#SanDiegoCounty"California Speed Trap Law requires the city to survey the prevailing speeds on classified streets every seven years in order to keep speed limits radar enforceable. The speed limits are set based on the average flow of traffic, within five miles per hour of the 85th percentile speed. According to the memo from the city traffic engineers, the results of the study indicated the posted speed limit must be raised….The logic of the law was hard for the board to understand, as the majority believed speed limits should be based on safety, not how fast people are driving.”
