Human Rights Watch pidió corregir los lineamientos sobre derechos de las audiencias en México y advirtió que las facultades sancionadoras de la Comisión Reguladora de Telecomunicaciones pueden afectar la libertad de expresión.

Human Rights Watch (HRW) pidió este martes al gobierno federal revisar los nuevos lineamientos sobre derechos de las audiencias y advirtió que las facultades otorgadas a la Comisión Reguladora de Telecomunicaciones (CRT) podrían representar un riesgo para la libertad de expresión y los medios independientes.
La organización señaló que el proyecto permitiría a la CRT imponer sanciones a concesionarios de radio y televisión por difundir información considerada “falsa”, “descontextualizada” o “desactualizada”. Entre las medidas previstas se encuentra la posibilidad de imponer multas de hasta 1 por ciento de los ingresos acumulables anuales del medio, de acuerdo con el análisis de HRW.
El planteamiento ocurre después de que la CRT abrió una consulta pública sobre los Lineamientos Generales para la Protección de los Derechos de las Audiencias, cuyo periodo de participación concluyó el 21 de agosto. El proyecto establece mecanismos para que radioescuchas y televidentes presenten quejas y puedan recurrir determinadas decisiones de los defensores de las audiencias.
HRW cuestiona que el gobierno determine qué información es correcta
Jorge Peniche, investigador senior de HRW para México, señaló que la veracidad constituye un elemento fundamental del periodismo responsable, pero sostuvo que corresponde a los medios y a sus mecanismos profesionales de autorregulación asumir esa responsabilidad, no a una autoridad gubernamental determinar si una cobertura periodística cumple con esos criterios.
“Human Rights Watch” advirtió que las disposiciones podrían generar un efecto intimidatorio sobre los medios, incluso si esa no fuera la finalidad de las autoridades, debido a la posibilidad de que una cobertura considerada inexacta termine en un procedimiento administrativo y una sanción económica.
La organización también citó los estándares internacionales de libertad de expresión y señaló que los Estados no deberían imponer condiciones previas relacionadas con la veracidad, oportunidad o imparcialidad de la información periodística.
¿Qué establecen los lineamientos sobre derechos de las audiencias?
La propuesta de la CRT contempla que las audiencias tengan derecho a recibir información veraz y oportuna, distinguir entre información noticiosa y opinión, identificar la publicidad y ejercer mecanismos de réplica o reclamación.
Los lineamientos también obligarían a los concesionarios de radio y televisión a contar con códigos de ética y defensores de las audiencias. La CRT tendría participación cuando una persona no esté conforme con la determinación de un defensor o cuando un medio no atienda una recomendación.
El gobierno federal ha defendido la propuesta bajo el argumento de que busca establecer mecanismos para garantizar los derechos de quienes reciben contenidos de radio y televisión. La Presidencia de la República informó el 28 de julio que los lineamientos contemplan obligaciones para evitar la difusión de información falsa, descontextualizada o presentada fuera de su temporalidad.
La CRT afirma que no regulará a la prensa escrita ni a plataformas digitales
Ante las críticas, la propia Comisión Reguladora de Telecomunicaciones señaló el 10 de agosto que los lineamientos sometidos a consulta pública están dirigidos exclusivamente a las audiencias de radio y televisión.
La CRT precisó que las disposiciones no son aplicables a la prensa escrita ni a las plataformas digitales y sostuvo que el proyecto no constituye un mecanismo de censura ni limita el derecho de las personas a expresar y difundir ideas.
La precisión es relevante porque delimita el alcance del proyecto: el debate actual se concentra en las obligaciones aplicables a los concesionarios de radiodifusión y en las facultades que tendría el órgano regulador para intervenir ante inconformidades de las audiencias. –sn–

A "new" 40MHz 68030/882 accelerator with 8MB 32-bit FAST RAM is slotted in and wired with a switch, there on the front. Base 68000 system has 8MB 16-bit FAST RAM, a respectable fallback for cycle-exact OCS/ECS demos.

I plugged in and tested the MAG Innovision 771fs #CRT VGA monitor I got a while back. It still has an issue where it loses raster after being on for a short time. Definitely a high-voltage power supply problem. I opened it to visually check for obvious problems (leaking caps, blown parts) but didn’t see anything.
Unfortunately that may be the limit of my diagnosis here. CRTs are one electronic device that I am not comfortable trying to repair. If the #VCFMidwest Free Pile allows CRTs, I may put it there with a taped-on note explaining the issue and encouraging someone with more expertise in the area to take it and try fixing it. If not… anyone with CRT repair experience who is going to VCF Midwest this year want a project? 😅

Having an awesome time putting my new Parceiro II+ that just arrived in the mail through its paces on my Amiga 1000. I had the original Parceiro and it was a game changer, but the Parceiro II+ is just a polished vehicle for perfectly experiencing the Amiga as it was in its heyday.
Kickstart in ROM (no floppy needed!), HD / volumes on removable SD card, 8MB FAST RAM expansion, real-time battery-backed clock.
And I've been focused on the Kickstart 1.3 partition so far; I've hardly had a chance to play with the KS 2.04/WB 2.1 and AmigaOS 3.1 modes / partitions.
Such amazing work, David Dunklee! What a way to make the Amiga shine.

So who are these guys? Simply put, a crew of #racist and #transphobic / #antitrans conservative intellectuals (think #quilette and the #kochbrothers) who helped push the #CRT panic into the American mainstream by aiding legal battles and infiltrating school boards across the country. They lobbied against any halfway honest accounting with America's racist history anywhere they found it, from just teaching about it to addressing it through equity programs, eventually starting the same in Canada. #ChristopherRufo, who has been credited with single-handedly launching the CRT panic in the US, is naturally a board member. For salt on the wound, they highlighted opposition to a debt relief program for black farmers as a "profile in courage", which with the barest knowledge of American history should tell you all you need to know.
They're also incredibly transphobic, which is how I found out about them originally. I mean, #AbigailShrier is a board member ffs. They started out defending the supposed "right" of students to misgender their trans classmates, now they routinely partner up with #genspect to push #conversiontherapy

I wrote the article because I'd been meaning to for a while, and recently I saw @tsn calling on them to cancel an upcoming pro-conversion therapy event with SEGM and Genspect. No dig at TSN, love the work they do, I wanted to clear up for the record that FAIR have been transphobic and racist from the start; that it's not an honest mistake on FAIR's part but another just support for another wing of the same astroturfed conservative campaign network.

Scratch a transphobe, a racist bleeds, and usually vice versa. We should all be fully aware that the same conservatives pushing racism are pushing transphobia. For some of us it's been obvious the whole time, others need a wake-up call. Either way, the details don't lie and people need to know their enemy to fight them.
