The UK must drop ‘red lines’ for a real EU reset, Brussels warns.

British Prime Minister Keir Starmer’s plans for a major reset with the EU and to put his country “at the heart of Europe,” as part of efforts to shore up support and shrug off calls for his resignation.

But London’s refusal to negotiate a broader reopening on trade and economic integration will jeopardise those efforts, EU politicians and officials told POLITICO.

Ich denke, die Briten haben es so ziemlich verkackt mit dem Brexit. Das hätte nicht sein müssen, aber sie haben sich so entschieden.
Ich glaube aber, wenn die Briten träumen, sie kämen so einfach wieder rein, haben sie sich getäuscht. Die EU wird sich sehr stark anschauen, ob die Aufnahmekriterien erfüllt sind. Da würde ich lieber zuerst andere Kandidaten aufnehmen. Just sayin!

Wybory lokalne w Wielkiej Brytanii zakończyły się bez zaskoczeń. Partia Pracy, zaledwie dwa lata po potężnym wyborczym triumfie, równie szybko traci poparcie, naśladując w ten sposób losy Partii Konserwatywnej. Triumfatorką jest brytyjska odpowiedniczka polskiej Konfederacji, czyli Reform UK. Ofiarą padł natomiast Keir Starmer – premier grzęznący w kolejnych falach politycznych skandali i borykający się z postbrexitową gospodarką. Otwarte pozostaje pytanie, czy przetrwa następne miesiące, tym bardziej że rzędy lojalnych dotąd partyjnych towarzyszy, wyposażonych w „długie noże” i żądzę władzy, ruszyły już do rozliczeń. Starmer wydaje się dość odporny na kolejne ciosy, co jednak nie zmienia faktu, że pomysłu na Zjednoczone Królestwo nie ma obecnie żadna z aspirujących czy rządzących partii.

Sto lat żałoby i sueski kac

Na czym polega problem? W uproszczeniu można powiedzieć, że to ponad 100 lat żałoby po Imperium, ostatecznie dobitym przez kryzys sueski w 1956 roku. Ekonomia UK, silnie niegdyś związana z zamorskimi dominiami, od dekad walczy o wytworzenie samodzielnych motorów wzrostu – i tę walkę przegrywa. Posiadając równolegle relatywnie szczodre programy socjalne i bardzo przyjazne imigrantom (zwłaszcza azylowym) podejście na tle pozostałych krajów europejskich, kraj ten ugrzązł w stagnacji. Ta mieszanka od lat gwarantuje polityczny i gospodarczy paraliż. Kolejno aplikowane recepty nie działają, a gospodarka, która przecież potrafi wytwarzać zaawansowane technologicznie produkty znakomitej jakości, pozostaje w tyle za resztą Europy. Jest to o tyle frapujące, że trudno znaleźć obszary, w których Brytyjczycy nie posiadaliby przewag w zakresie technologii, nauki czy zasobów finansowych. To wszystko jednak nie przekłada się na rozwój gospodarczy na miarę ich ambicji i oczekiwań.

Mistrzowie marnowania okazji

Wielka Brytania jest mistrzynią świata w marnowaniu własnych możliwości. To Brytyjczycy nauczyli Azjatów budować samochody, a dziś posiadają jedynie resztki przemysłu motoryzacyjnego, w dodatku w większości pod obcym zarządem. To oni rozpoczęli naftowy boom na Morzu Północnym, ale podczas gdy Norwegowie stworzyli fundusz na ciężkie czasy, hołubiona przez wielu Margaret Thatcher wydała zyski na nieskuteczne obniżki podatków i brutalną deindustrializację kraju. Posiadali niemal monopol na finansową obsługę kapitału w UE, więc postanowili z tej Unii wyjść. Takich strzałów we własną stopę było więcej – wymieniam tylko te najistotniejsze. Co najgorsze, nie wydaje się, aby ów cykl miał ulec zakończeniu. Gospodarcze recepty Reform UK to thatcheryzm w wersji ekstremalnej, który z tak marnym skutkiem próbowała zaimplementować Liz Truss podczas swojego krótkiego premierowania. Wiara w magiczne właściwości „gospodarki skapywania” i krzywej Laffera jest wśród elit równie silna, co system klasowy i miłość do rodziny królewskiej.

Między młotem a kowadłem deglobalizacji

Brytania nie jest pod tym względem odosobniona, ponieważ ekstrema polityczne są obecnie w natarciu w całej Europie. Co prawda nie „dowożą” one wyników tak ekstremalnie, jak obiecują, ale w erze mediów społecznościowych obietnice liczą się bardziej niż rezultaty. Skutkiem jest coraz krótszy cykl polityczny i narastająca niemożność przezwyciężenia impasu. Nawet proeuropejski zwrot, który w erze Trumpa i post-Trumpa wydaje się nieunikniony, będzie zapewne kwestionowany. Czy jednak w relacjach z USA jest przyszłość? Powątpiewam – zwłaszcza w realiach deglobalizującego się świata i rosnących napięć na linii USA – Unia Europejska. Obawiam się, że w tym starciu UK, jako „piąta kolumna” jankeskiej ekstremy, może tylko stracić.

Mitologia kontra rzeczywistość

Tym bardziej że podstawowym problemem od lat wydaje się niekontrolowana migracja. Wyjście z UE (Brexit) paradoksalnie zwiększyło jej zakres. Postkolonialna przeszłość sprawia, że Wyspy stają się dogodnym obszarem osiedlania się dla ludności dawnych azjatyckich i afrykańskich kolonii. Ciągły napływ jest obciążeniem zarówno dla systemu opieki socjalnej, jak i dla porządku oraz bezpieczeństwa publicznego. W rezultacie ekstrema niemające do zaoferowania niczego oprócz słabo ukrywanego rasizmu i żądzy odwetu, zaczynają dyrygować polityką wewnętrzną i zagraniczną. Wyjścia z matni nie widać, bo póki co nie uznano jeszcze bankructwa systemu wsparcia socjalnego ani polityki azylowej. Ten moment zbliża się jednak wielkimi krokami.

A mnie mimo wszystko trochę żal tego mitycznego i nieistniejącego UK Monty Pythona i Czarnej Żmii. Londynu ze Slow Horses i Jersey z Bergeraca. Pewnie już nie dam rady tam pojechać, choćby jako turysta. Był sobie kraj…
