Beyond Big Tech: World Bank Report Shows "Small AI" Solutions Driving Real Progress in Low-Income Countries
Affordable AI running on basic phones, not massive data centers, is already improving farming, healthcare, and learning across developing countries. The World Bank's new report maps how nations can build the foundations to scale this impact.

Another shot at this naive idea…
So you want more data centers? Fine.
Mandate large-scale data centers in depopulated rural areas, require ~80% renewable power, and impose closed-loop water cooling. Now operators also own the last-mile connectivity problem and the infrastructure needed to make the whole stack viable.
The nice thing is that when the **AI bubble pops**, the infrastructure remains: connectivity, renewables, and a viable backbone for repopulating those areas.

Free Buses, Dark Screens
On the Thursday before Labor Day, the principals of New York City's public schools opened a memo from the Education Department. The free T-Mobile internet service built into 350,000 student Chromebooks would end that Sunday, August 31. Classes begin September 10. Four days of warning, ten days of scramble, and then the school year opens on machines that still power up, still glow, and can no longer reach anything. The laptop survives. The world inside it has been repossessed. During the pandemic the city handed out some 725,000 devices and never tracked how many still function; the Chromebook program was the sequel, the do-over, the one arriving with a plan attached. The plan lasted a year. […] -
"Funds raised on No Tech Day go directly to community organisations working to close the digital divide, funding things like phones for people navigating systems that now require one, for example, to stay on the list for social housing. Or, laptops for senior high school students who need one for school. Funds can go towards digital support outreach to rest homes, paying for volunteers fuel and bikkies."
This is great, but ...

📉📈 Ah, the age-old tale of why internet speeds in America are slower than a sloth on a lazy Sunday while Switzerland is surfing the web at warp speed. Spoiler alert: it's not because Swiss cows have faster hooves! 🐄💨 But hey, who needs speed when you can pay more for less? #Capitalism FTW! 😂

The WEF forecasts that 42% of core job skills could change by 2030. I don't know how accurate that is - but AI is certainly disruptive, and it's hard to predict exactly where this leads.
Understanding the shape of the gap is a starting point. Part 3 of this series looks at the economics. Posting next week.

Technology is outpacing society in ways that are hard to grasp. One person now worth over $1 trillion, while the skills many of us built careers on face disruption within the decade.

SUMMARY - Revisiting the digital divide in Europe: The profile of those on the wrong side of the divide
https://isoclive.substack.com/p/europe-digital-divide
New European Social Survey Round 10 analysis: Europe's access divide still tops 10% — over a quarter of Portugal offline. The typical excluded European is older, less educated, rural and isolated.

"As AI agents become more integrated into the economy, companies and entities that deploy them will benefit disproportionately compared to those that cannot, Nick Srnicek, a senior lecturer in digital economy at King’s College London, told Rest of World.
“We will see new inequalities of access, scale, quality and trust: divides between those who have agents and those who don’t; those who have good agents and those who have bad agents; those who have many agents and those who have few agents; and those who can trust their agents and those who cannot,” he said.
Having access to agents that outpace others means “the outcomes of negotiations and transactions will be structurally biased towards those with greater access,” Srnicek said. “Agentic inequality can harden into systems of dominance.”
AI-powered agents and robots could generate about $2.9 trillion in economic value per year in the U.S. by 2030, McKinsey said in a report last year: “Work in the future will be a partnership between people, agents, and robots — all powered by AI.”"

New: "Few Become One: Polysynthetic Communication and the Ultrametric Architecture of Language"
Search engines can't see Mohawk. Why? They assume meaning lives in separate words. In polysynthetic languages, one word IS the sentence.
The fix: nested semantic graphs—language-neutral meaning trees. The same ultrametric structure appears across physics, biology, and cognition.

AI power is concentrated in a few tech hubs, similar to how power was held in a few cities decades ago. This concentration could leave many countries behind.

"Since late February 2026, a 40-day military confrontation between Iran, the United States, and Israel has unfolded across the region, following an initial wave of airstrikes that set in motion a cycle of retaliation and broader regional spillovers. The focus, unsurprisingly, has been on security and geopolitics. But the conflict also reshaped something less visible: the infrastructures that sustain connectivity.
At approximately midday on 28 February, global internet access in Iran was effectively cut off for most users. Not entirely, and not for all. What followed was not simply a condition of disconnection, but a reorganisation of the network itself into a layered system in which connectivity was differentially mediated through infrastructural constraints, economic mechanisms, and institutional gatekeeping.
This analysis is based on ten in-depth interviews with business owners, technical operators, and everyday internet users in Iran, conducted during and immediately after the recent conflict. These interviews are complemented by participant observation of connectivity practices, pricing dynamics, and user behavior under conditions of disruption. While not exhaustive, the findings provide a grounded view of how internet governance operates in practice under crisis conditions."

This is interesting. While some are fighting to buy the latest version of phones, this is happening at UC Berkley.
Neither is wrong. Both have different adjacent possibles.
Whole some are trying to minimize the digital divide others are trying to maximize it.
Circumstance is a peculiar thing.
