That means no voice phone service, maybe only no outgoing voice phone service. It is trival to set the network to allow these SIMs to be used in phones, and if not, a portable wifi hotspot used as your only internet connection can be less than half the size of your phone

Example: if Wal-Mart wants to sell data-only wifi hotspots (keep selling their cellular "home internet" devices) without dealing with ID, all they have to do is split their Verizon reseller "straight talk" into "straight talk" and "straight data" with the latter not requiring ID but also not offering voice calling.
