Updated 1:25 PM EDT, July 1, 2026SAN DIEGO (AP) — "Within minutes of walking on a #SanDiego beach, marine ornithologist Tammy Russell found the feathered carcasses — one after another.
Some were mixed in with washed up kelp. Others were under rocks."Each month, scientists and volunteers conduct surveys of dead #seabirds and find what Russell describes as a grim assessment of the impact of a massive marine HeatWave that has lingered for months off parts of the California coast.
"The surveys that have been carried out by various organizations for decades help build a baseline of information on beached sea life to detect threats and their impact.
"Many seabirds, including California #BrownPelicans, #loons and #grebes, starved to death in recent months as record-setting ocean temperatures decreased the band of cold, nutrient-rich surface water where #krill, #anchovies and #sardines thrive near the shore, said Russell, a postdoctoral scholar at the University of California, San Diego, Scripps Institution of Oceanography.
"We’ve been seeing #cormorants walk to shore and then just die within the hour. I mean one time it happened within 15 minutes, and I’ve never seen that before,” Russell said. 'That has been heartbreaking for me and we’re seeing this happening across the whole coast.'
"Scientists fear the die-off could worsen with the recently formed El Nino, the natural warming of parts of the central Pacific that alters weather worldwide and spikes global temperatures."

"The United Nations (UN) human rights experts have written to the Japanese government to express their concerns about the release of more than one million metric tonnes of treated nuclear wastewater into the #PacificOcean.
"In August 2023, Japan began discharging wastewaster from about 1000 storage tanks of contaminated water collected after the earthquake and tsunami in 2011 that caused the meltdown of its Fukushima nuclear plant.
"In the formal communication, available publicly, UN Human Rights Council special rappoteurs addressed the the management of Advanced Liquid Processing System (ALPS)-treated wastewater from the Fukushima Daiichi Nuclear Power Station (NPS) by the Japan government and TEPCO (Tokio Electric Power), and the ongoing discharge of such waters into the Pacific Ocean.
"They said 'we are alarmed that the implementation of contaminated water release operations of into the ocean may pose major environmental and human rights risks, exposing people, especially children, to threats of further contamination in Japan and beyond.'
" 'We wish to raise our concern about the allegations of the failure to assess the consequences on health of the release of wastewater against the best available scientific evidence,' the special rappoteurs write.
" 'Against this backdrop, we would like to highlight that the threats to the enjoyment of the right to adequate food do not concern only local people within the borders of Japan.
" 'Given the migratory nature of fish, their contamination represents a risk also for people living beyond the Japanese borders, including Indigenous Peoples across the Pacific Ocean which, according to their culture and traditions, mainly rely on seafood as their primary livelihood.'
"The letter follows a complaint submitted by Ocean Vision Legal in August 2023 on behalf of the Pacific Network on Globalisation (#PANG) and endorsed by over 50 civil society groups in the Pacific and beyond.
"In a statement on Tuesday, PANG hailed it as "a landmark move for #OceanJustice and #HumanRights'.
"The organisation said that the destructive legacy of nuclear #contamination through #NuclearTesting is still strongly felt across the region.
"It said this legacy is marked by severe health impacts across generations and the ongoing failure to properly clean up test sites, which continue to contaminate the islands and waterways that Pacific peoples depend on.

This opposition is based on the fact that there is a lack of adequate and accurate scientific data supporting Japan’s assertion of safety."Furthermore, there is an abundance of data demonstrating serious concerns about releasing radioactively contaminated water.
“The Pacific Ocean is the largest continuous body of water on our planet, containing the greatest biomass of organisms of ecological, economic, and cultural value, including 70 percent of the world’s #fisheries. The health of all the world’s #OceanEcosystems is in documented decline due
to a variety of stressors, including climate change, over-exploitation of resources, and pollution.
"The proposed release of this #contaminated water is a #transboundary and #transgenerational issue of concern for the health of marine ecosystems and those whose lives and livelihoods depend on them. We are concerned about the absence of critical data on the radionuclide content of each tank, the Advanced Liquid Processing System, which is used to remove radionuclides, and the assumption that upon the release of the contaminated wastewater,
‘dilution is the solution to pollution.’“The underlying rationale of #dilution ignores the reality of biological processes of #OrganicBinding,
#bioaccumulation, and #bioconcentration, as well as accumulation in local seafloor sediments. Many of the radionuclides contained in the accumulated waste cooling water have half-lives ranging from decades to centuries, and their deleterious effects range from #DNADamage and

"Not Again": Yet Another #TEPCO Scandal

"Over the years there have been all sorts of cases of data fabrication and falsification at #nuclear, thermal and hydroelectric power plants. Each time the power companies and plant makers apologize and say that they will lance the wound, but then they go and repeat the same behavior over and over again. When Tokyo Electric Power Company (TEPCO) reported yet another case of data falsification to the Ministry of Economy Trade and Industry (#METI) the headline in the Fukushima local newspaper the following day (1 February 2007) was 'Not Again!', sigh the local people and the Prefectural government '.
"The latest scandal began when Asahi Shimbun newspaper reported on 31 October 2006 that #Chugoku Electric Power Company had falsified data for #DoyoDam on the #MatanoRiver. People might assume that the reason for #ChugokuElectric's admission was simply that it had made a judgment that the problem could no longer be concealed once it was leaked to the newspaper. However, there was more behind the admission than meets the eye. Even before this, anti-dam activists had been pursuing TEPCO over suspicious data related to its dams. For example, it had recorded flow measurements that could not possibly have been taken, because the locations were inaccessible due to heavy snow falls. Chugoku Electric's admission should be seen against this background.
"METI and the Ministry of Land Infrastructure and Transport responded by demanding that all electric power companies check their records. The upshot was that it was discovered that Chugoku Electric was not alone. In fact, it became apparent that all power companies had falsified and fabricated data in relation to such things as subsidence of dam embankments, and alterations to facilities without prior approval.
"The next major development came on November 15th, when it was revealed that Chugoku Electric had falsified data in relation to releases of hot wastewater at its #Shimonoseki thermal power plant. This led to similar revelations for nuclear power plants owned by TEPCO, #Kansai Electric Power Company (#KEPCO), Tohoku Electric Power Company and Japan Atomic Power Company (#JAPCO). On 10 January 2007 TEPCO submitted a report to METI entitled 'Causes of and measures to prevent a repetition of falsification of sea temperature data at the condenser outlets of #KashiwazakiKariwa Nuclear Power Plant, Reactors 1 and 4'.
"The report said, 'An investigation of power plants was instigated, because the Shimonoseki thermal power plant case reminded a worker that corrections had been made to sea temperature data.' As a result, falsification (referred to by TEPCO as "corrections") was discovered at Kashiwazaki-Kariwa reactors 1 & 4 and #Fukushima I reactors 1, 4 & 5.
"The hot wastewater referred to here is seawater, which has been used to cool and condense the steam used to drive the turbines of thermal and nuclear power plants. When the steam from the turbine condenses, its heat is transferred to the coolant, which in this case is seawater. The temperature of the seawater is raised in the process. If the seawater released is too hot, it can affect the ecosystem. Therefore, the temperature at both the intake and outlet points is measured and monitored to ensure that the temperature difference is not too great. At some power plants computers were programmed to record a higher than actual intake temperature, while at others they were programmed to record a lower outlet temperature. The readings were thus falsified to show a lower temperature difference than was really the case.
"On 31 January 2007 TEPCO released details of data falsification at its nuclear power plants. It admitted to a total of about 200 irregularities. A few examples are discussed below.
1. During a periodic inspection in May 1992 at Kashiwazaki-Kariwa reactor number 1 (K-K-1), the day before it was to be tested it was discovered that, due to a fault with the electric motor, the residual heat removal pump (part of the Emergency Core Cooling System (ECCS)) was not working. TEPCO staff made some adjustments to make it appear from the central control room that the pump was working. In this way, they were able to trick the METI inspector into awarding a pass for the inspection.
2. Again at K-K (the reactors are not specified), from around 1995 to 1997, measurements of the concentration of radioactive iodine released from the exhaust stack were made to appear lower than they really were by taking the measurements on the reverse side of the filter. In May 1995 the concentration of radioactivity from rare gases emitted from the exhaust stack of reactor 4 was also falsified.
3. From 1979 to 1998, in order to pass inspections, internal pressure readings for steam pipes connecting the reactor to the turbines at Fukushima I reactor 1 were falsified to match the specifications in the inspection guidelines. It was said that the specifications were inappropriate and that they were later amended so that falsification ceased to be necessary.
"There were many instances of malpractice besides these, in relation to periodic inspections and also in other areas. Fabrication and falsification had indeed become standard practice. Investigations are still proceeding and one cannot help feeling that the most serious and dangerous cases are still to come."

Sapporo, Japan – "The nations of the G7 have chosen politics over science and the protection of the #MarineEnvironment with their decision today to support the Japanese government’s plans to discharge Fukushima #RadioactiveWaste water into the Pacific Ocean.
"The 1.3 million cubic meters/tons of radioactive waste water at the #FukushimaDaiichi plant, currently in tanks, is scheduled to be discharged into the Pacific Ocean this year. Nations in the Asia Pacific region, led by the Pacific Island Forum, have strongly voiced their opposition to the plans. Some of the world’s leading oceanographic institutes and marine scientists have criticised the weakness of the scientific justification applied by #TEPCO, the owner of the #NuclearPlant, warned against using the #PacificOcean as a #DumpingGround for radioactive contaminated water, and called for alternatives to discharge to be applied.
“'The Japanese government is desperate for international endorsement for its Pacific Ocean radioactive water dump plans. It has failed to protect its own citizens, including the vulnerable fishing communities of Fukushima, as well as nations across the wider #AsiaPacific region. The aftermath of the nuclear disaster at Fukushima is still strongly felt, and the Japanese government has failed to fully investigate the effects of discharging multiple #radionuclides on #MarineLife. The government is obligated under international law to conduct a comprehensive environmental impact assessment, including the impact of transboundary marine pollution, but has failed to do so. Its plans are a violation of the UN Convention Law of the Sea.
"'The marine environment is under extreme pressure from #ClimateChange, #overfishing and #ResourceExtraction. Yet, the G7 thinks it’s acceptable to endorse plans to deliberately dump nuclear waste into the ocean. Politics inside the G7 at Sapporo just trumped science, environmental protection, and international law,' said Shaun Burnie, Senior Nuclear Specialist at Greenpeace East Asia.
"'#GreenpeaceEastAsia analysis has detailed the failures of liquid waste processing [ALPS] technology at the Fukushima Daiichi plant and the environmental threats posed by the releases. There is no prospect of an end to the nuclear crisis at the plant as current decommissioning plans are not feasible. Furthermore, the report finds the nuclear fuel debris in the reactors cannot be completely removed and will continue to contaminate the ground water over many decades. Claims that the discharges will take 30 years is inaccurate as in reality, it will continue into the next century. Viable alternatives to discharge, specifically long term storage and processing, have been ignored by the Japanese government.
"'The Japanese government’s attempt to normalise the Fukushima nuclear disaster is directly linked to its overall energy policy objective of increasing the operation of nuclear reactors again after the 2011 disaster. 54 reactors were available in 2011 compared to only ten reactors in 2022, generating 7.9% of the nation’s electricity in FY21 compared to 29% in 2010. Meanwhile, five of the other six G7 governments led by France, the US and the UK are also aggressively promoting nuclear power development.
"'The idea that the nuclear industry is capable of delivering a safe and sustainable energy future is delusional and a dangerous distraction from the only viable energy solution to the climate emergency which is 100% #RenewableEnergy. The global growth of low cost renewable energy has been phenomenal – but it has to be much faster and at an even greater scale if carbon emissions are to be reduced by 2030. Approval for nuclear waste dumping and nuclear energy expansion sound like the 1970’s but we have no time for such distractions. We are in a race to save the climate in the 21st century, and only renewables can deliver this,' said Shaun Burnie.

"Although the International Atomic Energy Agency approved the 30-year water release plan, scientists and civilians in nations bordering the Pacific Ocean have questioned the safety of the plan, especially as it relates to seafood.
"In a press release approving of the plan, the IAEA stated, 'the discharges of the treated water would have a negligible radiological impact to people and the environment.'
"#PaulDorfman, member of the Irish Government Environmental Protection Agency Radiation Protection Advisory Committee and chair of Nuclear Consulting Group, explained that some scientists have questioned IAEA’s approval of the water release.
"'I and others are concerned by IAEA’s attitude,' Dorfman said. 'Normally even low levels of radioactive pollution will find its way into local seafood, one way or another.'
"In 2020, #Japan exported 332,926 kilograms of frozen scallops to the U.S. Japan exports many fish products to the U.S.
"Samantha Valeriano, a psychology student from Hawaii, said she eats seafood about once a week. She does not often think about where her food comes from but wants to be more cautious following the nuclear water release.
"'I think I would be a little more cautious of what I ate, checking labels a little bit more,' Valeriano said. 'I would be conscious of what I ate and where it came from.'
"As the People’s Republic of #China has imposed bans of Japanese fish exports, the #USA has supported the Japanese market by increasing fish purchases.
"In a press release, the #UnitedStates Embassy and Consulate in Japan explained that military bases in Japan will carry Japanese seafood as a way to buoy up seafood markets and undermine the PRC’s ban.
"'United States elected representatives and senior government officials have stood in solidarity with Japan during this baseless ban,' the statement said. 'Another step to help provide additional sales to counter the ban was to start selling Japanese seafood at the U.S. military facilities in Japan, both through the commissaries and mess halls.'
"According to the statement, government officials like former speaker #KevinMcCarthy ate seafood from Japan as a testament to Japan’s safety standards.
However, other U.S. agencies, like the National Association of #MarineLaboratories question whether accurate research was conducted by the IAEA and Japanese Government to determine safety of seafood products."They explain that the lack of data on potential health impacts is a cause for serious concern.

"Kylee Wasano, pre-communications disorders student from Oahu, agreed. She explained she feels that she might already be consuming contaminated seafood.
"'I feel like I already am eating that, and I just don’t know,' Wasano said. 'Anything that could expose you to (radiation) you should be considerate about.'
"As organizations weigh safety concerns, scientists turn to the water release process to determine potential effects."

"The following synopsis, including editorial license that adds important death details which defy the nuclear industry’s bogus claims about nuclear safety, opens closed pathways to what’s really going on.
"After thirteen years, the declaration of a State of Emergency for #FukushimaDaiichi Nuclear Power Plant still cannot be lifted because of many unknowns, as well as ubiquitous deadly radiation levels. The destroyed reactors are tinderboxes of highly radioactive spent fuel rods that contain more cesium-137 than eighty-five (85) #Chernobyls. Cesium-137 in or near a human body erupts into a series of maladies, one after another in short order, depending upon level of exposure: (1) nausea (2) vomiting (3) diarrhea (4) bleeding (5) coma leading to death.

"Robert H. Richmond, director of the Kewalo Marine Laboratory at the University of #Hawaii at Manoa, is among a group of international scientists working with the #PacificIslandForum to assess the wastewater release plan – including visits to the Fukushima site, and meetings with TEPCO, Japanese authorities and the IAEA. After reviewing the details of the plan, Richmond called it 'ill-advised' and premature.
"One concern is that diluting the wastewater might not be enough to reduce its impact on marine life. #Pollutants like tritium can pass through various levels of the #FoodChain – including plants, animals, and bacteria – and be '#bioaccumulated,' meaning they will build up in the marine #ecosystem, he said.
"He added that the world’s oceans are already under stress from #ClimateChange, ocean #acidification, #overfishing and #pollution. The last thing it needs is to be treated like a 'dumping ground,' he said.
"And the potential risks won’t just affect the #AsiaPacific region. One 2012 study found evidence that bluefin #tuna had transported #radionuclides – radioactive isotopes like the ones in #nuclear #wastewater – from Fukushima across the Pacific to California."

It is vital to elucidate the fundamental distinction between Fukushima’s nuclear-contaminated water and the regular operations of a nuclear power plant from a scientific perspective. By analyzing their sources, the Fukushima nuclear disaster stands as the most severe nuclear accident, resulting in water contaminated with an extensive array of radionuclides generated by nuclear fission. In contrast, nuclear waste water from power plants worldwide is primarily composed of various types of process water, chemical water, ground water, shower and laundry water, all classified as general operational water. Each source manifests unique characteristics in terms of radionuclide composition.
"It is crucial to highlight that the Fukushima nuclear-contaminated water contains over 60 types of radionuclides, some of which are significantly more hazardous than tritium, a substance the Japanese authorities claim they can efficiently purify and treat. Alarming concerns arise as many of these #radionuclides lack effective treatment methods. Japan’s own data reveals that approximately 70 percent of nuclear-contaminated water processed through the Multi-Nuclide Treatment System (#ALPS) fails to meet discharge standards, necessitating re-purification. Additionally, the assessment report published by the #IAEA acknowledges that ALPS 'may not remove all radionuclides in nuclear-contaminated water.' Furthermore, the long-term implications of this decision cannot be ignored, as it may take up to 30 years for Japan to execute the discharge plan, potentially resulting in an irreversible environmental catastrophe.
"'The radioactive materials stemming from the nuclear accident should not be released, and we must preserve a pristine ocean for our generation and those to come,' passionately stated Masashi Tani, a representative of Japanese civic groups. On the 7th of July, various civil organizations in Fukushima Prefecture and beyond made a resounding statement, revealing that over 250,000 individuals had signed petitions opposing the release of nuclear-contaminated water into the ocean. The gravity of this global outcry underscores the urgent need for a reconsideration of Japan’s decision.
"As the international community scrutinizes Japan’s stance on the matter, the ramifications of releasing nuclear-contaminated water into the ocean extend beyond national borders. Concerns about potential health hazards, ecological damage, and the perpetuation of long-term radioactive pollution are driving this global controversy.
