Most people who want to make money from ads aren't big enough to have a team of people who go get advertisers, and
№2:
So large organizations (who are large enough to have a team of people who go get advertisers) can secretly dump their unsold inventory way below what they sell it for to advertisers.

Your favorite YouTuber might be an example of type №1.

Anyone willing to test my app? It's my first time publishing to the Play Store so I need 12 testers to install the app for 14 days.
The app is a headless share target that strips out all of the known tracking params that ad networks use to track you across the web, then initiates the share again.
