric Vehicles (BEVs) with 16,320 units.

Let me end this post by asking you readers: What is your reaction to this recent development? Do you think the increase of incoming shipments of electric vehicles at the Subic Bay port will somehow create new business opportunities for local entrepreneurs as well as customers?

  2. American Funding Aims to Turn Subic Bay Port into Gateway for planned AI Industrial Hub

In a serious bid to encourage more investments into the Philippines, the United States of America will be providing financial support for feasibility studies on the proposed expansion of the facilities at the port of Subic Bay as well as the establishment of public WiFi access points in key locations, according to a Manila Bulletin news report. These developments point to turning the Subic Bay port into a key gateway for the planned artificial intelligence (AI) industrial hub while improving WiFi access with the nation in mind.

To put things in perspective, posted below is an excerpt from the Manila Bulletin report. Some parts in boldface…

The United States (US) is providing funding support for feasibility studies on the proposed expansion of port facilities at Subic Bay and the establishment of public WiFi access points in a bid to encourage more investments into the Philippines.

The US Trade and Development Agency (USTDA) said on Thursday, Sept. 10, that it will provide a grant to ship repair firm Subic Drydock Corp. (SDC) for a feasibility study to advance the expansion of a key port ship repair facility.

SDC will secure the services of a California-based engineering consulting firm to conduct the study, according to the USTDA.

The study is expected to support the technical and engineering design to expand SDC’s existing berth within the Subic Bay Freeport Zone to accommodate larger vessels.

The expanded capacity will help meet the growing demand for ship repair and maintenance services, reinforcing Subic Bay’s strategic role in the Luzon Economic Corridor (LEC).

Subic Bay is one of four major economic hubs within the LEC that is set to play a critical role in the corridor’s economic development.

Established by the Philippines, US, and Japan, the LEC intends to enhance connectivity between Subic Bay, Clark, Manila, and Batangas, which account for approximately 50 percent of the country’s gross domestic product (GDP).

Earlier, the Port of Subic Bay was designated as the “preferred maritime gateway” for the planned artificial intelligence (AI) industrial hub in New Clark City.

The port is expected to handle the import, export, handling, storage, and transport of the inputs necessary to support the advanced manufacturing operations in the industrial hub.

Meanwhile, the USTDA will also provide a funding grant to Uy-led ComClark Network and Technology Corp. for the proposed creation of a nationwide network of public WiFi access points.

ComClark has selected California-based advisory services firm Connectivity Capital LLC to conduct the feasibility study, the agency said.

The study covers the pilot implementation of AI-enhanced WiFi access points at six sites to determine market demand, technical requirements, commercial feasibility, and financial projections.

The USTDA said the findings of the study would help lay the groundwork for a potential deployment of the access points at nearly 8,000 locations by 2030, which is expected to widen access to reliable connectivity in the country.

USTDA Deputy Director Thomas Hardy said funding support for the two feasibility studies helps reinforce the US’ commitment to supporting the Philippine government’s and private sector’s infrastructure priorities.

Let me end this post by asking you readers: What is your reaction to this recent development? Do you welcome the American funding for the Subic Bay port facility improvements as well as the enhancement of public WiFi access? What is your opinion about the economic potential of the Luzon Economic Corridor?

  3. SBMA Releases Almost P220 Million Revenue Shares To Olongapo City And Other Local Government Units

The Subic Bay Metropolitan Authority (SBMA) announced that it has released almost P220 million in revenue shares to the City Government of Olongapo and seven other local government units (LGUs).

To put things in perspective, posted below is an excerpt from the SBMA’s official announcement. Some parts in boldface…

The Subic Bay Metropolitan Authority (SBMA) released a total of PHP 218,115,671.26 in revenue shares to eight local government units (LGUs) contiguous to this premier freeport zone.

SBMA Chairman and Administrator Eduardo Jose L. Aliño said that this amount released on Tuesday, July 21, 2026, represents the revenue shares for the first semester of 2026, which is 10.24 percent higher than that of last year’s comparative period.

The recipient LGUs are Olongapo City, the municipalities of Subic, San Marcelino, Castillejos, and San Antonio in Zambales, and the towns of Dinalupihan, Hermosa, and Morong in Bataan.

Taking into account the population and land area, Olongapo was allocated the largest amount of PHP 50,420,165.72, received by Olongapo City Mayor Atty. Rolen Paulino, Jr. This was followed by Subic, Zambales, which received PHP 32,871,521.46, accepted on behalf of Mayor Jonathan John Khonghun.

The remaining LGUs received their allocations as follows: Dinalupihan, Bataan, with PHP 27,438,313.68, accepted on behalf of Mayor German Santos, Jr.; San Marcelino, Zambales, with PHP 26,272,445.97, received by Mayor Elvis Soria; Hermosa, Bataan, with PHP 23,422,520.27, accepted on behalf of Mayor Atty. Anne Adorable-Inton; Castillejos, Zambales, with PHP 19,817,470.23, received on behalf of Mayor Jeffrey Khonghun; Morong, Bataan, with PHP 19,340,287.10, received on behalf of Mayor Leila Linao-Muñoz; and San Antonio, Zambales, with PHP 18,532,946.83, received by Mayor Dr. Arvin Antipolo.

The LGU shares are sourced from five percent corporate taxes paid by business locators in the Subic Bay Freeport. They are distributed among LGUs based on population (50%), land area (25%), and equal sharing (25%).

OIC-Deputy Administrator for Finance Editha Marzal, along with the finance team, led the distribution of the LGU shares.

Marzal noted that the net shares distributed to the LGUs include not only the current collection period’s allocations but also the 10 percent retention withheld during the first semester of the 2024 distribution.

Let me end this post by asking you readers: What is your reaction to this recent development? Do you see the increased amount of revenue shares as a sign of better economic activities and finances within the Subic Bay Freeport Zone? Do you think the revenue shares would be higher once the Luzon Economic Corridor (LEC) and Pax Silica activities finally start economic activities in the near future?

  4. SBMA And BCDA Agree To Use Port Of Subic Bay As Maritime Gateway For Pax Silica

The Subic Bay Metropolitan Authority (SBMA) announced that it has sealed a formal agreement with the Bases Conversion and Development Authority (BCDA) to make the Port of Subic Bay the preferred maritime gateway for Pax Silica.

Launched in late-2025, Pax Silica is a United States-led strategic coalition to secure the global supply chains for artificial intelligence and semiconductors. Pax Silica was designed to counter China’s dominance in technology manufacturing and earth minerals.

To put things in perspective, posted below is an excerpt from the SBMA’s official announcement. Some parts in boldface…

The Subic Bay Metropolitan Authority (SBMA) and the Bases Conversion and Development Authority (BCDA) have agreed to make the Port of Subic Bay the preferred maritime gateway for the Pax Silica initiative.

The partnership was confirmed in the signing of the Memorandum of Understanding (MOU) between SBMA Chairman and Administrator Eduardo Jose L. Aliño and BCDA President and CEO Joshua M. Bingcang at the Bonifacio Technology Center in BGC, Taguig City, on July 20, 2026.

“Having the Port of Subic Bay as the preferred maritime gateway for Pax Silica Operations within the Luzon Economic Corridor is a great honor for the SBMA. It is, in fact, a crowning recognition of the invaluable role the Port of Subic Bay can play, on par with the initiatives to support the National Government regarding Pax Silica,” Aliño said.

“As part of the Luzon Economic Corridor, Subic Bay’s deep-water port and shipyard facilities are designed to transport raw materials like nickel and copper quickly, and processed tech goods between the port and the AI-native Economic Security Zone, or ESZ, in New Clark City,” he added. Meanwhile, Bingcang highlighted that the Port of Subic Bay offers a strategic advantage for the Pax Silica initiative. It serves as a critical gateway that enables the efficient movement of raw materials into the country and the timely delivery of finished products to customers,” PCEO Bingcang said. It serves as a critical gateway, enabling the efficient movement of raw materials into the country and the timely delivery of finished products to customers.

He added that the partnership advances the Marcos administration’s whole-of-government approach to infrastructure development and investment promotion, while reinforcing the Luzon Economic Corridor through stronger integration of ports, industrial hubs, and emerging technology ecosystems that will generate quality jobs and long-term economic opportunities for Filipinos.

Also present during the signing ceremony were SBMA Senior Deputy Administrator for Operations Ronnie Yambao and BCDA Senior Vice President for Legal Services Atty. Diana Joyce N. Basco-Galera.

This partnership requires the SBMA to identify and evaluate specific land and port areas under its jurisdiction that can be strategically leveraged for the Pax Silica initiative. It also involves evaluating the infrastructure, utilities, logistics, and port support requirements for Pax Silica.

The partnership would also include the assessment of land use compatibility and traffic connectivity with existing and planned master development plans of both economic zones; exchange of non-confidential information relevant to infrastructure planning and operational coordination.

Both the BCDA and the SBMA would also conduct market sounding, logistics demand analysis, potential development phasing, and explore possible modes of cooperation or future project structures, subject to applicable laws and policies.

Let me end this post by asking you readers: What is your reaction to this recent development? Were you surprised the SBMA and BCDA sealed the agreement on designating the Port of Subic for Pax Silica as a maritime gateway?

  5. American Delegation Sees Potential Business Opportunities In Subic Bay

A delegation from the United States recently visited the Subic Bay Freeport Zone, met with the local authorities and saw the potential business opportunities within, the Subic Bay Metropolitan Authority (SBMA) announced.

To put things in perspective, posted below is an excerpt from the SBMA’s official announcement. Some parts in boldface…

A United States delegation is eyeing more potential business opportunities here as part of a profile business mission in line with the initiatives of the Luzon Economic Corridor (LEC).

According to SBMA Chairman and Administrator Eduardo Jose L. Aliño, the delegates from the U.S. Northeast, Midwest, and West Coast regions visited on July 8, 2026 to participate in the said business mission that will strengthen partnerships, expand business opportunities, and foster a prosperous future for both U.S. and Philippine enterprises.

With the theme “Driving the Future of U.S.–Philippine Trade Through Innovation,” Aliño said that the mission reflects the SBMA’s commitment to enhancing international cooperation and economic growth within the Subic special economic zone.

The delegation, composed of 25 executives and investors, conducted comprehensive discussions, site visits, and networking activities with SBMA officials and Subic company officials, all designed to showcase the potential and advantages of investing in the SBFZ.

Subic Bay Freeport Chamber of Commerce (SBFCC) President Benjamin Antonio III, together with SBFCC Executive Director Donna May Tamayo also joined to take part in a rare opportunity to build strong, lasting business relationships that will drive economy not only in the Subic special economic zone but ultimately the country as a whole.

The Philippine Trade and Investment Center (PTIC) in New York, the facilitator of the said U.S. Business Mission to the Philippines, said that the main goal of the trip is to create stronger economic ties and encourage more US companies to invest in the country’s growing economy.

Aside from Subic Bay Freeport, the delegation also visited areas in Manila, Clark, and Corregidor Island to conduct business meetings, informational briefings, and tours of these major economic areas that are part of the LEC.

“The trip comes at a time when the Philippines is actively working to welcome international businesses and establish itself as a key partner for US companies looking to grow in Asia,” the PTIC said.

Officials from Worldwide Shipping & Logistics (WSL), who were also part of the delegation, said that these engagements strengthened economic cooperation and opened new opportunities for trade and investment between the United States and the Philippines.

Let me end this post by asking you readers: What is your reaction to this recent development? Do you think the visit of the American delegation will lead to a breakthrough of new investments and the creation of new businesses inside the Subic Bay Freeport Zone in the next few years?

The Subic Bay Metropolitan Authority (SBMA) recently announced that the port operations revenue reached P389 million in the first quarter of this year which reflects a 20% jump compared to the previous year.

To put things in perspective, posted below is an excerpt from the SBMA’s official announcement. Some parts in boldface…

The Subic Bay Metropolitan Authority (SBMA) generated PHP 389 million in revenues from port operations during the first quarter of 2026, with a 20 percent increase from last year’s PHP 324 million.

SBMA Senior Deputy Administrator for Port Operations Ronnie Yambao disclosed that the Seaport Department alone generated PHP 302 million of the said amount, the Airport Department with PHP 50 million, and the Trade Facilitation and Compliance Department (TFCD) at PHP 36 million.

According to Yambao, the Seaport Department generated PHP 302 million from higher Vessel and Cargo Charges which increased by 31 percent, while the number of ship calls also increased by 20 percent.

The Port of Subic recorded a total of 463 ship calls by foreign and domestic vessels, 171 of which were bulk and break-bulk vessels, recording a 29 percent increase. Meanwhile, there was also an 18% increase in recorded port calls with 159 liquid bulk vessels.

  7. More Financial Relief For Stakeholders Of Subic Bay Being Considered By SBMA

Following the temporary reduction of fees and added support for clients in the port of Subic Bay, the Subic Bay Metropolitan Authority (SBMA) announced that it is considering more financial relief to the stakeholders. A public consultation was recently held at the Subic Bay Exhibition and Convention Center (SBECC).

To put things in perspective, posted below is an excerpt from the SBMA’s official announcement. Some parts in boldface…

The Subic Bay Metropolitan Authority (SBMA) is undertaking more financial relief measures for its stakeholders as discussed in a public consultation at the Subic Bay Exhibition and Convention Center (SBECC) here on May 11, 2026.

SBMA Senior Deputy Administrator for Support Services Atty. Ramon O. Agregado said that these temporary measures, stipulated in Board Resolution No. 26-04-1768, and approved on April 21, extend financial relief to affected Subic Bay Freeport Zone (SBFZ) stakeholders. This action responds to Executive Order No. 110 by President Ferdinand Marcos, Jr., which declared the entire country under a State of National Energy Emergency.

These measures include a 50% reduction in the Road Users’ Fee (RUF); the suspension of the Environment and Tourism Administrative Fee (ETAF); free renewal of SBMA IDs in electronic ID (e-ID) format for SBF workers; a reduction of fees for renewing SBMA IDs in physical card format; and the implementation of the Economic Relief Assistance Program (ERA 4) for locators here.

Agregado said that the RUF is imposed only on Class 3 vehicles such as trucks, heavy equipment, and other vehicles except mass transit buses with a 45-passenger seating capacity, that utilize the road on a daily, monthly, or annual basis to partially recover the cost of repairing and maintaining the SBF road network.

“Please note that the RUF has not been adjusted since 1997 despite inflation and the fact that the prices of services and materials have increased numerous times throughout the years. Notwithstanding the above, the SBMA Board of Directors likewise approved in the same Resolution to defer the implementation of the programmed increase or adjustment of the RUF,” he added.

Meanwhile, ETAF, which covers all guests with short-term stays in SBFZ Accommodation Establishments, is suspended. These establishments include hotels, inns, daily rental housing facilities, condotels, and all other such establishments.

Other tourism establishments include restaurants, wellness centers, massage and health spas, golf courses, beach resorts, and theme parks, and all other tourism-related establishments, except duty-free shops and retail stores.

“The SBMA Board of Directors, through Resolution No. 26-04-1789, approved the temporary suspension of ETAF payments effective 24 April 2026. The same Resolution provides that the temporary suspension of ETAF payments shall remain in effect until otherwise lifted or modified by the SBMA Board of Directors,” Agregado said.

He added that to provide tangible financial relief specifically targeted to and in support of SBF workers, SBMA is launching the SBMA e-ID for renewals and temporarily waiving renewal fees for workers who opt for the e-ID instead of a physical card.

The Board also approved, through Resolution No. 26-04-1788, the temporary adjustment or reduction of the fee for the renewal of the SBMA ID of SBF workers who opted for a physical card instead of the e-ID format, from ₱200.00 to ₱130.00. This adjustment shall be effective upon receipt of a positive review by the Office of the Government Corporate Counsel.

The Board has also approved the ERA4 through Resolution No. 26-04-1784, allowing SBF locators a 50% deferral of payment for monthly lease rental/sublease share billing for a maximum period of six months, starting in May 2026.

“Locators will be allowed to pay half of their monthly billing without penalty for late payment for billings issued by the Accounting Department from May to October 2026, provided they have no past-due accounts as of April 30, 2026,” the SBMA official said.

The 2026 Middle East war has triggered the largest global oil supply disruption in history, with over barrels per day lost in March due to the closure of the Strait of Hormuz. Fuel prices have skyrocketed—jet fuel doubled in price by April—causing severe shortages, rationing in Asian nations like Sri Lanka and the Philippines, and widespread economic fallout.

Let me end this post by asking you readers: What is your reaction to this recent development? Do you think the SBMA’s moves of providing financial relief to stakeholders is aggressive and very timely? Do you think the suspension of the ETAF will be a huge benefit for hotels, inns, condotels and daily rental housing facilities within the freeport? With the recent changes made by the SBMA, do you think more foreign investors will be convinced to invest in Subic Bay Freeport Zone soon?

  8. Huge Shipment Of Diesel Arrives At Subic Bay Port

Recently at the Subic Bay Freeport Zone, a huge shipment of diesel of more than forty-four thousand metric tons arrived at the port which has been described as a crucial step in strengthening the energy security of the nation, according to an official announcement by the Subic Bay Metropolitan Authority (SBMA).

To put things in perspective, posted below is an excerpt from official announcement by the SBMA. Some parts in boldface…

The Philippine National Oil Company (PNOC), a government-owned and – controlled corporation (GOCC), has recently received a major diesel fuel shipment at the Port of Subic Bay, signaling a crucial step in bolstering the country’s energy reliability. The shipment consists of 44,119 metric tons—or 329,505 barrels of diesel fuel.

Subic Bay Metropolitan Authority (SBMA) Senior Deputy Administrator for Port Operations Ronnie Yambao said that the shipment of PNOC’s 329,505 barrels or 44,119 metric tons of diesel arrived in Subic Freeport on April 10 through the Philippine Coastal Storage and Pipeline Corporation (PCSPC) storage facility.

He added that as of March 30, the Bureau of Internal Revenue (BIR) had already issued a special permit to the PNOC Exploration Corporation (PNOC-EC) to fast-track the emergency importation of petroleum products, especially diesel, to stabilize the nation’s energy supply.

“The special permit is designed to bypass standard bureaucratic processes and customs procedures that could delay immediate importation of fuel”; he said.

The PNOC-EC is set to procure a total of two million barrels of oil and 22,000 metric tons of LPG to build a national buffer stock, aiming to mitigate price volatility and secure supply.

These emergency stocks that are expected to augment around 10 days of the country’s additional fuel supply and strengthen LPG reserves, are being secured in response to Middle East market disruptions.

Subic Bay Freeport is home to the PCSPC, the largest petroleum product import storage facility in the Philippines, which stores a significant portion of the national buffer stock. The facility currently has a storage capacity of approximately 6.3 million barrels (roughly one billion liters) of fuel.

It occupies about 160 hectares and accounts for 20% of the total fuel storage capacity in the Philippines. The depot is spread across the Boton and Maritan Hill areas within the Freeport.

The facility uses the infrastructure of the former U.S. Naval Base in Subic Bay. At its peak during the Vietnam War, the site handled the largest volume of fuel oil compared to any U.S. naval facility worldwide.

Let me end this post by asking you readers: What is your reaction to this recent development? Do you think the port of Subic Bay will become even more important to the nation’s energy security as more shipments of oil come in?
