Try the beans trick—get a dish of dried beans/peas etc, and hold them with their feet in the dish.
It fires up the proprioception parts of their brain as they get a whole bunch of input from their feet... basically, the same areas of the brain that develop to make those tiny little corrections when were standing up start getting a whole bunch of information. All that information tires them out pretty quickly, and they usually sleep really well afterwards.
It's an old nursing trick, and I was chatting with someone today who has an almost newborn who just isn't sleeping at all, so I mentioned it. She said she's never heard of it, so I figured it might've fallen out of the community knowing bank.
