Swansea student block could become homeless accommodation under new plans

A prominent six‑storey building on St Helen’s Road could soon switch from student flats to temporary supported accommodation, with councillors set to decide the application on Tuesday 13 January.

Pobl Homes & Communities has applied to convert the Boutique Student Living complex — the former Sun Alliance House office block — into 76 self‑contained studios for people needing secure, short‑term housing with on‑site support.

Office block turned student flats now facing another change

The building was originally constructed as offices before plans were first lodged in 2017 to convert it into student accommodation. Those proposals did not progress at the time, and a fresh application was brought forward in 2021, leading to the building’s eventual conversion into an 80‑unit purpose‑built student accommodation (PBSA).

Now, less than five years after the student scheme was finally delivered, the building’s use is set to change again.

The new proposal would repurpose the studios for residents moving on from homelessness, with internal alterations only and no changes to the building’s external appearance or height.

24/7 management and on‑site support

The scheme would be jointly managed by Pobl and Swansea Council, with a 24/7 staff presence, controlled access and a detailed operational plan covering safeguarding, visitor management and incident reporting.

Planning officers say the building’s central location, existing layout and car‑free set‑up make it suitable for the new use. Their report recommends approval, subject to conditions and a revised Section 106 agreement.

Decision due next week

The application will be considered by the council’s Planning Committee on Tuesday 13 January 2026.

Former Police Station to be used to house homeless

The historic, grade-2 listed building on the corner of Alexandra Road and Orchard Street in Swansea city centre is currently owned by social housing organisation, Pobl.

Pobl has owned the building since 2003 which has previously been used for student accommodation.

Now the housing association, working with Swansea Council wants to transform it into 65 rooms for single people or couples who are homeless or at risk of homelessness as temporary accommodation.

Cllr Andrea Lewis, Swansea Council’s deputy leader and cabinet member for service transformation said: “This is a great opportunity for the council and Pobl to work together and ease some of the pressures we face with tackling homelessness in Swansea. 

“We will also be able to ensure those being housed within the redeveloped property are supported for any additional needs while they are there, with the aim of moving them into more permanent housing as soon as possible.”

Andrew Vye, Pobl Group executive director for customer and community, said: ”The security a suitable environment provides can allow those who have experienced homelessness to get back on their feet. 

“Homelessness continues to be a challenge across Wales and can impact anyone.”

The council and Pobl recently worked together to transform the nearby Ty Tom Jones on Alexandra Road into temporary accommodation for homeless people.

The council has also redeveloped a former education centre in Uplands to include residential pods for people who need temporary accommodation.

312 bed student tower block on The Strand in Swansea approved by city planners

A new 10 to 12 storey tower block to accommodate 312 student bedrooms has been approved by city planners.

The new development on The Strand in the city centre by Crosslane Student Developments is on land currently used as a temporary surface car park opposite Green Dragon Lane.

Crosslane Student Developments were behind the £22m 310-bed Coppergate student development that opened in 2019 on the junction of The Kingsway and Christina Street in the city centre.

The planning report described The Strand development as a significant redevelopment of a brownfield site as well as bringing additional purpose-built student accommodation in the city which would take pressure off houses of multiple occupation in other areas.

Despite safety concerns from some members of the planning committee along with worries over potential flood risk, the proposals were passed at the planning meeting on Tuesday 6 November.

This is the latest student development to be approved in the city, with a 350 bed block on the former Valuation Office Agency site on High Street approved in August.

Work is also underway on transforming the former Sun Alliance House offices on St Helens Road into a 78-bed student scheme.

It is believed that over 2,500 purpose built student accommodation rooms are currently being developed or planned in the city across a variety of schemes.
