@LillyHerself The Scottish Government has always had the power to reform local government taxation, in any way it liked; but hasn't done so. We could have a #WealthTax; we don't. We could have more progressive #PropertyTax; we don't. They would have to have been local taxes, but we could have them.

We've done shockingly little on #LandReform. We're lagging way behind our own goals on decarbonisation. We have not defended #TransRights against the recent UK assault.

I envisage that a common form of land management would be small farms and crofts leased on #Liferent from the local community, which would not pay #LandTax (because the land would continue to be owned in common), but would pay a rental.

Finally, as I said above, land on which the #LandTax was not paid would automatically revert to common -- i.e. to the management of the local community. This would drive rapid and effective #LandReform.

I envisage that #ScotGov would appoint a Common Lands Factor to manage lands on behalf of those communities who chose not to manage it themselves.
