While negotiations continue and everybody is analyzing the new Global Stocktake draft, let's take a moment and talk about frictions and contradiction at #COP28.
Each COP has a logo, some also a slogan.
#COP25 in Madrid was "Time for Action".
#COP28 is "Unite. Act. Deliver".

In this new system, COP Presidencies have an important role: they can shape the dramaturgy of a COP by using their formal prerogatives on agendas, communication and design of the venue.

I remember attending the #BlueCarbon in NDCs side event at #COP25 in Madrid in 2019 which Minister Angus Taylor spoke at. Australia was then developing blue carbon methodologies, and supporting blue carbon projects in PNG and the Pacific. No questions to Ministers or the expert panel at the event (Yes, I had a question to ask)

Alongside public performances, we also identified a series of dramaturgical interventions through which different actors - esp. the #COP Presidency and #UNFCCC Secretariat - attempted to shape performances at #COP25.

#COP25 was composed of different stages, on which most participants performed 3 social roles: accountant, admonisher & animator.
▶️Accountants gather & assess climate data
▶️Admonishers sound the alarm on climate emergency
▶️ Animators depict growing momentum for climate action.

Seen through the lens of dramaturgical policy analysis, #COP25 implemented a script that stipulated a transition from negotiations to implementation. The material setting, organization and agenda of #COP25 reflected this new script.

In terms of setting, climate conferences appear less & less as mainly diplomatic space and increasingly as transnational mega-events designed as signals for global audiences.

This indicates a broader shift in global climate governance.

We depart from these approaches. Using @maartenhajer's dramaturgical policy analysis & collaborative event ethnography, we examine soft coordination in practice, at the climate conference #COP25 in Madrid in 2019.
▶️ Instead of processes of formal delegation of authority, we focus on public performances that enact or improvise on governance scripts.
▶️ Instead of central steering, we examine how different actors use dramaturgical practices to shape the narrative arc and performances at #COPs.

Besonders skurril: die Publicity um die Influencerin Naomi Saibt, welche auf ihrem YouTube-Kanal Falschinformationen verbreitet und von #AfD-nahen Kreisen als die neue "Anti-Greta" bezeichnet wird und damit von ihnen ausgenutzt wird.

Despite disastrous #COP25 results, there is still hope for #multilateralism in #ClimateChange: 31 countries have joined the #SanJosePrinciples for High Ambition and Integrity in International Carbon Markets.
Some goals:
• Highest ambition to deliver an overall #mitigation in global #emissions
