ok i have discovered a bit more about how to use shotcut for this.

there is a much better filter for that kind of cropping called "reframe" that you can do by clicking on the output thing in the top left of the timeline.

av1 webm is a preset in the encoder. i would still like to be able to target a specific filesize, and you can kinda do that by using "average bitrate" and calculating it yourself based on the length. but it errors trying to do dual pass mode so my quality gets kinda eated.

for combining audio channels (which i forgot to mention in the original), it seems like you should be able to select "all" in the clip properties, but that doesn't actually play all tracks. as an alternative, right click the video in the timeline, split audio, copy and paste it, then change the track of one of the audios. repeat for however many tracks you want/need.

anyway i think i'm happy enough with this work flow. and being in a full video editor is great if i need to do any other stuff.
