I thought I might get the usual on-background reply from staff, but instead Carr called me back a few hours later.

Brendan Carr, chairman of the Federal Communications Commission (FCC), has called for an investigation into Apple’s actions concerning the shutdown of Beeper Mini. RIP Beeper Mini: iMessage on Android is now truly done
The last time Beeper Mini update was just before Christmas, the app was dead for all but the most committed users. The convoluted workaround involved an old jailbroken iPhone (permanently connected to Wi-Fi). Beeper has now “disabled the ability for users to start new iMessage connections from Beeper Cloud at this time.”
