Illustrator's gradient meshes for me are boring. Once you understand the principle, it's just a never ending task of setting mesh points and coloring them. That's one of the reasons I do not create a lot of meshes. It just takes a lot of time and I'm not discovering an awful lot of interesting things while doing so. But after some years I've created a new one. #AdobeIllustrator #vector #GradientMesh #design #illustration

México refuerza controles tras el golpe a CIBanco, Intercam y Vector
El señalamiento de Estados Unidos contra CIBanco, Intercam y Vector en 2025 provocó intervenciones y procesos de liquidación. México reforzó la coordinación entre Hacienda, CNBV y UIF para fortalecer la prevención de lavado de dinero y proteger al sistema financiero.

Un señalamiento de Estados Unidos contra tres instituciones financieras mexicanas en 2025 desencadenó una de las mayores alertas recientes para el sistema financiero nacional: CIBanco, Intercam Banco y Vector Casa de Bolsa fueron señalados por la Red de Control de Delitos Financieros (FinCEN) del Departamento del Tesoro estadounidense por presuntas operaciones relacionadas con lavado de dinero vinculado al tráfico de opioides.
La reacción mexicana incluyó intervenciones regulatorias, procesos de reestructuración y liquidación, además de un refuerzo de los mecanismos de prevención de operaciones con recursos de procedencia ilícita. En 2026, la Unidad de Inteligencia Financiera (UIF) y la Comisión Nacional Bancaria y de Valores (CNBV) formalizaron un nuevo esquema de coordinación para mejorar el intercambio de información y el análisis conjunto de operaciones sospechosas.
El episodio también dejó una consecuencia directa para los usuarios de las instituciones involucradas. CIBanco se encuentra en proceso de liquidación y el Instituto para la Protección al Ahorro Bancario (IPAB) mantiene el procedimiento para pagar los depósitos garantizados a los ahorradores.
Un señalamiento que cambió el escenario financiero
El 25 de junio de 2025, FinCEN identificó a CIBanco, Intercam y Vector como instituciones mexicanas consideradas de preocupación principal en materia de lavado de dinero relacionado con el tráfico ilícito de opioides.
Las medidas estadounidenses restringieron determinadas transferencias de fondos que involucraran a las tres entidades. La decisión tuvo efectos inmediatos porque el acceso al sistema financiero estadounidense resulta relevante para las operaciones internacionales de instituciones mexicanas.
Al día siguiente, la CNBV decretó la intervención gerencial temporal de CIBanco e Intercam, mientras que también se aplicó una medida similar a Vector. El objetivo declarado por las autoridades mexicanas fue proteger los intereses de ahorradores y acreedores y preservar la operación ordenada de las instituciones.
En julio de 2025, la Secretaría de Hacienda y Crédito Público (SHCP) informó que el gobierno federal asumió temporalmente la gestión de las tres instituciones para reforzar la supervisión, asegurar el cumplimiento regulatorio y evitar afectaciones a los usuarios.
El desenlace fue distinto para cada institución
La crisis no terminó de la misma manera para CIBanco, Intercam y Vector.
CIBanco solicitó la revocación de su autorización para operar como institución de banca múltiple. La CNBV aprobó la petición y el 10 de octubre de 2025 comenzó su proceso de liquidación, bajo la responsabilidad del IPAB como liquidador.
Vector también dejó de operar como casa de bolsa. La CNBV informó en diciembre de 2025 que su autorización fue revocada a petición voluntaria de la propia entidad y precisó que esa decisión no guardaba relación con las medidas adoptadas por FinCEN.
En el caso de Intercam, Hacienda avanzó desde agosto de 2025 en acuerdos para transferir una parte significativa de sus operaciones dentro del proceso iniciado después de la intervención gerencial.
Por ello, no resulta correcto afirmar que las tres instituciones tuvieron exactamente el mismo desenlace jurídico o regulatorio.
México endurece la supervisión antilavado
El episodio aceleró la necesidad de mejorar la coordinación entre las autoridades encargadas de vigilar al sistema financiero.
En marzo de 2026, la UIF y la CNBV suscribieron un convenio para fortalecer el intercambio de información, la coordinación institucional y el análisis conjunto de posibles operaciones con recursos de procedencia ilícita. El acuerdo contempla modernizar la supervisión con un enfoque basado en riesgos.
La CNBV también mantiene la supervisión de las entidades financieras en materia de prevención de lavado de dinero y financiamiento al terrorismo, además de sus facultades prudenciales sobre las instituciones sujetas a supervisión integral.
El refuerzo de los controles busca reducir la posibilidad de que una institución mexicana sea utilizada para operaciones ilícitas y, al mismo tiempo, disminuir el riesgo de que una acción de autoridades extranjeras provoque efectos sobre clientes, ahorradores, empresas y contrapartes financieras.
El caso CIBanco sigue afectando a usuarios
La situación de CIBanco continúa teniendo efectos prácticos en 2026.
El IPAB informó en mayo que mantiene los canales de atención para las personas que requieren solicitar el pago de depósitos garantizados. El plazo para presentar una solicitud de pago concluye el 10 de octubre de 2026, un año después del inicio de la liquidación.
La autoridad precisó que los depósitos asegurados están cubiertos hasta por 400 mil Unidades de Inversión (UDIS), conforme al marco legal aplicable.
Además, en abril de 2026, el IPAB informó que FinCEN contempló una excepción limitada a sus restricciones para permitir transferencias necesarias para incorporar recursos al proceso de liquidación de CIBanco y atender sus obligaciones.
El sistema financiero mantiene indicadores de liquidez
La crisis de las tres instituciones no significa que todo el sistema bancario mexicano se encuentre en una situación similar.
La CNBV informó en mayo de 2026 que, al cierre del primer trimestre, todas las instituciones de banca múltiple mantuvieron niveles de liquidez superiores al mínimo regulatorio de 100%. El indicador mide la capacidad de los bancos para enfrentar salidas de efectivo en el corto plazo.
En el caso de CIBanco, la CNBV había señalado durante el proceso de liquidación que sus activos representaban 0.44% del total de activos del sistema bancario, por lo que su liquidación no implicaba un riesgo para el resto del sistema financiero.
El desafío, por tanto, no se limita a evitar una crisis de liquidez. También consiste en fortalecer los controles antilavado, mejorar el intercambio de información entre autoridades y reducir la exposición de las instituciones mexicanas a operaciones que puedan generar sanciones o restricciones en otros mercados.
El caso de CIBanco, Intercam y Vector mostró que un señalamiento internacional puede convertirse rápidamente en un problema operativo y regulatorio dentro de México. La respuesta posterior de las autoridades apunta a reforzar los controles antes de que una alerta financiera vuelva a transformarse en una crisis para usuarios e instituciones. –sn–
