I've been reading some of Livy's histories and keep thinking about a striking little episode from when Rome was still a small city state.
It starts when a lot of people are drowning in debt because of loan sharks. They hold a protest and demand that the consuls, the two top magistrates, address the issue in the senate.
The senate convenes, but one of the consuls just wants to start arresting people. Then they hear that a neighbouring town is planning to attack, so the other consul goes out to the people and promises a reprieve for all those who sign up for the army.
The people agree and the war is quickly concluded. Afterwards, though, the first consul starts sentencing debtors to even worse punishments than before. And the other consul is too scared to act against his colleague.
A little while after that, the consuls are squabbling about who gets to consecrate the new temple of Mercury. So the senate decides to let the people vote, adding that the winner gets a few other mandates as well. The people then elect one Marcus Laetorius, a centurion in the army, to perform these prestigious tasks.
I believe there's a lesson in there.
