  1. Against Elections by David Van Reybrouck, review and analysis

What a fitting cover! The title Against Elections: The Case for Democracy (2013) may sound like a contradiction to most people. It shouldn't be. In the Western world, we have an ingrained view that "democracy = elections". But David Van Reybrouck, a Belgian historian and author, makes a provocative but strong case in this book that we've been thinking it wrong. He does not argue against elections altogether, but instead against "electoral fundamentalism" and for using other processes like […]

  2. People can make extraordinary decisions. But someone in the room has to know how to hold the space.

That skill is rarer than it should be. And for too long, most facilitators have had to figure it out alone, through trial and error, informal mentors, and lucky conversations.

We think the field deserves something more structural.

In partnership with We Do Democracy, we are publishing the Competence Model for Lead Deliberative Facilitators, mapping what excellent deliberative facilitation looks like across 6 domains.

  4. Labour to try citizens’ assembly

Last September, Britain's embattled centre-left government announced they would introduce a compulsory digital ID. Although polls in the last few years had found public opinion more open to a government ID system, the initial public reaction was far more divided. Opposition surged and a petition against the proposal soon drew millions of signatures in just a few days. The government was forced into another U-turn, backing away from making it compulsory, but even an optional one is […]

  13. #CitizensAssemblies: strengthening democracy and participation

" #Earth4All advocates for citizens’ assemblies as a way of restoring public trust and participation in politics and creating safe spaces for dialogue around polarising issues.

We are calling for citizens’ assemblies on economic systems change so that we, the people, get a say in the kind of economic system we want.

    What is a citizens’ assembly?

Citizens’ assemblies are designed to allow for a public debate outside of political parties. A randomly-selected group of citizens representing the full diversity of society are invited to participate in a process to explore an issue and formulate recommendations to government or parliaments. Often, independent experts are brought in to discuss problems and potential solutions.

We are living in a time of social and political polarisation. Social tensions are on the rise, bolstered by skyrocketing #inequality, and #democracy is increasingly at risk. Just 39% percent of people trust their governments to make good decisions. We urgently need to rebuild trust in our political systems.

On the other hand, we know that around the world, people want economic systems change. Holding citizens’ assemblies on this topic would open up space for exploring the kind of change we want, building trust and understanding between different groups, and co-creating a common agenda for the greater good.

In the 2024 Earth for All survey, 62% of people surveyed supported the use of citizens' assemblies to increase citizens’ influence in political decision-making.

What are some examples of citizens’ assemblies?

Citizens’ assemblies have already been used successfully to navigate politically contentious issues in highly polarised democracies. Prominent examples include:

    - The Irish citizens’ assembly on abortion. The assembly is credited with helping Irish society navigate a deeply polarising issue. It led to a referendum and eventually a change in law.
    - The Canadian Citizens’ Assembly on Democratic Expression, a three-year initiative to look at impact of digital technologies on society.
    - France’s Convention Citoyenne Pour le Climat, the climate citizens’ assembly and a similar UK Climate Assembly.
    - The Global Citizens’ Assembly for People and Planet was launched at New York Climate Week in 2024 and aims to bring citizen participation to the COP30 climate summit in Brazil."

"... my hypothesis is that as Citizens’ Assemblies become more widely known, as we have more examples where people know that, OK, this is worth my time because I know the government is going to do something, that will also have an impact on response rates. We're still really early in the wider historical sense of this democratic innovation."

  19. NZ has Citizens Initiated Referenda, but they hardly ever get used and even when they are, the results just get ignored by governments. Maybe Citizens Initiated Assemblies would be more functional?

If enough citizens signed a petition on a question, the government would be obliged to commission a citizens' assemblies on it. Unlike a CIR, the legislation could require carefully specifying the question, and make the outcome binding on the government.

This sounds brilliant, and good on Hallum for somehow organising it while imprisoned! How can we support something like this happening in Aotearoa? Especially in the smaller cities and the regions, where it's even harder to connect with in-person political activity.

  23. 🚦Do you think you know how the government works?

There can be a great knowledge gap between those who design the assembly and those who implement the recommendations. Seeing recommendations down to the finish line demands very specialised knowledge of the public administration’s internal functioning. Planning the follow-up phase of the assembly from the very beginning is a key step to increase your chances for impact.

During the deliberation phase in a citizens’ assembly, it is essential that everyone feels safe to voice their opinions. Regardless of whether it is a popular one within the group. A room filled with diverse viewpoints can only provide various perspectives on issues if people feel ready to share and accept them.

The first Citizens' Assembly in Southeastern Europe was held in Mostar, Bosnia and Herzegovina. The aftermath of the war in the 1990s was still affecting the everyday life, with no elections in the 12 years prior to the assembly. The Mostar Citizens' Assembly helped to bridge divisions through deliberation, providing an alternative pathway to restore democratic values and procedures.

  31. 🎲How does the selection process lend legitimacy to an assembly?

As we draw lottery winners, we can select assembly members. It is an ancient practice that gives everyone an equal chance to shape decisions.
Anyone has the same chance to be in the room and contribute.

In this short clip, Yves Dejaeghere highlights how we can enhance random selection to be representative and fair. By stratifying the selection of assembly members, we get a sample that is ready for a legitimate democratic process.

  37. Reasons to support environmental defenders and citizens’ assemblies

    Public Participation
The Aarhus Convention and its Protocol on PRTRs empower people with the rights to access information, participate in decision-making in environmental matters and to seek justice. They are the only legally binding global instruments on environmental democracy.

  43. 💭➡️📝 How can a random sample of citizens start learning about a topic and end with specific policy recommendations?

At the core of every assembly is deliberation. It involves relationship building, dialogue, questioning, facilitation and prioritisation, among many other ingredients. Join Simone Klint in exploring its key elements and success factors!

Simone is a senior consultant at We Do Democracy. Her expertise lies in advising on deliberative participation processes. Simone has successfully managed and facilitated several high-profile projects, including the Citizens' Assembly of Lynetteholm, the Copenhagen Climate Assembly, and the Municipality Climate Citizens' Panel.

  44. 🌿The second speaker we introduce from our Spring School On Climate Citizens’ Assemblies is Damir Kapidžić.

Damir is an Associate Professor at the University of Sarajevo and a Visiting Fulbright Scholar at Harvard University. His research examines how democratic and authoritarian politics are institutionalized in the context of ethnic conflict, power-sharing, and democratic innovations.

He has advised several deliberative processes and citizens’ assemblies in Bosnia and Herzegovina, all of them in a post-conflict context with substantial elements of demographic diversity.

⚖️This year, he will share his experiences on governance.
