IC Brief Morning — 2026-10-23
Adversary intelligence campaigns against Western elections, exercises, and defense personnel are outpacing countermeasures, as previously assessed. The intelligence community is very unlikely to publicly attribute Russia's Storm-1516 deepfake videos targeting midterm candidates by November 6, leaving campaigns reliant on outside researchers. Moderate confidence rests on lawmaker and private-sector attribution but no official agency comment. PLA operatives intercepted communications at US and South Korean bases 13 times during bilateral exercises, and Taiwan indicted four for leaking military secrets to Chinese contacts.
Western sanctions targeting A7's Sadovod brokers and offshore intermediaries are unlikely by late November, leaving bank de-risking as the primary disruption tool. Another US prisoner release from Russia is unlikely before late December; Hubbard's release was a discrete gesture. High confidence reflects the absence of named prisoners in Russian statements; their appearance would signal active negotiations. The Pentagon's reported sabotage and deep-cover programs lack congressional oversight.
CISA will very likely add the PHP2Shell CVEs to its Known Exploited Vulnerabilities catalog by November 6, triggering mandatory federal remediation; unsupported PHP deployments have no patch path. High confidence reflects joint CISA-NSA advisories and millions of exploitation attempts. Canada's Bill C-22 will likely receive Royal Assent by year's end. Low confidence reflects thin Senate sourcing; passage would force encrypted-communications providers into exit decisions.

it’s time for the #Washingtonpresscorpse to stop both-sidesing
“It’s become conventional wisdom for legacy media and their punditocracy to declare that America is “divided” or “polarized,” suggesting that we are evenly split between red and blue; between two political parties and sensibilities. However, as the recently-released 17th American Values survey (a mammoth sampling of 5200 adults) reveals, we have a pro-democracy, reality-based 65 percent (or so) majority, and a discrete radical minority — mostly white Christian nationalists — that holds views the rest of the country find abhorrent. Unfortunately, the latter group dominates one major party and holds disproportionate political power.”

DiffusionGemma from Google DeepMindOne of the most interesting new #AI models this year is DiffusionGemma, a Mixture-of-Experts (MoE) model from Google DeepMind. While its architecture isn't well-supported by all engines yet, variants currently work on Ollama and LM Studio.
While diffusiongemma-26B-A4B-it lacks some of the features of other Gemma 4 models, it is blazingly fast. It activates only 4 billion of its 26 billion parameters at a time, which is a now-common technique for speeding up processing on local systems, and its mixture-of-experts architecture easily supports 8 #MoE experts on higher-end consumer grade hardware. However, what really sets DiffusionGemma apart is that instead of using standard autoregression for inference, which works token-by-token, it borrows a technique from image-generating models to iteratively refine blocks of tokens in parallel for increased performance.
Autoregression is a type of sequential processing where the model looks backwards at recently generated tokens to create the next set. In contrast, discrete diffusion models iteratively add and remove tokens from each block in a non-linear way. The result is not only a noticeable increase in processing speed, but also in more dynamic and creative output even at more rigorous instruction-following temperatures.
In contrast to models that can generate tens or hundreds of tokens per second on consumer-grade hardware, DiffusionGemma can churn out over 1,000 tokens-per-second on the same hardware. Nothing in life is free, though; DiffusionGemma trades a slight reduction in accuracy (roughly 5-15% on most benchmarks compared to other Gemma 4 models) for much lower latency and a massive increase in tokens-per-second. For tasks where speed and creative output matter most, this is a viable trade-off.
As an open-weight model released under the Apache 2.0 open-source license, DiffusionGemma is a great candidate for further research and post-training. As an excellent example of the rapid advancements in AI #edge_computing and the ability of smaller language models to compete with frontier models for various use cases, I highly recommend giving DiffusionGemma a try.

One whose ways are all discreet,
One who murmurs that his wife

The 2020 Court of Appeal ruling in Bridges v South Wales Police did not ban live facial recognition. It found the force's policy left too much discretion over who ended up on a watchlist and where the technology was used, a precise and durable lesson for any organisation running AI-assisted decisions about identifiable people.

The recent retreat of Bitcoin from its $85,000 peak, coupled with the market’s lukewarm reaction to the earnings reports of technology titans such as Tesla and Meta, signals a fundamental structural shift in investor sentiment. We are moving away from an era of "speculative expectation" and entering a "post-hype" phase characterized by a rigorous demand for realized Return on Discretionary Investment (ROI). The market is no longer merely rewarding the adoption of Artificial Intelligence; it is now scrutinizing the economic viability of the massive capital expenditures (CapEx) required to sustain it.
The Structural Dilemma: The Cost of Scaling
The current volatility in both high-tech equities and digital assets is rooted in the structural challenges of "infrastructure layering" within the AI ecosystem. The advancement of Large Language Models (LLMs) has triggered a global scramble for physical resources, specifically high-performance GPUs and the massive energy reserves required to power next-generation data centers.
From a technical and financial perspective, the "Scaling Laws"—which suggest that model intelligence increases with more data and compute—present a significant dilemma for corporate balance sheets. As models grow, the computational costs increase exponentially, not linearly. This creates a widening gap between the rapid evolution of software capabilities and the escalating cost of the hardware required to run them. For investors, the critical question has shifted from "How advanced is the AI?" to "Can the cost of the infrastructure be offset by productivity gains?" This uncertainty regarding whether AI infrastructure will function as a high-yield asset or a depreciating, cash-draining liability is a primary driver of current market instability.Market Impact: The Rise of "Quality Growth"
The implications of this shift extend far beyond the tech sector, directly impacting the valuation of digital assets. We are observing a re-correlation of risk assets. When investors perceive that massive CapEx in the tech sector may compress short-term profit margins, a "risk-off" sentiment emerges. This sentiment tends to flow through the broader market, triggering sell-offs in Bitcoin and other highly liquid digital assets.
The investment paradigm is transitioning from "Growth at any cost" to "Quality Growth." In this new environment, the market prioritizes capital efficiency and sustainable profitability. For the crypto-asset market, this means that Bitcoin’s price action will increasingly become a barometer for global liquidity and the perceived health of the tech-driven economy. Until the market sees concrete evidence of AI-driven revenue streams and cost efficiencies, we should expect heightened volatility and a continued focus on companies that demonstrate high-margin AI integration.Strategic Governance Recommendations for Institutional Investors
As the market enters this period of scrutiny, corporate leaders and institutional investors must redefine their approach to technology governance. To mitigate the risks of over-leveraging into unproven technologies, I propose the following three-pillar framework:
1. Implementation of an AI-ROI Monitoring Framework
Organizations must move beyond tracking technical milestones (e.able, model accuracy or deployment speed) and transition to financial-centric KPIs. Governance structures should mandate that AI projects are evaluated based on their direct impact on EBITDA, specifically through quantifiable cost reductions or measurable incremental revenue.
2. Integration of Infrastructure Resilience and Cost Management
The volatility of the AI supply chain—encompassing semiconductors, energy, and data center availability—must be integrated into broader enterprise risk management. IT governance should include scenario analysis to determine how fluctuations in compute costs and energy prices impact long-term business continuity and margin stability.
3. Establishment of Adaptive Capital Allocation
In a high-uncertainty environment, rigid, multi-year budget cycles are a liability. I recommend an "Agile Budgeting" model, where capital is allocated in tranches based on the achievement of specific performance milestones. This allows for the rapid scaling of successful AI initiatives while providing a built-in mechanism to halt or pivot underperforming, high-cost projects before they compromise the firm's liquidity. Conclusion
The current market correction is not a rejection of AI, but a demand for accountability. For global investors, the opportunity lies in identifying the "Quality Growth" players—those who can navigate the expensive transition from infrastructure build-out to scalable, profitable implementation. As the correlation between tech CapEx and digital asset volatility remains high, success will depend on the ability to distinguish between technological hype and sustainable economic value.💡 Support & Donations

@ascentale #bikenite maybe a question but it would take homework.
In my novel, activists want to get out and ... mark roads with arrows -- or even with just a big splotch of paint. Mayeb the all dress with enough vests to just do it but could one person do it? Discreetly? On a bike?
I remember oh, it was probably decades ago when people were tryin' to take over what was it Wall STreet in NY?
SOmebody had a set up on their bicycle so they pedaled and software sprayed a message in chalk.
NOpe, I can't find the story online now.
What if I could oh, in the time of a light cycle, drop a cardboard stencil and trigger spray paint? To leave a big cross or X where people keep cutting corners making left turns and hurting people?
How can I leave my mark efficiently and safely?
(More realistic option: make a sign and put it up on the side of the road. What???? Not in my story!!)
