    Unionized nurses from the Oregon Nurses Association (ONA) at Oregon Health and Science University (OHSU) met with management today in an open-bargaining session with over 100 members observing to propose their powerful economics package, including cost-of-living adjustment (COLA) increases for each year of a two-year contract at 11.25% increases each year, with comparisons to similar academic level-1 trauma centers providing a strong argument for the other contract language that the Association of University Registered Nurses (AURN) believes are priorities: retention differentials, the right to strike if benefits are decreased, switching to fully percentage-based differentials, aligning language with other unions at OHSU, increasing standby call-pay to 50% of straight pay, no mandatory curtailment of hours, reinstatement of 12% retirement matching, and the ability to switch between the state of Oregon's Public Employees Retirement System (PERS), and the University Pension Plan (UPP) among many other changes.     The economics presentation, led by ONA labor representative Michael Koehler returned to themes from last bargaining cycle in which nurses at OHSU are compared to their colleagues in a similar size city with similar economics. Housing was a major factor in the presentation: "we are more expensive that Sacremento when it comes to housing stock," Koehler said. Nurses who have worked 10 years at UC Davis on the wage scale currently earn $92.56/hr, compared to AURN which makes $73.79/hr at the Bachelor's of Science in Nursing (BSN) rate. Koelher also pointed out that execs at UC Davis make less than their OHSU counterparts and that the bargaining team thinks this is a "misplaced priority" for management. The last reported salary for the chief nursing executive (CNE) Brooke Baldwin was $654,808.

    Lead negotiator Brian Howard spoke on the importance of recognizing Juneteenth as an actual holiday instead of the contract's current language which assigns Juneteenth as a "floating" holiday. "We want to avoid anything performative around Juneteenth. It's a holiday. Period." Howard said.

    Bargaining Team member and Treasurer Corinn Joseph spoke on the importance of standby call pay, especially when it involves childcare costs as the call rate "needs to be able to cover the cost of having the person at your house," Joseph said. Nurses at OHSU would receive half the rate of their straight pay for being on call if this language were to be ratified in the collective bargaining agreement (CBA).

    The bargaining team also introduced a Memorandum of Understanding (MOU) on the usage of AI at OHSU that: defines what AURN means by the term "AI", allows for generative AI to enhance work of nurses to minimize busy work, guards against privacy issues with AI tools, and states that "generative AI does not replace nurses' judgement, critical thinking or assessment skills".

    The numbers and language proposed by AURN today:

    • contract-length: 2 years
    • increase wage scale steps from 30 to 35
    • cost of living adjustment of 11.25% each year of the contract
    • retention differential that kicks in at 10 years of being at OHSU, starting at 6% with increases of 2% every 5 years
    • evening shift differential: 7%
    • night shift differential: 18%
    • weekend shift differential: 10%
    • charge nurse differential: 12%

    • healthcare benefits will not be cut for the life of the contract: "we don't think health insurance is a benefit if you can't access it," Koehler said.
    • Critical Need Incentive (CNI) pay will apply for 2 or more hours worked in ambulatory units
    • the compensatory bank hours (comp-bank), in which nurses can opt to convert hours from call-pay or CNI into extra vacation pay, will no longer have a limit
    • education about retirement plans will be required
    • will be able to switch between PERS and UPP during open enrollment
    • nurses will be able strike (the no-strikes, no lockouts provision will be waived) if retirement benefits are decreased

    just knowing what to do when something happens provides a sense of calm in the chaos

  17. Man Feds Killed in #Minneapolis Was an #Observer, Eyewitness Says

    The killing marked the second fatal shooting by federal agents in the city in less than a month. Neither victim appeared to be the target of immigration enforcement.

    "The man federal agents fatally shot in Minneapolis Saturday did not appear to be a target of immigration enforcement, according to two eyewitnesses who spoke with The Intercept. One of the witnesses said the man appeared to be acting as a #civilianobserver.

    "Minneapolis Police Chief Brian O’Hara said at a press conference Saturday that the victim was a 37-year-old resident of Minneapolis and is believed to be a #UScitizen. The Minnesota Star Tribune identified him as #AlexJeffreyPretti.

    "According to the paper and a public records database accessed by The Intercept, Pretti had a #Nursing license issued in 2021.

    "The shooting came just weeks after an Immigration and Customs Enforcement officer shot and killed Renee Good and a day after hundreds of thousands of people braved subzero temperatures to march in Minneapolis against weeks of rolling immigration-enforcement raids by ICE, Border Patrol, and other federal agencies.

    "A video of the incident, which surfaced on Reddit just before 10 a.m. Central Time, shows a number of apparent federal agents in tactical gear wrestling with a person on the ground and striking them multiple times before a shot rings out. As many of the agents scatter from the person, at least nine more shots ring out and the person slumps to the ground.

    "A spokesperson for the Department of Homeland Security confirmed the shooting and claimed that the man was carrying a handgun, attaching a photo of a Sig Sauer weapon. The Intercept has not been able to independently verify the Department’s claims. [AND CAN WE BELIEVE ANYTHING FROM THE #DepartmentOfHomelandInsecurity?!!]

    When I entered the Surgical Posting, we initially did not have the privilege of experiencing subspecialities like other batches.

    This was due to the fact that there were lack of house officers.

    However, mid-Nov, there was redirection of House Officer allocation and suddenly, the posting was overflowed with House Officers.

    Hence, subspecialities were reintroduced. The subspecialities reintroduced are neurosurgical, plastics and urology.

    Ever since my first posting in Orthopeaedics, I’ve always wanted to experience being in Plastics after assisting my medical officer at that time with SSG.

    Thus, during my final weeks, I was given the priviledge.

    The Burn Ward is located at Level 3 of the Main Building, and is able to host at most, 10 patients, with each patient having their own room/cubicle.

    Usually the burnt patients are kept at Burn Ward whereas other patients who are admitted for AVF creation or SSG are placed at Surgical Ward.

    The timing for us House Officers is from 7am till 6pm, Sunday till Friday with an off day on Saturday.

    During my time in Plastics, I would usually arrive on time at 7am and proceed to trace the bloods first. After all the bloods have been traced, I would proceed to help out with morning reviews.

    Morning reviews are usually done by the postcall medical officer. This is then followed by rounds with the surgeons, usually starting with the acute or rather, the intubated patients followed by the rest.

    Rounds at Burn Ward is only once daily. After morning rounds, we would gather at the “Handover Room” whereby the patients who are not in the Burn Ward but is being seen by Plastics as another team or as a primary team are being handed over in terms of case and progress as well as the newly admitted ones.

    Next, we will proceed to follow the “Peri rounds” and change dressings if needed. Usually after the Peri rounds is when us House Officers go about our joblists in terms of posting case, referrals or bloodtakings or imaging request.

    The rest of the day could be pretty chill if there is nothing going on but usually, there would be new patients to be transferred in, take blood or any post-op patients to be reviewed.

    Sometimes there are cases being called and we are more than welcome to join the operation. In between, there are arterial blood gases (ABGs) to be take in between or bloods to be sent.

    Finally, in the evening, prior to leaving at the end of our shift, we would prep the coming mornings and leave them nearby before informing in our Surgical House Officer’s group in regards to the “coming mornings”.

    My time in Plastics was rather short-lived and I felt that there was so much more to be learnt. But my time spent there was extremely wonderful and the medical officers and surgeons were more than helpful and welcoming towards the new people into their team.

    Definitely, a department that I would want to return to.
