El senador Kevin Gómez Paz reveló el texto del memorando de entendimiento sobre minerales críticos y tierras raras que Colombia y Estados Unidos firmaron el 8 de septiembre de 2026 en Barranquilla, cuyo contenido no se había hecho público. Según la prensa, lo suscribieron el canciller Omar Bula y el secretario de Estado Marco Rubio, con el presidente Abelardo de la Espriella como testigo de honor.
El documento fija un marco para asegurar el suministro de minerales críticos y tierras raras destinados a las industrias comerciales y de defensa de ambos países. Entre sus puntos más relevantes:
Notificación previa: se espera que Colombia informe a EE. UU. sobre oportunidades de inversión en activos de minerales críticos que puedan venderse en el país o por empresas colombianas. La expectativa es unilateral: el texto no prevé lo mismo para Estados Unidos.
Venta de activos: ambos países se comprometen a desarrollar herramientas para revisar y disuadir ventas de estos activos por seguridad nacional, sin precisar la seguridad de quién.
Permisos: contempla acelerar, simplificar o desregular los trámites para la minería y el procesamiento.
Precios: propone un marco con precios mínimos y comercio preferencial para mercados de altos estándares.
Mapeo geológico: cooperación para mapear recursos minerales en ambos países.
El memorando es no vinculante, no crea obligaciones legales y depende de la disponibilidad de fondos. Cualquiera de las partes puede retirarse con 30 días de aviso. Se firmó en inglés, y el texto en español será igualmente oficial cuando se intercambien notas diplomáticas. Su autenticidad no ha sido confirmada oficialmente.
