  7. Raleigh City Council Recap From October 20, 2026 Meeting

Affordable Housing Funding, Hillsborough Street Planning and Upcoming Public Hearings

Raleigh City Council approved $5.696 million in conditional funding supporting 563 affordable rental homes during its October 20, 2026, meeting. Council also reviewed the Hillsborough Street 2040 Vision Plan, discussed housing on faith-owned land, approved rezoning cases and advanced several items toward public hearings.

This Raleigh City Council recap covers the work session and afternoon session using the supplied meeting notes, with official city updates used to verify key decisions and dates.

Affordable Housing: $5.696 Million for Four Developments

Council unanimously approved conditional funding commitments for four rental developments:

    • Fisher Grove: $996,000 supporting 166 units.
    • Preserve at Gresham Lake: $2.7 million supporting 156 units.
    • Duplex Village: $1 million supporting 129 units.
    • Heritage Park 1A: $1 million supporting 112 units.

Together, the developments account for 563 affordable rental homes. The city says all four had previously received city funding and sought additional financing to address rising costs. The commitments support development; they do not mean that all 563 homes are complete.

Work Session: Hillsborough Street 2040 Vision Plan

Representatives from the Hillsborough Street Community Services Corporation and P.U.M.A. presented an overview of the Hillsborough Street 2040 Vision Plan.

Council members raised questions during the presentation. The supplied notes describe a discussion and review, without identifying a final adoption vote.

    Faith Housing Initiative and YIGBY

Staff updated council on the Faith Housing Initiative and efforts to advance YIGBY — “Yes in God’s Backyard” — in Raleigh.

The discussion explored opportunities to improve housing access through zoning or Unified Development Ordinance changes affecting land owned by faith-based organizations.

The supplied notes describe a staff update, without identifying final approval of a specific housing project or ordinance change.

Consent Agenda and Additional City Actions

The consent agenda passed unanimously, according to the meeting notes.

The city’s published highlights also identify these October 20 actions:

    • Authorization for the Raleigh Housing Authority to issue up to $21 million in bonded debt for Duplex Village.
    • Authorization to accept a $1.092 million EPA grant for the Rocky Branch Creek and Grove Project at Dix Park.
    • Approval of $2 million to help Triangle Land Conservancy purchase 77 acres protecting the Falls Lake watershed.
    • Speed-limit reductions from 35 mph to 25 mph on Ben Bur Road, Canary Falls Lane, Carolyn Drive, Edgemont Drive, Lansing Street, Sellona Street and Valley Estates Drive.

Public Comment: Parks, Transit, Youth Programs and Safety

Public speakers raised concerns and requests involving:

    • Bus stops and a malfunctioning Moore Square restroom.
    • Broken stairs at Chavis Park.
    • Youth programs at community centers.
    • Electric scooter safety.
    • Renaming part of New Bern Avenue after Clarence Lightner.
    • A city job fair.
    • Appreciation for council members and city staff.

These were public-comment topics; their inclusion does not indicate council approval of each request.

Later in the meeting, Council Member Corey Branch said repairs to the Chavis Park stairs were underway.

    Council Contingency Funding Program Paused

Council discussed options for revising how contingency funds are allocated and distributed.

According to the supplied notes, council approved pending funding requests after Jane Harrison withdrew one of her requests. The program will pause pending further council discussion.

The retreat date associated with that follow-up has not been independently confirmed.

    Rezoning Decisions Approved

Council approved the following cases 8–0, according to the city’s official recap:

    • Z-56-25 — 4020 Carya Drive: Near Carya Drive and Poole Road, east of I-87, in District C.

The city’s tracker lists a November 4 special-item review and November 12 Historic Development Commission consideration. Editorial verification notes: The agenda portal could not be retrieved, so this recap combines your notes with accessible official updates. The January 2028 retreat date remains unverified. The city’s hearing notice lists Z-28-26 for November 17, while its rezoning tracker displays an October 20 approval; that conflict should be resolved with Planning or the City Clerk before publication.

  8. This entire issue is drummed up by Trump because there evidently is two people named Sullivan on Alaskas ballot. Trump is saying the people of Alaska CANT TELL THE DIFFERENCE between these two candidates so OF COURSE THROW THE ENTIRE ELECTION......

BRENNAN: The DOJ lawsuit demands the Alaska result not be certified if voters are confused. The confusion is defined as Sen. Sullivan not winning.

BLANCHE: That's not what it says

BRENNAN: I'm quoting from it. You are telling them not to certify it. What right does the federal government have telling a state not to certify?

"Trump sues to block Alaska Senate race results if Republican loses
The federal government claims that the candidacy of Dan J. Sullivan, who is challenging Senator Dan S. Sullivan, could lead to a “tainted” electoral outcome.

    Kayvon Bumpus / October 22, 2026

ANCHORAGE, Alaska (CN) — Earlier this year, Alaska’s state government fought hard to prevent Dan J. Sullivan, a fishing enthusiast and former teacher from the state’s temperate southeast, from running against incumbent Senator Dan S. Sullivan.

Those efforts failed in June when the Alaska Supreme Court protected the fisherman’s candidacy, affirming a lower court decision.

But on Thursday, the federal government sued Alaska and its Division of Elections director Carol Beecher, potentially putting the final results of the race in question by arguing that “voter confusion” could cost the incumbent his seat in a contest against Democrat Mary Peltola."

  9. What a beautiful day in #Minnesota to get out and #vote early!

Much respect and gratitude to the local municipal staff and election volunteers who make this possible. I felt a large contrast between the national angst surrounding the #midterms and the actual experience of voting locally. #Voting is safe, secure, and accurate and exercising our rights is needed to keep it that way!
