  3. Who Will Be Romero Today?

    On this day we remember Archbishop Óscar Romero, murdered on March 24, 1980, while celebrating Mass. The church remembers him not simply as a tragic victim, but as a martyr whose blood was joined to the blood of the people he refused to abandon. Vatican sources still name him what so many already knew him to be in life: a “voice of the voiceless,” assassinated at the altar because he would not stop speaking for the poor.

    Romero was killed soon after one of the most fearless sermons of the twentieth century. Addressing soldiers and police, he said that they were killing their own campesino brothers and sisters, and that God’s law stood above the commands of violent men: “Thou shalt not kill.” He declared that no soldier is obliged to obey an order against the law of God, and he ended with that thunderous plea: “In the name of God… cease the repression!”

    That is why Romero remains dangerous. He did not speak in abstractions. He did not bless power from a safe distance. He did not soothe the conscience of empire. He named the sin directly. He named the victims directly. He named the moral responsibility of those ordered to carry out injustice. And for that, he was silenced by a bullet at the altar. Yet even in death he was not silenced, because martyrdom is a form of speech the powers of this world do not know how to answer.

    Ten years later, in 1990, his name was still summoning people into the streets. The flyer for the Washington march commemorating Romero’s assassination called for an end to U.S. war in Central America, a march from the Capitol to the White House, and even nonviolent civil disobedience after the rally. It named the demands plainly: end U.S. aid to El Salvador, withdraw U.S. advisers, stop repressing the people, end the war against Nicaragua, lift the trade embargo, normalize relations. That call was real, and it was public. It survives in archival collections even now.

    And I remember that day not as a line in a history book but as something lived in the body. Ten years after Romero’s assassination, I was arrested outside the White House after I and other activists built a miniature Central American village there. We were trying, in our small and vulnerable way, to make visible what policy papers and patriotic speeches tried to hide: villages, families, campesinos, the poor, the disappeared, the threatened, the dead. We were insisting that Central America was not a chessboard for Washington, but a place of human beings made in the image of God.

    Broadly criminalizes participating in a protest within 50 feet of a residence that “threatens to disrupt, or harasses” an individual’s “right to control or use” their residence. The law does not make exceptions for protests that take place in #PublicParks or on #sidewalks—traditional public forums—that may be within 50 feet of residential buildings. Nor does the law require any intent on the part of protesters to target a specific residence or to harass or disturb specific residents. The law also does not require that a protest actually disrupt an individual's right to use their residence, only that it "threaten" to do so. It is also unclear what would constitute "harassing" an individual's right to use their residence, for the purpose of the law.

    HB 383: Civil immunity for drivers who hit protesters

    Limits the civil liability of drivers who injure or kill protesters who were unlawfully in the street. The law provides that if a driver hits someone who was illegally “blocking a roadway,” the driver cannot be sued for any injury, death, or damage if he “reasonably believe[d]” that he was in immediate danger of injury and was trying to “retreat or escape.” The sponsor cited a rise in protests across the country as motivation for the bill.

    HB 205: New #racketeering penalties for protesters

    Adds nonviolent protest-related offenses to the underlying crimes that can be prosecuted under Louisiana’s racketeering law, which carries steep penalties. Offenses that are now covered by the racketeering law include “simple #obstruction of a #highway of commerce,” “#riot,” “inciting to riot,” "institutional #vandalism," and “aiding and abetting others to enter or remain on premises where forbidden.” As such, individuals in a protest that merely makes movement on a #highway “more difficult” (a minor misdemeanor offense) could be charged with a violation of Louisiana’s racketeering law if they did so more than once and as part of an enterprise with others. Louisiana law defines “riot” broadly, requiring no actual violence or damage but three or more people engaged in a “#PublicDisturbance” that creates a “danger of injury or damage” by an “imminent threat of tumultuous and violent conduct,” so individuals who participate in tumultuous protests could likewise be charged with racketeering. The law also adds “criminal damage to a critical infrastructure” to the racketeering law, such that certain #CivilDisobedience actions near #pipelines and other #infrastructure, including sites under construction, could be covered as well. Racketeering violations are punishable by up to 50 years in #prison with #HardLabor and a one million dollar fine.

    HB 127: Heightened penalties for #StreetProtesters and organizers

    Increases existing penalties for impeding traffic and creates a new offense that could cover individuals who plan or organize protests that would impede traffic. Under prior law in Louisiana, engaging in conduct that makes movement on any road “more difficult” was a misdemeanor, punishable by six months in jail and $200. The law adds an offense of “#conspiracy” or “aiding and abetting” of others to engage in such conduct. As written, the new offense does not require that that the protest or other act actually take place or that it actually impede traffic. The law also increases the fine for both offenses to $750.

    HB 727: NEW PENALTIES FOR PROTESTS NEAR GAS AND OIL PIPELINES

    Targets protests around gas and oil #pipelines by expanding the definition of "critical infrastructure" and providing for the offense of "unauthorized entry of a critical infrastructure." Under the law, "critical infrastructure" is amended to include "pipelines," "any site where the construction or improvement of [pipelines or any other listed infrastructure facility] is taking place," as well as "all structures, equipment, or other immovable or movable property located within or upon" such facilities. Unauthorized entry onto critical infrastructure property as defined above is punishable by imprisonment with or without hard labor for up to five years and a fine of $1,000. As originally introduced, the law included a new crime of "conspiracy to engage in unauthorized entry" of a critical infrastructure facility, punishable by imprisonment with or without hard labor for up to five years and a fine of $10,000, such that individuals who only planned to hold a peaceful protest on infrastructure property could be prosecuted. The amended and enacted version of the bill removed the provisions on conspiracy, however. In addition, prior to the law's enactment, provisions were added to mandate that the law would not apply to "[l]awful assembly and peaceful and orderly petition, picketing, or demonstration for the redress of grievances or to express ideas or views regarding legitimate matters of public interest."

    "The arrests of six female supporters of activist group #YouthDemand at a Quaker meeting house have been condemned by the faith group.

    "Quakers in #Britain said the arrests were the first at a meeting house and 'an aggressive violation'.

    "The Metropolitan Police said six people were arrested on Thursday evening at the Westminster Meeting House on suspicion of conspiracy to cause a #PublicNuisance.

    "The force said it came amid concerns there were plans to 'shut down' London during April using tactics such as road blocks.

    "Youth Demand said more than 30 officers were involved with making the arrests.

    "Paul Parker, of Quakers in Britain, said he could not recall anyone being arrested at a Quaker meeting house in living memory.

    "'The forceful removal of young people holding a protest group meeting clearly shows what happens when a society #CriminalisesProtest.

    "'#FreedomOfSpeech, assembly, and fair trials are an essential part of free public debate which underpins #democracy,' he said.

    "Police said a further five arrests for the same offence were made on Friday - four at addresses in #London and one in #Exeter.

    "Youth Demand, which is not affiliated with the Quakers, said the meeting was 'an opportunity to share plans for non-violent #CivilResistance actions' due to take place in April.

    "On Thursday, officers raided a Youth Demand planning meeting where those in attendance were plotting their April action.

    "A further five arrests for the same offence were made on Friday, 28 March. Four of the arrests were at addresses in London and one in Exeter.

    'Policing priorities'

    "Out of the 11 people arrested, 10 have been released on bail and one will face no further action.

    "Asked about the matter on Sunday with Laura Kuenssberg, Home Secretary Yvette Cooper said: 'I have made clear to the police this government's priorities for policing are reducing serious violence... and bringing back neighbourhood policing, those crimes in town centres like shoplifting.'

    "Youth Demand, which describes itself as a 'new youth resistance campaign fighting for an end to #genocide', began carrying out acts of #CivilDisobedience last year.

    "When people think of environmentalism these days, they are likely to picture civil disobedience in the streets, media activism, enthusiastic lobbying, and conferences aiming to set global goals for carbon emissions—all under the leadership of non-governmental organizations, academics, and progressive politicians. Ecological struggle, however, has always also included anti-capitalist and anti-colonial currents, and these currents have been getting stronger, more dynamic, and better connected over the past couple decades.

    T"hat growth, however, has not been without setbacks, often caused by intense targeted repression that leaves movements exhausted and traumatized, like the #GreenScare that began in 2005 and the repression of #StandingRock and other #Indigenous-led #AntiPipeline movements a decade later.

    "Systematically, at precisely the moments when radical currents are licking their wounds, the predominantly white, middle-class vision of environmentalism takes the stage and pushes the entire conversation in reformist directions.

  13. Fellow #SaveOldGrowth forest defender, Sheena, made a short film. It includes the jingle dance circle with me & several other #environmental #landback #activists on the bridge between River & Landback resistance camps.

    River & Landback camps were main strongholds at Fairy Creek blockade. River camp was the first resistance camp set up in 2020 & it ran for a year before final big raid. There are 2 very rough logging roads that lead up to untouched old growth forest tracts from these camps. River camp is also where people could go hike to see/visit with Grandmother & Grandfather cedars. After we were removed, industry started cutting more roads up into the untouched old growth tracts. Teal Jones logging company has since pulled out due to financial issues & everything is up in the air at this time. Temporary deferral was renewed this year for some tracts by this one particular area in the watershed. Still hoping for permanent protections as the elder trees are not included in this small deferral.

    London CNN — "As #RightWing rioters attacked communities with #racist violence across parts of the UK last month, 22-year-old #ClimateActivist #CressieGethin sat in a prison cell.

    "Her crime? Organizing a disruptive protest against new government-granted licenses to drill for oil — a planet-heating #FossilFuel — in the #NorthSea.

    "In late July, a London court found #Gethin and four other members of the #JustStopOil activist group guilty of 'conspiring intentionally to cause a #PublicNuisance,' after recruiting protesters to climb structures along the M25 — a major ring road around London — bringing traffic to a standstill in parts over four days in November 2022.

    "Prosecutors alleged that the protests, organized over a #ZoomCall, disrupted more than 700,000 drivers, caused economic damage of over £760,000 ($980,000) and racked up £1 million ($1.3m) in policing costs.

    "Now Gethin and three others — Louise Lancaster, #DanielShaw and #LuciaWhittakerDeAbreu, who planned the disruption on the call — are serving four-year jail terms, while Just Stop Oil co-founder #RogerHallam was given five years. All are appealing.

    "The sentences are believed to be the longest in the UK’s history for #nonviolent protest and were delivered under two new controversial laws that supercharged #policing powers to crack down on disruptive protests, even when they are peaceful.

    "They place the act of planning a 'public nuisance' event, which carries a maximum sentence of 10 years in prison, on a similar footing as #ViolentCrimes like robbery, for which punishments range from community service to 12 years’ jail, or rape, which is four to 19 years.

    "The judge — who in court referred to the activists as '#extremists' — justified the long jail terms because all five activists had previously been convicted of one or more offenses in relation to direct action protest. Each were on bail for another set of proceedings when the Zoom call took place. He also noted people missed important doctor’s visits and funerals because of the protest.

    "But activists like Gethin say their demonstrations are proportionate to the problem at hand — a rapidly warming world that threatens to transform life as we know it, through deadly #ExtremeWeather events and by pushing #ecosystems to their brinks. They are now battling the bolstered powers of the #police and courts to get their point across.

    “'A very harsh sentence like this doesn’t make sense morally or legally — but it does make sense politically,' Gethin told CNN in a handwritten letter from HMP Bronzefield, a women’s prison just south of London’s Heathrow Airport.

    "The laws have drawn criticism from the UN’s special rapporteur on #EnvironmentalDefenders, #MichaelForst, who said not only do they criminalize peaceful protest, but they are being enforced in 'punitive and repressive' ways."

According to a new report from #ClimateRightsInternational, #demonstrators around the world are being arrested, charged, prosecuted and silenced, simply for using their rights to free expression. One of those prosecuted is activist #JoannaSmith, who last year applied washable school finger paint on the exterior glass case enclosing Edgar Degas’s renowned wax sculpture, Little Dancer, at the National Gallery of Art to draw attention to the urgency of the climate crisis. She was charged and later sentenced to two months in federal prison for her #CivilDisobedience. We speak to Smith just a week after her release, and to #LindaLakhdir, the legal director of Climate Rights International. 'Countries who have held themselves up as beacons of rule of law are essentially repressing peaceful protest,' says Lakhdir. The police ops are #BritishColumbia's C-IRG, the Community #Industry Response Group.

    "Mourning the invasion of the #MilitarizedPolice squad who arrested the #ForestDefenders, who were his guests, #Pacheedaht #FirstNation Elder Bill Jones said, 'We are at the end times of our great forests.'

    "Abolish C-IRG said, 'Due to the increasing amount of #indigenous-led anti-resource extraction movements in British Columbia, the Community-Industry Response Group was born. C-IRG is unique to British Columbia. They are militarized, have no budget limit, and the officers get paid handsomely to force #pipelines, #mines, #dams, and #logging through unceded #IndigenousTerritories, without consent. This is just another extension of the #RCMP’s original task- to remove and separate people from the land and enforce #ColonialRule. They do not keep us safe, they protect #capital."
