Xi’s foreign tours decline, BRICS meet to focus on terrorism: China expert

Ahead of the upcoming two-day BRICS Summit in New Delhi on September 12-13, China expert Srikanth Kondapalli of Jawaharlal Nehru University (JNU) says that the organisation, founded in 2006 and now comprising 11 full-member nations and 10 partner countries, has made several contributions to the Global South and geopolitics due to a raft of reasons, including its inter-continental and inter-governmental composition, and thanks to its focus on issues relevant to Emerging Markets and Developing Economies (EMDEs).
BRICS gets its name originally from the acronym BRIC used by Goldman Sachs economist Jim O’Neill. Formalised at the first meeting of BRIC Foreign Ministers in New York in 2006, the grouping met first in Yekaterinburg, Russia, in 2009. Two years later, South Africa joined the bloc and the New Development Bank (NDB) was created in 2014. More countries joined over the next years. BRICS currently comprises, apart from Brazil, Russia, India, China and South Africa (joined in 2011), full members such as Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates, all of whom joined in 2024.
Kondapalli, Professor of China Studies at Jawaharlal Nehru University, said at a discussion organised in New Delhi by the Foreign Correspondents’ Club of South Asia titled “Bridges Across Continents: The Strategic Relevance of BRICS,” that three aspects about the entity come to his mind when dwelling on its contributions to the world of geopolitics. “This is an intercontinental initiative and no other initiative has this kind of profile among such groupings: South America, Africa, Asia, Europe — all these continents are represented,” he said, emphasising that BRICS is also intergovernmental by nature as it is represented by the heads of state. Others who took part in the discussion include career diplomats Rajiv Bhatia, Pankaj Saran and Sunil Kumar Lal.
The JNU professor said that BRICS, because it is headed by such powerful people, enjoys tremendous legitimacy from the point of view of international relations. NDB, formerly called the BRICS and created to fund infrastructure and sustainable development, is another contribution, he said, adding that projects financed by it primarily address Global South’s issues. “It has so far dispersed about $45 billion and 139 projects have been built, most of which are in healthcare, literacy and soft infrastructure projects,” the academic, himself an alumnus of JNU, noted. “You look at the IMF, the World Bank, they mostly look at other issues, but NDB set up by BRICS lays emphasis on the social sector. Again, he said, the output of the BRICS bloc has surpassed that of G7 nations, and that’s no mean achievement.
Kondapalli said that he is glad that of $45 billion disbursed by NDB, close to 23% was made in local currencies. “The loan itself was given in local currencies rather than in US dollars. I think that is a significant contribution,” he pointed out.
Commenting on the change in discourse at the BRICS Summit, he said that early on most of the topics discussed at the meetings were political and security issues while economic issues and people-to-people relations were talked about much less frequently.
All that has changed over the past few summits, Kondapalli said. “Now in the last few years there is depoliticization and desecuritisation of BRICS. There is now greater emphasis on economic and socioeconomic issues. So this is a massive change in BRICS meetings.” It is true that terrorism however continues to come up at these summits because the subject is of major concern for India. “I would not be surprised if there is a BRICS Counterterrorism Centre established in India,” the JNU professor said.
About China’s likely role at the upcoming summit, Kondapalli said that Beijing would like to, as they say, “right-position” BRICS to further the Chinese national interests ahead of them assuming the rotating BRICS chairmanship in 2027, succeeding India. “So we will see China’s intervention in the New Delhi summit towards that goal,” Kondapalli said, stressing that China and Russia are increasingly using the expression “global governance” in place of “the rule of law” as India, South Africa and Brazil suggest. For China, he said, right positioning of BRICS is also aimed at countering unilateralism and protectionism from the West. He also said that the expansion of BRICS will serve the Chinese more than other countries. “So I think that is why they are suggesting inclusion
of Turkey and Pakistan as the candidates in the next round of expansion,” he argued.Kondapalli, who is also an author of several books on China, noted that Chinese leader Xi Jinping’s foreign visits have “reduced” in the past one and half years. According to Washington DC-based Asia Society Policy Institute’s Center for China Analysis, Xi has made 126 visits to 72 countries since taking over as President of China in 2013. This year, he has so far visited only three countries which includes North Korea, Kyrgyzstan and Egypt. He is expected to be in India next week and the US on an official tour starting on September 24. Meanwhile, a section of analysts say Xi may be travelling less but the world is travelling more to China. ASPI Center data also show that more world leaders are travelling over the past five years to China than to the US.
