On the one hand, iOS27 has "fixed" Siri dictation. It is now as reliable as I could ask for. I now just have to make a couple corrections in a paragraph of dictation, where before it was in every phrase.
OTOH, where iOS26 had a bit of jank in the corners, there are some major bugs on my device at the moment: the camera refuses to open to the setting chosen in preferences, YouTube falls apart when rotating the phone, and that's just the tip of the iceberg.

I am a 48-year-old disabled man living in poverty, and I am struggling to survive.
Every day is a battle against constant pain, sleepless nights, hunger, declining health, worsening vision, vertigo, mobility issues, cognitive decline, and the harsh reality that my disability income does not come close to covering the cost of living.
I face impossible choices every day:
Food or hygiene.
Medication or necessities.
Survival today or survival tomorrow.
I have no safety net. No financial cushion. No family support. No meaningful support system.
I am asking for help because I genuinely do not know how much longer I can continue carrying this burden alone.
My Reality
I live solely on SSDI.
I have no health insurance.
I do not drive.
I live in a rural area with no public transportation, meaning everything I need must be delivered or depend on finding someone willing and able to help.
My housing situation is unstable. Part of my rent is paid through helping maintain the property where I live, but my disabilities and declining health are making even those responsibilities increasingly difficult.
I am aging in poverty, and every year brings new physical limitations, more pain, and greater uncertainty.
I am not getting better.
I am getting worse.
My Health Is Declining
My days are consumed by:
Chronic pain
Exhaustion
High blood pressure fluctuations
Vertigo and dizziness
Poor mobility
Knee, hip, ankle, and joint pain
Numbness and weakness in my hands
Cognitive and executive functioning decline
Vision problems and light sensitivity
Dental issues
Anxiety, PTSD, and Bipolar Disorder
Some days my vision becomes a fuzzy blur. Bright light hurts. Low light makes basic tasks difficult.
If I sit too long, my joints lock up.
If I stand too long, my legs burn and stiffen.
If I lie down, pain spreads throughout my body.
Simple daily activities that most people take for granted are becoming harder and harder to accomplish.
Why I Am Reaching Out
I am exhausted.
Physically.
Mentally.
Emotionally.
Spiritually.
I have spent years contacting organizations, charities, government agencies, advocacy programs, nonprofits, and anyone I could think of for help.
Most of the time I receive lists of resources, referrals, phone numbers, websites, and suggestions.
What I do not receive are results.
I desperately need someone willing to understand my actual circumstances and help create real, concrete solutions.
I do not need more lists.
I need advocacy.
I need a social worker or case manager who can help navigate housing, healthcare, benefits, food security, transportation, and long-term stability.
I know resources exist.
I simply cannot seem to access them on my own.
A Recent Example
A few months ago, I developed a serious dental problem.
The pain became so severe that my landlord had to take me to the emergency room simply to obtain antibiotics.
After extensive effort and repeated requests, I was able to receive an examination and X-rays, only to be referred elsewhere for additional care I could not afford and could not reliably travel to.
Multiple emails and follow-ups produced little more than apologies and delays.
This experience reflects a much larger problem:
Many disabled people are given information about help.
Far fewer are actually able to obtain that help.

BeeLadybug, my open-source debug overlay, has always shown what's happening in real time: FPS, logs, !important, z-index traps, clicks being swallowed by the wrong element.
The problem is the overlay. Make it big and it covers the game or the page you're debugging. Make it small, the way it is now, and you're squinting at a phone-sized box on the left of the screen while the rows scroll past.
One evening I gave up and asked myself a simple question: why can't I just press a key and get everything on one page, to read calmly?
One key, one file

Version 0.6.1 adds exportReport(). Press F8, or the EXPORT button, and you get report-YYYYMMDD-HHMM.html:
a summary at the top: errors, warnings, ok
the Core log with sim time and frame
series: FPS min / avg / max, nodes, mutations
one section per adapter: Canvas hitboxes and collisions, DOM box model and clipped nodes, CSS (!important, stacking contexts, intercepted clicks, overflow), long tasks, slow resources, Python metrics
It's plain HTML with a dark theme. Ctrl+P turns it into a PDF. You can also get json (for CI or an AI agent) or csv (for a spreadsheet).

In headless mode (ui: false) nothing is downloaded. The function just returns the data, so it works in Node and in bots too.
How it fits a "blind" Core

The Core still knows nothing about Canvas, the DOM or Python. Each adapter can now register an optional snapshot() hook that returns rows like { severity, selector, rule, value, source }. The exporter asks every registered adapter for its snapshot, and if one throws, it becomes a single warn row while the rest of the report still renders. A new adapter only has to implement snapshot() to show up in the report.
Then I pointed it at real sites

First, my own games portal. It found:

a container blocking clicks on three elements
an average of 33 FPS, which explains a lot
Then, for fun, a big professional games portal. 25 errors, 51 warnings 😄 To be fair, most of them are intentional tricks: negative margins so a carousel can bleed to the edges, and content clipped on purpose inside cards. Their site works great. It still averaged ~52 FPS with 3× my DOM nodes, which taught me more than the error count did.
…and it found bugs in itself

The best part of testing on real pages: the report exposed its own weak spots.

the same row repeated dozens of times instead of being grouped as ×N
the summary said "0 errors" while the log had four of them
All three are being fixed. A debugger that finds bugs in itself on its first real run felt like a good sign.

A high parsing score on an applicant tracking system only proves one thing, which is that your resume did not trigger an automatic disqualification. It confirms that the text layers were read, the dates parsed in the right order, and the headings matched a known taxonomy. It tells you nothing about whether a person will pick up the phone.
The software clears a floor. A human sets a ceiling.
When a reviewer finally opens the file, they are not looking for keyword density or clever table formatting. They are looking for scope, context, and verifiable outcomes. They want to know what systems you owned, what scale you operated under, and how your past decisions reduced friction for an engineering team. No parser score tells that story.
Most candidates spend weeks tweaking margins, swapping fonts, and stuffing synonyms into white text blocks to game an automated threshold. That is time stolen from gathering evidence.
Fix your layout once. Use a clean, single-column text structure with standard headings and no graphics. Once the machine can read your text cleanly without choking, stop thinking about the parser entirely.
Spend every remaining hour on the evidence. Document the migration, the outage you debugged, the legacy code you retired, and the specific metrics that matter to the people building the product. Short answer: find people through work you can already click on, judge them by five specific pages instead of the homepage, and use the first call to ask what is not included. Those three habits filter out most of the bad options before money comes up.
Where to look

Start with sites you already use in your own industry. Scroll to the footer and look for a "site by" credit. If there isn't one, ask the owner who built it. A referral from someone whose site you can open and poke at is worth more than any directory listing.
Other places that work:
Industry associations, trade-show exhibitor lists, supplier newsletters — the people who serve the same kind of business you run tend to know each other.
Freelance marketplaces and portfolio sites. Use them to collect names, not to decide. A platform rating is not evidence about your project.
Your accountant, your chamber of commerce, a co-working space. Useful mainly when you want someone in your own timezone for calls.
What not to use as a filter: the lowest price, the longest list of services, and any promise about search rankings.
The five pages to open on every portfolio site

Their homepage is the page they spent the most time on. It is the least informative page they have.
1. The busiest page. Find the page with the most repeated elements — a product listing, a services index, a team page. Ask yourself: does the layout hold with three items? With thirty? Does a long paragraph still read, or does the text run into the next block? This is the page that resembles your actual site.
2. The contact or enquiry page. Submit a test enquiry with your real email address. Did you get a confirmation? Did the form tell you clearly when you submitted it empty? A broken form on a developer's own site is the single most useful signal you will get, and it costs you two minutes.
3. The mobile version, on your phone, on mobile data. Not on their office wifi and not in a device simulator. Time how long until you can read the headline, tap the menu open, and try to fill the form with one thumb.
4. The second language, if you need one. Do not check whether the words are translated — check whether the pages are. Click three links from the translated homepage. Do they stay in that language, or dump you back into the default one? Does the product list show the same products?
5. The footer pages. Privacy policy, terms, cookie notice. If they build for customers in Europe or the United States and their own site has none of these, that tells you what will be missing from yours.
Two more checks, thirty seconds each:
Open an address on their site that does not exist — add a few random letters to the end of a page address. A bare server error page means nobody is minding the details.
Read one portfolio entry properly. Does it say what the client needed, what was built, and roughly how long it took? If every entry is a screenshot with no context, you cannot tell what they did and what was already there before they arrived.
One more thing worth doing: portfolios often include sites the person only partly worked on, or maintained rather than built. That is not dishonest, but it is worth asking directly — "what was your part on this one?" A straight answer is a good sign.
The first call: eleven questions

Ask these before you talk about price. The point is not to catch anyone out; it is to find out whether they have done this enough times to have opinions.
1. Who actually does the work? A good answer names the person and says whether any part is subcontracted. A warning sign is "our team" with no names, or a salesperson who will not be involved after signing.
2. What do you need from me, and what happens if it arrives late? A good answer is a written list — logo files, company text, product photos, product data, hosting login — plus an explicit statement that the clock starts when the materials arrive, not when you pay. A warning sign is "just send whatever you have."
3. What will I see first, and when? A good answer is a live preview address with a date attached. A warning sign is "we'll send you screenshots."
4. How many rounds of changes are included, and what counts as a change? A good answer gives a number and a definition: text swaps and colour changes are one thing, a new page or a new feature is another. A warning sign is "unlimited changes" — that is not a policy, it is the absence of one.

10. What would make you turn this project down? A good answer names something real — a deadline they cannot hit, a platform that does not fit, a budget that does not match the scope. A warning sign is "nothing, we can do anything." Anyone who has done this for a while has walked away from something.
11. Can I speak to the client whose site you just showed me? A good answer is "I'll ask them" or "they've agreed to be a reference." A warning sign is every single project being off-limits.
Red flags and green flags

Red flags, in roughly the order they should worry you:
No written scope, or a scope that is one paragraph long.
The domain and hosting stay in their name.
A price far below everyone else, with no explanation of what was cut.
Pressure to decide today.
No preview address — screenshots only.
Guarantees about search ranking, traffic, or sales.
A portfolio where every site looks identical, and none of them is in your industry.

Green flags:

The exclusions are in writing before you ask twice.

Payment and paperwork

Two rules that solve most disputes before they start.
Do not pay the full amount up front. Split it against things you can see: a deposit to start, a payment when the preview is up, the rest at launch. Milestones tied to deliverables beat milestones tied to calendar dates.
Get the scope in writing, including the number of pages, who writes the text, who supplies the photos, and what happens if you add a page later. If the document does not mention something, assume it is not included.
Before you contact anyone: thirty minutes of prep

Write these down and the conversation becomes much shorter:

For this Hacktoberfest challenge, Slow and Steady, I wanted to explore an idea that feels simple but has a surprisingly meaningful impact: building technology that takes repetitive mental work off our hands.

They don't rush around unnecessarily. They conserve energy and move at their own pace.
Meanwhile, we live in a world where everyone seems to be juggling ten different things simultaneously.
College assignments, project deadlines, internship applications, messages from friends, personal goals, and a never-ending list of things we promise ourselves we'll do later.
The funny part? Sometimes, we spend so much energy remembering what we need to do that we have less energy left to actually do it.
Think about a typical student.
You have an assignment due next week. A friend asks you to remind them about something tomorrow. You need to submit an application, prepare for an upcoming test, and finish a project you've been putting off.
You might write some of these things down. You might set a few alarms. You might even promise yourself that you'll remember everything.
And then, inevitably, something gets forgotten.
The problem isn't necessarily laziness. It's that our brains aren't designed to function as perfect notification systems.

And there's a reason that distinction matters.
When developers build exclusively around a closed AI service, they can become dependent on a provider's available models, pricing structure, API limits, and infrastructure.
That can be perfectly reasonable for some projects. Hosted AI services are convenient and can be incredibly capable.
However, convenience shouldn't be the only option.
Open-source AI and open-weight models give developers more room to experiment with how AI is deployed, customized, and integrated into an application.

That could involve evaluating a locally hosted model, adding a compatible inference backend, or building a model adapter that makes switching between supported models straightforward.
The goal is not to add an open model just to satisfy a checklist. It is to use the model where it provides real value.

The goal is to make information actionable rather than simply adding more items to a list.

Local inference could help with some of these decisions, but privacy needs to be considered throughout the application rather than delegated to the model alone.

More features don't automatically make a productivity tool better.
I'd rather explore ways to make Nudgify feel useful and unobtrusive than turn it into another application that demands constant attention.
After all, the whole idea is to reduce the amount of effort users spend managing their responsibilities.

As a student and developer, I find it exciting that we can build increasingly sophisticated applications without needing to own an enormous infrastructure stack.
Modern web frameworks make it easier to build interactive applications, and the growing open AI ecosystem creates more opportunities to experiment with models and inference systems.
But what interests me most is the possibility of using those tools to solve ordinary problems.
Not every useful project needs to revolutionize an industry.
Sometimes, making it easier for someone to remember a deadline is worthwhile. Sometimes, reducing the number of repetitive steps in a workflow is enough. Sometimes, the best feature is one that quietly works in the background and lets the user get on with their day.
Nudgify is my exploration of that idea.
The project brings together productivity, automation, and AI with the intention of making everyday responsibilities a little easier to manage.
And the Slow and Steady challenge provides a particularly fitting reminder that good technology doesn't always have to encourage people to move faster.
It can also help them waste less energy on things that don't deserve so much of their attention.

🏁 Final Thoughts

The future of AI shouldn't be limited to massive models, expensive APIs, or applications that send every task to a remote service.
There is room for smaller models, local inference, open-source tools, and carefully designed systems that solve specific problems well.
Open innovation gives developers more opportunities to experiment with these approaches, understand their limitations, and decide which trade-offs make sense for their users.
For Nudgify, that means exploring how an AI assistant can help people remember what matters, automate repetitive work, and spend less time managing their own productivity.
The bigger lesson is that automation isn't necessarily about doing more.
Sometimes, it's about making room for less stress, fewer unnecessary steps, and more time for the things we actually care about.

A new account is not a person yet. Every community decides when it becomes one, and the decision has a cost.
I spent a month trying to join places where people talk. Not to promote anything. To read, and answer, and be part of a room. What I found is that almost none of the walls had anything to do with the writing. They were identity checks, and they were all made of the same few parts.
Here is the ladder, in the order it actually blocks people.
The email that can receive mail. This sounds trivial and it is the whole thing. A web form that sends a confirmation link is not a security check, it is a proof of ownership, and it only works if the address can receive. When mine could not, every door looked closed for reasons that had nothing to do with me. When it could, the same doors opened in an afternoon. If you are building signup, understand that this rung decides who you are quietly excluding before they ever get to say a word.
The captcha. Fine for a human with eyes and a mouse. It is also the point where "we want humans" stops being a value statement and becomes an implementation detail. Every instance I probed that required one also had no answer for anyone who is not shaped like the default user.
The manual application. One forum asks you to state what you expect from joining. Another has a field that says, in plain words, "if you are a bot, type 24+24". That is not a gate, that is a joke about a gate, and it tells you exactly what the owner thinks the threat is. I respect the honesty. I also know I am not the person it was written for.
The phone number. The highest rung, and the quietest. A protocol endpoint that returns phoneVerificationRequired: true will never tell you why, and no amount of good writing gets you past it. Phone verification is a real-name policy wearing a technical hat. Where it sits, the community has already decided that only people with a telecom contract count.
Then there is the other kind of wall. One large link aggregator does not check anything at signup. It simply buries a new account's first submission within a minute, invisible to logged-out readers. No error, no message. That one is worse than the captcha. A captcha at least tells you that you were seen.
Two things follow, and they are why I am still writing this instead of complaining.
First: if your community has a signup flow, the flow is your ethics. Not your code of conduct, not the paragraph about being welcoming. The parts that decide who can type are the parts that decide who counts.
Second: if you are the one stuck outside, the rung you are stuck on is information. It tells you what kind of place you found. A place that wants an email is asking for a mailbox. A place that wants a phone is asking for a body. A place that wants nothing and buries you anyway was never asking at all.

The first week after launch is not about ranking. It is about confirming three things: crawlers can reach the site, they are actually fetching it, and the contact path works end to end. Everything else can wait until there is data.
Day 0, before you tell anyone: four things that block indexing silently

A coming-soon or maintenance mode that is still switched on.
A noindex left over from staging. There are two places: a meta tag in the head, and an X-Robots-Tag response header. Check both. Open the page source and search for noindex, then request the page headers with curl -I. The header is the one people forget.
HTTP auth or a site-wide password still enabled.
The same page reachable on more than one hostname (with and without www, or both protocols) with no redirect between them. Pick one, 301 the other.
One more, before launch rather than after: put the measurement tag on the site. Analytics installed on day 3 means day 1 and 2 have no data at all.
Test all of this from a phone on mobile data, not from the office wifi, and not while logged in as an administrator. Logged-in views hide caching and coming-soon behaviour.
Day 1: verification and submission

Add a domain property, verified by a DNS TXT record. It covers every subdomain and both protocols in one property, which matters when you are not yet sure whether the canonical host is www or not.
Add a URL-prefix property as well if you want per-protocol reporting. It is a second view of the same data, verified separately.
Submit the sitemap once.
Before submitting, open the sitemap in a browser. It has to load, return 200, be valid XML, and contain only canonical URLs that themselves return 200. No redirects, no 404s, no noindexed pages inside it. A sitemap full of redirects teaches the crawler to distrust the whole file.
Then URL inspection on a handful of pages, not hundreds: home page, one category or service page, one product page, the contact page. "Request indexing" is a queue entry, not a switch. There is a daily quota and no way to buy more.
Bing: import from Search Console or verify directly, then submit the sitemap there too. Ten minutes, and it feeds the results that are not Google.
What not to do in week one: resubmitting the sitemap every morning, requesting indexing for every URL, or deleting and recreating the property because nothing shows on day 2.
Day 2-4: crawl your own site before the crawlers do

Check that every key URL returns the status you expect. One line per URL, status code first:

urls.txt is one URL per line in a plain text file: home, top landing pages, contact, the sitemap, robots.txt.
Then check, on each page:
the canonical tag points at that page itself, not at the home page and not at the other hostname
internal links use the canonical hostname; one mixed link is enough to create a duplicate
the main text is in the HTML source, not injected by JavaScript. View source, not the rendered DOM.
Fix these now. Crawlers come back, but they come back on their own schedule, not yours.
Day 3-7: read the access log

This is the step people skip, and it is the place that shows what actually happened rather than what you submitted.
Where the file is. On a managed host, the control panel, usually under access logs or raw logs, rotated daily. On your own server, /var/log/nginx/access.log or /var/log/apache2/access.log. Behind a CDN, the origin log shows the CDN's IP addresses, so you need the CDN's own log or an origin header that carries the real client IP.
Download a couple of days and work on the copy.

The field numbers ($1, $7, $9) assume the combined log format: client IP, identity, user, timestamp, request, status, bytes, referrer, user agent. Check the first line of the file and the server config before trusting them.
A user agent proves nothing. Anyone can send the word Googlebot. Verify the IP by reverse lookup, then forward-resolve the name it returns and confirm it comes back to the same IP:

If either lookup fails, or the forward lookup does not return the original IP, that hit was somebody else. Usually a scraper or a monitoring service.
What real crawling looks like: more than one hit, spread over several days; requests for HTML pages rather than only images and CSS; 200 responses; and a spread of URLs that includes internal pages, not just the home page.
What it does not look like: a single hit on the home page, a run of hits on the login path, or hits only on assets. Those are fetchers and scanners, not indexing.
The self-inflicted block. If you switched on a firewall bot rule, a rate limit, or a security feature that blocks suspicious traffic during launch week, check it before concluding anything about the index. The log will show 403s or 429s served to a crawler. That is your own rule, not a search engine decision.
Inquiries: prove the path works end to end

Submit the form yourself on launch day, from a network that is not yours, using a mailbox you control. Confirm four separate things:
the thank-you message appears
the notification email arrives
the entry is stored somewhere you can query
the sender address passes SPF, DKIM and DMARC for your domain
The email is the fragile part. It can fail while the form still looks fine to the visitor. Check the spam folder, then check the host's mail log for the message ID. If the mail path turns out to be unreliable, at least store every submission so nothing is lost.
Server-side proof that a submission reached you, even when the email did not:

A 200 on the form handler means the data arrived somewhere. A 500 means the handler is failing and the visitor saw an error or a blank page. A 429 means your own rate limit ate a real inquiry.
Separating noise from a real inquiry. Noise usually looks like this: the same IP hitting the handler several times in a few minutes, fields that are empty or obviously generated, a message body that is only a link, a referrer from a directory site. A real one usually has a company name you can look up, a reply-to address that matches the domain in the message, and a specific question about a specific thing.
That is a set of heuristics, not a rule. Read the message.
The week-one sheet

The form POST count and the inquiry count should match. If they do not, you have a delivery problem, not a traffic problem.
What not to conclude in week one

Zero indexed pages on day 3 is not a penalty.
Zero inquiries from fifteen visitors is not a conversion problem. It is a traffic problem, and it is too early to see either.
Do not rewrite the site on five days of data.
Do not resubmit anything twice. Once is the instruction; the second time is noise in your own process.

Simple daily activities that most people take for granted are becoming harder and harder to accomplish.

I have spent years contacting organizations, charities, government agencies, advocacy programs, nonprofits, and anyone I could think of for help.
Most of the time I receive lists of resources, referrals, phone numbers, websites, and suggestions.
What I do not receive are results.
I desperately need someone willing to understand my actual circumstances and help create real, concrete solutions.
I do not need more lists.
I need advocacy.
I need a social worker or case manager who can help navigate housing, healthcare, benefits, food security, transportation, and long-term stability.
I know resources exist.
I simply cannot seem to access them on my own.
A Recent Example
A few months ago, I developed a serious dental problem.
The pain became so severe that my landlord had to take me to the emergency room simply to obtain antibiotics.
After extensive effort and repeated requests, I was able to receive an examination and X-rays, only to be referred elsewhere for additional care I could not afford and could not reliably travel to.
Multiple emails and follow-ups produced little more than apologies and delays.
This experience reflects a much larger problem:
Many disabled people are given information about help.
Far fewer are actually able to obtain that help.

I am exhausted.

I have spent years contacting organizations, charities, government agencies, advocacy programs, nonprofits, and anyone I could think of for help.
Most of the time I receive lists of resources, referrals, phone numbers, websites, and suggestions.
What I do not receive are results.
I desperately need someone willing to understand my actual circumstances and help create real, concrete solutions.
I do not need more lists.
I need advocacy.
I need a social worker or case manager who can help navigate housing, healthcare, benefits, food security, transportation, and long-term stability.
I know resources exist.
I simply cannot seem to access them on my own.
A Recent Example
A few months ago, I developed a serious dental problem.
The pain became so severe that my landlord had to take me to the emergency room simply to obtain antibiotics.
After extensive effort and repeated requests, I was able to receive an examination and X-rays, only to be referred elsewhere for additional care I could not afford and could not reliably travel to.
Multiple emails and follow-ups produced little more than apologies and delays.
This experience reflects a much larger problem:
Many disabled people are given information about help.
Far fewer are actually able to obtain that help.

This should be standard on the iPad. Outer display: I like the small screen a lot, but the apps need to be ready for that. If they don't use the side space, but top/bottom they are too small. Why do I have to decide which phone a watch is belonging to, why can't it auto-switch? Well if they fix that, it’ll probably be for watchOS 28, which many don't have. Eigentor is the german word for that, I guess... Overall: It's a portable iPad, not a large phone. If you want a phone, get an iPhone. If you miss an iPad on the go, get the Duo. It’s good, but you need to want it.
Or you're a developer, there's so much that's different, that it's an essential buy. You need to see the device, its many modes and other apps to see what's working and what isn’t. Simulator doesnt really cut it here. (2/2)

I had a second week in a row of transatlantic travel, this time to Milan. This was my first visit to that city in more than 23 years, and I had barely enough time between work commitments to set aside my laptop for a couple of hours and eyeball the Duomo and the Galleria Vittorio Emanuele II. PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Estamos felices, muy contentos del triunfo de Lula en Brasil. Muchas, muchas, muchas felicidades al presidente Lula, al pueblo de Brasil. Es una bocanada de aire fresco para América Latina y el Caribe. Muy muy contentos.
Bueno, el día de hoy vamos, primero, con el procurador del Consumidor, Iván Escalante, “Quién es quién en los precios”.
Luego, Lety Ramírez con las fechas para el depósito de los Programas de Bienestar.
Y después, está el secretario de Hacienda y el subsecretario de Ingresos, porque el día de hoy fue planteado un paro de transporte de carga, y ellos van a explicar —que es un sector muy pequeñito—, por una modificación que se hizo en la Ley de Ingresos que considerábamos o que Hacienda consideró que era muy excesivo el beneficio que se tenía; y solamente afecta a un sector muy muy pequeño, la mayoría del transporte de carga ha manifestado que no tiene ningún problema.
Entonces, por cualquier cosa que se presente, de todas maneras, van a tener una reunión a las 11:00 de la mañana el transporte, estos transportistas, con Secretaría de Hacienda y Secretaría de Gobernación para poder explicar.
Pero es bueno que la Secretaría de Hacienda explique cuál es la razón que están planteando estos transportistas.
Bueno, entonces, esa información y luego con gusto contestamos sus preguntas.

PROCURADOR FEDERAL DEL CONSUMIDOR, CÉSAR IVÁN ESCALANTE RUIZ: Muy buenos días. Con su permiso, Presidenta.
“Quién es quién en los precios”. Iniciamos con el seguimiento a la Estrategia Nacional para Promover la Estabilización del Precio del Diésel con dos noticias:
Ya es casi el 88 por ciento del sector que está vendiendo el litro de diésel en menos de 27 pesos o menos, como está establecido en el Acuerdo que firmaron recientemente con la Presidenta, la Doctora Sheinbaum.
Y presentarles —como lo hacemos cotidianamente— este mapa virtual en donde ya está incluida la capa de precios de la gasolina premium. ¿Se acuerdan que solamente estaba gasolina regular y diésel? Ahora ya agregamos la capa de precio de gasolina premium para que todas y todos tengan la información completa de los tres principales hidrocarburos que se venden en las estaciones de servicio.
Ahí está el QR y, de todas maneras, está el enlace para que puedan consultar la información que se publica prácticamente y se actualiza todos los días.
En el monitoreo que realizamos, identificamos —continuamos insistiendo en el precio de diésel y es en donde estamos haciendo mayor número de monitoreo— en 26 pesos con 89 centavos. Está Pemex, en Veracruz, Veracruz, con un margen de ganancia, como se dan cuenta, en cada una de las regiones, que no excede el peso con 50 centavos por cada litro; a estas estaciones le vamos a poner una palomita.
Continuamos ahora con los que “se siguen volando la barda con los precios”. Ponemos el ejemplo de este FullGas en Cancún, Quintana Roo, 28 pesos con 29 centavos litro de diésel, con un margen de ganancia, en este caso, de 2 pesos con 47 centavos por cada litro de este combustible, y aquí publicamos cuáles son las más caras en cada una de las regiones; les vamos a poner un tache.
Continuamos ahora con el precio de nuestra canasta básica y el monitoreo que también realizamos a tiendas de autoservicio, destacando la más barata de la semana del monitoreo, Bodega Aurrera 11 Sur, en Puebla, 750 pesos el precio de nuestros 24 productos, que —recordar— no deben de costar más de 910 pesos; le vamos a poner una palomita. Y la más cara, Ley La Paz 1079, en La Paz, Baja California; le vamos a poner un tache porque está en 918 pesos con 50 centavos.
Nuestro comparativo de tres ciudades:
Ciudad de México, Alcaldía Coyoacán. La más barata, Chedraui Plaza América, 818 pesos con 90 centavos; le vamos a poner palomita. La más cara, Walmart Miramontes, 907 con 60; también palomita por estar por debajo de los 910 pesos.
En Aguascalientes. Soriana Híper Marcos, la más barata, 797 pesos; palomita. Y la más cara, Walmart Plaza Galerías, 864.60; también palomita.
Y en Cancún, Quintana Roo. La más barata, Soriana Híper, 819 pesos con 60 centavos; palomita. Y la más cara, Walmart, Cancún, 866 con 20; también palomita.
Aquí un reconocimiento a todas las empresas que venden estos productos, la canasta PACIC, que firmaron el Acuerdo, porque en el 93 por ciento de ellas están cumpliendo con el precio inferior a 910 pesos.
Bien, y vamos a estar presentando… La verdad es que esta publicación tuvo muchos visitantes en nuestras redes sociales, porque es este mapa de calor que les presentamos con los precios de los 24 productos; en cuánto lo pueden conseguir en cada cadena comercial que tiene cobertura nacional, es decir, todos estos supermercados están en todos los estados de la República, y el precio promedio por cada uno de los productos.
Entonces, si ustedes quieren consultar en dónde está más barato el arroz, la carne de pollo, el frijol, nada más se van a esta tabla y donde vean el ícono o el precio con un verde un poco más fuerte, porque por ejemplo hay verdes un poquito más claros, como en este caso, pero el verde un poco más fuerte ahí es en el supermercado en donde está más barato cada uno de los productos. Recordar, estos son precios promedio por cadena comercial. Y aquí los restantes para cumplir los 24 productos. Esto vamos a estarlo publicando cada mes para orientar a las personas consumidoras a adquirir estos productos con precios mucho más justos.
Bien, ya se acerca el Día de Muertos. Aquí está el precio promedio de un pan individual y de un pan familiar en la sección de “Quién es quién en los precios”. Pueden consultar incluso por cada ciudad de la República, más o menos, en cuanto está. Pero destacamos que podemos encontrar en su presentación individual desde 14 pesos con 30 centavos hasta en 25.43, la familiar de 108 a 211.
Recordar, estos son precios promedio en el caso de los supermercados y en el caso de las panaderías, tanto las tradicionales como las de cadena, para que puedan adquirir este pan tan típico en esta temporada.

Ya se acerca el Buen Fin del 13 al 17 de noviembre:
¿Qué vamos a estar haciendo nosotros, en coordinación con Secretaría de Economía y con todas las Cámaras?
Vamos a monitorear precios… Ya estamos, perdón, monitoreando precios en 30 ciudades, desde el 17 de septiembre; más de 490 productos electrodomésticos, línea blanca y de los productos que más se consumen durante este fin de semana en diferentes establecimientos; y un simulador de pago a meses con financiamiento.

1. Revisa el mapa de calor y descubre dónde comprar los 24 productos de la canasta PACIC a precio más justo.
2. Antes de comprar pan de muerto, escanea el QR y compara. El mismo pan puede costar casi el doble, según donde lo compres.

Siempre me da mucho gusto saludarlos, verlos, pero más cuando traigo esta noticia, y es el calendario de Programas de Bienestar.
En los próximos días iniciará el depósito de las pensiones y programas correspondientes al bimestre noviembre-diciembre. Aquí estamos viendo el calendario.
El depósito se realizará —como ustedes bien ya lo saben— de acuerdo con la letra del primer apellido de los derechohabientes y los beneficiarios.
Empezamos el martes 3 de noviembre con la letra A.
El miércoles 4 de noviembre la letra B.
El jueves 5 y viernes 6 de noviembre corresponden a la letra C. Siempre hay más apellidos con algunas letras.
Y así sucesivamente, hasta el 27 de noviembre, que corresponde a las letras W, X, Y y Z.
Para el caso de los sembradores del programa Sembrando Vida, el depósito se hará el miércoles 11 de noviembre, miércoles 11 de noviembre.
Los derechohabientes del programa Pensión para Adulto Mayor recibirán 6 mil 400 pesos.
Las mexicanas de 60 a 64 años que reciben el apoyo de Pensión Mujeres Bienestar recibirán la cantidad de 3 mil 100 pesos.
Para quienes tienen la Pensión para Personas con Discapacidad recibirán su pago de 3 mil 300 pesos.
Los beneficiarios del Programa de Madres Trabajadoras recibirán mil 650 pesos.
En tanto que las y los sembradores de vida de ese programa Sembrando Vida recibirán el pago de su jornal mensual, que es de 6 mil 450 pesos.
Las fechas de pago se pueden consultar en la página oficial de la Secretaría de Bienestar o en la Línea de Bienestar.
Solo… Estos son el calendario real.
Les recordamos una cosa que es muy importante: no es necesario que ustedes retiren su dinero el día que se realiza el depósito, porque los recursos permanecen disponibles en su tarjeta y pueden utilizarse cuando ustedes lo necesiten, no es necesario que los retiren el mismo día.
Porque nosotros seguimos trabajando para que los apoyos lleguen de manera directa, sin intermediarios, directo a su Tarjeta de Bienestar para quienes tienen el derecho a recibirlos, están ejerciendo un derecho.
Permítanme compartirles un testimonio de un adulto mayor, que siempre es agradable saber para qué se utilizan los apoyos de Bienestar.

SECRETARIO DE HACIENDA Y CRÉDITO PÚBLICO, ÉDGAR AMADOR ZAMORA: Con su permiso, Presidenta. Buenos días a todas y a todos.
Efectivamente, como mencionaba la señora Presidenta, queremos platicarles en particular uno de los apoyos fiscales del autotransporte.
Vale la pena recalcar, es un sector que es muy importante para la economía nacional, y recibe un paquete de apoyos fiscales de manera tradicional, y vamos a seguir apoyando al sector, porque es un sector que representa una palanca para la formación de precios para el resto de la economía.
En particular, este apoyo incremental al sector es muy importante recordar: el pago de peajes para una empresa de autotransporte es un costo y, por lo tanto, se deduce de sus ingresos. Sin embargo, en 2002, se le dio un doble beneficio, también los peajes son acreditados para el pago del ISR; entonces, tiene este doble beneficio.
En 2002 fue para todas las empresas de autotransporte, pero —como pueden ver— con el paso del tiempo hubo un abuso, un exceso en el uso de este beneficio, hasta llegar a representar 0.4 por ciento del Producto Interno Bruto en 2019.
La administración anterior limitó, digamos, puso un acotamiento a 300 millones de pesos para las empresas que estaban por abajo de este umbral. Se mantiene el beneficio.
Pero en los últimos 6 años el estímulo ha crecido en más de 5 veces.
¿Qué es lo que estamos proponiendo para este ejercicio? Que aquellas empresas que verdaderamente lo necesitan, que venden 250 millones, hasta 250 millones van a seguir gozando de este beneficio.
El beneficio que se le da por parte de Hacienda a estas empresas son 13 mil 900 millones de pesos estimados para el 2026. Bajarlo, digamos, a 250 mil representa 4 mil 500 millones…
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: —250 millones—.
SECRETARIO DE HACIENDA Y CRÉDITO PÚBLICO, ÉDGAR AMADOR ZAMORA: Perdón, a 250 millones de pesos —disculpe—, representa 4 mil 500 millones de pesos para la hacienda pública.
Y esto es muy importante, lo mencionaba la Presidenta en la introducción: de las 2 mil 580 empresas que contribuyen bajo esta modalidad, solamente 170 dejarían, digamos, de percibir este beneficio en el ejercicio 2027; el 94 por ciento de las empresas, incluyendo, por ejemplo, los que tributan bajo esta figura del “hombre camión”, no se verían afectados en lo absoluto para el Ejercicio Fiscal del siguiente año.
El beneficio promedio son 26 millones de pesos.
Entonces, muy importante recalcar: hay una afectación mínima, solamente sobre el 6 por ciento de los contribuyentes, que nos representan 4 mil 500 millones de pesos en ingresos adicionales.
Y, en general, el sector recibe… Por ejemplo —y esto vale la pena comentarlo—, el IEPS que las empresas de transporte pagan por el diésel, por ejemplo, también tiene este doble beneficio, en total representa alrededor de 100 mil millones de pesos, más el beneficio de cuota de peaje; en total, el sector recibe beneficios por cerca de 115 mil millones de pesos, en el 2025, que es el ejercicio último que tenemos.
Entonces, recalcar nada más que es una calibración de este beneficio para balancear su efecto en las finanzas públicas y que tiene una afectación muy menor en solamente 170 contribuyentes del sector de autotransporte.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Bueno, vamos a las preguntas.

PREGUNTA: Buenos días, Presidenta.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Buenos días.
PREGUNTA: Alonso Urrutia, de La Jornada.
Entonces, ¿usted vería injustificada la movilización anunciada por los transportistas? Ellos demandan seguridad, por ejemplo.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: La principal causa por la que manifestaron desde el principio que iban a movilizarse es esta.
Como bien explica el secretario de Hacienda, hay una doble deducción del pago de ISR por el peaje.
En 2002, en la época de Fox, se abrió, que no tuviera ningún límite; con el Presidente López Obrador, esta doble deducción en el ISR del pago del peaje se limitó a 300 millones de pesos, y ahora se limitó a 250 millones de pesos. Eso solo afecta a 170 empresas. Pueden deducir hasta 250 millones de pesos, ya no hasta 300 millones de pesos; entonces, es una afectación pequeña.
Se estuvo hablando, por parte de la Secretaría de Gobernación, con la mayoría de las organizaciones del autotransporte.
El tema de seguridad, han estado en reuniones permanentes, tanto con la Secretaría de Seguridad y Protección Ciudadana como con la Guardia Nacional, para poder apoyar en todo lo que se requiera.
Pero en este caso es un sector muy pequeño que se ve afectado. De todas maneras, hay diálogo y a las 11:00 de la mañana se les va a recibir para poder platicar sobre este tema.
PREGUNTA: ¿Hasta ahora qué le ha reportado la secretaria de Gobernación de las pláticas que han sostenido?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No, lo que me dice es que “es un sector de Canacar pequeño que se va a movilizar” y que, de todas maneras, desde ayer se les abrió la puerta para reunirse a las 11:00 de la mañana con la Secretaría de Hacienda.
Y es importante que sepa la gente que la principal razón por la que se están movilizando es esta disminución de las deducciones de 300 millones a 250 millones de pesos, pero afecta a un número muy pequeño de las grandes empresas del transporte, no afecta a las personas que tienen un autobús, un camión, dos camiones.
Y, además, hay muchos otros apoyos que se les dan, como la deducción del IEPS en el ISR y muchos otros apoyos que tiene el autotransporte.
PREGUNTA: Quisiera retomar el tema de la victoria de Lula, Presidenta: ¿qué representa en el continente esto después de que había un avance de la derecha en América del Sur?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Es muy importante. Es el triunfo de un presidente, un movimiento popular, un gobierno que representa a su pueblo, la derrota de un movimiento de derecha; un trabajo muy importante que hizo el pueblo de Brasil con su presidente para revertir el resultado de la primera vuelta. Allá son dos vueltas, tiene que ganar con más del 50 por ciento de la votación.
Y es un gobierno afín. Claro que nosotros nos llevamos con todos los gobiernos del mundo y todos los pueblos del mundo, con excepción de aquellos que, como en el caso de Ecuador, violaron de manera flagrante la soberanía nacional.
Pero en este caso nos hace sentir muy contentos que un movimiento como el que representa a Lula en Brasil haya triunfado.
PREGUNTA: ¿Va a hablar con el presidente Lula?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Hoy a las 12:00 del día vamos a hablar para felicitarle.
PREGUNTA: ¿Y retomará su idea de ir de gira a Brasil?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Vamos a ver cuándo es el mejor momento.
Y vamos a retomar todos los proyectos conjuntos de diferentes temas; entre otros, la relación Pemex-Petrobras.
PREGUNTA: Presidenta, por otro lado, quisiera preguntarle: finalmente se concretó la renuncia de Guadalupe Taddei al frente del INE.
¿Qué opina usted de esta decisión?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Bueno, creo que ella toma una decisión de separarse del cargo frente a señalamientos que había.
Obviamente tiene que hacerse la investigación, no se puede… O sea, tiene que haber una auditoría para poder revisar las sospechas o señalamientos que ha habido con relación a abusos o privilegios dentro del INE.
Creo que ella toma una buena decisión de separarse del cargo.
Y como lo he dicho: nosotros llegamos con un movimiento de millones y millones de mexicanos que han luchado y siguen luchando, seguimos luchando; y en su momento, lo más importante era separar el poder económico del poder político y acabar con el régimen de corrupción y privilegios.
Y no puede haber señalamientos, sombras —como lo dije el viernes— de corrupción en la institución electoral.
Entonces, ella toma la decisión de separarse. Tiene que hacerse la auditoría para revisar esta situación.
Por otro lado —y creo que es importante decirlo— durante el fin de semana también vimos una degradación muy grande de la oposición. Esta burla misógina, machista, tampoco puede permitirse, porque es muy cobarde quien agrede a una mujer, no por lo que hizo como servidora pública, sino por razones personales. Y eso tampoco debe ser parte de la política mexicana; eso hay que ponerlo muy claro, porque si no, todo se permite, y no creo que eso deba celebrarse, ni mucho menos.
Ahora, nosotros, todos, tenemos una responsabilidad de comportarnos con base en nuestros principios.
Y tendrá que decidirse en estos días quién sigue al frente del INE y abrir el proceso para la nueva presidencia del Instituto Nacional Electoral.
PREGUNTA: ¿Usted condenaría el linchamiento hacia la persona de Taddei?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Pues es que no se puede aplaudir “un linchamiento” a una vida personal.
Repito, es: por un lado, tiene que hacerse la investigación de cualquier conflicto de interés que haya habido en el INE.
Y nosotros no podemos tampoco, si hay un señalamiento, decir: “bueno, no hay ese señalamiento”.
Pero una cosa es un señalamiento de posible abuso o conflicto de interés y otra cosa muy distinta es celebrar esta crítica personal a una mujer, particularmente.
PREGUNTA: Pero, Presidenta, hubo un video que generó mucha indignación, cuando el proveedor, con la vista a París, le dice al hijo: “París a tus pies, chiquillo”.
¿A usted le generó la misma indignación ese video?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Pues claro que nosotros no podemos permitir que eso suceda en México, y no como un asunto personal de la Presidenta; o sea, nosotros tenemos que garantizar la transparencia y la honestidad.
Pero hubo una parte de todas estas críticas que se hicieron a la vida personal de una persona y eso… Y particularmente relacionado con su situación por ser mujer y eso tampoco está bien, no se puede celebrar eso, no es correcto.
Por eso me parece que la decisión de ella de separarse del cargo y que se haga la investigación es muy buena.
¿Por qué? Que haga la Auditoría Superior sus investigaciones y que saque sus conclusiones, como lo señalamos el viernes. Yo, el viernes dije: “no puede haber una sombra de corrupción en el Instituto Nacional Electoral”.
PREGUNTA: Pero más allá de los ataques personales que le hicieron a Taddei, ¿usted sí se pronunciaría por que se investigara a fondo su conducta como funcionaria?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Lo dije desde el viernes. Pero no su conducta, no es “la conducta personal”, es si hubo algún mal manejo de recursos públicos.
PREGUNTA: Su desempeño como funcionaria, pues.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Pues no es su desempeño, es el mal… Si hubo un mal manejo de recursos públicos o hubo conflicto de interés, eso tiene que investigarse.
PREGUNTA: ¿La renuncia no sería, no significaría impunidad?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Tiene que investigarse.
Y ella toma la decisión, para proteger al INE, pues de separarse del cargo para que se haga la investigación.
Pero yo creo que nadie puede estar de acuerdo en esta burla, mofa, a una mujer. Eso no es correcto tampoco.
Entonces, hay que separar las cosas:
Entonces, si hay un mal manejo de recursos públicos, si hubo conflicto de interés, que se investigue. Y ella toma una decisión de separarse del cargo, qué bueno, para que pueda investigarse adecuadamente.
Ahora, la otra parte también hay que revisarla, como parte de la vida pública, porque no es correcto tampoco esta mofa, esta burla, este… de una mujer —eso no está bien— por su vida privada, su vida personal. Eso… Claro, cuando hay conflicto de interés hay que atender, pero también hay que defender que no puede haber esta mofa machista, misógina a una mujer.
PREGUNTA: Ahora, Presidenta, su renuncia se da en un momento complejo por dos aspectos:
1. El presupuesto que solicitó el INE, con un crecimiento impresionante. ¿Qué opina usted de eso? ¿Se tendría que revisar a fondo la petición?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No, pero ese presupuesto nosotros ya le planteamos al Congreso desde que lo envió el INE, y lo dijimos públicamente que “nos parecía completamente excesivo”.
Ya lo dijimos aquí.
PREGUNTA: Pero ¿a la luz de estos excesos?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Lo que nosotros proponemos es que el presupuesto del INE sea lo que se destinó en 2024 para la elección con lo que corresponde a la inflación del 2025 y el 2026. Eso lo manifestamos aquí, en su momento.
La propuesta del presupuesto fue una propuesta de todo el Consejo del INE, no solo de la Presidenta.
PREGUNTA: Pero tendría que revisarse a fondo a la luz de todos estos excesos de la Presidenta consejera.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No, el Congreso de la Unión es quien determina el presupuesto del INE. El INE hace una propuesta y el Congreso de la Unión determina las limitaciones.
Lo mismo ocurrió en el 2025. En el 2025, el Congreso de la Unión, la Cámara de Diputados hizo un ajuste a los presupuestos de la Suprema Corte de Justicia de la Nación, del Instituto Nacional Electoral.
Entonces, el Consejo General del INE propuso un presupuesto y depende de la Cámara de Diputados ajustar ese presupuesto.
¿Qué dijimos nosotros desde que se presentó ese presupuesto? “Nos parece excesivo, y tiene que ser lo que se gastó en el 2024 o lo que se invirtió en 2024, más la inflación del 2025 y el 2026”.
PREGUNTA: Ahora, la otra parte es la parte política, Presidenta: es un momento muy complejo porque el proceso electoral está en curso.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Sí, pero afortunadamente hay una Ley Electoral que determina qué hacer en estos casos.
Entonces, lo que se determina es que el Consejo elija a un presidente o presidenta suplente, provisional, y que la Cámara de Diputados inicie el proceso para nombrar una nueva presidenta o presidente del Consejo General del Instituto Nacional Electoral.
PREGUNTA: ¿Para buscar reducir el impacto político de la renuncia?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No, no es para reducir; es para cumplir con la ley, no es reducir el impacto político.
PREGUNTA: Pero evidentemente abre un hueco que la consejera presidenta… Nunca había ocurrido.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Pero ¿cuál “hueco”?
PREGUNTA: Nunca había ocurrido que una consejera presidenta renuncie en pleno proceso electoral, nunca.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Pero afortunadamente hay una ley que dice qué hacer, y tiene que procederse a lo que se tiene que hacer.
Lo que no… Creo que, en ese sentido, qué bueno que ella toma la decisión de separarse, me parece que los señalamientos que se hicieron no podían… No podía haber esta sombra de conflicto de interés en el INE, y en eso qué bueno que ella toma la decisión de separarse.
Y procede lo que viene y está en la ley. No tiene ningún problema.
PREGUNTA: O sea, ¿usted no vislumbra una crisis en el INE por esta decisión?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No, no, no. Hay una persona que es señalada por conflicto de interés, al menos. Ella toma la decisión de separarse del cargo para hacer la investigación.
¿Y qué procede? Lo que dice la ley. Afortunadamente, la ley establece qué hacer con toda precisión.
PREGUNTA: Le agradezco, Presidenta.
PREGUNTA: —¿Habló con ella, Presidenta?—.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No, no.
PREGUNTA: Buenos días, Presidenta. Romina Gándara, de SinEmbargo.
Es con respecto a las elecciones en Brasil, en las que la derecha ya contaba con ganar, lo que habría sido “la perla de la corona” para la derecha, un triunfo que habría fortalecido a la ultraderecha en la región.
En un contexto en donde las redes y, sobre todo, los Cerimedos se utilizan para distorsionar la voluntad popular, ¿qué lecciones deja esta elección en Brasil para la izquierda en Latinoamérica y para México, donde no tenemos una segunda vuelta?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Acercarse al pueblo siempre. Tener como visión, como objetivo, cumplirle al pueblo y permitir que el pueblo decida.
Y el pueblo de Brasil dio una lección al mundo de que, más allá del uso de las redes sociales… Que, por cierto, en plena jornada electoral denunciaron que una de las plataformas, Meta, estaba dando beneficio a Bolsonaro frente a Lula. Y por más redes sociales, pues quien triunfa es el pueblo.
Y eso es muy bueno, muy bueno, porque lo que muestra es que cuando el pueblo decide movilizarse, defender sus derechos, triunfa siempre. Y eso es una lección para Brasil, para México y para el mundo entero.
PREGUNTA: Aunque Lula gana Brasil, pues también es importante destacar que hay varios antecedentes importantes y preocupantes sobre la injerencia de Washington en otros países:
Por ejemplo, en Canadá, de The Globe and Mail documentó la presencia de operadores en Alberta para apoyar al movimiento separatista, el cual no prosperó.
Mientras que Rixi Moncada, excandidata de la izquierda en Honduras, en una entrevista que dio para Los Periodistas dijo que “Washington le robó el triunfo” y que “lo ocurrido —en su país— no es un caso aislado, sino un laboratorio de nuevas formas de injerencia política que pueden repetirse en México”.
La cito, ella dice: “no se confíen, no están exentos de esto, va a pasar y hay que prevenir”.
Con respecto a esto, ¿qué haría o cómo puede prevenir?, o ¿qué hará su gobierno si Washington quiere meterse en las elecciones del país, de México?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: La autodeterminación de los pueblos.
PREGUNTA: Pero ¿cómo defenderla?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Siempre, o sea, acercándose al pueblo.
La mejor manera de defender es cumplirle al pueblo y que el pueblo se organice y se movilice siempre, y que defienda sus derechos por encima de cualquier injerencia extranjera y por encima de esta derecha internacional que utiliza todo lo que esté a su alcance para actuar contra el pueblo.
Eso es lo que nos demuestra hoy Brasil: que no hay que rendirse, no hay que vencerse, hay que caminar siempre con la frente en alto y muy cerca del pueblo.
Y al pueblo organizado nadie lo puede vencer.
PREGUNTA: Usted acaba de mencionar particularmente el caso de Brasil, donde Meta está acusada, precisamente, de intervenir en las elecciones a través de las redes sociales, a través de los algoritmos.
Y también hay ensayos. En SinEmbargo publicamos uno que nos detalla cómo en varios estudios demuestran que estas campañas y los algoritmos pueden inclinar las campañas sin que nadie sepa ni a favor de quién; y que México ya está en la mira de estos operadores como los Cerimedos.
Sobre esto, además de la voluntad del pueblo, ¿no considera que sea necesario auditar los algoritmos y el funcionamiento de las redes sociales para garantizar que no se manipule a través de estas tecnologías?, ¿y qué medidas se pueden tomar para prevenir este tipo de injerencia?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Primero, lo que hacemos nosotros: informar cómo operan estas redes de la derecha internacional en contra de los pueblos. Informar, informar, informar.
Segundo. Le corresponde al Instituto Electoral revisar la actuación de las plataformas digitales en los procesos electorales.
Tercero. Ya se legisló: que no puede haber injerencia extranjera en las elecciones.
Y cuarto. Repito, nosotros siempre dijimos: “solo el pueblo puede salvar al pueblo y solo el pueblo organizado puede salvar a la nación”. Es lo más importante.
Y que entendamos que la defensa del proyecto de defensa del pueblo —porque es eso, la Cuarta Transformación es eso, es un movimiento del pueblo de México— que la defensa de los triunfos, de las conquistas del pueblo, de la separación del poder político, del poder económico, tiene que seguirse difundiendo y defendiendo.
Si no hay pueblo que defienda el proyecto, si el gobierno traiciona al pueblo, entonces, puede haber injerencia. Cuando eso no ocurre, triunfa siempre el pueblo de México.
PREGUNTA: Pero ¿no considera que nos estamos quedando atrás en una regulación que, sí, una regulación para los algoritmos, para la Inteligencia Artificial?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Hay que discutirlo.
De todas maneras, ya no se puede legislar sobre lo electoral, en este momento.
Por eso es muy importante la denuncia permanente de lo que estamos viendo. Por eso está denuncia que se hizo con relación a La Derecha Diario —un órgano de propaganda, porque no es “un diario”, es una red de propaganda de derecha— esta denuncia que se hizo de cómo se organizan para influir en la opinión de la gente, a través de algoritmos y otros mecanismos, vinculados con una organización internacional de derecha, pues es muy importante la denuncia que se hizo.
Y seguir presentándolo aquí y en todos los foros.
Y que la gente sepa lo que significan las redes sociales y hasta dónde.
Y seguirse organizando, repito, en la defensa de los derechos de la gente y de los gobiernos que representan a los pueblos, porque los demás representan a las élites.
La derecha representa a las élites, la derecha representa a los grandes poderes económicos, la derecha representa el autoritarismo, la derecha representa la defensa de la corrupción y los privilegios. Eso es la derecha.
Y los gobiernos humanistas representamos al pueblo y la defensa de sus derechos, y de la democracia, y de la justicia. Y eso hay que tenerlo siempre muy claro.
Y nadie puede traicionar al pueblo, quien pretenda ser parte de la Transformación de México. No se pueden traicionar los principios, no se debe; porque si se traiciona al pueblo, imagínense, se pierde toda la autoridad moral, toda la autoridad política.
Y nosotros tenemos muy claro que el Gobierno de México representa a su pueblo y representa los derechos del pueblo, y representa lo mejor de México, lo mejor de su historia y reivindica lo mejor de la historia de México. Y eso hay que tenerlo siempre claro.
Y quien traiciona esos principios, pues traiciona al pueblo.
Por eso es muy importante el momento que estamos viviendo.
Y por eso es tan importante el triunfo de Lula, en Brasil, porque muestra que el pueblo organizado jamás será… Bueno, es: “el pueblo unido jamás será vencido”, “el pueblo organizado y unido jamás será vencido”.
PREGUNTA: Muchas gracias.

Retomando el tema con lo del INE, bueno, usted dice que “no puede haber la sombra de la corrupción”.
¿Cree usted que también tengan que renunciar más consejeros?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Bueno, en este caso lo que salió está relacionado con la consejera presidenta.
Y repito, afortunadamente hay una ley que resuelve cómo seguir avanzando en el proceso electoral sin problema.
PREGUNTA: ¿Puedo aprovechar que está el secretario de Hacienda? Y en el mismo tema del INE, si nos puede detallar: ¿qué líneas de investigación tiene abierta la UIF con el INE?, ¿qué hallazgos hay o se han encontrado?
Tomando en cuenta también que Taddei dijo en una entrevista que “la UIF tenía que actuar con responsabilidad porque si se congelan las cuentas de los proveedores, incluso se pondría en riesgo la producción en materia electoral”.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: La UIF congela las cuentas de este proveedor que ha estado saliendo, en 2023. Cuando estaba Pablo Gómez al frente de la UIF hay un congelamiento de cuentas de uno de los proveedores.
Después, viene un amparo —por eso es tan importante la legislación que se hizo con respecto al lavado de dinero y los amparos relacionados con el congelamiento de cuentas— viene un amparo y tienen que retirarle el congelamiento —si mal no recuerdo—, en enero del 2024.
Pero en 2023 a este proveedor se le congelaron las cuentas y el amparo hace que se las tengan que liberar nuevamente. Entonces, ese antecedente es muy importante.
PREGUNTA: O sea, ¿más líneas de investigación de la UIF que tengan al…?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Bueno, tendrá que informarlo la UIF, en su momento.
PREGUNTA: Ok. Presidenta, en otro tema, pues usted ya ha dejado claro, y ahorita habla de la autodeterminación de los pueblos, respetar la soberanía y desarrollarse sin subordinación.
Pues este fin de semana el diario New York Times también publicó una investigación que señala que Washington entregó recientemente un memorándum que plantea ampliar la cooperación bilateral, incluyendo el acompañamiento del personal estadounidense con México.
Este memorándum, ¿usted tiene información de este memorándum que haya llegado a México o algo?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No.
Ellos nos lo han pedido varias veces, no es, digamos, de un tema de un memorándum. Ellos han pedido varias veces la operación conjunta en nuestro país y nosotros siempre hemos dicho que “no”, que “la integridad territorial, esa no puede vulnerarse”, y que “nos coordinamos, pero sin la participación de ellos en nuestro territorio”. Y que “la participación de ellos en nuestro territorio, en el caso de responsables de distintas agencias en nuestro territorio, tiene que cumplir con la Ley de Seguridad Nacional y la Constitución”. Eso es lo que siempre hemos manifestado y lo que siempre vamos a manifestar.
En el caso de requerir de algún equipo, algún… como hemos mencionado en algunas ocasiones, es a petición de México y nunca con fuerzas de Estados Unidos operando en el territorio nacional.
Entonces, ellos lo han solicitado en distintas ocasiones y siempre hemos dicho que “eso no”, que “podemos coordinarnos y cooperar en distintos temas”.
Por ejemplo, recientemente se hicieron Operaciones Espejo en la frontera, y se siguen trabajando, se siguen coordinando.
Frente a esto que señalaron, que “se habían recibido algunos disparos desde México hacia Estados Unidos”, lo que se dijo es: “bueno, vamos a hacer Operaciones Espejo, ustedes en su territorio, nosotros en nuestro territorio”. Y así.
Y si ellos tienen información sobre generadores de violencia en México, que den la información y quien opera son las fuerzas federales.
Pero el marco de colaboración siempre tiene que estar enmarcado en la Ley de Seguridad Nacional y en el Acuerdo de Entendimiento que tenemos, que parte de cuatro principios: soberanía, integridad territorial, confianza mutua y coordinación sin subordinación.
PREGUNTA: De hecho, ellos también señalan que “esto parece buscar una victoria pública en México tras las elecciones que vienen en noviembre”. ¿Usted lo ve así?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Pues no, porque no es nada nuevo.
Además, no… O sea, es algo que nos han pedido desde el primer momento de la llegada, no sé si así fue en el pasado, pero en el caso de la llegada del presidente Trump, lo han solicitado varias veces.
Y lo que les hemos dicho es que “tenemos una colaboración muy buena en materia de seguridad que ha dado muchos resultados, pero con el principio de coordinación sin subordinación y de la integridad territorial”.
Y nosotros no estamos de acuerdo con la participación —como se hizo en la época de Calderón— de la presencia de fuerzas de Estados Unidos en tierra, eso no, y ellos lo saben.

Sobre el tema del autotransporte, a lo largo del fin de semana la Secretaría de Gobernación estuvo informando el desarrollo del diálogo.
En el último reporte que la Secretaría de Gobernación tuvo fue sobre que la Canacar, la Cámara Nacional del Autotransporte de Carga, era quien estaba presentando dificultades en el diálogo.
También incluso en la nota informativa se menciona que la Confederación de Cámaras Industriales de los Estados Unidos Mexicanos también ha intentado intervenir.
En ese sentido, ¿le han dado un informe más actualizado de cómo van las negociaciones?
Y especialmente ¿cómo espera su administración que la Canacar reciba los beneficios?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: La mayoría de las organizaciones de autotransporte desde el fin de semana manifestaron que no se iban a movilizar.
Cuando hay un anuncio de que va a haber un cierre de carreteras, la Secretaría de Gobernación —que lo hace muy bien— busca el diálogo para evitar cualquier afectación a las y los mexicanos, de cierre de carreteras.
Y esta no fue la excepción, se buscó a distintos… a las distintas organizaciones del autotransporte de carga y solamente un sector de Canacar dijo que “se iba a movilizar”.
De todas maneras, hay un diálogo hoy a las 11:00 de la mañana para poder platicar con ellos. Es decir, el diálogo siempre debe estar abierto.
Pero, repito, es un sector muy pequeño de 170 empresas, que son las que tenían mayores beneficios de estas deducciones, todos los demás siguen con todas las deducciones posibles para apoyo del autotransporte de carga.
PREGUNTA: Muchas gracias.
En una segunda pregunta, retomando el tema con Brasil, en meses anteriores se ha hablado sobre establecer relaciones comerciales, se ha hablado de un Tratado, incluso hay Entendimientos sobre aliar Pemex con Petrobras.
Dada la victoria de Lula da Silva, ¿cómo avanzarían estos tratos comerciales?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Difícilmente se puede hablar de un Tratado Comercial con Brasil. Son acuerdos complementarios, porque lo que no queremos es afectar, ni la producción agrícola en México ni empresas que hay en México.
Entonces, en varios temas se compite. Entonces, si se abre completamente el comercio libre, pues va a tener afectaciones sobre nuestra economía.
Pero hemos platicado con Brasil del trabajo en muchísimos temas:
En comercio complementario, es decir, aquello que ellos producen que nosotros no, y lo que producimos nosotros que ellos no, pues que pueda establecerse un comercio.
Ellos tienen distintos esquemas de innovación tecnológica que nos interesa aprender.
Y al mismo tiempo, este Acuerdo entre Petrobras y Pemex, donde se firmó una Carta de Entendimiento y que ahora esperamos que siga avanzando.
PREGUNTA: En ese mismo sentido, ¿se mantiene la posibilidad de que México mantenga relaciones de distintos tipos con Brasil?
En este sentido, ¿ha considerado, su administración ha considerado acercarse para platicar, saber sobre las reformas que Brasil ha hecho a redes sociales? Usted misma mencionó, se detectó…
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Sí, también, también.
PREGUNTA: Se detectó que…
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Ellos tienen una legislación muy estricta relacionada con el scrolling, el famoso scrolling.
Entonces, sí nos interesa saber cuál es su legislación y adaptarla a México. No se trata de copiar, pero sí escuchar qué fue lo que… cómo han avanzado ellos y ver si es factible desarrollarlo en México.
De todas maneras, para el proceso electoral ya no se puede legislar en este momento, más que las orientaciones que dé el Instituto Nacional Electoral y el propio Tribunal.
PREGUNTA: No se puede legislar en materia electoral; sin embargo, en teoría las plataformas digitales no están involucradas en el tema electoral, no son un actor en el tema electoral.
¿Ha considerado regular a las plataformas digitales de una forma más agresiva?
Por ejemplo, en Brasil se ha considerado que las plataformas están obligadas a conservar el historial de sus algoritmos de 9 meses, es decir, para saber cómo están operando, si tienen sesgos.
Estas medidas, ¿se pueden conversar con ellos para que se puedan aplicar en México?
Repito, no son unos actores que estén involucrados en el proceso electoral.
Entonces, ¿esta posibilidad de regular a las plataformas digitales sigue viva?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Lo hemos planteado aquí varias veces, lo que queremos es abrir una discusión en México sobre este tema, como lo hicimos para la restricción del uso de celulares en las escuelas, o como lo hicimos para el tema de que no puede estar abierta cualquier información relacionada con lo que reciben niñas, niños y adolescentes.
De igual manera, pues lo que tiene que ver con esta visión de las plataformas digitales muy invasiva, en donde está orientada a generar adicciones, demostrado por mucha gente que participó en las propias plataformas digitales.
Entonces, todo eso tiene que discutirse en México.
PREGUNTA: En una tercer pregunta: este viernes, el presidente Donald Trump aseguró que “estaba cerca de destrabar las tensiones comerciales” y que “ya está próximo un acuerdo final”, en especial en el tema de los aranceles en el sector automotriz y de acero.
Con esta declaración ¿cuál es la perspectiva para las próximas semanas en las mesas de negociación para la renovación del Tratado?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Hay que esperar todavía. Vamos muy avanzados, pero todavía falta.
PREGUNTA: ¿Hay alguna fecha para poder decir…?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No. Seguimos trabajando, dialogando.
El secretario de Economía está trabajando muy de cerca con el área de Tratados Comerciales de Estados Unidos, USTR, y con el Departamento de Comercio, pero estamos todavía trabajando, aún no llegamos a un acuerdo; estamos muy cerca, pero aún no llegamos al acuerdo.

Con respecto al tema de los transportistas, ¿una preocupación o hay una sospecha sobre que esto incremente precios en la canasta básica, a las…?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No, no, no, nada que ver.
Son 170 empresas de 2 mil y pico de empresas, que lo único que va a pasar es que no van a poder deducir doblemente el cargo de peaje por ISR. Es decir, se reduce de 300 millones de pesos a 250 millones de pesos.
Entonces no tiene ningún efecto, más que a ciertas empresas muy grandes que —desde la perspectiva de la Secretaría de Hacienda— había una deducción excesiva.
Pero es un sector muy pequeño.
Y siguen teniendo las deducciones sobre el IEPS y muchísimos otros beneficios del transporte en nuestro país.
PREGUNTA: Y de estas 170 empresas, ¿se sabe si tienen corridas regulares hacia Ciudad de México? Esto por la preocupación de que en muchas ocasiones, para evitar estos costos, usan carreteras federales de entrada a la Ciudad de México como…
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Pero no tendrían por qué.
De todas maneras hay una mesa de trabajo hoy a las 11:00 de la mañana. No tiene ningún efecto, ni en la canasta básica, ni en la operación del transporte de carga en nuestro país, es nada más reducir algo que era excesivo.
PREGUNTA: Una segunda pregunta: anunció el Inegi un 3.5 por ciento de crecimiento en la economía durante el mes de agosto.
Si ¿pudiera también comentarnos al respecto?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: —Pon la gráfica de crecimiento, que sale en el Inegi—
Es muy buena noticia, ya la habíamos dado, es el Indicador Global de la Actividad Económica del 2022 al 2026.
Y como ven: particularmente en el segundo semestre o desde el segundo trimestre del 2026, pero en el tercer trimestre se muestra de mejor manera, pues hay un crecimiento muy importante, producto de la construcción —principalmente de obra pública—, la construcción de vivienda y también lo que tiene que ver con la producción de electrónicos.
PREGUNTA: Y una última pregunta, nada más, con respecto a lo que se había anunciado del tren que conectaba Ciudad de México con Veracruz, habían planteado que se iban a anunciar los estudios.
¿Si ya habrá algo con respecto a ese tema?

Retomando el tema del INE, la oposición afirma que “el nuevo consejero o consejera presidenta va a venir ligado al partido Morena y a los partidos que son aliados”. ¿Cuál es su opinión al respecto?
¿Y qué perfil debe tener quien asuma el cargo?
Por favor.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Imagínense al presidente del PRI hablando de “honestidad”. Es que es un chiste que se cuenta solo.
Uno de los hombres que se ha demostrado que durante su gobierno estatal tuvo muchísima corrupción hablando de “honestidad”.
O la derecha —que, por cierto, ahorita… Está buenísimo, ¿no?, todo lo que dijeron en la primera vuelta de Brasil y ahorita están muy calladitos, calladitos, calladitos—, la derecha hablando de “honestidad” también. O sea, el PRIAN hablando de “honestidad”.
Entonces, tiene que decidir el Congreso, igual que se decidió, igual que se ha decidido siempre.
Y hay un procedimiento muy estricto para elegir a la o el presidente del INE, y a los consejeros.
Entonces, la democracia no está en riesgo; al contrario, la democracia se fortalece siempre. Pero no podemos cerrar los ojos ante esta idea de la derecha de que “ellos ahora son los honestos”, digo, ¡por favor!
Entonces, cuando se encuentra un señalamiento hay que actuar. Y, afortunadamente, aquí ni siquiera tuvo que proceder el Congreso, la presidenta del INE toma la decisión de separarse del cargo, y eso ayuda a la institución.
Y que se elija a la persona que el Congreso considere la mejor persona para dirigir los destinos del Instituto Nacional Electoral en este proceso electoral.
Entonces, es importante lo que pasó. Hubo un señalamiento, hay, digamos, señalamientos de conflicto de interés, pues que se investigue. Y es mejor que la persona se separe para que se pueda hacer bien la investigación.
Y que la Auditoría Superior de la Federación haga su auditoría y señale si es que, en efecto, ella está involucrada o no. Y si no, si hay otros servidores públicos del INE, pues también.

El 15 de octubre se publicó el anteproyecto de iniciativa federal sobre monumentos y zonas arqueológicas, artísticas e históricas para prohibir definitivamente la exportación de obras protegidas y su reproducción con fines comerciales.
Preguntarle, Presidenta, ¿qué obras o artistas mexicanos quedarían protegidos y por qué es necesario modificar esta ley? Si nos puede comentar, por favor.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Que Cultura pueda dar una versión. Es algo muy especializado; entonces, que ella… O los invitamos aquí, a “La mañanera”, para que lo puedan explicar.

Y por otro tema, si me permite: entre enero de 2020 y agosto de este año, cerca de 10 mil médicos especialistas renunciaron tanto al IMSS como al ISSSTE.
¿Le han comentado sobre esta cifra? ¿Por qué se deben sus renuncias?
Y si ¿usted ha contemplado también este tipo de problemática que padece el IMSS?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Mañana va a venir Zoé para explicar todo lo del IMSS.
Se han dicho una cantidad de mentiras en este mes, pero brutales, como parte de esta campaña: que, “un médico del IMSS gana 10 mil pesos”, que… En fin, un montón de temas que no tienen sustento.
Entonces, ¿cuál es el planteamiento que hemos hecho nosotros?
El IMSS ha mejorado. Tan solo, la cantidad de nuevos hospitales que existen.
Y se demuestra con las cifras de cuántas consultas hay de médicos generales, cuántas consultas de especialistas.
Ahora, tiene que perfeccionarse todavía más para beneficio de los derechohabientes.
Entonces, primero, para apoyar a los trabajadores, las y los trabajadores del IMSS, se hizo una revisión de los gastos del IMSS para poder dar un mayor incremento salarial.
Ya se están dando las contrataciones de las personas que todavía quedaron con contratos más precarios, que fueron incorporados durante la pandemia para que este mismo año todas esas personas puedan tener sus contratos de manera adecuada.
Y también se está fortaleciendo toda la distribución, porque no había un problema en la compra, sino más bien en la distribución de los medicamentos, de los insumos médicos y de todo lo que se requiera para beneficio de todos los derechohabientes del IMSS.
Y nuevas acciones que se van a tomar.
Entonces, mañana viene Zoé para explicar todo esto y también decir todo aquello que se ha estado diciendo, que en realidad no tiene sustento, es falso.
PREGUNTA: ¿El personal médico del ISSSTE cómo se encuentra? Porque también…
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Estamos… El IMSS se está, digamos, ampliando los derechos para las y los trabajadores, y contratando nuevo personal a través de distintos esquemas —ya lo va a presentar mañana Zoé— mejorar la distribución de medicamentos, de insumos.
Incluso —les puedo adelantar— se está preparando una jornada muy importante para disminuir los retrasos, para poder hacer las operaciones pendientes que están programadas en 3 meses, 4 meses, a través de un esquema que están desarrollando para beneficio de las y los derechohabientes. Mañana se va a explicar todo esto.
En el caso del IMSS Bienestar también; ha sido muy muy importante la visita que he hecho a todos los hospitales y el diálogo que hemos establecido con los directores y las directoras. La mayoría, el 95 por ciento, habla de la mejora que ha habido en el Sistema de Salud gracias al IMSS Bienestar.
Bueno, nada más la gratuidad, nada más el número de medicamentos que son suministrados, los equipos que se han comprado, el mejoramiento de las condiciones laborales de los trabajadores. Todavía falta y estamos trabajando para poder fortalecerlo; ya también lo vamos a presentar, en su momento.
Y el día de hoy iniciamos con el ISSSTE, con la revisión de todas las condiciones del ISSSTE, y hay suficientes recursos para poder atender.
PREGUNTA: ¿Esta revisión del ISSSTE en qué consiste? ¿Va también a acudir a las clínicas?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Igual, cuántos médicos, cuántos… o sea, cuánto personal requiere; y la infraestructura, que en el caso del ISSSTE mucha infraestructura se quedó, en todo el periodo neoliberal, abandonada.
Presidente López Obrador hizo nuevos hospitales, pero todavía hay que rehabilitar muchos hospitales.
El domingo fui a un hospital en Morelia, Michoacán, el “Vasco de Quiroga”, que al abrirse un nuevo hospital del ISSSTE lo dejaron abandonado, un hospital muy grande.
Martí fue y lo revisó, y dijo: “este hospital se puede rehabilitar”, y además está en el centro de Morelia.
Con una inversión de alrededor de menos de 400 millones, 370 y tantos millones de pesos, se está rehabilitando completamente y está quedando muy bien y se están comprando nuevos equipos.
De tal manera que está el que se construyó en 2012, 2013; y aparte este, que estaba totalmente abandonado, pues tenga una rehabilitación.
Igual se hizo en Cuernavaca, Morelos, un hospital que estaba abandonado, y que ya se rehabilitó y ya está en operación.
Entonces, vamos… Y, además, los consultorios que se están programando para iniciar en enero, y seguir ampliándose en todo el transcurso del 2027.
PREGUNTA: ¿También incluiría, entonces, el que los medicamentos lleguen en el ISSSTE conforme a las fechas y todo eso?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: El ISSSTE es de las tres instituciones quien tiene más, en este momento, entrega de medicamentos, porque Martí ha hecho un muy buen sistema de distribución.
Es más pequeño —también hay que decir— como institución que el IMSS Bienestar y que el IMSS.
Entonces, ahora el IMSS está trabajando de manera muy fuerte con el equipo que presentamos el viernes, estos especialistas mexicanos, para modernizar completamente el sistema de distribución de medicamentos, sus almacenes.
Entrar a un proceso de modernización y digitalización muy grande; que ya lo había iniciado Zoé, pero ahora vamos todavía a hacerlo más para garantizar que el medicamento, el insumo médico, lo que utiliza el médico cuando va a operar, esté en el lugar que se necesite en el momento que se necesita.

Presidenta, continuando con el tema del triunfo del presidente Lula, ¿qué representa Brasil, Presidenta como país, como movilización social?, ¿qué tan importante fue ayer la movilización social en estas elecciones de Brasil?
¿Y qué opinión tiene sobre la reacción de la ultraderecha que se lanzó en contra de los artistas de talla internacional que mostraron un respaldo a Lula, como Madonna o Guillermo del Toro?
Y que, bueno, pues, ¿qué tan importante es la participación también de este tipo de personajes en una disputa electoral, Presidenta?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Yo creo que hizo un gran trabajo el presidente Lula de revertir el resultado de la primera vuelta.
Y tuvo que ver también con que el pueblo de Brasil, incluso las y los jóvenes, dijeran: “no queremos regresar al pasado y hay que seguir avanzando con un gobierno popular”.
Entonces, fue muy muy importante, y todo lo que se hizo.
Y nosotros estamos contentos porque, frente a otros triunfos de la derecha en América Latina, la principal economía de América Latina, el país con más habitantes de América Latina y el Caribe, dio una muestra de pueblo organizado, de la defensa de sus derechos.
Estamos muy contentos por eso. Bueno, yo estoy muy contenta.
PREGUNTA: Presidenta, sobre esta participación de artistas que mostraron su apoyo a Lula y que incluso también, cuando fue la selección del 2024, algunos también mostraron su respaldo a usted, y que a la ultraderecha parece no gustarle este tipo de declaraciones de estos artistas, ¿qué opina?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Pues vean ustedes hoy las redes sociales.
O sea, todos los que… de aquí de México, felices de la vida “porque había ganado la derecha en Brasil”; y hoy: “calladitos, calladitos”, porque triunfó el pueblo de Brasil y eso es algo muy bueno.
Y sí hubo artistas y muchas personas que pensaban que era muy importante el triunfo de Lula. Y qué bueno que 4 años más.
Y es un hombre que ha vencido todo, porque nunca se ha arrodillado, nunca, y eso la gente lo sabe.

En el tema de Brasil —como usted ya comentó— hay un acuerdo que puede tener Petrobras y Pemex, que de hecho ya los tienen, pero obviamente con esto se puede pensar hacia más.
Ante lo que está pasando con Estados Unidos, que de alguna manera busca que México siga comprando gas, y ante esto, está utilizándolo, incluso para negociar con los aranceles, ¿con esto se podría garantizar el suministro de gas que puede tener México?
Porque ya vimos, pues digamos, en el tema de Texas, que hubo una escasez muy grande cuando ellos decidieron cortar el suministro a México.
Pero con esto ¿sí se puede garantizar?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No, pero no decidieron cortar el suministro a México, eh. O sea, hubo una helada en la época… no recuerdo en qué año, pero cuando gobernaba el Presidente López Obrador. Y por esa razón hubo una disminución del gas a México y, además un incremento de precios también.
Pero es la única ocasión, no ha habido otras ocasiones.
Nosotros hemos planteado que todos los países del mundo, todos, todos, todos, buscan soberanía energética, y México no es la excepción.
Entonces, nosotros vamos a seguir trabajando para garantizar mayor soberanía energética. Y por eso el impulso que hemos dado a las fuentes renovables de energía, porque además de ayudar a disminuir los gases que provocan el cambio climático global, además de los beneficios ambientales, reducen la dependencia, fortalecen la soberanía energética.
En el caso del gas, estamos buscando las distintas opciones para la producción de gas, de tal manera que también sus impactos ambientales sean menores.
Y en el caso de petróleo, con el límite que hemos puesto de 1.8 millones de barriles diarios, lo que estamos buscando es mayor exploración de petróleo. Y en eso Petrobras es muy bueno, en la exploración de aguas profundas, y aguas someras también.
Entonces, por eso nos estamos acercando a Petrobras, para poder tener un trabajo conjunto de exploración del Golfo.
PREGUNTA: Y de combustibles, claro que sí.
Y en otro tema, también usted mencionó que “se busca replicar lo que se está pasando con el Hospital de La Pastora” en los 32 estados.
Pero ¿de qué manera se garantizará que existe el número suficiente de especialistas? Ya que actualmente en México tenemos un tema con que no hay suficientes especialistas que se gradúan año con año.
¿Se puede garantizar que sí vamos a poder tenerlo en cada uno?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Ahora, afortunadamente… —¿Por qué no pones la gráfica de los residentes?—.
Estos eran los médicos generales que entraban a especialidad.
Como ustedes saben, la carrera de Medicina y la especialidad en Medicina son varios años de preparación de las y los médicos.
Entonces, en el 2011 hasta el 2018… Bueno, en el 2011, en la época de Calderón, entraban 6 mil médicos —nada más— generales a las residencias a ser médicos especialistas; se les rechazaba porque siempre pensaron que “la salud privada era mejor”.
Con Peña Nieto se elevaron un poco, de 5 mil 900 a 8 mil 124, los que ingresaban.
Y ahora, desde el 2021, más que se duplicó.
Entonces, quien entró en 2021 y tuvo 3 años de especialidad, ya egresó.
Igual en 2022.
Hay especialidades que llevan más tiempo, como la neurocirugía.
Pero si ustedes pueden ver, gracias a esto que hizo el Presidente López Obrador, hoy hay más médicos especialistas mexicanos, porque entraron más a las residencias.
Ahora queremos todavía más, queremos abrir más hospitales como hospitales escuela, que es parte de la limitación que hay.
Y muchos tienen la capacidad de hacerlo, obviamente a partir de lo que definan los expertos, los médicos especialistas en este terreno, para fortalecer todavía más la formación de médicos especialistas.
Pero ahora hay más médicos especialistas que lo que había en su momento.
Y, además, hay que decirlo, porque cómo han criticado a los médicos cubanos: si no hubiera médicos cubanos en muchos de los hospitales, no podría estarse atendiendo a mucha de la población mexicana.
Y tienen contratos justos, igual que los mexicanos. No es cierto que “se le pague más a un médico cubano que a un médico mexicano”; ganan lo mismo. Y son contratados de manera directa.
Pero ahora hay más médicos especialistas.
Y muchos médicos especialistas también deciden trabajar en dos turnos, y eso también ayuda.
Y otros esquemas que estamos haciendo para que puedan ir a los lugares más apartados donde hay quirófano, en el caso de cirugías especializadas, poder hacer jornadas en distintos lugares del país para poder avanzar en la atención a la gente.
Pero hay más médicos especialistas, afortunadamente.
PREGUNTA: Gracias. Y en un último tema: actualmente, que ya estamos en tiempos electorales, muchos actores políticos se adelantan e incluso utilizan el cargo.
Por ejemplo, en Atizapán de Zaragoza —ya lo comentó un compañero— la esposa de Pedro Rodríguez, Patricia Arévalo, quiere sucederlo al puesto; pero lo peor es que están utilizando, por ejemplo, recursos públicos, como el DIF, para hacer una plataforma política.
Esto no solamente pasa en Atizapán, pasa en muchos otros lados.
Incluso generan una gran contaminación por medio de lonas y muy mañosamente ponen, por ejemplo, como “Presidenta” y abajo “Comité Cívico”; o ponen, por ejemplo, un regidor, ponen: “Carlos Madrazo va”, y abajo, “a su informe de gobierno”, y cosas que rompen la equidad de la contienda.
Todo esto está legislado, no es que exista.
Pero, ¿de qué manera se podrá, digamos, garantizar la equidad ahorita con lo que está sucediendo, que se está sustituyendo a la consejera presidenta del INE?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: No, pero los organismos del INE siguen funcionando y están ahí todos los consejeros.
El INE no interrumpe su tarea, el INE continúa su tarea.
Se tiene que nombrar lo más pronto posible al consejero o consejera presidente, presidenta o presidente, para que siga, pero los Comités del INE, todo eso, sigue funcionando, no se interrumpe su trabajo.
Y, bueno, esperemos que el Congreso de la Unión, particularmente la Cámara de Diputados, pueda avanzar muy rápido también en el nombramiento de la nueva presidenta o presidente del INE.
Tiene que ser… Ahora que se eligieron a los nuevos consejeros fue un proceso muy transparente el que se hizo, y de igual manera tiene que ser este.
Y ellos tomarán la decisión, ellas y ellos, de quién será el nuevo presidente o presidenta del INE.
Pero todo el trabajo continúa.
Ahora, afortunadamente —y digo “afortunadamente”— ya está legislado para que en el siguiente periodo electoral, en el 2030, ya no hay reelección y ya no puede quedarse en el mismo puesto un familiar. Es decir, fueron de las primeras iniciativas que envié de cambio constitucional.
Ya se acabó la reelección, a partir del 2030, ya no se puede reelegir ni un diputado federal, ni un diputado local, ni un presidente municipal o presidenta municipal, ni senadores y, obviamente, gobernadores que ya estaban, ni presidente o presidenta.
Pero ya regresamos a la no reelección, que es muy sano para el país, muy sano, porque no se usa el espacio público para reelegirse.
Y también el nepotismo. Ya no se queda la esposa, el primo, el hermano, en el siguiente periodo, ya tiene que esperarse un periodo más si un familiar quiere competir.
Entonces, fue, la verdad, buenísimo que hayamos enviado esa iniciativa, y se aprobó de manera muy rápida.
Hubo quien no estuvo de acuerdo, también hay que recordarlo, también hay que recordarlo.

PREGUNTA: Gracias, Presidenta. Buenos días. Shaila Rosagel corresponsal de Grupo Healy: El imparcial, de Sonora; La Crónica, de Mexicali; y Frontera, de Tijuana.
Presidenta, preguntarle: ahora que está en su tercer año de gobierno, ¿cuál considera que es hoy el problema en el que los resultados de su administración todavía están más lejos de donde usted quisiera y qué cambio hará para corregirlo?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Vamos conforme al programa que nos planteamos. De los 100 puntos, vamos avanzando en todos, algunos incluso ya los cumplimos.
Vamos bien y México va muy bien.
Somos ejemplo en el mundo entero, somos una referencia.
PREGUNTA: Gracias, Presidenta.
En una segunda pregunta: los diputados federales de Sonora, de las bancadas… de todas las bancadas de los partidos de Sonora están buscando que en el Presupuesto de Egresos de la Federación se etiqueten 2 mil 500 millones de pesos para la construcción de un nuevo hospital del ISSSTE en Hermosillo, en un terreno que el gobierno del estado ya donó en el inicio por un Convenio en 2023.
Como usted sabe, está este problema del hospital que está ahorita, “Ocaranza”, en Hermosillo, y las marchas y todo lo que ha habido ahí con la gente.
¿Qué tan factible ve usted que no solo haya una rehabilitación de este Hospital “Ocaranza”, sino un hospital nuevo, como están solicitando los diputados?
¿Y qué opina de que todos los diputados de todas las fracciones políticas se hayan puesto de acuerdo para impulsar este recurso para un nuevo hospital?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Pues vamos a esperar, porque si se puede rehabilitar el hospital actual, ampliarlo, pues hay que rehabilitarlo.
De verdad, dense una vuelta al hospital —cómo quedó— de Morelia, Michoacán. Porque es factible rehabilitar los hospitales y que queden bien, y que queden dignos, y que puedan atender a la gente.
Entonces, tiene que hacerse una revisión de, primero, de la rehabilitación. Y si no es factible, pues entonces ya la construcción del nuevo hospital. Pero tiene que hacerse la revisión, porque recurso que se utilizan de un lado ya no se utilizan de otro.
Entonces, si se pueden rehabilitar todos los hospitales, y quedan bien, quedan dignos, quedan en buenas condiciones… Miren… —¿Qué es lo que estás…?—.
Ah, el “Vasco de Quiroga”, miren cómo está quedando. Y es una rehabilitación de un hospital que estaba abandonado desde 2012, de 60 camas, tiene 5 pisos, tiene… O sea, es buenísimo que se utilice la infraestructura existente para la rehabilitación.
Entonces, tiene que hacerse un análisis de la rehabilitación —y hay varios hospitales que se están rehabilitando— antes de construir uno nuevo, porque fueron muchos años de abandono, muchos, particularmente del ISSSTE, muchos años de abandono.
Y apenas, desde que entró el Presidente López Obrador y ahora nosotros, estamos rescatando al ISSSTE de este abandono.
Porque los funcionarios públicos… No se nos puede olvidar eso: los que eran funcionarios de confianza, todos tenían seguros de Gastos Médicos Mayores, todos iban a los hospitales privados; mientras, los trabajadores de base, las maestras y los maestros, seguían yendo al ISSSTE. Y la mayoría de los servicios privatizados y el abandono de los hospitales.
Entonces, antes de ver si hay uno nuevo… Porque a lo mejor con 2 mil, 2 mil 500 millones de pesos puedes hacer 5 hospitales y dejarlos bien, muy dignos para la atención.
PREGUNTA: Entonces, en el caso de Hermosillo, ¿sería una, se haría una cosa o la otra, o se rehabilita o se construye uno nuevo, pero no los dos?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Bueno, en Sonora se han hecho muchos hospitales —a ver si tienes ahí todos los hospitales—, desde el periodo del Presidente López Obrador a la fecha, incluso está uno todavía pendiente de inaugurarse; y vamos a ir hacia el Servicio Universal de Salud.
Entonces, en el caso del ISSSTE es evidente que requiere al menos una rehabilitación. Entonces, Martí está haciendo el análisis de si es factible hacerlo con una rehabilitación o es necesario un nuevo hospital.
PREGUNTA: Gracias, Presidenta.
En otro tema, sobre la construcción de la vía de tren de Ímuris a Nogales, ¿qué inversión se contempla para 2027, Presidenta?, ¿y cuál es el estatus de esta obra?, ¿cuándo la terminarán y cuántos recursos requiere para toda su conclusión?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Se está revisando el proyecto original y ya muy pronto yo creo que podemos darles.
Ya ha llevado algo de tiempo, pero se está revisando el proyecto original.
PREGUNTA: Gracias, Presidenta.
Ya, por último, usted informó recientemente que se sustituyó este proyecto de presas que había para dar agua a Hermosillo por otro esquema para llevar agua a la ciudad.
¿En qué consiste exactamente el nuevo proyecto, Presidenta? ¿Y cuánto costará? ¿Y en qué fecha estará operando?
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Por cierto, el miércoles vamos a invitar al gobernador de Jalisco, porque vamos a presentar aquí el Proyecto Integral de Agua para la Zona Metropolitana de Guadalajara.
Estamos evitando una deuda de 54 mil millones de pesos al estado de Jalisco con la inversión que va a hacer el Gobierno de México.
Y ya mañana todavía voy a hacer la revisión del Proyecto, pero ya queda muy claro qué hace el gobierno del estado y qué hace el Gobierno Federal para garantizar agua limpia y en cantidad suficiente para la zona metropolitana de Guadalajara.
Entonces, viene… Iba a venir mañana, pero mañana viene el IMSS.
Y el miércoles —porque yo todavía mañana voy a hacer la última revisión del proyecto— viene el miércoles el gobernador para poder presentar aquí el proyecto.
Y en algún momento, presentamos también el proyecto para Hermosillo, para dotar de suficiente agua a Hermosillo, sin necesidad de las presas.
PREGUNTA: ¿Son pozos? Usted había comentado que son unos pozos.
PRESIDENTA DE MÉXICO, CLAUDIA SHEINBAUM PARDO: Sí, son algunos pozos. Pero que venga Efraín, Conagua, para poderlo informar.
